환자안전 주제별 보고서의 주제 우선순위 설정: 델파이 조사를 통한 분석 (Prioritizing Themes Using a Delphi Survey on Patient Safety Theme Reports)

  • Purpose: The study aims to identify the theme list and priority criteria of patient safety theme reports in South Korea. Methods: The survey was conducted twice, and the importance of each criterion and theme was measured on a nine-point scale using the Delphi technique by a panel of 19 patient safety experts. The criteria included severity, universality, preventability, and organizational-social impact. Descriptive statistics such as frequency, percentage, mean, standard deviation, median, and interval quartile range were used to analyze the data. Results: The parameters were assigned a weighted average of 35% for severity, 20% for universality, 30% for preventability, and 15% for organizational-social impact, respectively. The final top three rankings were surgery safety, blood transfusion safety, and medication safety. In addition to expert opinion, for the theme that is selected based on the priority ranking, one to five sub-topics can be derived from the theme based on the priority ranking, societal demands, or the yearly priority list of patient safety incidents. Conclusion: It is recommended that the official patient safety center distribute the report in the form of a summary that can be utilized nationwide at medical institutions, government institutions, and other places. Updates, as well as accumulated theme reports, will serve as the baseline data for the proposal of the system and for the policy designed to implement and improve institutions' safety practices as a standard of domestic patient safety practice guidelines.

국가 연구개발 사업의 효율적 기획.관리를 위한 과학기술 표준분류 체계에 관한 연구 (A Study on S&T Classification for Effective Planning and Management of National R&D Programs)

  • The various technologies of the science and technology field were systematized to manage information, personnel and R&D activities related to S&T effectively. The resulting “National Standard Science and Technology Classification” which were composed of 19 areas, 160 divisions and 1,023 categories could contribute to establish rational S&T policy. “National Standard Science and Technology Classification” is synthetic in national level because they include all areas of S&T activities. 5 criteria, which were inclusiveness, exclusiveness, likeness, scale and universality, were used to exert every effort in including the opinion of all experts and to consider harmony between S&T areas. In addition, “National Standard Science and Technology Classification” was prepared to be interchangeable with various classification which were used in other R&D management institutes under the different ministries.

  • In recent years, the design has formed and operated convergence education in conjunction with many other academic fields, and ABEEK also encourages the participation of convergence engineering programs. The purpose of this study is to require design and software convergence major to operate program that accord engineering education certification criteria to develop a program outcomes evaluation system and examine its validity. The program outcomes evaluation system was developed in accordance with development research methods and procedures. As a result, developed evaluation system program outcomes for convergence-based program outcomes: convergence ability, creative thinking ability, entrepreneur ability, and design ability. Finally, it revised and supplemented them through expert validity examine. Expert validity review included 9 experts in engineering, IT engineering, education technology, and design. The validity, usefulness, intelligibility, universality, and explanatory power of the evaluation system were reviewed. The results of this study are expected to provide practical tools for operating ABBEK of convergence programs between design and engineering.

7대 분야 자격재설계 종목의 NCS 수준의 타당성 분석연구 (An Analytical Study on Feasibility of NCS Level of Qualification Redesign Categories in 7 Major Areas)

  • New occupational qualification system built on NCS(National Competency Standard) aimed to induce industries, the final appliers of qualification, to play a leading role in designing qualification and to spontaneously apply such qualification standard to employment and promotion so as to reinforce universality of qualification. In this study, we verified the validity of NCS level of qualification categories for 130 occupational fields by redesigning NCS-based new occupational qualification system with a focus on 7 major areas, including mechanical field, which were found to have wide-ranging social ripple effect throughout society and high acceptability in 2014. The results of study on suitability at qualification level suggested the followings: First, there is a difference in number of competency units for each qualification category, depending on area. New qualification covering 7 major areas included 15.3 competency units for each qualification category, which exceeds the number of competency units(about 10 units) in subdivided NCS. By field, some difference was found with 7.9 competency units for cultural field and 22.6 competency units for information and communication area. Second, preference above normal level was observed in the criteria, procedure and method for determining qualification redesigning. However, preference below normal level was exhibited in connection with possibility of linkage with overseas qualifications, although preference was above normal level in relation to the suitability of design/qualification level and qualification categories based on lifelong career development path within scope of NCS as the criteria for determining the redesign of qualification categories. Second, we compared NCS level and SC(Sector Council level, and the results showed that NCS level was found to be somewhat well-defined. For the qualifications with different definitions, it was deemed difficult to determine superiority between NCS level and SC level. However, majority opinion indicated that it would be desirable to follow NCS level because NCS was created through collection of opinions for a prolonged period.

