자살예방을 위한 통합적 접근의 필요성 (The Need of Integrated Approach for Suicide Prevention)

  • Suicide is a major problem in Korean health care and a serious social problem. In Korea, 12,463 people (24.3 per 100,000) lost their lives due to suicide in 2017. Although the government has established three National Comprehensive Plan of Suicide Prevention (2004, 2009, 2016), and National Action Plan of Suicide Prevention (2018), the suicide rate is still high. The suicide rate of the elderly is especially high. This is due to the economic vulnerability of the elderly in Korea. Therefore, in order to prevent suicide in Korea, mental health care approach and social welfare approach should be integrated. The intervention of preventing suicide of suicide attempters should include social welfare services as well as mental health program and should be based on community. There are many health problems, including prevention of suicide, which can not be solved only by the efforts of health care. Many health problems are social problems and the integrated approach is needed to solve them. In order to solve many health care problems and improve health, integrated approach of health, social science, and humanities is needed.

한국의 신빈곤현상과 탈빈곤정책에 관한 연구: 근로빈곤층(the working poor)의 실태를 중심으로 (The Study on New Poverty and Change of Poverty Policy in Korea)

  • 본 연구는 사회경제적 구조변화에 따른 빈곤형태의 변화를 고찰하고 신빈곤층의 탈빈곤을 위한 정책을 모색하는데 목적이 있다. 그동안 빈곤정책은 노령, 실업, 장애, 질병 등 노동능력 상실과 관련된 절대빈곤층에 초점을 두어 왔다. 그러나 경제위기 후 증가하는 빈곤의 특성은 노동시장 참여가 더 이상 탈빈곤의 요인으로 작용하지 않게 되었다. 본 연구는 근로빈민을 대상으로 경제위기이후 경제상황변화, 복지상황, 사회적 위험에 대한 경험 및 대응방식에 대해 경험적으로 조사하고 이를 기반으로 탈빈곤정책을 모색하고자 하였다. 연구결과 근로빈민층은 경제위기이후 실업, 소득감소 등 다양한 형태의 사회적 위험을 경험했으며 불안정한 고용상황, 취약한 복지상황을 보여주고 있으며 이를 기반으로 탈빈곤정책으로 소득안정정책, 직업훈련 및 기술교육정책, 적극적인 사회복지정책 등을 제시하였다.

중년기 기혼남녀의 100세 사회 가족생활 전망과 가족정책에의 함의점 (Family Life Prospect of the Middle-Aged and Its Implications for Family Policy toward Centenarian Society)

  • This study attempted to explore how middle aged married men and women prospected a Centenarian society and what implications their prospect cast for family policy. We conducted focus group interviews with five groups in order to identify their subjective prospects on marital relations, parent-child relations, caregiving from family or institutions, and alternative living arrangement. From those interviews, we found that married men and women in their 40s, 50s, and 60s possessed ambivalent attitudes toward their marital relationship, either acknowledging an importance of marital relationship or accepting long-standing disrespectful marital relationship. They also had a dualistic perspective on parent-child relationship, accepting parental responsibility for children and even grand-children but maintaining low expectations for children. What they needed was age appropriate opportunities for work or leisure and better community services and facilities. These results showed that the middle-aged was concerned experiencing unprecedented family situations. They needed family life education and services in order to adapt to the Centenarian society. Since family policy has viewed this age group out of service target, programs and services have been underdeveloped for this group. Expecting a Centenarian society however, we need to expand the boundary of family policy and take a new perspective. We need to develop and implement marital education programs, community-based self-care services, and age-appropriated opportunities for work, leisure, and social relations.

