Optimal Management Scheme for Phosphorus Discharged from Public Sewage Treatment Plant Located in Upstream Basin of Paldang Lake (팔당호 상류수계에 위치한 공공 하수종말처리시설의 총인 배출 최적관리)

  • The purpose of the study is to optimally manage sewage treatment plant with analysis of phosphorus contribution and improvement of water quality contributing rate in the effect of inflowing point of effluent and Pal-Dang lake after reducing T-P discharge from large scale public sewage treatment plant at upstream of Pal-Dang lake. Also, this study, for enforcement of T-P in effluent, plans optimal management of effluent T-P through examining propriety of environmental, technological, and economical aspect such as water quality standard of domestic and foreign T-P and related policy. In regarding optimal management of T-P discharged from public sewage treatment plant located in upstream of Pal-Dang lake, the study drew following conclusions. With the optimal management of public sewage treatment plant, it showed that a pollution level became higher in the order of Sumgang E in South-Han river, C in Dalcheon, B1 B2, A in North-Han river, and J in Kyungancheon, and it is required reduction of T-P first. The highest value in analysis of benefit-costs from sewage treatment plant in the selected research area was Kyungan B, and the others are with the order of Jojong A, Bokha A, Kyungan A, and Yanghwa A. With result of this study, all 14 areas are required more enforced phosphorus treatment. The study resulted that the most top priority areas were Hangang F, Sumgang B, and Gyungan A, top priority areas were Bokha A, Dalcheon B, and Cheongmi A, priority areas were Hangang E, Heukcheon A, Gyungan B, and Jojong A, and potential areas were Sumgang A, Yanghwa A, Dalcheon A, and Hangang D. It seems to be appropriate to apply 0.2 mg/L of T-P treatment for water supply source reservation, 0.5 mg/L for the other areas by locally, and 0.2~0.5 mg/L for biological nitrogen phosphorus treatment method and 0.5~1 mg/L for Conventional Activated Sludge by technologically. Also, it may be appropriate to apply 0.2 mg/L for the most top priority area(I), 0.3 mg/L for the top priority area(II), 0.4 mg/L for priority area(III), and 0.5 mg/L for potential area(IV) by the separation of priority area.

Reservoir Operating System Using Sampling Stochastic Dynamic Programming for the Han River Basin (표본 추계학적 동적계획법을 사용한 한강수계 저수지 운영시스템 개발)

  • Korea water resources corporation (K-Water) has developed the real-time water resources management system for the Nakdong and the Geum River basin to efficiently operate multi-purpose dams in the basins. This study has extended to the Han River basin for providing an effective ending target storage of a month to the real-time water resources management system using Sampling Stochastic Dynamic Programming (SSDP), consequently increasing the efficiency of the reservoir system. The optimization model were developed for three reservoirs, named Soyang, Chungju, and Hwacheon, with high priority in terms of the amounts of effective capacity and water supply for the basin. The number of storage state variable for each dam to set an optimization problem has been assigned from the results of sensitivity analysis. Compared with the K-water operating policy with the target water supply elevations, the optimization model suggested in this study showed that the shortfalls are decreased by 37.22 MCM/year for the required water demands in the basin, even increasing 171 GWh in hydro electronic power generation. In addition, the result of a reservoir operating system during the drawdown period applied to real situation demonstrates that additional releases for water quality or hydro electronic power generation would be possible during the drawdown period between 2007 and 2008. On the basis of these simulation results, the applicability of the SSDP model and the reservoir operating system is proved. Therefore, the more efficient reservoir operation can be achieved if the reservoir operating system is extended further to other Korean basins.

Recycling Improvement Plans through Analysis of the Present Status of Used oil (폐유 현황 분석 및 재활용 증진 방안)

  • The number of used oil refining companies has been increased and it causes shortage of the volume of used oil per recycling company. In addition, the number of used oil collecting companies has been increased and it caused excessive competition among companies with excessive costs. Companies use not only proper used oil but also low quality used oil because of shortage of supply. It is the reason of environmental pollution. Also excessive competition brings high cost of refined oil and it becomes a burden on the consumer. Therefore, the recycling improvement plans of used oil is needed because of these causes. First of all, importing used oil from the developed countries of OECD is the one of solution to secure a used oil supply. However, imported used oil should meet the international quality standards and it is examined twice by international authority institute such as K-petro in both exporting and importing countries. Second, the cost would be reduced with the relaxation on regulations of used oil refinement. However, regulation to sediment and water should be separated. Sediment should be kept within 2% and water should be kept within 5%. It is the way to relax the regulations of used oil refinement with preventing environmental pollutions. Finally, the standard of used oil for heater should be regulated strictly. To prevent pollutions, used oil for heater is limited to high quality waste lubricating oil. Also the air pollution prevention device has to be installed on heater.

