Web Accessibility Evaluation of Korean Museum Websites (국내 미술관 사이트의 웹 접근성 평가)

  • Museums have recently been expanding their roles as education providers to use websites to provide a variety of information and services including educational programs. In order to better perform their roles as education providers, it is important for museums to commit themselves to making their websites accessible and easy for everyone to use, in compliance with web accessibility. 20 of museum websites were chosen to study the state of web accessibility of domestic museum websites, and were evaluated by using an automated web accessibility evaluation tool called the K-WAH 4.4. And then, we analyze the compliance rates of web accessibility based on 6 Requirements in the KWCAG 2.1. As a Result, only two museums satisfy the compliance rates on 6 Requirements and national & public museums are higher than private museums in compliance rates. So, to improve web accessibility, we comply with accessibility guidelines and design web contents. After witch we should improve web accessibility by modifying insufficient requirements immediately through periodical evaluations.

An Application Scheme and Comparison for the Education Homepage By the Web Accessability Guidelines (웹 접근성 지침에 의한 교육용 홈페이지의 적용 방안 및 비교 분석)

  • In recent years, the efforts for standards of Web contents accessibility and the improvements of Web accessibility are expanded in the government, enterprises, and public institutions. In this paper, we examine the Korean Web contents accessibility guidelines, and propose the evaluation scheme for the education homepage by the Web accessibility guidelines using KADO-WAH program which is the evaluation tool for Web accessibility. Also, we propose the improvement scheme for education homepage by modifying the error and warning clauses directed in which are appeared in the evaluation report. And, we evaluate the various education homepages using KADO-WAH, and analyze the comparisons for the Web accessibility guidelines among the education homepages.

Analysis of Perception on the Web Accessibility Education for Information Teachers of Vocational High Schools (국내 전문계 고등학교 정보교사의 웹 접근성 교육에 대한 인식 분석)

  • The importance of web accessibility becomes important due to a legal obligation to comply with web accessibility. However, there are few educational programs developed on web accessibility for vocational high schools in Korea. In this study, to explore the future possibilities of web accessibility curriculum the survey with information teachers of 97 vocational high schools was conducted along with review of the curriculums of the domestic and foreign web accessibility educational programs. The survey results indicate that (1) the information teachers have only basic conceptual understandings on web accessibility and (2) they have little intention on teaching web accessibility at their vocational high schools due to current educational conditions and the lack of web accessibility knowledge. The results of this study could be employed as references for the web and web accessibility educational courses at the vocational high schools.

  • The development of a web has made our life more convenient than ever before; however, the elderly and disabled people have not advantage on it. Due to "Anti-Discrimination against and Remedies for Persons with Disabilities Act" enacted in 2008, the importance of web accessibility education has been important, but education on the web accessibility has not been actively implemented yet. Thus, in this paper the trends of web accessibility education in both domestic government agencies and private organizations are reviewed. In addition, its trends on the foreign government agencies, private organizations, and institutions of universities are summarized. To achieve this research goal, literature review was carried out and data collected from the both domestic and foreign countries were compared. Based on the review, the way to vitalize web accessibility education in Korea is discussed. The contribution of this paper is that web accessibility education of domestic and foreign institutions are compared for the first time and thereby, the implications for activating web accessibility education are suggested.

Web Accessibility Compliance of Major Web Sites in Korea (국내 민간기업의 웹 접근성 준수 실태)

  • Internet is essential to live nowadays, but persons with disabilities are hard to use internet because people who develops and operate web sites don't think and comply the web accessibility standard. In order to solve this problem, Korea governments implement a lot of policies such as. making web accessibility standard, operating web accessibility education program, etc.. The purpose of this paper is examined the web accessibility compliance of major web sites such as portal, news, banking, education in Korea. In order to investigate the web accessibility compliance status of major web sites's in Korea, 15 web sites were chosen. This study was used the 4 major checkpoints that must be the crucial among 14 checkpoints in Internet Web Contents Accessibility Guidelines which was amended by Ministry of the Information and Communication in 2005. The results of this study showed that 15 major web sites in Korea didn't meet the 4 major checkpoints.

