Voting System Bus Protocol for a Highly-Reliable PLC with Redundant Modules (다중화 구조 고신뢰성 제어기기를 위한 보팅 시스템버스 프로토콜)

  • An SPLC (Safety Programmable Logic Controller) must be designed to meet the highest safety standards, IEEE 1E, and should guarantee a level of fault-tolerance and high-reliability that ensures complete error-free operation. In order to satisfy these criteria, I/O modules, communication modules, processor modules and bus modules of the SPLC have been configured in triple or dual modular redundancy. The redundant modules receive the same data to determine the final data by the voting logic. Currently, the processor of each rx module performs the voting by deciding on the final data. It is the intent of this paper to prove the improvement on the current system, and develop a voting system for multiple data on a system bus level. The new system bus protocol is implemented based on a TCN-MVB that is a deterministic network consisting of a master-slave structure. The test result shows that the suggested system is better than the present system in view of its high utilization and improved performance of data exchange and voting.

Political Regionalism in Korean Congressional Elections 1988$\sim$2004: A case study with provincial border regions Yeongdong, Muju and Kimcheon (총선으로 본 지역주의 -영동.무주.김천 지역을 중심으로-)

  • After the democratization process since 1988, the national scale voting behavior in congressional elections has changed from a rural-government party and urban-opposite party connection to a political regionalism oriented pattern. In this context, the case study with provincial border regions aims to investigate possible party identification change of the region, and to find a relationship between polling score ratio and socio-political characteristics of the candidates. As a result, Yeongdong shows a strong negation to the presumed Chungcheong local party and shows a continuous party identification with the Kyungsang local party. Muju reveals a more or less weakened identification with the Jeolla local party, on the contrary, Kimcheon shows a unchanged strong identification with the Kyungsang local party. The regional neighborhood effect was verified quite partly between the subdivision districts of the border regions. With a application of linear fitting method, it is certified that voters have attached great importance to the belonging party, native place, as well as political career of the candidates as a voting criterion.

Performance Analysis of Ranging Techniques for the KPLO Mission

  • In this study, the performance of ranging techniques for the Korea Pathfinder Lunar Orbiter (KPLO) space communication system is investigated. KPLO is the first lunar mission of Korea, and pseudo-noise (PN) ranging will be used to support the mission along with sequential ranging. We compared the performance of both ranging techniques using the criteria of accuracy, acquisition probability, and measurement time. First, we investigated the end-to-end accuracy error of a ranging technique incorporating all sources of errors such as from ground stations and the spacecraft communication system. This study demonstrates that increasing the clock frequency of the ranging system is not required when the dominant factor of accuracy error is independent of the thermal noise of the ranging technique being used in the system. Based on the understanding of ranging accuracy, the measurement time of PN and sequential ranging are further investigated and compared, while both techniques satisfied the accuracy and acquisition requirements. We demonstrated that PN ranging performed better than sequential ranging in the signal-to-noise ratio (SNR) regime where KPLO will be operating, and we found that the T2B (weighted-voting balanced Tausworthe, voting v = 2) code is the best choice among the PN codes available for the KPLO mission.

Evaluation of Cost-Effectiveness of Medical Nutrition Therapy : Meta-Analysis (메타분석을 이용한 임상영양서비스의 비용-효과성 평가)

  • Objectives: A meta-analysis of the literatures was conducted to evaluate the cost-effectiveness of medical nutrition therapy by dietitians. Methods : The 30 studies were identified from a computerized search of published research on MEDLINE, Science-Direct and the PQD database until May, 2002 and a review of reference lists. The main search terms were“dietitian”,“dietary intervention”,“nutrition intervention”, “cost”,“cost-effectiveness”and“cost-benefit analysis”. The subgroup analysis was performed by publication year, study design, intervention provider, type of patient (in/out-patient) and type of cost (total cost/direct cost). Two reviewers independently selected trials for inclusion, assessed the quality and extracted the data. Results : The 30 studies were identified using the electric database search and bibliographies. The 17 trials were eligible for inclusion criteria, then the systematic review and a meta-analysis were conducted on effectiveness and cost-effectiveness of medical nutrition therapy. The quality of the studies was evaluated using the quality assessment tool for observational studies. The quality score was 0.515 $\pm$ 0.121 (range : 0.279-0.711, median : 0.466). The meta-analysis of 17 studies based on the random effect model showed that medical nutrition therapy was highly effective in treating the diseases (effect size 0.3092 : 95% confidence interval 0.2282-0.3303). The vote-counting method, one of meta-analysis methods, was applied to evaluate the cost-effectiveness of medical nutrition therapy conducted by dietitians. Two criteria (method 1, method 2) for voting were used. The calculated p-values for method 1 (more conservative method) and method 2 (less conservative method) were 0.1250 and 0.0106, respectively. Medical nutrition therapy by dietitians was significantly cost-effective in the method 2. Conclusion. This meta-analysis showed that the effectiveness of medical nutrition therapy was statistically significant in treating disease (effect size 0.3092), and that the cost-effectiveness of medical nutrition therapy was statistically significant in the method 2 (less conservative method) of vote counting. A Study on the Jurisdiction Ratione Personae of ICSID Arbitration (ICSID 중재의 인적 관할에 관한 연구)

