A Study on a Decision Making Model of Prioritization of Supporting Policies for Regional Strategic Industries in Chung-nam (충남지역 전략산업 지원사업의 투자우선순위 결정모형에 관한 연구)

  • The regional strategic industry support has been increasingly developed due to the change of environmental and political conditions for the last 10 years. As the paradigm changed from the central government-sponsored system to regional government-sponsored system, the policy has been diversified into various support systems such as regional strategic industry, specialized industry, supporting technology, supporting business, etc. It is crucial to establish the overall development plans and project strategies for the regional industry in terms of effectiveness and efficiency which will generate an integrated strategic frame to adjust overlapped supporting policies and offer a consumer-oriented service. Not only does the study focus on performance-based outcome regarding to a regional business (supporting policy) portfolio, but it also analyzes and proves an empirical decision-making model to draw out the priority and relative importance according to the regional strategic industry and support cases by analyzing the case of Chungnam area's strategic industry support in 2009. Following a priority list of 20 support cases selected from this research model by the Analytic Hierarchy Process (AHP), the result shows that the diverse support plans are needed according to the different strategic industries or the size of enterprise due to the fact that priority of project type varies upon the characteristics of strategic industry. Thus, the support project needs to generate various strategic industries and develop differentiated support policy to consolidate competitiveness of regional enterprises and revitalize the regional economy.

The Effects of Transformational, Transactional Leadership on the Creativity of Team Members in R&D Organization: Mediating Effect of Team Climate and Moderating Effect of Organizational Culture (변혁적, 거래적 리더십이 연구개발조직 구성원의 창의성에 미치는 영향: 팀 풍토의 조절효과 및 조직문화의 조절효과)

  • This paper investigates the effects of transformational leadership and transactional leadership on the creativity of members in R&D organizations. We also analyze the leadership mechanism and the influence of effective environment by using team climate as a mediator and using adhocracy and hierarchy organizational culture as moderator. Data were collected through surveys of Korean Public Research Institutes conducting mainly basic science and applied sciences. 327 valid samples were tested using a structural equation model (SEM). Empirical results confirm that transactional leadership exhibits stronger direct effect on the creativity than transformational leadership. However, in indirect effects mediated by creative team climate, transformational leadership is found to be stronger than transactional leadership. It may reflect the characteristics of R&D organization. Also, through the verification of the moderating effect of the organizational culture, the adhocracy organizational culture appears to improve the creativity and the hierarchical organizational culture appears to inhibit the creativity. It is confirmed that the influence of organizational culture is statistically significant in R&D organizations with strong autonomy and independence. It is suggested that the leadership on the creativity of the members in the R&D organization may be indirect in the context of the team and the organization as well as the direct effects according to the type.

A Study on Priority of Innovation Activity, Business Performance and Maximization Factors of SMEs. (중소기업의 혁신활동과 사업성과 극대화 요인의 우선순위 연구)

  • The purpose of this study is to examine the priorities of innovation activities, business performance, and maximization factors of SMEs. Support programs for each government department are operated by various industries. Various supports, including subsidies, grants, marketing, planning, and education, are provided to each company. Therefore, this study aims to analyze and identify the priorities of innovation activities that have a positive effect on business performance. The efficacy of the proposed model and the psychometric properties of structure were analyzed using the analytic hierarchy process (AHP). The hierarchical structure of corporate innovation activities are composed of 'R&D' and 'government support', and 'Inside R&D, Outsourcing R &D, Consortium R&D'. As a result of analyzing companies that received more than one type of R&D government support, it can be seen that 'government support' (72.1%) is more important than 'research and development' (27.8%). In addition, this study found key sub-factors loadings including Assistant Support (30.1%), Tax Support (22.7%), Funding Support (18.8%), Inside R&D (10.8%), Outsourcing R&D (10.3%), and Consortium R&D (7.2%). Analysis results suggest that the priorities of detailed innovation activities of R&D and government support affect product innovation and process innovation, which in turn, influence business performance and maximization of SMEs. This implies that SMEs who want to participate in the government support project will be helpful in setting the direction of innovation activities. This study also suggests the importance of strategic priorities among the decision elements for CEOs.