한국가족복지정책에서의 여성정체성 (Women's Identity in the Korean Family Welfare Policies)

  • By analysing women's identity rooted in Korean families and welfare policies related to families, this research aims to explore more gender-equal family welfare policies for the future. This research examines the change of families along with social changes, women's identity in families, the present family welfare policies, and women's identity in the family welfare policies. Social changes and the demand of market make influence on function and form of families. However, the broad social format of patriarchy persists and women's gender identity and gender role in families make little differences as ever. These women's gender role and gender identity are found in welfare policies related to families as they are. The women is regulated as dependent on male partner with the primary responsibilities on child rearing and elderly care. In addition, only focusing on families in need, Korean family policies are not generally established. Therefore, now, it is strongly suggested that Korean family policies concerning more diverse families should be launched with the gender-sensitive perspective.

이동통신시장의 상호접속료 정책이 소득분위별 후생에 미치는 영향 연구 (A Study for the Effects of Interconnection Charge Policy on Consumer Welfare in the Mobile Telecommunications Market)

  • 본 논문은 이동통신시장에서 상호접속료가 소비자 후생에 미치는 영향을 실증분석을 통해 시사점을 도출하였다. 현재 상호접속료 정책은 사업자 전체를 규제하는 개별요율제와 함께 TD BUah형을 혼합한 장기증분원가 체계로 운영되고 있기 때문에 이와 같은 산정모형과 정책적 요인이 소비자후생에 미치는 영향을 분석하거 위하여 log선형함수를 이용한 소비자 후생의 측정과, 정책변수를 더미화 한 소비자 후생 결정 모형을 이용하여 분석하였다. 분석결과 소비자 후생은 2009년 기준으로 약 6조원으로 나타났으며, 최근 기준으로 상승세를 보이고 있었다. 상호접속료의 하락은 소비자 후생을 증진시키는 것으로 나타났지만, 개별요율제와 현재의 장기증분원가 체계는 소비자 후생과 부(-)의 관계를 가지는 것으로 나타나, 정책 프레임의 수정이 필요한 것으로 판단된다.

윤석열 정부의 보건의료정책 방향과 과제 (Direction and Tasks of Health Care Policy of Yoon Suk-yeol Government)

  • The presidential election and the inauguration of the new government are a period of the policy window opening. The newly launched government is expected to improve the quality of life of the people. The Yoon Suk-yeol Government is also launched with new expectations with a transitional period in health care. The sustainability of health care in Korea is threatened. The environment of health care and the main policy issues of health care are difficult to secure the necessary finance for health care in spite of the increasing health care burden. Accordingly, the Yoon Suk-yeol Government's health care policy aims to provide intensive support to those in need of health and welfare and to improve the health of the people through investment in health. And for integrating fragmented health care and welfare services and creating people-centered community-based health care, a health care innovation center will be established for the evaluation platform of new delivery and payment systems, a health care development plan will be established for the blueprint of health care, and reorganizing the central & local government should be reviewed. Although we are facing unfavorable situations such as the distribution of the National Assembly, inflation, and the possibility of economic recession, we expect that announced health care policies will be implemented, recognizing that health care innovation is the only way to improve health care sustainability.

환경복지적 관점에서의 농촌지역 가축매몰지 피해 분석 - 설문조사를 중심으로 - (Analysis on Damages of Carcass Disposal in Rural Area in Terms of Environmental Welfare Approach: A Questionnaire Based Survey)

  • As carcass disposal is increasing widely in Republic of Korea, there is a need to comprehensively analyze the impacts and subsequent damages of carcass disposal. Especially, since environmental policy aims to not only reduce environmental damages, but also enhance overall sustainability, we apply the concept of environmental welfare to assess the comprehensive impact of carcass disposal, especially focusing on the rural area. In specific, assessment criteria were suggested based on the four categories related to environmental welfare, which were 'environmental quality', 'level of environmental service', 'environmental safety', and 'participation, openness to public, and communication'. The results showed negative impacts of carcass disposal in environmental, social and economical elements. Overall decrease in environmental quality negatively impacts the other elements of environmental welfare. Furthermore, there were discrepancies of level of impacts and damages among stakeholder. In the end, we suggest critical elements that need to be applied in relevant policies and regulation to promote effective carcass disposal management.

