  • The characteristics of ship traffic routes and the long term fluctuation in marine traf ic volume of the incoming and outgoing routes of the Yeosu Gwangyang Port were analyzed using vessel traffic data from the past 22 years and a real-time vessel traffic volume survey performed for 72 hours per year, for three years, between 2015 and 2017. As of 2017, the number of vessels passing through Yeosu Gwangyang Port was about 66,000 and the total tonnage of these ships was about 804,564 thousand tons, which is a 400 % increase from the 189,906 thousand tons shipped in 1996. Specifically, the dangerous cargo volume was 140,000 thousand tons, which is a 250 % increase compared to 1996. According to the real-time vessel traffic volume survey, the average daily number of vessels was 357, and traf ic route utilization rates were 28.1 % in the Nakpo sea area, 43.8 % in the specified sea area, and the coastal area traf ic route, Dolsan coastal area, and Kumhodo sea area showed the same rate of 6.8 %. Many routes meet in the Nakpo sea area and, parallel and cross passing were frequent. Many small work vessels entered the specific sea area from the neighboring coastal area traffic route and frequently intersected the path of larger vessels. The anchorage waiting rate for cargo ships was about 24 %, and the nightly passing rate for dangerous cargo ships such as chemical vessels and tankers was about 20 %. Although the vessel traffic volume of Yeosu Gwangyang Port increases every year, the vessel traffic routes remain the same. Therefore, the risk of accidents is constantly increasing. The route conditions must be improved by dredging and expanding the available routes to reduce the high risk of ship accidents due to overlapping routes, by removing reefs, and by reinforcing navigational aids. In addition, the entry and exit time for dangerous cargo ships at high-risk ports must be strictly regulated. Advancements in the VTS system can help to actively manage the traffic of small vessels using the coastal area traffic route.

  • The retroactive insurance is the system that the Assured, the principal of insurance contract shall be entitled to recover for insured(beneficiary in insurance of persons) loss during the period of insurance covered by this insurance, not withstanding that the loss had occurred before the contract of insurance concluded. The retroactive insurance is applicable to both property insurance and insurance of persons. The commercial law of Korea stipulates its rules in the insurance volume. The ultimate and definite articles of cargo insurance about the retroactive insurance are stipulated in MIA and ICC. In general insurance of persons stipulates relevant articles in the clause. Even though articles pertinent to the retroactive insurance are written explicitly in relevant law, it is difficult to settle the claim just by using specified rules of related regulations. Therefore, a claim is settled down based on the actual facts. After studying some of the actual dispute facts connected with the retroactive insurance having properties mentioned, this paper suggests controversial points and alternative ideas.

  • The container throughput of China, after the joining in the WTO, has begun to increase notably. As a result, China is busy building new ports continuously. In accordance with China's situation Korea promote the development plans of ports and marketing strategy to attract the increasing cargo traffics with China, including transhipment cargoes. To build the competition strategy and the panning port for trading cargoes with China, an analysis on origin/destination is necessary. The cargo volume from/to the particular port(Korea/China) and origin/destination of traffic are important factors in the requirement for the port development. Therefore, in the era that trading with China is rapidly increasing, this study is performed to analyze the port's usage of transporting the cargos and the origin/destination of trading cargoes with china. Also this paper suggests to the competitive strategies of Pyungtaek Port to attract cargoes particularly from/to China.

  • The delivery truck is traveled around the delivery area for a long time. Truck drivers cause traffic accidents because of long hours of driving, fatigue, and speeding, etc. In this study, we will test the factors for preventing accidents of drivers. We would like to find factors that affect accidents and improve that can prevent accidents. As in the results of the study, accidents occur when traffic increases and profits increase among driver age, career, and profit factors. In addition, if the volume of traffic increases during the season, the number of accidents increases further. Therefore, in order to prevent truck accidents, a stable cargo quantity must be allocated to truck and cargo must be delivered.

