A Study on Current State of Web Content Accessibility on General Hospital Websites in Korea (국내 종합병원의 웹 접근성 실태에 관한 연구)

  • In the study, we introduce the trend in domestic and foreign web accessibility, as well as the legal system that ensures web accessibility. Based on Korean Web Content Accessibility Guidelines (KWCAG)1.0, we investigated the web content accessibility of 80 tertiary health-care hospitals and general hospitals in Korea. We evaluated accessibility by combining accessibility-based criteria (ABC) with usability-based criteria (UBC). ABC was limited to an alternative text for Guideline 1, using a small number of frames and keyboard accessibility for Guideline 2. UBC checked the voice service (TTS), resizing text, providing multi-lingual websites, and disclosing web accessibility policy. KADO-WAH2.0 was used for representing the compliance rate. The evaluation result was a considerable improvement from previous results, even though the rate of compliance with web accessibility was generally insufficient. There was a significant difference between those medical centers which did and did not comply with web accessibility. Incidentally, many hospitals were found to have attempted to confront and come to terms with web accessibility. In future, the following factors are advisable for medical centers with publicity or public interest: they must employ active and aggressive promotion of establishment of independent accessibility guidelines to secure web accessibility, they should effect an improvement of the realization of web accessibility, there can be constant education and promotion, and there can be an institutional supplementation, as well as others.

  • This study considered the most crucial elements in websites as web usability and web accessibility. The web usability signified the empirical satisfaction of ordinary users on websites and how much they used the relevant websites conveniently and accurately, while the web accessibility signified the technical support that could have an easy access to web contents and the principles of cognitive aspects, by considering the users such as those who have been alienated from information. Even if the people were given lots of beneficial information, the websites would be useless if their usability and accessibility were not considered. It would be necessary to reduce the information gap by letting any users (the physically challenged, the elderly, etc.) give an access to every information without any professional abilities and to provide the efficient websites corresponding to the embodiment goal of e-government through rapidity and accuracy of contents and the feedback for systematic structure and people's demand.

  • The purpose of this study was to conduct the mobile OK test which means the web accessibility evaluation tool and to evaluate the public libraries' mobile web services. For this purpose, 81 public libraries were tested and analysed in Mobile Web Best Practices presented by W3C. The results of this study indicate the following several strategies: Support by local governments and provincial education offices, Design mobile web services corresponding with web standards, Removal of harmful elements in the web design process, Making simple mobile web documents, A merger of individual files. The findings of this study expect to expand and improve the public library mobile web services for future.

  • This paper introduces Web Accessibility to web pages, which is the basic method of obtaining information in modern Internet. Also we explore the system that is capable of examine whether the corresponding web pages are following the accessibility regulation. In order to examine web pages, we need to classify all the objects that web page contains. And the classified objects are to be examined by the standards of Web Accessibility. And also this paper introduces the mobile translation system for web accessibility.

Web Accessibility of Healthcare Websites of Korean Government and Public Agencies: Automated and Expert Evaluations (정부 및 공공기관의 보건 관련 웹 사이트의 웹 접근성 - 자동 및 전문가 평가 -)

  • The purpose of this study was to identify Web accessibility issues of healthcare websites of the Korean government and public agencies by evaluating these websites' accessibility in accordance with the Korean Web Contents Accessibility Guideline. This study conducted both automated and expert testing to assess the accessibility of a total of 27 health-related websites. The results of the assessment which was conducted in two stages indicated that institutions such as the National Hospital and National Rehabilitation Center demonstrated almost no Web accessibility error. In addition, the Korea Health Insurance Review and Assessment Service, the Ministry of Health and Welfare, the Health Services Agency, the Ministry of Food and Drug Safety, and the Korea Medical Dispute Mediation and Arbitration Agency attained very high web accessibility. However, the results of an expert evaluation highlighted that there were considerable errors in providing appropriate alternative text, which was not found in the automated test, and the color contrast of the text content did not comply with Web accessibility standard. Therefore, these websites did not support web accessibility for the sight-impaired. Furthermore, the present study found that it was difficult to deliver accurate information to users due to errors in the default language display and markup, and also, issues of skipping repeated content, content linearization, and compliance with keyboard use were considered as challenges that might arise for people with sight, cognitive and mobility impairments with respect to Web accessibility. It is the first study that evaluated accessibility of healthcare websites of the Korean government and public agencies based on the Korean Web Contents Accessibility Guideline. The present study made a contribution to research on Web accessibility by conducting expert testing, which provided a more complete assessment that identified the degree and specific issues of accessibility errors when compared to automated testing.