  • The ICSID arbitral tribunal shall determine the suitability of investors in accordance with the Article 25 of the ICSID convention and the investment or investor's provisions under the BIT. The eligibility of investors has an important role in establishing jurisdiction under international investment disputes. Therefore, this study draws implications on issues related to investor qualification, focusing on ICSID arbitration. The investor's nationality shall be taken into consideration in determining whether the investor is eligible. The criteria for determining the nationality of a corporate investor include the place of incorporation, main business location, and substantial ownership or control. The criterion of the place of incorporation that is used in a number of BIT have the problem of protecting investors from third countries not involved in the BIT. So, in recent years it is stipulated that the actual economic activity or the main business location as well as the place of incorporation criteria. And this problem is complemented by the denial of benefit clause. When determining whether a local corporation is controlled by foreigner in the host state it considers the shareholding rate, voting rights, and the exercise of managerial rights. There is a tendency to recognize shareholder's right to petition. Thus the same damage should not cause problems such as duplicate repayment or double reimbursement between the shareholders and the company. Unexpected problems can arise if the scope of investments and investors is broadly specified in the BIT. Therefore, it is necessary to clarify the scope of investment to be protected.

An Efficient Mixnet for Electronic Voting Systems (공통평가기준 3.1 기반 스마트폰 운영체제 보호프로파일 개발)

  • Recently, smartphone has being most popular mobile device in mobile market, not around the world, but in domestic. In Korea, there are about 710 million people are using smartphone in 2010, and it is expected that about 1 billion people will use smartphone in next year. However, with exponential growth of smartphone, several security issues come to the fore. Because, the smartphone store various private information to provide user customized services, smartphone security can be regarded most critical issues than security of other devices. However, leak of awareness for security may cause many security accidents in present. Therefore, in this paper, we analyze security features of smartphone and propose a protection profile based on Common Criteria v3.1. Our work can be distributed for developer and user of smartphone to estimate security of smartphone.

Fuzzy-Membership Based Writer Identification from Handwritten Devnagari Script

  • The handwriting based person identification systems use their designer's perceived structural properties of handwriting as features. In this paper, we present a system that uses those structural properties as features that graphologists and expert handwriting analyzers use for determining the writer's personality traits and for making other assessments. The advantage of these features is that their definition is based on sound historical knowledge (i.e., the knowledge discovered by graphologists, psychiatrists, forensic experts, and experts of other domains in analyzing the relationships between handwritten stroke characteristics and the phenomena that imbeds individuality in stroke). Hence, each stroke characteristic reflects a personality trait. We have measured the effectiveness of these features on a subset of handwritten Devnagari and Latin script datasets from the Center for Pattern Analysis and Recognition (CPAR-2012), which were written by 100 people where each person wrote three samples of the Devnagari and Latin text that we have designed for our experiments. The experiment yielded 100% correct identification on the training set. However, we observed an 88% and 89% correct identification rate when we experimented with 200 training samples and 100 test samples on handwritten Devnagari and Latin text. By introducing the majority voting based rejection criteria, the identification accuracy increased to 97% on both script sets.

  • Sonazoid, a second-generation ultrasound contrast agent, was introduced for the diagnosis of hepatic nodules. To clarify the issues with Sonazoid contrast-enhanced ultrasonography for the diagnosis of hepatocellular carcinoma (HCC), the Korean Society of Radiology and Korean Society of Abdominal Radiology collaborated on the guidelines. The guidelines are de novo, evidence-based, and selected using an electronic voting system for consensus. These include imaging protocols, diagnostic criteria for HCC, diagnostic value for lesions that are inconclusive on other imaging results, differentiation from non-HCC malignancies, surveillance of HCC, and treatment response after locoregional and systemic treatment for HCC.
