A Study on the Revitalization of Disaster Vulnerable Population's Social Activity in the Safety Fields (안전약자의 재난안전분야 자원봉사활동 참여활성화 방안 연구)

  • Individuals who are vulnerable during disaster - including elderly, people with disabilities, children, pregnant women and etc - have a strong desire to protect themselves when disaster strikes since they are less capable to deal with the impact of disaster. Their experience and effort to keep them safe can be used as a resource to reduce the impacts of disaster not only for them but also for the community as a whole. Therefore, voluntary disaster management program will contribute to our society as a tool to respond effectively to disaster not only to meet the vulnerable's special needs but also to enhance community safety and public interest. This paper suggests a model that able "disaster vulnerable population" to take a leadership role in identifying risk and vulnerability factors, recommending disaster management strategy, and through that, contributing to enhance society's disaster plan. Therefore, this study aimed to surveyed individuals including "disaster vulnerable population" in order to assess the vulnerable's participation in disaster related volunteer work and surveyed associated institutions(volunteer centers, community centers) in order to research currently existing relevant programmes and the participation of "disaster vulnerable population" in such programmes. Also conducted focus group interview to explore voluntary program which will possibly integrate "disaster vulnerable population" into disaster management activities. As a result, three types of voluntary disaster management programs - education, public-relations, and activity - were suggested.

Assessment Level of Safe and Maintenance Based on Safety Inspection Data of Small Vulnerable Facilities in Domestic (국내 소규모취약시설 안전점검 데이터기반 안전 및 유지관리 수준 평가)

  • Recently, the need for new approaches and recognition of safety and maintenance has been raised for small vulnerable facilities in Korea due to the acceleration of aging facilities, various safety accidents, and increased frequency of use. In particular, small vulnerable facilities(SVF), including most social welfare facilities, are facilities used by many of the vulnerable groups, and safety management is very important. Therefore, this study investigated various statuses based on safety inspection results (31,114 cases) conducted over the past 13 years (2008-2020) for small vulnerable facilities in Korea, and evaluated the characteristics of each field and safety and maintenance performance level. This aims to present policy directions for strengthening safety management of facilities for the vulnerable by using basic data such as improvement of safety standards and maintenance strategies for small vulnerable facilities in Korea in the future.

A Survey on the Characteristics of Vulnerable Families in a City (일개 도시 취약 가족의 특성에 관한 조사연구)

  • Purpose: This study aimed at describing the characteristics and nursing needs of vulnerable families in a City. Methods: A total of 427 vulnerable families enrolled in the Visiting Health Care Center in K-gu of S city were investigated in this study. Data were collected using questionnaires for one year from Jan to Dec, 2003, and analysed using mean, standard deviation and $x^2$. Results: Most of the vulnerable families investigated here showed many deficits, especially incomplete family structure (62.8%), financial problem (84.0%), lack of support (55.8%) were prevalent. The score of level of economic status in Family Capability for Self management ($1.95{\pm}0.65$) was lowest, and the score of perception of family problem and health of family members ($2.62{\pm}0.78$) was highest. The four family groups divided according to the total score of family management capability showed significant differences in family interaction, support, and coping domain. The total score of family management capability increased as family functioning-related problems decreased in the vulnerable families. Conclusion: In order to find vulnerable families, and improve their family function, it is required to develop the systematic assesment tools, community supportive systems and nursing interventions for family strength.

A Study on Green Space Location Selection to Reduce Particulate Matter by Projecting Distributions of Emission Source and Vulnerable Groups - focusing on Seongdong-gu, Seoul - (미세먼지 배출원과 취약계층 분포 추정을 통한 미세먼지 저감 녹지 입지 선정 연구 - 서울시 성동구를 대상으로 -)

  • The study aims to propose a locating method of green space for reducing Particulate Matter (PM) in ambient air in conjunction with its source traces and vulnerable groups. In order to carry out the aims and purposes, a literature review was conducted to derive indicators of vulnerable area to PM. Based on the developed indicators, the vulnerable areas and green spaces creation strategies for each cluster were developed for the case of Seongdong-gu, Seoul. As a result, six indicators for vulnerability analysis were came out including the vulnerable groups (children's facilities, old people's facilities), emission sources (air pollutant emission workplaces, roads), and environmental indicators (particulate matter concentration, NDVI). According to the six selected indicators, the target area was divided into 39 hexagons and analyzed to result the most vulnerable areas to particulate matter. As a result of comprehensive vulnerability analysis, the Seongsu-dong area was found to be the most vulnerable to particulate matter, and 5 clusters were derived through k-means cluster analysis. Cluster 1 was analyzed as areas that most vulnerable to particulate matter as a result of the comprehensive analysis, therefore urgent need to create green spaces to reduce particulate matter. Cluster 2 was areas that mostly belonged to the Han River. Cluster 3 corresponds to the largest number of hexagons, and since many vulnerable groups are distributed, it was analyzed as a cluster that required the creation of a green spaces to reduce particulate matter, focusing on facilities for vulnerable groups. Three hexagons are included in cluster 4, and the cluster has many roads and lacks vegetation in common. Cluster 5 has a lot of green spaces and is generally distributed with fewer vulnerable groups and emission sources; however, it has a high level of particulate matter concentration. In a situation where various green spaces creation projects for reducing particulate are being implemented, it is necessary to consider the vulnerable groups and emission sources and to present green space creation strategies for each space characteristic in order to increase the effectiveness of such projects. Therefore, this study is regarded as meaningful in suggesting a method for selecting a green area for reducing PM.