  • This study is aimed to obtain the influence of port hinterlands on container cargo volumes of Incheon port using System Dynamics(SD). Also, macro economic index such as exchange rates(US dollar), balance of current account, capital balance, Japan trade, China trade, export unit value index, import unit value index, total turnover of Incheon port were used as the factors that influence container cargo volumes of Incheon port. Moreover micro index regarding port hinterlands' operating companies such as total sales, rental fee, number of employees were introduced in the simulation model. In order to measure accuracy of the simulation, this study implemented MAPE analysis. And after the implementation, the simulation was decided as a much more accurate model because MAPE value was calculated to be within 10%. This study respectively examined factors using the sensitivity analysis. As a result, in terms of the effects on cargo volume in Incheon Port, the factor named 'cargo volumes of port hinterlands' operating companies' is most significant. And increasing the rental fee of hinterland was resulted in decreasing the cargo volumes of Incheon port.

  • Recently, the traffic volume has been greatly increased partly because of high growth rate of domestic and world economy, and partly because of increased transhipment demand resulting from the destruction of Kobe port by earthqwake early this year. So, container facilities in Pusan Port are under serious congestion. The congestion costs in connection with container traffic in Pusan Port is estimated to be 29.3 billion won in 1994. In 1995 the situation is still worsening. PECT has continued to grow annually by 35% in cargo handling exceeding more than 31% of the total container volumes handled in Korea. The BOR of container berths in PECT in 1994 is 75% reflecting extreme congestion in container traffic. The reason for such serious congestion in PECT is the shortage of container handling facilities in comparison with ever-increasing cargo traffic. In order to solve the provisional problem, the shortage of handling capacity, a model developed to optimize the operation of PECT is described and demonstrated. The model minimizes total port costs, including the costs of dock labour, facilities and equipment, ship, containers, and cargo. The object of this study is, through the model results, mainly to determine the optimal combination of berths and cranes under various circumstances and to show that total costs per ship or unit of cargo served can be reduced by increasing the number of cranes per berth and berth utilization above present levels. Eventually, the results obtained with this model in PECT suggest that increase to 3 in the number of cranes per existing berth could reduce the need for major investments in berths and even reduce operating costs.

  • The marine cargo insurance is mainly the insurance on foreign trade commodities. The sales contract stipulates as to which of the seller or the buyer should arrange the insurance. In other words, if the sales contract is made on the C.I.F. terms, the seller has to arrange the insurance, while, in the case of F.O.B. or C.F.R. terms, the buyer has to arrange it. The F.O.B. or C.F.R. terms means that the seller has to take out an insurance for himself until the cargo being loaded onboard the overseas vessel at the port of shipment in export country. But our country has not reasonable insurance to cover seller's risk, because it hasn't yet implemented the insurance. In respect of a cargo exported from Korea on F.O.B. or C.F.R. terms, the F.O.B. insurance covers comprehensively the inland transit and storage until the cargo being loaded onboard the overseas vessel at the port of shipment in Korea with a certain limitation of a insurance period. The goal of this study is to analyze the development propriety of F.O.B. Insurance. This could be done through analyzing the volume and analyzing the proportion of F.O.B. or C.F.R. terms for export. It is supposed that the potential demands of F.O.B. insurance are sufficient in our country for developing the F.O.B. insurance. At this point of time, the positive development of F.O.B. insurance for export is inevitable from the viewpoint of present situation of trading circles.

  • Looking at the cargo trend of Gwangyang port (GWP) during past decade, petrochemical items grew by 26% and steel item grew by 12%, but container cargo just grew by 4%. Thus, Yeosu-Gwangyang Port Authority (YGPA) sets the port development initiative targeting at industrial core port considering GWP's strength as multi function port and industrial port and GWP's weakness as lower container cargo growth trend. The purpose of this study is proposing the projects about the GWP's industrial core port development. The results of the study is as follows. As a prerequisite for development as an industrial core port, it was suggested to form a consensus on the modification or change of the port performance index of univariate port cargo volume. The following three tasks were presented for GWP to develop as an industrial core port. It can be said that it is most necessary to derive, manage, and monitor GWP industrial core performance indicators. Next, it is necessary to conduct a survey on the satisfaction of industrial support in ports. Finally, it is necessary to measure the added value of the port area of GWP hinterland.