Effective Costal Environmental Management by Conjugation of Modeling of Bio-Purification and Total Allowable Pollutant Loads in Masan Bay (생물정화기작과 총허용오염부하량을 연계한 마산만의 효율적 해양환경 개선방안)

  • This study carried out current status, characteristics, and problems of coastal environment management on semi-enclosed Masan Bay in Korea and suggests cost-effective and eco-friendly water quality management policy. The pollutants from terrestrial sources into the Bay have apparently environmental pollution problems, such as eutrophication, red tide, and hypoxia. The carrying capacity of the Bay is estimated by hydrodynamic model and ecosystem model, material circulation including bivalve in ecosystem is analyzed by the growth model of bivalve. The resulting reduction in the input load was found to be 50~90%, which is unrealistic. When the efficiency of water quality improvement through bivalve farming was assessed based on the autochthonous COD, 30.7% of the total COD was allochthonous COD and 69.3% was autochthonous COD. The overall autochthonous COD reduction rate by bivalve aquaculture farm was found to be about 6.7%. This study indicate that bivalve farming is about 31% less expensive than advanced treatment facilities that remove both nitrogen and phosphorous.

  • For successful waterproofing construction, it is very important to secure construction quality as well as material performance of waterproofing materials used in construction. Due to the long-term cost reduction policy following the economic downturn in the construction market, most construction companies are using general low-priced waterproof materials rather than high-quality waterproof materials without clear quality control standards. Without clear education on construction, construction is being carried out with meaning only on construction activities. In addition, the waterproofing method applied in combination is a situation where water leakage occurs due to waterproofing failure due to insufficient construction quality because the construction method is complicated. Therefore, it is necessary to review the quality control measures(design, materials, construction) for successful waterproofing work and improve problems that are derived so that stable waterproofing work can be done. In order to expect the leakage prevention effect of a building, first, it is required to select appropriate materials for each part of the building and environment in the design stage, and the selected materials must satisfy all items of the Korean Industrial Standard(KS). Second, to secure the quality of waterproofing construction, sincere construction by workers is required. In this paper, we tried to describe "review of waterproof design", "constructor education", "site inspection", and "criticism(correction/supplementation)" as quality control measures after material selection.

Alternatives for Establishing Green Logistics System in Ulsan Port (울산항의 녹색물류체계 구축 방안)

  • After reviewing the concept and previous studies related to green ports, this study analyzes the implications of green port policy of advanced ports in foreign countries and analyzes problems in terms of environmentally-friendly green port policy for Ulsan port, and to present sustainable green logistics establishment measures. The literature survey and Benchmarking methods are adopted as research methodology and the results are as follows. First, the pan-government climate change response management system, legislation of relevant laws, implementation of fiscal support policies, and roadmaps should be established. Second, the foundation for eco-friendly green growth should be established through the discovery of business models in conjunction with leading industries in the Southeastern Metropolitan Economic Area. Third, the Ulsan Port Greenport, such as AMP, in-port LNG propulsion ship, and ESI vessel incentive, should be built. Fourth, a low-carbon, high-efficiency sea-shuttle service shall be established through the introduction of the sea-shuttle service along the sea route. Fifth, energy self-reliant ports, including all institutions in the metropolitan Ulsan port area that have exceeded the level of Ulsan port Authority, should be built. Finally, water-type ports need to be built through the creation of coastal forests, the purification of marine water quality, and the introduction of colors to port.

