  • Experts are concerned about the lack of troops and security vacuum due to the low birth rate in the Republic of Korea. They consider policies to expand the proportion and role of female soldiers to address these issues. In this regard, We would like to introduce the successful use of female personnel in the Ukrainian military and draw implications for the Korean military. This will provide a clue to offset the shortage of troops in the Republic of Korea.

  • Rapid innovation in ICT is transforming the way we work, the way we interact, the way we learn, and the way we live. In the education and training sector, ICT increases access to learning by making it possible for workers to fit their education into family and work schedules and by providing a greater programmatic choice of quality courses. ICT allows multiple workers to simultaneously enrol in training programs and work in their workplace in order to achieve their particular learning goals in a timelier manner. This paper deals with the ICT conditions, role of ICT, application of ICT, and effectiveness of ICT in the area of workforce development.

A Study on the Prediction of Projected Workforce of Certified Insurance Reviewer Nurses(CIRNs) in Korea (보험심사전문간호사(가칭) 수요추계에 관한 연구)

  • Purpose : The purpose of this study was to suggest the number about the projected workforce of Certified Insurance Reviewer Nurses(CIRN) in Korea. Method : The following methods were used for this study: 1) national and international internet data were collected. 2) demand model was used for the prediction of the projected workforce of CIRN. 3) experts in insurance reviewing were contacted to get an opinion and information about the criteria of distribution and scope of CIRNs, 4) we figured out the maximum and minimum number of CIRN Korea needed as followed method, the maximum number was estimated that one CIRN would review 150 cases of Detailed Accounts for Examination and Treatment and the minimum was estimated 200 cases of it. 5) time series regression equation analysis was used for the prediction of number of CIRNs for the year 2003 to 2010. Result: 1) The prediction of CIRNs is as follows, there will be 2,313$\sim$2,827 of CIRN demanded in 2002, 2,500$\sim$3,069 in 2005 and 2,806$\sim$3,466 in 2010. 2) It is really desirable that CIRNs not only work for reviewing the detailed accounts for examination and treatment in hospital but also for inspecting allowance in individual insurance company. Conclusion : It is very desirable that the CIRN advocate the clients' rights because they will work for them satisfactory rather than other hospital experts group. But before settling the system of the CIRN in Korea, there would be its own professional role identity and a code of conduct.

Men, Work, and Mental Health: A Systematic Review of Depression in Male-dominated Industries and Occupations

  • Among men, depression is often unrecognised and untreated. Men employed in male-dominated industries and occupations may be particularly vulnerable. However, efforts to develop tailored workplace interventions are hampered by lack of prevalence data. A systematic review of studies reporting prevalence rates for depression in male dominated workforce groups was undertaken. Studies were included if they were published between 1990 - June 2012 in English, examined adult workers in male-dominated industries or occupations (> 70% male workforce), and used clinically relevant indicators of depression. Twenty studies met these criteria. Prevalence of depression ranged from 0.0% to 28.0%. Five studies reported significantly lower prevalence rates for mental disorders among male-dominated workforce groups than comparison populations, while six reported significantly higher rates. Eight studies additionally found significantly higher levels of depression in male-dominated groups than comparable national data. Overall, the majority of studies found higher levels of depression among workers in male-dominated workforce groups. There is a need to address the mental health of workers in male-dominated groups. The workplace provides an important but often overlooked setting to develop tailored strategies for vulnerable groups.

  • The purpose of this study was to develop a participatory education program of farmer's safety and health. After investigating the concept and status of agricultural safety and health to identify the problem of farmer's safety and health, we made the model in 3 steps, consist of analysis, design, and development, based on the instructional system design and the participatory instructional method. We also applied the participatory instructional method to the program to facilitate a change in practice by making farmers understand the contents. The findings of this study revealed the followings: 1) we developed the education program focused on characteristics of farmers as learners; 2) the education program was developed based on the model for developing education programs and the specific procedures that we made up; 3) we designed the program in modules to increase the availability; 4) we raised the content validity of the learning contents in the safety and health education program targeting farmers; 5) manuals and supplementaries for teachers were developed from learner's textbooks.

  • In this paper, we propose the future strategy of convergence IT workforce program through the question analysis of convergence IT promising area. We analyzed the future strategy of convergence IT workforce program from different angles in the aspects of convergence IT promising area, workforce model operation, and infrastructure & system support. Based on this analysis, we suggest the key strategy of each area. As a result, we concluded that the outcome of the proposed strategy is visible when the upper three aspects are efficiently coordinated and the strategy is effectively proceeded. Also, we concluded that selection of promising areas through overall analysis, the necessity of efficient correlation plan establishment among state-industry-university, and the necessity of state-run systematic support and state policy establishment are very important.

  • This study aims to derive implications on current problems in the nursing manpower management in Korea through the comparison with the nursing workforce and employmentrent in the United States and Japan. There are various issues in nursing policy, such as nursing shortage, quality of the nursing service, and the increased cost of management due to the high turnover rate of nursing staffs and it is urgent to seek various policy measures to resolve this. Although nursing shortage is a commom problem in the world, the U.S. and Japan were higher rate of employment than Korea in nursing staffs, which implicates the importance of the legislation of mandatory minimum staffing ratios, the establishment of policies such as the fees and charge policy and the nursing work environments. For quality nursing care and patient safety through the stable workforce of qualified nursing staffs, administrative mechanisms that support adequate nurse staffing and promote positive work conditions are needed, for which the improvement of legal system is required.

  • Accidents for information disclosure occurred in a steady increase, so many information security department has been established recently. But there was a lack of differentiation between department of IT department and they cannot train appropriate students for companies. This research examined the Workforce framework and competencies, the related research for improving information security curriculum. And then this research analyzed status and characteristics of the curriculum to the information security department, based on the Workforce framework and competencies presented by NICE. The result of the research confirmed that the current curriculum mainly consists of courses dealing with development of products that secure information, so the curriculum is needed to improve by focusing on workforce framework competencies. The result will be utilized as fundamental research for improving the curriculum of information security major in the future.

  • The recent increase of wages is considered to be the result of lawsuits on ordinary wage expansion and the reduction of working hours. This may enlarge the wage gap between enterprise and small business, and thus worsen the insufficient supply of workforce to small businesses. Therefore, it is necessary to provide strategies to control the increase of wages in order to resolve the difficulty in the industrial workforce supply and to enforce the industrial competitiveness.