가중치 산정기법과 Utopian Approach를 결합한 Weighted Utopian Approach의 제안 (Suggestion of Weighted Utopian Approach for Combining Weighting Methods and Utopian Approach)

  • 의사결정 및 우선순위 결정에 있어 가장 중요한 점은 서로 다른 평가 기준에 따라 판단해야 할 속성의 상대적 중요성을 나타내는 가중치의 결정에 있다. 본 연구에서는 대표적인 기존의 가중치 결정 방법들을 동시에 고려하는 새로운 기법을 제안하였다. 이를 위하여 대표적인 7가지 가중치 산정방법과 다기준의사결정 기법의 하나인 거리척도 기반의 Utopian Approach를 결합한 Weighted Utopian Approach를 제안하였다. 제안된 기법은 다양한 특성을 가진 가중치 도출 기법을 고려하여 다기준 의사결정기법의 대표성과 보편성을 동시에 달성할 수 있는 장점을 가진다. 또한 최종 의사결정자들에게 최종 결과 뿐 만 아니라, 각 가중치 산정 방법별 결과를 제시하여 상황에 따른 대안 선택의 폭을 넓힐 수 있다. 본 모형을 가상의 공학문제에 적용한 결과, 보다 객관적인 의사결정 및 우선순위를 산정할 수 있었으며, 계산과정이 단순하여 실무 적용성이 우수하다고 판단되었다.

우리나라의 본인확인수단에 관한 신규 인증수단의 도입 적합성 검토 : Block Chain과 FIDO를 중심으로 (Review of the suitability to introduce new identity verification means in South Korea : Focused on Block Chain and FIDO)

  • 본 연구는 우리나라에서 운영되고 있는 본인확인수단의 다양성을 확보하기 위해 비대면 본인인증수단 중에서 블록 체인과 FIDO를 선택하여 본인확인수단으로서의 적합성 정도를 검토하였다. 이를 위해 7가지 적합성 기준(보편성, 지속성, 유일성, 편의성, 보안성, 적용성, 경제성)을 선정하여 분석하였는데, 모두 적합한 수준을 갖추고 있음을 검증하였다. 이에 따라 블록체인과 FIDO를 본인확인수단으로 적용하기 위해서는 관련 규정 및 고시의 개정으로 본인확인절차를 개선하여야 한다. 더욱이, 기존의 본인확인수단뿐만 아니라 다양한 본인인증수단을 적용할 수 있도록 서비스분야별로 차별화된 인증기준이 마련되어야 하고, 지속적으로 인증수단을 개발하여 서비스와 연계하여야 한다. 앞으로 본인확인수단은 사물인터넷시대에서 정보유통환경의 안전성을 가져올 것이므로, 본인확인수단의 적용 확대 및 자율적 도입을 지원하여 다양한 서비스에서 구현될 수 있어야 한다.

확장형 규칙 표식 언어(eXtensible Rule Markup Language) : 설계 원리 및 응용 (eXtensible Rule Markup Language (XRML): Design Principles and Application)