Web Accessibility Evaluation of Cyber Universities' Contents in Korea (국내 사이버대학 콘텐츠의 웹 접근성 평가)

  • This paper analyzes if the rapidly increasing cyber universities' remote education provides services based on web accessibility standard and suggest the direction to reduce information difference between people. It selected 10 cyber universities recognized by the government and analyzed the application situation of the web accessibility using' A-Prompt', an evaluation and analysis tool for web accessibility focusing on factors that can be evaluated technically. It also compared it with $\ulcorner$cyber universities remote education web accessibility result$\lrcorner$ performed in 2006 to confirm if the accessibility is improved according to 'web contents accessibility instruction (KWCAG) 1.0. The result shows that the items such as the use of text and the support of supplementary explanation tool have improved. But it was analyzed that it is difficult for people to use web contents provided by domestic cyber universities. So the educational contents' accessibility application must be considered to solve such problems and publicize the remote education.

A Study on Analyzing the Degree of Conforming to Web Accessibility by the Center for Teaching and Learning Support of Cities and Provinces (시·도 교육청 교수학습지원센터의 웹 접근성 준수 정도 분석)

  • The purpose of this study is suggesting the direction for improving web accessibility by analyzing the state of abiding by the web accessibility by the centers for teaching and learning support at the education offices in cities and provinces which provide the learning and teaching materials to the K-12 members and the interested people. For this aim, nine centers for teaching and learning support were evaluated. The primary manual evaluation by two experts and the evaluation by 18 users were conducted. The users were comprised of hearing-impaired people, visually-impaired people, brain-disabled people, the elderly, various browser users, and a variety of operating system users. As a result of the analysis, not a single center for teaching and learning support had conformed to web accessibility in the expert evaluation and the user evaluation. As a result of the expert evaluation, the errors regarding web design improvement, HTML source error correction, and provision of alternative measures for the disabled were found. This study is meaningful in the sense that it provided various discussions with regard to the direction of the future web accessibility evaluation based on the improved web accessibility evaluation method.

  • In this paper, to proposes a development scheme of standardized Web site for the visual disabled Firstly, to discuss the international standard of web site development and domestic development and standardization status for reducing the difficulties of information estranged group, increasing information and communication accessibility and developing web site. Nextly, to discuss the Website Contents Accessibility Guideline of the W3C. Also this paper, to proposes a Korean Website Contents Accessibility Guideline to reduce the inequality between visually disabled people and normal people.

국내 17개 사이버대학교 웹사이트 평가 및 개선방안 연구

  • Recently the importance of website becomes confident in realizing the long distance education (teleeducation) as web. The purpose of this research is evaluating the websites of cyber university and analyzes web usability and web accessibility and analyzes to suggest the good quality content and several personalized service. Also we tried to improve website quality and contribute the reliability of the long distance education with all these. For these we applied the of professor Hyung Nam Moon's SM-ABCDE website evaluation model and developed the check list suitable for cyber university and evaluated websites in the five views of Attraction, Business, Content, Design, Engineering. Totally Kyunghee Cyber University, Busan Digital University, Hanyang Cyber University is selected best in sequence. But every website doesn't keep the basic observation rule of the web accessibility.

A Study on Web Accessibility Status of Metropolitan and Provincial Offices of Education from the Universal Design View (유니버설 디자인 관점에서 본 국내 시도 교육청의 웹 접근성 실태에 관한 연구)

  • Due to the enforcement of a law about disability nondiscrimination and rights protection in 2008, the web accessibility has become an obligation. According to a survey targeting public sectors such as central administrative organization, local autonomous entity and etc., the level of compliance with web accessibility appeared to be improved every year. However, such legal mechanism focuses on the improvement of convenience for disabled people only and does not meet the concept of universal design that aims to satisfy every user. Therefore, this study verifies the status of web accessibility on 17 homepages of metropolitan and provincial offices of education. The status survey was carried out with 3 steps: 1) Verification through automated verification tool by National Information Society Agency, 2) Verification through Web Content Accessibility Guidelines(UD-WCAG) that adopts the concept of universal design, 3) Verification by using screen reader. Compared to the verification through automated verification tool, the overall compliance rate verified through UD-WCAG was reported lower.
