Forest service government has been prepared a Forest welfare voucher service system base on published law on th Promotion Welfare Forest. The purpose of this research is study on domestic situation and set on direction of voucher service before started it. In particular, voucher service will be implemented to Forest service government's recreation facilities area, awareness of voucher service system of its users and operators need to be reveal, and also other government's similar voucher operator's opinions also investigate. From those results, it find out introduction factors of forest welfare services voucher system. Recognition investigating survey result shows that the ordinary people are interested in programs, the forest recreation experts are interested in 'Construction and utilization of forest infrastructure', other voucher's experts are interested in 'Training', and ordinary people are interested in 'voucher programs'. So each respondents' results are different in important factors of introducing welfare service voucher system.

After Forest Service formed a forest welfare service system by life cycle in 2008, they established a variety of policy for promoting welfare of the people. In Forest welfare service plan(2013~2017) which recently the forest service department established to along with government's welfare policy, they introduce forest welfare service voucher linked to National welfare system to provide forest welfare actively to disadvantaged citizen. The purpose of this study is to setup a direction of forest voucher system, and to make strategies of forest welfare service voucher by research existing voucher system of government. A study conducts a qualitative research by use grounded theory without a quantitative research, because there is not a lot of similar cases with forest welfare service voucher. The subject of this study is experts of National Park Authority 's voucher management, forest service's Nature recreation management and relevant researcher institution. The research is conducted by interviewing the subject and by using grounded theory analysis. After processing an opening coding, categorization of opening coding, and axis coding, induce a direction of the forest welfare service voucher system.

The Ministry of Agriculture, Food and Rural Affairs introduced the Agrifood Voucher in 2020. The Agrifood Voucher is the program that provides vouchers to purchase selected food items with dietary management education. This study aimed to explore value and meaning of dietary management based on the Agrifood Voucher. First, the Supplemental Nutrition Assistance Program of the United States and the Agrifood Voucher of Korea were reviewed. Second, various terms used for describing the purpose of food assistance programs were comparatively reviewed and 'food and nutrition security', together with the corresponding Korean term, was proposed to be the most appropriate term for the purpose. Subsequently, the value and meaning of dietary management based on the Agrifood Voucher were presented as enhancing food and nutrition security of the vulnerable. Diverse education programs should be developed and implemented to improve the dietary management capacity of the Agrifood Voucher recipients in order to properly realize the meaning and value of dietary management based on the Agrifood Voucher in the future.

바우처를 활용한 사회서비스가 확대되면서 성과평가가 강조되고 있으며, 바우처의 이용자중심 재정지원방식이라는 특성상 이용자 측면의 평가인 이용자 만족도가 중요한 의미를 갖게 되었다. 하지만 아직 바우처 사회서비스의 성과에 대한 실증적 연구는 부족하다. 이에 본 연구는 바우처 사회서비스의 성과를 이용자 만족도로 규정하고, 서비스 이용자의 특성과 서비스 제공기관의 조직 특성을 고려하여 이용자 만족도에 미치는 영향을 분석하였다. 분석자료로는 지역사회서비스투자사업의 지역개발형 서비스 이용자 1445명과 서비스 제공기관 70개를 대상으로 한 설문조사 자료를 활용하였으며, 분석방법으로 이용자수준과 조직수준의 다층분석에 적합한 위계선형모형(HLM)을 사용하였다. 사회복지서비스 성과와 관련된 선행연구와 바우처와 관련된 선행연구들을 통해서 이용자수준(수요측면)과 조직수준(공급측면)의 변인들을 추출하였으며 이러한 변인들이 이용자 만족도에 미치는 영향을 분석하였다. 분석결과, 이용자수준에서는 성, 욕구수준이 이용자 만족도의 차이를 유의미하게 설명하였으며 조직수준에서는 서비스유형과 지역 및 기관유형 변인이 제공기관 간 이용자 만족도의 차이에 유의미한 영향을 미치는 것으로 나타났다. 이러한 분석결과를 바탕으로 바우처 사회서비스 정책에 대한 정책적 함의를 논의하였다.

최근 모바일을 통한 전자상거래가 증가함에 따라, NFC 기반의 전자상품권 결제 연구가 활발하게 진행되고 있다. 하지만, 대부분의 연구가 전자상품권을 이용한 결제방법에만 집중되어 있어서 전자상품권의 유통이력 추적을 위한 연구는 부족하다. 이러한 문제를 해결하기 위해, 본 논문에서는 전자상품권 유통정보를 저장하기 위한 방법을 제안한다. 제안하는 방법은 전자상품권에 객체메모리모델(OMM)을 적용한다. 전자상품권이 발행되고, 다른 사람에게 양도되고, 결제에 사용될 때마다 관련된 정보가 전자상품권의 객체메모리에 저장된다. 그래서, 우리가 제안하는 전자상품권의 객체메모리는 세 가지 형태의 블록을 갖고 있어서, 전자상품권의 발행, 양도, 결제에 대한 각 정보가 저장된다. 우리는 이 정보를 이용하여 전자상품권의 유통이력을 검색하고 분석할 수 있다. 향후에는 제안한 전자상품권을 구현하고, 유통정보를 분석하는 방법을 제안할 계획이다.