  • XML(eXtensible Markup Language, XML)은 인터넷에서의 자료 교환을 위해 고안된 언어이다. 본 논문에서는 XML의 개념을 발전시킨 확장형 규칙 표식 언어(eXtensible Rule Markup Language, XRML)를 제안하고 있다. XRML은 웹 페이지에 내재된 암묵적 규칙의 식별, 구조적인 규칙으로의 변환, 사람과 소프트웨어 에이전트간의 지식 공유를 가능하게 하며, 이를 통해 지식기반시스템(Knowledge Based System)과 지식관리시스템(Knowledge Management System)의 통합을 실현할 수 있는 새로운 언어가 될 것이다. 본고에서는 XRML이 이상과 같은 능력을 갖기 위해 반드시 갖춰야 할 6가지 설계 기준과, 이들 기준을 반영한 XRML 구성 요소로서 RIML(Rule Identification Markup Language), RSML(Rule Structure Markup Language)과 RTML(Rule Triggering Markup Language)을 설계하였으며, 개별 요소들의 기능 및 특성과 함께 태그와 DTD(Document Type Definition)도 식별하였다. 나아가 전술한 구조를 기반으로 하여 XRML을 워크플로우 시스템상의 폼처리에 적용한 Form/XRML이라는 프로토타입 시스템을 설계하고 구현하였다. 본 프로토타입의 개발을 통해, 지식기반시스템의 지식을 활용하는 RTML이 폼을 비롯한 다양한 응용시스템에 내재될 수 있으며, 웹 페이지의 암묵적 규칙과 지식기반시스템의 규칙이 일관성 있게 유지될 수 있음을 보여 주었다. 요컨대 본 연구는 XRML이 지능형 웹으로 발전하기 위한 새로운 도구이며, KBS와 KMS의 통합을 위한 중요한 도구임을 입증하였다는 점에서 큰 의의를 갖는다고 하겠다.

  • The purpose of this thesis is to propose a new concept of design of the 21st century, on the basis of the study on the general signification of the structures and the signs of industrial product design, by examining the difference between modern and post-modern design, which is expected to lead the users to different design practice and interpretation of it. The starting point of this study is the different styles and patterns of 'Gestalt' in the post-modern design of the late 20th century from modern design - the factor of determination in industrial product design. That is to say, unlike functional and rational styles of modern product design, the late 20th century is based upon the pluralism characterized by complexity, synthetic and decorativeness. So far, most of the previous studies on design seem to have excluded visual aspects and usability, focused only on effective communication of design phenomena. These partial studies on design, blinded by phenomenal aspects, have resulted in failure to discover a principle of fundamental system. However, design varies according to the times; and the transformation of design is reflected in Design Pragnanz to constitute a new text of design. Therefore, it can be argued that Design Pragnanz serves as an essential factor under influence of the significance of text. In this thesis, therefore, I delve into analysis of the 20th century product design, in the light of Gestalt theory and Design Pragnanz, which have been functioning as the principle of the past design. For this study, I attempted to discover the fundamental elements in modern and post-modern designs, and to examine the formal structure of product design, the users' aesthetic preference and its semantics, from the integrative viewpoint. Also, with reference to history and theory of design my emphasis is more on fundamental visual phenomena than on structural analysis or process of visualization in product design, in order to examine the formal properties of modern and post-modern designs. Firstly, In Chapter 1, 'Issues and Background of the Study', I investigated the Gestalt theory and Design Pragnanz, on the premise of formal distinction between modern and post-modern designs. These theories are founded upon the discussion on visual perception of Gestalt in Germany in 1910's, in pursuit of the principle of perception centered around visual perception of human beings. In Chapter 2, I dealt with functionalism of modern design, as an advance preparation for the further study on the product design of the late 20th century. First of all, in Chapter 2-1, I examined the tendency of modern design focused on functionalism, which can be exemplified by the famous statement 'Form follows function'. Excluding all unessential elements in design - for example, decoration, this tendency has attained the position of the international style based on the spirit of Bauhause - universality and regularity - in search of geometric order, standardization and rationalization. In Chapter 2-2, I investigated the anthropological viewpoint that modern design started representing culture in a symbolic way including overall aspects of the society - politics, economics and ethics, and its criticism on functionalist design that aesthetic value is missing in exchange of excessive simplicity in style. Moreover, I examined the pluralist phenomena in post-modern design such as kitsch, eclecticism, reactionism, hi-tech and digital design, breaking away from functionalist purism of modern design. In Chapter 3, I analyzed Gestalt Pragnanz in design in a practical way, against the background of design trends. To begin with, I selected mass product design among those for the 20th century products as a target of analysis, highlighting representative styles in each category of the products. For this analysis, I adopted the theory of J. M Lehnhardt, who gradated in percentage the aesthetic and semantic levels of Pragnantz in design expression, and that of J. K. Grutter, who expressed it in a formula of M = O : C. I also employed eight units of dichotomies, according to the G. D. Birkhoff's aesthetic criteria, for the purpose of scientific classification of the degree of order and complexity in design; and I analyzed phenomenal aspects of design form represented in each unit. For Chapter 4, I executed a questionnaire about semiological phenomena of Design Pragnanz with 28 units of antonymous adjectives, based upon the research in the previous chapter. Then, I analyzed the process of signification of Design Pragnanz, founded on this research. Furthermore, the interpretation of the analysis served as an explanation to preference, through systematic analysis of Gestalt and Design Pragnanz in product design of the late 20th century. In Chapter 5, I determined the position of Design Pragnanz by integrating the analyses of Gestalt and Pragnanz in modern and post-modern designs In this process, 1 revealed the difference of each Design Pragnanz in formal respect, in order to suggest a vision of the future as a result, which will provide systemic and structural stimulation to current design.