아동복지시설 종사자 대상 세계시민교육 가이드라인 개발을 위한 연구 (A Study on Developing Global Citizenship Education Guidelines for Child Welfare Workers)

  • 최근 세계시민교육(이하 GCE)의 필요성이 세계적으로 강조되고 있으나, 아동기 세계시민의식에 영향을 미치는 아동복지시설 종사자 GCE가 국내에서 부족했다. 이에 본 연구는 (1) 국내외 GCE 정책·현황 조사 (2) GCE 전문가 심층 인터뷰 (3) 종사자 설문 조사로 교육 욕구 실제를 분석했다. 정책분석 결과 주로 학교체계에서만 행해진 국내 GCE와 달리 세계적으로는 다양한 방식으로 진행되었다. 심층 인터뷰에서는 국내 GCE 확대의 필요성이 강조되었고, 설문 분석 결과 GCE에 대한 인지-관심-참여 의사에 경로 관계가 유의해 인지·관심 증대가 실천에 효과적으로 나타났다. 이를 근거로 GCE가 아동복지시설 종사자에게 필요한 교육임을 확인하고 AIDA 모델에 입각해 GCE 인지도를 높여야 함을 강조하였으며 GCE 구성 시 활용할 수 있는 지표를 제시하였다.

시·도별 주거복지 관련 자치법규에 대한 연구 (A Study of Housing Welfare Regulations of City & Province)

  • The increase rate of total population slows down and the ratio of the elderly population & single-household in our country is growing rapidly. Korean's housing penetration has already exceeded 100%. So people focus on the qualitative aspects of housing, namely housing welfare than the quantitative supply of housing The purpose of the study proposes the desirable direction for housing welfare policy based on the housing welfare regulations. The data for the analysis was collected through the regulations of 8 cities and 9 provinces. So housing welfare contents like housing welfare business, housing welfare center, etc. were extracted from 4 Housing Welfare Support Regulations, 5 Housing Basic Regulations and 8 Housing Regulations. The results were as follows: To stabilize housing and improve housing, the contents of housing welfare contained in related ordinance are still insufficient. Continue to be effective and housing welfare work, it shall be presented in detail in the regulations with respect to the financing plan. To those who need the housing welfare will have to be built an effective delivery system that can be delivered in a timely manner. For housing welfare for the elderly, housing welfare business information is detailed and broken down, it should be codified.

혼인율 특성, 변화요인 분석과 가족정책 제언 (A Critical Analysis of the Characteristics and Causes of the Changes in Marriage Rates and Recommendations for Family Policy)

  • This study analyzes marriage and fertility rates in Korea and makes recommendations for family policy. Based on the 'The Report of Marriage & Divorce Statistics in 2005' and data from the Korea Statistical Information System (KOSIS) of the National Statistics Organization, the trends, reasons for marriage rates changes, and future expectations were critically reviewed. In addition, the relationship between marriage and fertility rates was analyzed. The principle characteristics of marriage rates are as follows: 1) the M-shape of the longitudinal crude marriage rates; 2) the increased age of individuals entering their the first marriage; 3) the increase in remarriage rates; 4) the changes in the patterns of remarriage; 5) the increased in the age at which individuals remarry and; 6) the increase in marriage to non-Koreans. The marriage and fertility rates changes are a permanent normative shift because of 1) later marriage because of women's increased education and labor force participation 2) rational choices about birth control 3) reduced population because of the aging of baby boomers 4) structural changes in the marriage market and 5) egalitarian changes in women's attitudes toward marriage and family. The recommendations for future family policy were as follows: 1) the need for a realistic, long-term family policy because the current marriage patterns will continue; 2) the need to develop new statistics such as fertility rates that are based on marriage cohort or birth cohort because family behavior is a mixture of personal, social and political responses; 3) the need for impact analysis of current family policy about increasing fertility rates; 4) the need for a new family perspective that encompasses diverse marriage and family patterns; 5) the need to focus on men's role in families because of women's changing roles and family interaction patterns and; 6) the need for preventive family policies such as family life education.