A Study on the Introduction of a Total Pollutant Load Management System in Gwangyang Bay, Korea (광양만 특별관리해역의 연안오염총량관리 도입에 관한 연구)

  • Seawater management via Total Pollutant Load Management System (TPLMS) is crucial because it enables local governments to optimally allocate pollutant loads in order to best reduce pollutant load burden while supporting reasonable development. This study analyzed the feasibility of introducing a TPLMS on Gwangyang Bay, a specially managed sea area. We researched the inflow of pollutants and analyzed the present state of seawater quality in Gwangyang Bay and then discussed our findings and reviewed other specially managed sea area with the Gwangyang Bay Advisory Committee. We conclude that TPLMS on Gwangyang Bay is needed and suggest checking economic feasibility, ef iciency, and conducting continuous monitoring of seawater quality indicators such as chemical oxygen demand (COD), total nitrogen (TN), total phosphorus (TP), heavy metals and polcyclic aromatic hydrocarbons (PAHs) prior to introducing a TPLMS in Gwangyang Bay.

A Study on the Evaluation for Operations of Public Sewage Treatment Plants Using Statistics Technique (통계기법을 이용한 공공하수처리시설의 운영실태 평가방법 연구)

  • Korea has been trying to manage water quality of rivers and lakes in many ways. Ministry of Environment is making continuous efforts of operation control improvement such as strengthening effluent standards in sewage treatment plants and expanding Tele-Monitoring System (TMS). However, evaluation method for operations of sewage treatment plants and establishment system of effluent standards are inadequate. The objective of this study is to evaluate for operations of sewage treatment plants using statistics technique such as frequency analysis, percentile, normal distribution analysis. We used the effluent data (BOD, COD, SS) collected at 299 plants in 2012. The values were very low by comparison with standards. The Data followed a normal distribution. We think that distribution characteristics are closely related with effluent standards, especially T-P and BOD. Statistics technique attempted in this study can be used to evaluate for operations of sewage treatment plants and assess the appropriateness of effluent standards based on TBEL(Technology-based effluent limitation). And, this technique can be used to figure out the overall level of plants, the status of each plant and the favorable treatment process for each item (BOD, COD etc.). Data acquired through this method can be used to improve facilities and operation techniques and decide on a sewerage policy.

Estimating Attributes Value of Alternatives Applied for Rehabilitation of Hydrologic Cycle of the Anyangcheon Watershed (물순환 건전화 대안 적용을 위한 안양천의 속성별 가치추정)

  • In recent years, a growing concern exists in watershed and stream improvement projects. Under these circumstances, this paper estimates monetary value of the attributes of alternatives for rehabilitation of hydrologic cycle using choice experiments. Choice experiments shows vivid image and estimates a willingness to pay based on their preference for environmental goods. A preliminary survey shows that the attributes of the Anyangcheon watershed are flood-damage possibilities, Instreamflow, water quality, river characteristic and estimates the tax for the Anyangcheon watershed improvements. We surveyed 200 citizens were selected as samples of watershed beneficing in Seoul and Gyeonggi Province and used conditional logit model to analyze the implicit values of the attributive per household. The benefit of the attributes by province based on the implicit price obtained from estimated parameters were calculated. This study is expected to contribute to the decision-making process for policy-makers by providing useful methodological framework and quantitative information related to watershed improvement projects.

Analysis of Organic Matter and Nutrient Leaching Characteristics of Agricultural Land Soils in Reservoir Area (저수구역 경작지 토양의 유기물 및 영양염류 용출특성 분석)

  • Soils in agricultural lands contain large amount of organic matter and nutrients due to the injected fertilizers and manure. During heavy rain, surface water and base runoff pollutants flows into a nearby stream or lake with eroded soil from agricultural lands. On the other hands, agricultural lands near the lake are inundated due to the increase of the water level in the lake, leading to organic matter and nutrient release from the inundated soil. In this study, releasing rates of nutrient salts and organic substances were analyzed for the soil in the agricultural land, where cultivation activities has been carried out and periodically flooded, to account for the possibility of contamination from the inundated agricultural land in reservoir areas The experiment results have shown that COD was released from the soil in anaerobic conditions, and T-P was released in both anaerobic and aerobic conditions. However, in the case of T-N, it was found that the runoff by soil was not made before the rainfall occurred, and when the soil was impound due to rainfall, the elution occurred under the aerobic conditions. Through the results of this study, it was possible to account for the effect of flooded agricultural lands on the water quality in the lake, and this could be reflected in an efficient agricultural non-point pollution management policy. In order to determine the precise releasing rate for each agricultural land, it is believed that the leaching experiment for paddy fields and grasslands are needed.
