The routine analysis of milk chemical components is of major importance both for the management of animals in dairy farms and for quality control in dairy industries. NIRS technology is an analytical technique which greatly simplifies this routine. One of the most critical aspects in NIRS analysis of milk is sample preparation and analysis modes which should be fast and straightforward. An important difficulty when obtaining NIR spectra of milk is the high water content (80 to 90%) of this product, since water absorbs most of the infrared radiation, and, therefore, limits the accuracy of calibrating for other constituents. To avoid this problem, the DESIR system was set up. Other ways of radiation-sample interaction adapted for liquids or semi-liquids exist, which are practically instantaneous and with limited or null necessity of sample preparation: Transmission and Folded Transmission or Transflectance. The objective of the present work is to compare the precision and accuracy of milk calibration equations in two analysis modes: Reflectance (dry milk) and Folded Transmission (liquid milk). A FOSS-NIR Systems 6500 I spectrophotometer (400-2500 nm) provided with a spinning module was used. Two NIR spectroscopic methods for milk analysis were compared: a) folded transmission: liquid milk samples in a 0.1 pathlength sample cell (ref. IH-0345) and b) reflectance: dried milk samples in glass fibre filters placed in a standard ring cell. A set of 101 milk samples was used to develop the calibration equations, for the two NIR analysis modes, to predict casein, protein, fat and dry matter contents, and 48 milk samples to predict Somatic Cell Count (SCC). The calibrations obtained for protein, fat and dry matter have an excellent quantitative prediction power, since they present $r^2$ values higher than 0.9. The $r^2$ values are slightly lower for casein and SCC (0.88 and 0.89 respectively), but they still are sufficiently high. The accuracy of casein, protein and SCC equations is not affected by the analysis modes, since their ETVC values are very similar in reflectance and folded transmission (0.19% vs 0.21%; 0.16% vs 0.19% and 55.57% vs 53.11% respectively), Lower SECV values were obtained for the prediction of fat and dry matter with the folded transmission equations (0.14% and 0.25% respectively) compared to the results with the reflectance ones (0.43% and 0.34% respectively). In terms of accuracy and speed of analytical response, NIRS analysis of liquid milk is recommended (folded transmission), since the drying procedure takes 24 hours. However, both analysis modes offer satisfactory results.

Phytoplankton community structure is one of the indicators that can explain the enviromnental characteristics of coastal waters. In this study, phytoplankton community structure and water quality of aquaculture area were investigated for understanding regional enviromnental characteristics. Thirty stations in aquaculture areas of Tongyeong, southeast coast of Korea, were investigated monthly from January to December, 2009. Phytoplankton community, meteorologic dada and enviromnent factors including temperature, salinity, transparency, nutrients and chlorophyll a were also examined. Chaetoceros spp. and unidentified small flagellates were dominant species in all the year round. Pseudo-nitzschia spp., Dictyocha spp., and Nitzschia longissima were dominant in June to October being summer season, and Skeletonema costatum, Thalassiosira spp., Eucamphia zodiacus, Akashiwo sanguinea, Gymnodinium spp. and Asterionella japonicus appeared as dominant species in the rest of months. Dinoflagellate blooms occurred 3 times in near Hansan Bay and around Saryang-do, and the highest chlorophyll a was found in Hansan Bay. Species diversity of phytoplankton was lower in Hansan and Womnum Bay, and diatom was more abundant than dinoflagellates in Mireuk-do waters. These results showed that phytoplankton community varied by the seasonal and geographical characteristics, and recent increase of water temperature and heavy rain may affect on phytoplankton community structure.
In this study, the Batter Assessment Science Integrating point and Nonpoint Sources (BASINS 3.0)/window interface to Hydrological Simulation Program-FPRTRAN (WinHSPF) was applied for assessment of Soyang Dam watershed. WinHSPF calibration was performed using monitoring data from 2000 to 2004 to simulate stream flow. Water quality (water temperature, DO, BOD, nitrate, total organic nitrogen, total nitrogen, total organic phosphorus and total phosphorus) was calibrated. Calibration results for dry-days and wet-days simulation were reasonably matched with observed data in stream flow, temperature, DO, BOD and nutrient simulation. Some deviation in the model results were caused by the lack of measured watershed data, hydraulic structure data and meteorological data. It was found that most of pollutant loading was contributed by nonpoint source pollution showing about $98.6%{\sim}99.0%$. The WinHSPF BMPRAC was applied to evaluate the water quality improvement. These scenarios included constructed wetland for controlling nonpoint source poilution and wet detention pond. The results illustrated that reasonably reduced pollutant loadin. Overall, BASINS/WinHSPF was found to be applicable and can be a powerful tool in pollutant loading and BMP efficiency estimation from the watershed.
To improve the quality of water from water supply source and to establish the management plan of dead plants in flood control reservoir around Juam Lake, the effect of water quality by dead plant in column with passing time was investigated. In column test, the amounts of release by Carex dimorpholepis were $7,893-7,917mg\;m^{-2}\;month^{-1}$ COD, $2,711-2,816mg\;m^{-2}\;month^{-1}$ T-N and $342-547mg\;m^{-2}\;month^{-1}$ T-P. The amounts of release by Miscanthus sacchariflorus were $6,487-6,507mg\;m^{-2}$ COD, $1,813-1,868mg\;m^{-2}$ T-N and $226-405mg\;m^{-2}\;month^{-1}$ T-P in column. Therefore, the release of COD, T-N and T-P by Carex dimorpholepis were more than those by Miscanthus sacchariflorus Benth in column.

