본 연구는 지역 사회복지서비스 제공방식을 개선하기 위한 로컬 거버넌스 수준에서의 지역사회복지서비스 제공의 성공적 개선방안을 마련하기 위한 연구이다. 로컬 거버넌스 차원에서의 지역사회복지서비스 제공의 이론적 접근을 시도하였다. 그리고 현행의 지역복지서비스의 협력적 제공현황과 문제점을 파악하고 이에 따르는 총체적인 개선방안을 모색해 보고자 하였다. 개선방안으로는 현재 지역내의 다양한 복지 주체들간의 연결망을 강화하기 위한 정보네트워크 구축방안이 요구되며, 다음으로는 구성된 연계망의 각 주체들간 파트너십의 형성을 위한 신뢰구축 노력이 필요하다.

본 연구는 통일한국의 여성정책중 사회복지정책에 대한 통합방안을 모색하기 위한 것으로 우선 현재 남북한 사회복지정책 중 여성과 밀접한 관련을 갖는 복지관련법과 제도를 중심으로 여성관련 복지정책을 비교 고찰하였다. 남북한은 각기 다른 체제와 이념에 따라 다른 복지정책을 전개하였다. 북한은 초기 사회주의 평등이념에 따라 남녀평등하게 포괄적이고 보편주의적인 정책을 펴고있는 반면, 남한은 자본주의 시장경제 아래 잔여적 형태에서 보편적인 형태로 점진적으로 발전되고 있으나 남성=생계유지자, 여성=피부양자라는 논리하에 여성들은 복지수혜에서 부차적인 위치에 있다. 법과 제도적으로 볼 때 북한여성은 남한여성에 비해 앞선 지위를 보여주고 있으나 현실적으로 보면 남북한여성은 유사한 위치에 있다. 양성이 법적으로 평등하더라도 성별에 따라 다른 사회적 역할을 맡고 있다는 논리와 복지책임을 일차적으로 가족에게 두는 가족주의의 논리가 작용하고 있는 한 복지정책은 여성에게 불평등하게 작용하게 된다. 통일한국의 여성관련 복지정책은 단순히 양체제의 복지정책을 결합하는 것이 아니라 질적으로 한 단계 높은 수준에서 수렴점을 찾아야 한다. 본 연구에서 여성관련 복지정책 방안으로 양성평등사회를 기반으로 여성의 권리로서 성평등권, 사회적 권리로서 사회복지수혜, 탈가족화, 국가책임주의 강화 그리고 사회복지운영과정에서의 여성참여원칙 등 기본적 원리를 바탕으로 하여 사회복지제도의 적용확대, 모성보호 정책 및 여성빈곤과 사회보장을 통한 사회안전망 구축을 제시하였다. 이러한 방안은 결국 진정한 양성평등을 바탕으로 한 사회복지정책의 정립을 의미하며 통일은 남북한 여성들에게 성평등사회를 향한 커다란 전환점이 될 수 있을 것이다.

The government has been operating the long-term care insurance since 2008. In June 2010, the government manual wheelchairs, electric beds, manual beds, mattresses prevent pressure ulcers, mobile tub, bath lifts, including six items were changed to rental-only item. For the successful settlement of welfare equipment rental system, The efforts to prevent inconvenience of welfare equipment user's and improvement of the system for the activation is needed. The main object of this study is to identify the factors affecting satisfaction of welfare equipment rental and seek to proposals of revitalizing equipment rental system.

본 연구의 목적은 사회복지법인의 법적 성격을 살펴보고 이와 밀접히 관련된 외부이사제의 필요성을 법률적으로 검토함으로써 향후 사회복지사업법의 개정 방향에 관하여 제안하는 것이다. 사회복지법인의 법적 성격을 일률적으로 공공부문 또는 민간부문이라고 파악해온 학설 및 판례를 소개하고 이들을 비판적으로 검토하면서 본 연구는 다양한 요인을 기준으로 시설법인의 성격과 지원법인의 성격을 구분하는 성격 이원론을 제시한다. 성격 이원론에 따르면, 시설법인의 경우 상대적으로 공공성이 강하여 공공부문에 가깝고 이에 따라 사적자치가 제한될 수 있으므로 외부이사제의 필요성이 크고 법률적으로도 합헌이라고 볼 수 있다. 반면, 지원법인의 경우 상대적으로 공공성이 약하여 민간부문에 가깝고 이에 따라 사적자치가 보장되어야 하므로 외부이사제의 필요성이 크지 않고 법률적으로도 위헌의 소지가 있다. 이에 따라 본 연구는 시설법인에 대하여만 외부이사제를 적용하고, 지원법인에 대하여는 투명성을 담보할 수 있는 규제만을 남겨두고 외부이사제를 폐지하는 것이 바람직하다는 입법론을 제안한다. 이렇게 할 때 사회복지법인들의 고유한 사업목적과 운영철학이 존중되고 사회복지서비스의 다양성이 실현될 수 있을 것이다.

본 논문은 복지국가의 사회서비스 발전과정을 개괄하고 독일의 사회서비스 제도화 및 재구조화 과정을 분석함으로써 이것이 현재 진행 중인 한국의 전자 바우처 중심 사회서비스 제도화 과정에 줄 수 있는 함의를 논의하고자 한다. 이를 위해 우선 복지국가의 사회서비스 확대 및 재정비 경향을 제솝의 workfare 논의를 바탕으로 그리고 국가의 사회서비스 개입 지점을 혁신 개념을 중심으로 분석하였다. 다음으로 독일의 사회서비스 제도화 및 재구조화 경향을 고찰하였다. 마지막으로 한국의 사회서비스 제도화에 줄 수 있는 함의를 공급체계와 생산체계의 구분 및 형성, 지역사회 구심점 설정, 생산자 지원 방식의 활성화 그리고 생산주체로서 비영리조직 역할의 확대로 제시하였다.

