A community-centered smart village process model was developed through the theoretical review of the rural field forum. By analyzing the difference in technology demand according to the digital capabilities of leaders by community type, village types were classified and detailed technologies were defined. The smart village process was proposed to enable residents to operate autonomously by inducing continuous interest and participation of local residents through the conception stage, planning stage, implementation and self-reliance stage, and allowing them to cooperate together. The business model canvas was reconstructed to be used in the workshop. It was applied to the village of Yesan-gun. As a result of running a resident workshop using the business model Cambus, the lack of resident awareness and illegal garbage dumping were presented as the first problems to be solved. The value of the village was set as 'a village that is clean and clean with a sense of residents, and a good place to live', and users were expressed as 'family' and 'outsiders'. It was suggested that we meet frequently to convey the value of the village by using broadcasting and announcements as a channel to convey the value. Core activities were to cultivate residents' consciousness, such as implementing a campaign against illegal garbage dumping, and to establish and guide separate collection sites. When a garbage collection center is installed, it was estimated that around 2 million won per month for management costs, and it was investigated that it was possible to spend an hour or so twice a month to solve the problem of illegal dumping. If a method to derive village projects based on the derived business model canvas is developed in the future, it will be more practical.

The Ministry of Maritime Affairs and Fisheries has been promoting the 'Fishing Village Specialization Capacity Enhancement Project' to pursue sustainable development of villages such as income generation by using local tangible and intangible resources led by local residents at the village level since 2013. For the fishing village-Specialization capacity enhancement project, six training sessions (mainly in the village unit) are selected by the public offering method, and the project (income generating business, village development project, etc.) is developed for the selected village residents. It has a process of establishing a village project plan (a preliminary plan for village development or a sixth preliminary industrialization plan) based on the training of experts 5 times, practice or excursion 1 time). In this study, four villages in Gangwon-do fishing villages (two coastal villages and two inland water villages) were surveyed on the perception and satisfaction of fishing village development projects before and after training. The survey analysis was conducted by dividing the analysis of resident capacity and satisfaction into personal, interpersonal, and social dimensions. The survey was conducted by distributing a survey before and after training, and a 1:1 survey was conducted according to the residents' cognitive status. Based on the survey, factor analysis, reliability analysis, and analysis using the corresponding sample t-test showed an increase of 0.02 for Yangyang Mulchi fishing village, 0.11 for Samcheok Jangho fishing village, and 0.36 for Hongcheon River fishing industry, but Yanggu Jinmok fishing industry was -0.29, unlike other regions. As a result of this analysis, it has been empirically proven that provision of training projects through resident participation is a very important factor for the success of the fishing village project. Therefore, rather than fostering local leaders, training and community activities to strengthen personal capacities of residents participating in the project, it is necessary to operate the software business with a focus.
Fishing village is becoming the central base of fishing industry and it plays a major role. However, there is a decrement of marine resources and some difficulties with the deterioration of fishing industry management. In order to solve these problems, there should be some developments(e.g. fishing village toursim development) on various undergoing government and the private organization programs. Nevertheless, there are not guidelines for fishing village tourism development to utilize for practical business. Therefore, it is necessary to understand the current status and guidelines regarding the development of fishing village for coastal planner. The primary purpose of this study is to investigate the characteristics of fishing village development works in Korea and Japan. The second purpose is to identifie success factors after analyzing individual success cases. Based on evidence from the literature and a dialogue with village leader, a literature review on extracting success cases for guidelines were selected according to criteria such as the degree of contribution to an increase in income of the fishing village, the degree of contribution to an increase in consumption of marine products using local natural resources, the number of tourists that visits the village. Finally we propose guidelines for future fishing village development projects. The guidelines based on the successful cases, as well as the major factors about the objectives and direction of fishing village tourism development, suggested as follows. 1)Plans for land use, 2)Development of tourist resources, 3)Plans for views, 4)Plans for resource protection, 5)Plans for operation and marketing.
This study attempted to estimate the amount of expenditure per capita of visitors to the Mongsanpo fishing village tourism festival, and quantitatively measure how much the festival contributes to the local and national economy through input-output model. The analysis data used 302 questionnaires, excluding missing questionnaires, surveyed on festival visitors from April 21 to May 7, 2018, during the 9th Mongsanpo port webfoot octopus and seafood festival. The main results of this study can be summarized as follows. First, analyzing the average expenditure per person of festival visitors, it shows that the average one-person festival visitor consumes KRW 129,519: entertainment costs KRW 5,672 (4.4%), accommodation costs KRW 16,860 (13.0%), food costs KRW 74,791 (57.7%), transportation costs KRW 21,646 (16.7%), shopping costs KRW 6,788 (5.2%), and other costs KRW 3,762 (2.9%). Among the expenditures of festival visitors, the proportion of food expenses was the highest, and transportation costs and accommodation costs were in order. Second, based on the actual expenses spent by visitors at the fishing village tourism festival, the direct economic effect of the Mongsanpo fishing village festival was estimated be approximately KRW 14.8 billion. Third, as a direct and indirect economic impact effect of the Mongsanpo fishing village tourism festival in 2018, the amount of production induced in the local and national economies was estimated at KRW 33.3 billion, and the amount of value-added inducement was estimated at 11.3 billion won, and employment inducement reached 272 people, which is considered to contribute greatly to the national economy. This study quantitatively analyzes and provides the extent to which the fishing village tourism festival using local specialized fisheries directly or indirectly contribute to the local and national economy. Thus, it is expected to serve as useful information by providing basic information on business feasibility required for budgeting for local fishing tourism festivals.
This study aimed to redefine the concept of fishing village tourism. In addition, it aimed to carry out detailed analyses of the influences of authenticity and non-authenticity of fishing village experience on tourist's satisfaction as well as the influences of tourist's experience on their satisfaction. The study evaluated responses of people who visited research target fishing villages in the East sea area(Hwasung-si Baegmi-ri) which had been rated as successful case. The evaluation was performed to analyze how tourist satisfaction would be influenced by the authenticity of the fishing village experience program based on the authenticity theory(Wang, 1999) and the experience realms theory(Pine & Gilmore, 1999). This study tried to find out realistic factors of the experience realms theory through field investigation, conducting interviews, and holding discussions. From these, the cause-and-effect structure of authenticity, tourism experience and satisfaction could be identified. The results of hypothesis tests are as follows; With respect to the relationship between authenticity and satisfaction in hypothesis I, authenticity did not have a statistically significant effect on satisfaction, while non-authenticity had a significant influence. As a result, the research hypothesis I that authenticity influences satisfaction was partially supported. Regarding hypothesis II of the link between authenticity and tourism experience, a significant effect of authenticity was found in education experience, entertainment experience for Baegmi-ri village. The effect of non-authenticity was significant on deviation experience. Consequently, hypothesis II was also partly supported. The relationship between tourism experience and satisfaction in hypothesis III was significant in education, entertainment, and deviation experiences which lends support to hypothesis III to some extent.