본 연구에서는 여행바우처 제도의 효율성을 저하시키는 가장 큰 문제로 지적되고 있는 여행바우처 수혜자들의 이탈 이유와 이탈자들의 특성을 분석함으로써 여행바우처 관련 사업의 효율성을 극대화하고자 하였다. 이를 위하여, 이차 자료인 한국관광공사의 여행바우처 사업 만족도 설문조사와 서울시 여행바우처 행정자료를 이용하였으며, 또 다른 한편으로는 여행바우처 수혜자를 대상으로 설문조사를 실시하였다. 연구 결과, 여행바우처 수혜자와 이탈자 간의 차이를 보인 유일한 특성은 정책 담당자들이 통제할 수 없는 변수인 '교육 수준'으로 나타났다. 또한, 여행바우처 이탈이 발행하는 이유는 지원 금액이 너무 적다고 하는 지원금의 과소 문제, 원하는 방식대로 사용할 수 없다는 사용 방식의 제한 문제, 사용기간이 너무 짧아 시간을 맞추기가 어렵다고 하는 사용기간의 부족 문제 등으로 나타났다. 이러한 연구결과를 바탕으로 결론부분에서는 여행바우처 이탈률을 최소화할 뿐만 아니라 여행바우처 사업의 효율성을 높이기 위한 정책적 시사점을 제시하였다.

최근 한국의 사회서비스 전달방식의 큰 변화 중의 하나는 바우처 방식의 도입과 확대이지만, 바람직한 바우처형 서비스 전달방식을 확립하는데 필요한 바우처 공급구조상의 서비스 작동기제에 대한 연구는 미흡하다. 바우처 작동기제에 대한 국외의 연구들은 서비스 공급구조가 소비자의 선택기회 증가에 가장 핵심적인 요인임을 밝히고 있다. 하지만 바우처 역사가 일천한 상황에서 국내의 연구들은 아직 바우처의 도입가능성, 성공가능성에 대한 이론적 논의수준에 머물러 있다. 이에 본 연구는 양적 질적 데이터를 바탕으로 한국의 바우처형 서비스 공급이 서비스 공급현장에서 실제 어떻게 작동하고 있는지를 살펴보는 것을 목적으로 한다. 분석 자료는 지역사회서비스투자사업의 지역개발형 사업에서 가장 많은 사업영역을 차지하고 있는 ADHD아동 조기개입서비스 사업의 서비스에 참석하고 있는 전국의 56개 사업의 196개 공급기관으로부터 설문조사와 인터뷰를 통해 수집하였다. 분석은 Cave(2001)의 바우처 작동기제 분석틀을 이용하여 (1) 바우처 작동기제가 공급구조를 어떻게 변화시켰으며 (2) 그 결과 소비자 선택의 기회가 증가하였는지를 중심으로 진행하였다. 분석결과 (1) 서비스 시장에 민간영리기관이 사업에 다수 참여함으로써 서비스 시장에 공급주체의 다양화라는 긍정적인 변화를 가져왔으나, (2) 아직 서비스의 질은 수요자의 욕구를 충분히 해결하는데 한계가 있고 소비자의 선택권도 제한되어 있는 부분이 많다는 것을 보여주었다. 결과를 바탕으로 향후 정책의 방향성에 대한 논의 및 제언을 하였다.

This study is to test some expected performances coming from the introduction child care electronic voucher system, and suggest some policy implications. At first, this study established causal model on the expected performances of child care electronic voucher system, and then tested it through structural equation model on the base of survey. Survey was made through sampling employees of child care facilities in Gwangju Metropolitan City. This study showed that the expected effects of child care electronic voucher system are significant. This study suggested some implications basing on this analytical results.

This study intended to analyze whether the system of voucher system, which was introduced as a policy tool to expand social services, was dependent or evolving through the research methodology of historical institutionalism. The voucher system is being introduced to emphasize the user's focus in the existing supplier-centered service provision system, but problems with the existing system have been found so far. We found that despite the shift in welfare paradigm from the remaining welfare supply to universal welfare in the past, the company was partially following the existing supplier-centered social service system. However, We found that new instruments for establishing legal systems and the path evolution factors are now being developed and matured within the voucher system. In other words, it was possible to predict that the voucher system would become more positive and mature in the future through logical changes in the system. Based on the results of the analysis of the voucher system, policy suggestions for policy values and objectives that were initially oriented toward the system were presented.

서민층의 주거지원 정책이 기존의 사업자 중심의 대규모 공공임대주택 공급에서 수요자 중심의 주택바우처 제도로 전환되고 있다. 한국의 주택바우처는 2010년부터 서울에서 운영하고 있으며 2014년에는 전국적으로 확대 실시하였다. 이러한 관심에 따라 주택바우처에 대한 다양한 이론적 논의가 많으나 실증 자료를 기반으로 한 연구는 부족한 편이다. 따라서 이 연구는 서울시 주택바우처 수혜자의 주거지 선택요인을 찾아내고, 일반 회귀분석(OLS)과 지리적 가중회귀(GWR) 분석을 실시하여 의미 있는 결과를 도출하고자 하였다. 분석결과, 서울시 주택바우처 수혜자들이 우선적으로 고려하는 요인으로 단순노무직 일자리와 사회복지시설 접근성, 대중교통 접근성이 영향을 미치는 것으로 나타났다. 이는 기존 연구와 다른 결과로써 다음과 같은 점이 고려되어야 할 것이다. 첫째, 한국형 주택바우처에 대한 목적의 재정립이 필요하다. 둘째, 단순한 주거지원 뿐만 아니라 재취업을 위한 교육과 가족들을 지원할 수 있는 사회복지 서비스와의 연계가 필요하다.