A Study on the Website Evaluation and Improvement of Korean Cyber University Websites (국내 사이버대학교 웹사이트 평가 및 개선방안 연구)

  • The purpose of this study is to implement evaluation on domestic cyber University web site to analyze web usability and web accessibility in order to present how much cyber University provides various personalized services and qualitative contents to users on web site. And also with this result, I hope to contribute in qualitative development of web site and reliability of remote education. For this purpose, I developed checklist suitable to remote University by applying SM-ABCDE assessment method of Moonhyeongnam, the professor in Sookmyung Women's University, and implemented evaluation on web sites of 17 cyber University over the five aspects of attraction, business, contents, design, and engineering. As the result of this study, it was found that Busan Digital University was best in the respect of attraction, both Kyunghee Cyber University and Cyber University of foreign studies were best in the respect of business, Kyunghee University was best in the respect of contents, and Hanyang Cyber University was best in the respect of design. It was also evaluated in the comprehensive view and the order was found that Kyunghee Cyber University, Busan Cyber University, and Hanyang Cyber University. However in the respect of engineering, it came out that all the sites did not observe the regulation on web accessibility. If domestic Cyber Universities are to observe the regulation on web accessibility with the long term view, on the base of this study, web usability would be increasing. Then they can secure various classes of customers as well as ordinary people so that they will be able to take the real place of educational institution orienting the most advanced educational method in the society of knowledge and information in addition to advance in themselves.

A Brief Analysis on the Correlations between Website Accessibility and Quality Evaluation Results and Efficiency of Main Seaports in Korea, China, and Japan (한·중·일 주요항만의 웹 사이트 접근성 및 품질평가결과와 효율성과의 상관관계분석 소고)

  • The purpose of this paper is to empirically examine whether there are significant relations among rankings of cross-efficiency, web accessibility, and website evaluation. For this purpose, the study uses the KWAH-4 method developed by the Web Accessibility Laboratory in Korea, website evaluation method developed by the Business Development Bank of Canada (BDC), and the cross-efficiency model for 13 Asian container seaports including Korean, Chinese, and Japanese main ports in 3 years (2009, 2010, and 2013) using data for two cases: three inputs (depth, total area, and number of crane) and one output (TEU) in the first case and three inputs and two outputs (TEU and BDC overall score) in the second case. The main empirical results are as follows. First, the ranking orders of cross-efficiency, web accessibility, and website evaluation overall scores are not significantly correlated with each other. Second, if the BDC overall score is included in the output element, the correlation results are improved. However, the correlation coefficient is still low. The container port policy planners should introduce and consider the web accessibility and website evaluation scores when evaluating an efficiency-increasing plan for Korea's main container ports.

  • In the reality that the use of the web is becoming commonplace, the general people are complaining about the inconvenience because they are not standardized when using the web site. Especially, the disabled people such as the social underprivileged classes people suffer from the inconvenience due to the web site that is not accessible. The purpose of this study is to conduct an authentication audit to obtain web accessibility certification mark on the homepage of a specific public institution. Through these practical cases, it is possible to improve the recognition of web accessibility by practitioners or managers, And suggest ways to improve the Aging existing public institution web sites. Although there are a lot of existing literature and previous researches, it is still not being newly produced because of lack of awareness of web accessibility, As a result, the users who access the web site of the public institution for the first time are much inconvenienced. In order to solve this problem, this paper compares the Korean web content accessibility guideline 2.1, revised in April 2015, and verified the effectiveness of the guidelines through web accessibility evaluation of specific public institution sites.

A Study on the Accessibility of Web Resources via Citation Analysis (인용문헌에 나타난 웹 자원의 접근성에 관한 연구)

  • The purpose of this study is to analyze the accessibility of web resources contained in the references section of journal articles.1 was identified a total of 1,377 web citations for a major journal in information science over a ten year period. The results show that the accessible ratio of domestic web resources was at 40% and the ratio of foreign web resources about 50%. The accessible ratio of domain type web resources was shown 58% while the same ratio for file type web resources was 45%. This low accessibility of we resources in references poses threat to the overall value of journal articles.

  • This paper evaluates web accessibility using an evaluative measure of K-WAH 3.0. It targets systems and contents in scientific and technological information, based on a guide for 'Internet Web Contents Accessibility 1.0'. The result indicates that web accessibility of informational system is lower than that of informational contents. Based on this fact, this paper identifies the main characteristics and differences of web accessibilities in informational system and contents, and discusses possible improvements. the result of the evaluation found the scientific system sites is more superior than contents sites in web accessibility. And the scientific system and contents sites except NDSL was lest 'understandable' and 'Robust' in observance. Therefore web page that should bring "easily understandable" and "reducing outstanding side effects" was required.