『대학(大學)』해석(解釋)을 통해 본 주자(朱子)의 격물치지론(格物致知論) (The Study of Zhuzi's Gewuzhizhi Theory)

  • 주자(朱子)는 본래 "예기(禮記)"의 43번째 편이었던 "대학(大學)" 독립시켜 "대학장구(大學章句)" 재편집하였고, 이 과정에서 134자(字)를 보충하였다. 보충한 134자(字)는 격물치지(格物致知)에 관한 것으로 주자(朱子)의 이러한 해석(解釋)은 후대 학자들이 "대학(大學)"을 해석(解釋)하는데 크게 공헌하였다. 주자(朱子)는 격물(格物)을 천지(天地) 사이에 존재하는 사물(事物)들의 이(理)를 궁구(窮究)하는 것으로 해석(解釋)하였다. 격물(格物)이 사물(事物)들의 이(理)를 궁구(窮究)한다는 의미라면 궁리(窮理)라는 표현이 보다 적합하다. 그러나, 궁리(窮理)라고 하지 않고 격물(格物)이라고 한 것은 사물(事物)의 실체(實體)를 얻기 위해서라고 주자(朱子)는 주장한다. 이는 격물치지(格物致知)가 허학(虛學)이 아닌 실학(實學)임을 강조하기 위해서이다. 치지(致知)는 격물(格物)의 과정을 통해 나의 앎이 지극해지는 단계이다. 즉, 치지(致知)는 격물(格物)을 통해 얻은 지식들을 종합하여 진지(眞知)를 구하는 단계이다. 이 진지(眞知)는 사의(私意)가 개입할 수 없으므로 진지(眞知)는 보편적인 앎과 같은 것이 된다. 격물치지(格物致知)를 통해 양적으로 축적된 것은 활연관통(豁然貫通)을 통해 질적인 변화를 하게 된다. 격물치지(格物致知)가 하학공부(下學工夫)라면 활연관통(豁然貫通)은 상달공부(上達工夫)에 해당되는 것이다. 활연관통(豁然貫通)은 나의 이(理)가 보편적인 이(理)와 하나가 되는 단계로서 내 마음 속의 준칙(準則)이 보편성을 갖게 되는 단계이다. 즉, 내 마음 속의 준칙(準則)과 보편적인 준칙(準則)이 하나가 됨을 의미한다. 격물치지(格物致知)를 하는 최종 목표는 무엇인가? 격물치지(格物致知)의 최종 목표는 지선(至善)에 도달하는 것이다. 격물치지(格物致知)가 지선(至善)을 지향하고 있다면 활연관통(豁然貫通)을 통해 얻은 내 마음 속의 보편적 준칙(準則) 또한 지선(至善)이 그 기준이 된다. 이런 점에서 본다면 주자(朱子)의 격물치지(格物致知)는 인식론(認識論)의 측면과 윤리적(倫理的) 측면을 모두 포함하고 있다고 할 수 있다.
