Last February, $\ulcorner$The Act on Ubiquitous City Construction and etc.$\lrcorner$ was approved by the National Assembly. The law stipulates the regulations on the planning, construction and management of the Ubiquitous City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet ubiquitous city requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new planning approaches to realize the u-City in reality. It is also to supply with the framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the purpose of the establishment of comprehensive planning system, the theoretical bases were sought in relation to planning u-City, pre-existing u-City development cases and regarding regulations were analyzed, and then basic concepts, features, and constituent factors were set up.

This study demonstrates a basic concept and designing direction for the realisation of disaster prevention planning in u-City(u-BangjaeCity) that is from establishing a planning system in terms of the areas of professional disaster and safety management for the national disaster management. and designing disaster or safety management system via using ubiquitous technology for the scientific disaster management. In order to realise u-City it is necessary to maps out interrelation amongst various services such as traffic, environment and disaster prevention. Domestic and international case studies regarding the tendency of disaster prevention planing in u-City and its analysis could be the fundamental resource in order to develop the standard model of u-BangjaeCity.

The purpose of this study is to construct the System Dynamics Model that can analyze urban spatial and temporal change and suggest the policy directions applicable to U-City Planning in Busan based on the SD model. It reviews previous literatures to elicit U-City issues and performs the case study to simulate urban spatial and temporal changes in Busan. The elicited results are connected into the policy directions of U-City planning. It emphasizes the necessity of business model suggestion based on U-City technology and industry not a tool, the U-City model construction that linkages and integrates the existing cities and new cities, and the excavation of U-City service model reflecting social and demographic changes.

Korean local governments have been planning for u-City construction with great efforts. Such efforts are needed in order to reflect the urban characteristics of each city, to promote local economic growth, and to have a sustainable operation model. Thus it is critical at an earlier stage to set a strategic direction based on urban environment analysis, which will lead to a feasible implementation of u-City. This paper derives issues and suggests improvement methods based on a case study on the USPs (u-City Strategy Planning's) of ten local governments. It is expected that the improvement methods will greatly reduce risks involved in u-City construction and contribute to better provided local-specific u-services.

u-City projects are different with the existing urban development projects progress via convergence with IT technology. Therefore, it inheres many risk factors more than the existing development projects as including more complexity and variety. The risk management system to systematically manage those risks which get identified and quantified is required. Especially, the planning phase that is appeared the various forms has a large effect on the success of the business. However, the management of risk factors remains in the passive form. So the problems on u-City project in the planning phase and risk factors of existing development business were analyzed for the continuous growth and the successful performance of u-City project, and those risk factors was identified and quantified by using statistical technique. In the results of it, the core risk factors were obtained through which way and the basis for the effective risk management in u-City business is provided.

Purpose: The goal of this research is to identify the planning techniques of Smart Green City with Ubiquitous method and carbon-neutral city planning techniques and to induce the main planning techniques through the analysis of relative importance and practical adaptation. Method: First of all, eighteen planning techniques were derived and categorized into three organization systems and six sectors through literature review and FGI analysis considering the applicability of Ubiquitous service for carbon-neutral city planning techniques. Secondly, based on expert surveys and AHP analysis, the importance of Smart Green City planning techniques was evaluated. Thirdly, using case study, six cases related to Smart Green City were analyzed for the current status of application of planning techniques. Lastly, considering the importance of planning techniques and practical aspects, the characteristics of Smart Green City and its implication were estimated. Result: Energy, Resource and Waste and Transportation sector were identified as important sectors for Smart Green City. In addition, 'Construction of Smart Grid', 'System for Utilization of New & Renewable Energy', 'Smart Resource Circulation Management System', 'Establishment of Public Transportation Information System basis', 'Construction of Pedestrian / Bicycle oriented Road Environment' are essential planning techniques to create Smart Green City.

Besides, urban problems in today's society are intricately involved so that the possibility of any reliable breakthrough may not to be likely. To work out these complicated problems as well as to understand the crux of the matter more comprehensively, ubiquitous urban planning has been laid out, and as a result attempts to reflect this system are cautiously made in metropolitan areas. However, most u-City planning, integrating uibiquitous technology, has focused on creating urban infrastructure and its services, therefore neglecting the importance of housing in urban space. Consequently, thorough u-City planning has yet to be defined in relation with urban space, and housing planning, established on the basis of the user-oriented housing environment, needs to be urgently made. Centering on the importance of housing in the construction of an improved future urban environment, this study aims to discuss the role of urban environment planning where metropolutan residents can enjoy a comfortable and convenient life. As well, this research paper seeks to focus attention on the consideration for users that is often disregarded but requires reflecting in the u-City planning.

U-City law was enacted U-City construction to support efficiently. But U-City planning system is not set. And detailed instructions are not also available. In particular, U-City data is not available and specific plans and instructions. Therefore, in this research, "U-City Law" by the state and local governments need to establish in the U-City Comprehensive Plan and the U-City master plan to be included in U-City data management was presented matters. U-City comprehensive plan provides the direction of the U-City master plan. Detailed action task are (1) U-City data management standards for the establishment of cooperation and sharing (2) Establishment of U-City data processing and activation (3) U-City data distribution system infrastructure (4) Establishment of data quality and price. U-City master plan is based on the U-City comprehensive plan. And U-City master plan for the data managements are (1) U-City data on the production plan (2) U-City data on the collection plan (3) U-City data on the processing plan (4) U-City data on the activation plan (5) U-City data on the distribution plan.