Research vessels(R/Vs) used for ocean research move to the planned research area and perform ocean observations suitable for the research purpose. The five research vessels of the Korea Institute of Ocean Science & Technology(KIOST) are equipped with global positioning system(GPS), water depth, weather, sea surface layer temperature and salinity measurement equipment that can be observed at all times during cruise. An information platform is required to systematically manage and utilize the data produced through such continuous observation equipment. Therefore, the data flow was defined through a series of business analysis ranging from the research vessel operation plan to observation during the operation of the research vessel, data collection, data processing, data storage, display and service. After creating a functional design for each stage of the business process, KIOST Underway Meteorological & Oceanographic Information System(KUMOS), a Web-Geographic information system (Web-GIS) based information platform, was built. Since the data produced during the cruise of the R/Vs have characteristics of temporal and spatial variability, a quality management system was developed that considered these variabilities. For the systematic management and service of data, the KUMOS integrated Database(DB) was established, and functions such as R/V tracking, data display, search and provision were implemented. The dataset provided by KUMOS consists of cruise report, raw data, Quality Control(QC) flagged data, filtered data, cruise track line data, and data report for each cruise of the R/V. The business processing procedure and system of KUMOS for each function developed through this study are expected to serve as a benchmark for domestic ocean-related institutions and universities that have research vessels capable of continuous observations during cruise.
In France, there are many forms of organizations based on the intercommunal solidarity for city development and management. The purpose of the collaboration among Communes is to achieve high quality and well-equipped service-delivery system through co-operation of public services needed grand finances : water supply and sewage system and waste disposal system etc. The cooperation among French Communes and its effects, even though these were owing to the existing French local administration system, continued throughout regional co-management and social co-development process. This study suggested some characteristics and implications of the collaborative-style French new-town development and management organizations focused on the EPA, SAN and CA. First, the role of developmental corporation like EPA and its collaborative structure of decision-making are meaningful, because in these ways many related Communes could share a goal of new town development. Second, the way of new town corporation (SAN) is important in the sense of enabling the Communes to collaborate with each others while maintaining autonomy, so those are not simply state-directed objects, which was very difficult in the former French local administration system. Finally, transforming to CA (Communautes d'agglomeration:city community), EPA as an intercommunal corporation is possible to extend its purpose to the domain of regional planning including new town and periphery areas and change its position to a subject which can practice Commune's sustainable development according to stages of city's development and maturity. The most important implication of this study on urban development in Korea is that administrative consultative council or association among local governments and related authorities need to be established and effectively operate because multi-stakeholders could share a goal of urban development and management through that.