In this paper, for the smart village project in Geumsan-gun, the problems of the village were derived for the residents. And the business model of the smart village was presented. In the introduction, we looked at domestic cases related to the smart village project. And In November 2019, this paper reflected the results of the resident survey(314) and extracted important smart services using the IPA method. The results of the investigation are as follows. The government's smart village project aims to increase agricultural and fishery production and improve the urban environment. Geumsan residents want to increase agricultural production and develop tourism. The smart village model in Geumsan-gun is promoted in three directions. (1) Smart villages require smart services for crime prevention, parking lots, and public transportation. (2) Smart villages need ICT-based ginseng festivals, smart farms, and tourism services. (3) Smart villages need ICT-based culture and welfare services. The rural areas in Korea are expected to improve the quality of their living environment through the smart village project.

This study aims to identify the role of organizational behavior and intellectual capital on risk management implementation and Village Credit Institutions (called LPD) performance. The LPD population is 1,256 units spread across nine districts/cities in Bali. This research was conducted at the LPD as the only microfinance institution based on local wisdom in traditional villages in Bali Province, Indonesia. Based on sampling using the Slovin method, there were 139 LPD as sampled in this study. The respondent in this study was the Head of the LPD. LPD performance measurement is using the balanced scorecard method that combines financial and non-financial aspects. This study also investigates risk management's role as a mediator in the relationship between organizational behavior and intellectual capital on the LPD performance. Methods of data collection using a survey. The questionnaire was given to 139 LPD chairman who was respondents in this survey. The data analysis technique used SEM-PLS. This study succeeded in confirming Resource-Based View Theory that organizational behavior and intellectual capital affect risk management and organization performance. These results also prove risk management's role as a mediation for the relationship between organizational behavior and intellectual capital on organizational performance.

This study aims to examine the effect of variables of financial management information systems, organizational culture, and human resource competence on the accountability of village government financial reporting. The sample was 65 villages in the two districts using a simple random sampling technique. To analyze the data of this research, multiple regression analysis was conducted. The results showed that organizational culture as a differentiator in the two districts, namely financial management information systems, organizational culture, and human resource competence has a significant positive effect on accountability in preparing village government financial reports in Tabanan Regency. Meanwhile, organizational culture does not have a significant influence in Badung Regency, this is because each village government has a different work culture. In the Tabanan regency, we use local culture as the basis for organizational culture, while in the Badung regency it can be examined between organizational culture and it is carried out differently, which indicates that no one organizational culture type is superior to other types. This means that all types can move in line with and hand-in-hand based on how and when organizational goals are to be realized.

The purposes of study are to examine early appearance of rural village development that local administration firstly promoted through the 'Mobum Burak Development' promoted in environment change around the local government in 5 16 military government period and find implications of the current rural village development. During the military government period(1961~1963), rural administration showed lots of changes such as reorganization of administration system whose basic local government are si gun, introduction of national planning system and spread of si gun, reorganization of rural taxation system, diversification of extension caused by the establishment of rural facilities such as new Nong-hyup, RDA, etc. Thus, the main axis of development administration of counties was transferred from central government or American aid organization to local administration. According to the basic operation plan introduced after the 5 16 as a planning system, the Ministry of Home Affairs instructed to write and promote gun construction plan based on all conditions of gun as long-term general plan of rural development. Therefore, each do established general plans such as 'Nongdo Jeonbuk Geundaehwa Plan', 'Yakjin Gyeongbuk Plan', 'Jeonnam Miraesang', etc. and Mobum Burak Development was promoted by all kinds of titles such as 'Bogoganeun Maeul(Jeonbuk)', 'Bitnaneun Maeul(Chungnam)', 'Hyeokmyeong Chon(Gyeonggi)', 'Saemaeul geonseol(Gyeongnam)', etc. as a business of rural village development. But, business contents of gun's 'construction plan' couldn't be mutually connected although Mobum Burak Development and unit business contents were promoted by duplicated plan. It became useless general plan as times went by as business focusing on short-term outcomes rather than construction based on long-term region. Mobum Burak Development also borrowed contents community development business, but military government couldn't approach basic solution of village and regional agriculture by focusing on short-term outcome, without imitation of form and procedure. This study is judged to be utilized as basic data of following studies because rural village development companies focusing on national policies discovered unit rural companies and analyzed them by connecting to environment changes of rural administration.
