Japan is very similar with Korea in aspect of decreasing population of rural areas and increasing demand of urbanites' migrating to rural areas. Therefore, government ministries of Japan including Ministry of Agriculture, Forestry and Fisheries have performed policies for popularizing stay in rural area and rural in-migration as a new lifestyle since the early 2000s. The purpose of this study is to find implication for rural repopulation in Korea though reviewing Japan's policy for urban-rural interchange. In Japan, demand of urban-rural interchange was segmented by the length and purpose of stay, and the policy was made by the way of meeting the needs of each segmented group. After two cases of policy implementation in Kochi and Fukushima prefecture were studied, a few implications were discussed. For rural repopulation, comprehensive vision and strategy of urban-rural interchange including from rural tourism to rural inmigration and diverse programs for satisfying various kinds of demand of urban-rural interchange need to be developed.
Although the frequency of use for community facilities in rural villages is growing as well as the importance of the facilities for urban-rural exchange is being highlighted, study on spatial location-analysis of the facilities for such multi-purpose is not so much. This study aims to find the spatial distribution forms of community facilities in rural villages such as community center and rural-pocket park through location-analysis, in order to provide available data for selecting location in the future. As the study area, Sojeong-myeon, Sejong Special City was selected. This study conducted GIS analysis for criteria of the location-evaluation model developed in this study. This study introduced the concept of time-distance for accessibility analysis. This paper also used linear-consecutive scoring method(LCSM) as a scoring method of criteria and Analytic Hierarchy Process(AHP) method for weighting values of criteria. The application results showed that the new model can generate the intensity of community facilities according to spatial distribution and accessibility from cities to the facilities.
This study is conducted to propose urban park utilization and master plan in rural areas. Urban parks designed for the rural areas can be divided into three types: a themed type for rural tourism, a community type for hub regenerations and a waterfront type for using agricultural reservoirs. To use the themes and characteristics of ruralness, these types are required a multi-layered spatial structure. And ecological, cultural and economic networks of local tourism resources have to be integrated by utilizing agricultural reservoirs. Therefore, urban parks in rural areas can be defined as a part of the public benefit project aiming to revitalize the local economy. Also, urban parks are necessary to use attractions and amenities in rural areas. Based on theoretical backgrounds, this study proposed two sustainable master plans as the tourism resource development project for Baelyeonje, Gulye-gun. For ecological and cultural sustainability, this study proposed the environment restoration plan which reinforces the scenic resource of Nogodan in Mt. Jiri by developing the underdevelopment plan with consideration of the local landscape characteristics and resources. For economic sustainability, building the Mt. Jiri tourism complex and economic communities are needed to promote investments for securing mutual economic benefits. To achieve the sustainability, further studies related to the social equity and investment of private capital in rural areas are needed.

With the increase in individual income and leisure time, those urban residents who want to stay in farmland on weekend are being increased. On the contrary, rural economic situation is getting worse due to the lack of labor and income. For this, as a win-win strategy between urban and rural life, a Kleingarten(below 'KG') has been attracted by local government such as Kyunggi prefecture in Korea. This article exam the situation of KG, a weekend farm where one can stay the night in a log cabin, from the perspective of Multi-habitation. For this purpose, this study surveyed four KG areas; two cases at Yangpyung and Yeonchoen in Korea, the rest are at Kasama and Yachiyo in Japan. The findings are as following. First, a standard regulation for the application and management of users in KG should be established as soon as possible. Second, the exchange between users in KG and local residents around KG should be activated in terms of well organized exchange program. Third, a sufficient budget by public sectors or an economic scheme where private sectors can participate in this program should be arranged. Lastly, a use of post occupancy should be well managed by user themselves in KG and well monitored by supervisor of KG simultaneously.