To monitor and predict the change of coastal environment according to the construction of Saemangeum sea dyke and the development of land reclamation, we have done real-time and periodic ocean observation and numerical simulation since 2002. Saemangeum coastal environmental data can be largely classified to marine meteorology, ocean physics and circulation, water quality, marine geology and marine ecosystem and each part of data has been generated continuously and accumulated over about 10 years. The collected coastal environmental data are huge amounts of heterogeneous dataset and have some characteristics of multi-dimension, multivariate and spatio-temporal distribution. Thus the implementation of information system possible to data collection, processing, management and service is necessary. In this study, through the implementation of Saemangeum coastal environmental information system using geographic information system, it enables the integral data collection and management and the data querying and analysis of enormous and high-complexity data through the design of intuitive and effective web user interface and scientific data visualization using statistical graphs and thematic cartography. Furthermore, through the quantitative analysis of trend changed over long-term by the geo-spatial analysis with geo- processing, it's being used as a tool for provide a scientific basis for sustainable development and decision support in Saemangeum coast. Moreover, for the effective web-based information service, multi-level map cache, multi-layer architecture and geospatial database were implemented together.

This study was conducted to investigate the physicochemical and microbial properties of Makgeolli supplemented with kiwifruit (Actinidia deliciosa). Four hundred grams of kiwifruit were added to 3.1 L of distilled water, followed by 2.0 kg of rice, 40.0 g of Nuruk, and 14.0 g of yeast. The mixed rice solution was then fermented at $28^{\circ}C$ for 6 days to prepare the kiwifruit Makgeolli. The pH values of the kiwifruit Makgeolli decreased from 5.31 to 4.37, but the total acidity values increased from 0.05 to 0.34% during fermentation. The total viable cells ($3.18{\times}10^7$ and $2.88{\times}10^7$, respectively), lactic acid bacteria ($1.51{\times}10^6$ and $1.50{\times}10^6$, respectively), and yeast counts ($1.96{\times}10^7$ and $1.90{\times}10^7$, respectively) of the kiwifruit Makgeolli and control were similar throughout the fermentation process. Glucose was the major free sugar in the control and kiwifruit Makgeolli and significantly decreased during fermentation. Succinic acid was the highest organic acid in both the control (24.6 mg/mL) and kiwifruit Makgeolli (26.3 mg/mL). In a volatile compound analysis, 3-methyl-1-butanol, 2-methyl-1-propanol and ethyl acetate were the major volatile compounds in the kiwifruit Makgeolli.
Livestock facilities in Korea are on their way of enlargement resulting in increment of livestock manure. When the livestock manure treated inappropriate way during application to the agricultural area, environmental damage can be occurred such as bad smell, water and air pollution. Therefore it is important to make a good management plan for livestock manure treatment. In order to effectively apply organic fertilizer made by livestock manure in terms of quantity and quality, the current status of nutrient in agricultural land should be calculated quantitatively by scientific way. The OECD suggest member countries to calculate the nutrient balance as an agricultural environment indicator which represents the difference between nutrient inputs and outputs of the amount of nutrients in various ways. In this paper, we calculated the nutrient balances according to three cities which have different characteristics such as urban or rural areas. To reduce the nutrient balance, we considered how to reduce the amount of chemical fertilizer by using organic fertilizer made by livestock manure. And public treatment facilities for livestock manure can be a good solution except civil complaints for location selection. Among the options, manure fertilizer application to the agricultural area for cultivation of forage crops was mainly considered to reduce the nutrient balance by decreasing input of chemical fertilizers and increasing output of crop production. Using the field monitoring data, it can be calculated that the daily nitrogen reductions by 116.5 kg/ha and the daily phosphorus increments by 2.7 kg/ha.

Biological nutrient removal(BNR) process used in this study, which was packed with EPS(expanded polystylene) media, has more many advantages in aspect of reducing hydraulic retention time(HRT) of the process and having less effect of temperature in the winter season than commercial process in the present. Bench-scale study was performed using domestic wastewater. In the results, it was observed that the T-N removal efficiencies in HRT 6 hr and HRT 4 hr were 55% and 51%, respectively, showing the small reduction (about 4%) of T-N removal efficiency according to shortening of HRT. In comparison of T-N removal characteristic in summer and winter seasons, it showed that T-N removal efficiencies in summer and winter seasons were 65% and 54%, respectively, showing the 11% lower T-N removal efficiency in winter season than in summer season due to deterioration of nitrification in winter season. In the studies of influent loading rate and C/N ratio, the process showed stable effluent quality under the condition of broad influent loading rate and C/N ratio. Therefore, it is anticipated that the developed process in this study could be applicable to small wastewater treatment plant in nutrient removal.