The study is to examine the mediating effect of psychological empowerment on the causal relationship between high-performance work system and organizational citizenship behavior. This study collected data from public organizations that are responsible for social welfare provision in Daegu, Gyeongsangbuk-Do, and Pusan in South Korea. This study employs confirmatory factor analysis in Amos 21 to find the discriminant validity of all constructs and regression analysis by Baron and Kenny (1986) to test that psychological empowerment is a mediator of the causal relationship between high-performance work system and organizational citizenship behavior. As the result of the analysis, psychological empowerment has a significant mediating effect on the relationship between high-performance work system and organizational citizenship behavior. The study suggests to the managers in social welfare organizations how they need to enhance organizational citizenship behavior through psychological empowerment themselves.

장애인서비스 전달체계는 욕구평가체계의 결여, 사례관리체계의 미비, 전문인력의 부족 및 지방복지행정기관의 미비라는 문제를 안고 있다. 보건복지가족부는 장애인서비스 전달체계를 개편하기 위해 2007년부터 장애인복지인프라개선방안을 추진하고 있다. 개선방안에서는 장애판정체계의 개편과 장애서비스판정센터의 설립을 제안하고 있으며, 장애판정체계는 기존의 의학적 판정도구 외에 근로활동능력평가도구 및 복지욕구사정도구를 개발하여 장애인의 욕구평가체계를 도입하려고 시도하고 있다. 또한 장애서비스판정센터의 설립 모형으로 독립형, 지자체형, 공단형의 세 가지 모델을 제시하고 2008년 하반기에 시범사업을 실시하고 있다. 본 연구에서는 장애인서비스 전달체계를 개선하기 위한 핵심적인 요소가 보건복지가족부가 통제할 수 있고, 욕구평가와 사례관리를 수행할 수 있는 전문 인력을 갖춘 지방장애인복지행정기관을 120여개 설립하는 것이며, 현실적으로 한국장애인개발원을 정점으로 전국의 장애인복지관을 지방장애인복지행정기관으로 활용할 것을 제안하고 있다.

The purpose of this study is to present effective basic data for business management through analysis of importance and performance of personal information protection of the elderly welfare center workers. For this purpose, the questionnaire on the protection of personal information was reconstructed based on the diagnostic level of the personal information security management level of the public institution and the questionnaire was conducted on 105 employees of the elderly welfare center in Chungbuk area. Based on the responses to the importance and the degree of performance of the personal information protection of the elderly welfare center employees, technical statistics and corresponding sample T-tests were conducted and the importance-performance analysis (IPA) was used. Followings are the results of this study: First, there is a statistically significant difference between the importance and the implementation of the management system for the protection of personal information of the workers in the elderly welfare center, establishment and implementation of protection measures, establishment and implementation of infringement measures. Second, IPA analysis on the protection of personal information of the workers in the elderly welfare center shows that the establishment and implementation of protection measures are the areas to maintain good performance. Third, in IPA analysis of the sub-factors of the personal information protection of the workers in the welfare center of the elderly, in the construction and management of the management system, in performing the role of the personal information protection officer and establishing and implementing protection measures, The factors of prevention of information disclosure and exposure and the safe use and management of personal information processing system were analyzed as areas requiring intensive improvement. This study is meaningful as a basic research that can raise the awareness of the personal information protection of the workers in the elderly welfare center and induce the improvement of the related work.

The purpose of this article is to analyse the expenditure structure of the welfare mix; in order to grasp the holistic feature of the Korean social welfare. Most of all, the article attempts to elaborate the estimation methods of social welfare expenditure by including the components from which has been excluded so far - indirect tax expenditure of the government, nursery payments of households, life insurance pay-outs for survivors, inter-household private income transfers and the value of caring work of the family. In so doing, the article estimates that the total social welfare expenditure including state, enterprise, market, NPOs and family reached at 24.7% of GDP in 2000, which is approximately 2.5 times more than public social welfare expenditure. It implies that non-state, private sectors dominates the structure of social welfare provisions in Korea. In addition, based on the analyses of the expenditure structure, the article defines the main feature of Korea's welfare mix as the 'mixed structure of the welfare mix dominated by the protective family', or 'expanded public sector, relatively limited market, and protective family'. Such a family-dominated welfare mix structure in Korea indicates that the fundamental source of solidarity of the Korean social welfare system is family and, therefore, the welfare regime of Korea can be classified as 'Conservative'.

Objectives : The purpose of this study was to analyze the effect of welfare system of medical institutions on job satisfaction and organizational commitment of female workers. Methods : A survey was performed with 556 female workers of 11 general hospital and 7 acute period hospital in Busan. Data were collected from October to November 2017 with a self-report questionnaire and analyzed using SPSS 24.0. Results : Among those aged over 40 years, high awareness of obligatory welfare, job education, free use of the annual leave, and flexible working system was a positive factor in job satisfaction. Among managers, free use of the annual leave, job education, flexible working system and child-care facilities was a positive factor in organizational commitment. Conclusions : In medical institutions with a relatively high proportion of married women, although interest in welfare for childbirth and child rearing is high, execution is sluggish, hence, policy support of government and medical institutions in this field is necessary.