  • This paper suggests the price of vulnerable European option under a constant elasticity of variance model by using asymptotic analysis technique and obtains the approximated solution of the option price. Finally, we illustrate an accuracy of the vulnerable option price so that the approximate solution is well-defined.

  • In this paper, we deal with the pricing of vulnerable power exchange option. We consider the hybrid model as the credit risk model. The hybrid model consists of a combination of the reduced-form model and the structural model. We derive the closed-form pricing formula of vulnerable power exchange option based on the change of measure technique.

  • In this paper, we investigate the valuation of vulnerable exchange option that has credit risk of option issuer. The reduced-form model is used to model credit risk. We assume that credit event is determined by the jump of the counting process with stochastic intensity, which follows the mean reverting process. We propose a simple approach to derive the closed-form pricing formula of vulnerable exchange option under the reduced-form model and provide the pricing formula as the standard normal cumulative function.

Development of vulnerable period assessment method for efficient groundwater resources management in upstream of Nakdong river basin using entropy method (엔트로피 방법을 이용한 낙동강 상류 지역의 지하수자원 관리 취약시기 평가 방법 개발)

  • Groundwater resources are becoming depleted due to climate change factors and non climate change factors. In order to effectively groundwater resources management, we developed a method for evaluating vulnerable periods of groundwater resource management in watershed areas. The watershed based vulnerability assessment was conducted independently of the evaluation of vulnerable areas and vulnerable periods for sub watersheds. The vulnerable area evaluation index was standardized and applied to the independent vulnerable period index each region. It was applied to Bonghwa-gun, Andong-si, Yecheon-gun, Mungyeong-si and Sangju-si in the upstream of the Nakdong river basin. As a result, the Sangju-si's August was the most vulnerable at 0.278, and Andong-si was assessed to be vulnerable to groundwater resource management during 8 months of the year in study area. Using the developed method, we can find efficient management method considering the time and regional of groundwater resources.

  • Protection of vulnerable people in our country today, "the National Basic Livelihood Security Act," is primarily responsible. But current law income and wealth, and by a person responsible for supporting consider only the absolute protection of the poor, and because it is insufficient for the protection of vulnerable people. Specifically, current law does not mean the relative poverty of vulnerable people is limited to the protection of economic demand. It also incorporates the payment of salaries paid individual because the people most vulnerable to social protection is insufficient demand. Dependent regulation is too strict and a person responsible for supporting do not receive legal protection by forming a dead zone is a major cause. In this study, the development direction for the protection of vulnerable people suggests. The first, "National Basic Livelihood Security Act" award in determining the minimum cost of living is relatively proposed to introduce the concept of poverty. Second, payment of the consolidation benefit and the individual benefit to adopt a intermix approach, the social needs of vulnerable people to adapt to that proposed. Third, a person responsible for supporting dependent criteria and whether according to the actual supporting to be judged.

  • Currently, the housing supply rate exceeds 100%, and the penetration rate continues to increase. This housing supply rate is changing from quantitative supply-oriented to improving the quality of the residential environment in housing service policies. Despite the increase in the housing supply rate, practical access to the vulnerable class is still difficult and there are many areas that are insufficient to use housing services when necessary. In addition, the demand for residential services is increasing due to the expansion of the scope of the vulnerable class. In order to compensate for these problems, facilities and joint occupancy that cannot guarantee independent living are mainly established, although a supply plan is established for the vulnerable by expanding policies and support projects. This paper proposes an IoT environment-based housing support system for vulnerable groups to support housing services for vulnerable groups. The proposal system improves the quality of the residential environment and provides service-oriented support services. Through the proposal system, appropriate social participation opportunities can be provided by improving the quality of life of the vulnerable and supporting a residential environment where independent living is possible.