Robot Knowledge Framework of a Mobile Robot for Object Recognition and Navigation (이동 로봇의 물체 인식과 주행을 위한 로봇 지식 체계)

  • This paper introduces a robot knowledge framework which is represented with multiple classes, levels and layers to implement robot intelligence at real environment for mobile robot. Our root knowledge framework consists of four classes of knowledge (KClass), axioms, rules, a hierarchy of three knowledge levels (KLevel) and three ontology layers (OLayer). Four KClasses including perception, model, activity and context class. One type of rules are used in a way of unidirectional reasoning. And, the other types of rules are used in a way of bi-directional reasoning. The robot knowledge framework enable a robot to integrate robot knowledge from levels of its own sensor data and primitive behaviors to levels of symbolic data and contextual information regardless of class of knowledge. With the integrated knowledge, a robot can have any queries not only through unidirectional reasoning between two adjacent layers but also through bidirectional reasoning among several layers even with uncertain and partial information. To verify our robot knowledge framework, several experiments are successfully performed for object recognition and navigation.

Analyzing Relationships Between Project Characteristic and Public Conflict Characteristic in Public Construction Using Fuzzy Analytical Hierarchy Process (FAHP) (Fuzzy AHP를 이용한 프로젝트 특성과 공공갈등 특성 간의 영향 관계 중요도 분석)

  • Public conflict in domestic project has been increased and it results in direct and indirect damages. In order to reduce the loss, there have been diverse researches on the public conflict. However, most of researches tend to mainly focus on characteristics of the conflict. Considering the conflict occurred in SOC project, a research of conflict with project characteristics is necessary. In response to consider the relationships between characteristics of project and conflict, this paper aims to present the relative importance of the relationships. We conducted literature reviews and interviews with experts to select main characteristics of projects and public conflicts. Based on the selected four main characteristics each, we analyzed the relationships between them using Fuzzy AHP. The results show that SOC construction project type among project characteristics exerts the most important effect on overall public conflict. Especially conflict factors and conflict phases among public characteristics are critically influenced by project types. The findings provide a foundation for a conflict management reflecting varying public conflicts due to project characteristics.

An Improvement on Wayfinding which considers Universal Design Concept (유니버설 디자인개념을 고려한 Wayfinding 개선 연구)

  • Due to the increase in the number of transfer lines and ground level connections with mixed-use high-rise buildings, the Seoul Metro suffers from loaded signage fatigue because of the presence of too many signs. The purpose of this research is to propose ways of improving the wayfinding on the Seoul subway station by examining the signage and (applying the) universal design (UD) concept. A review of the literature explored five universal design components, viz. the accessibility, safety, equitability, perception, and aesthetics. The field investigation found that the ceiling and wall type and general information boards were high on the information hierarchy. The survey respondents merely perceived universal design concept, however, most needed principle. The IPA found that the signs should be appropriately laid out, spaced and located from the perspective of accessibility, and their unity and harmony were other aspects that could be improved while general information boards should include important landmarks outside. In conclusion, this study suggests that the universal design signage concept should be applied to every station and that specific stations should have a duly sign system.

Unsupervised Noun Sense Disambiguation using Local Context and Co-occurrence (국소 문맥과 공기 정보를 이용한 비교사 학습 방식의 명사 의미 중의성 해소)

  • In this paper, in order to disambiguate Korean noun word sense, we define a local context and explain how to extract it from a raw corpus. Following the intuition that two different nouns are likely to have similar meanings if they occur in the same local context, we use, as a clue, the word that occurs in the same local context where the target noun occurs. This method increases the usability of extracted knowledge and makes it possible to disambiguate the sense of infrequent words. And we can overcome the data sparseness problem by extending the verbs in a local context. The sense of a target noun is decided by the maximum similarity to the clues learned previously. The similarity between two words is computed by their concept distance in the sense hierarchy borrowed from WordNet. By reducing the multiplicity of clues gradually in the process of computing maximum similarity, we can speed up for next time calculation. When a target noun has more than two local contexts, we assign a weight according to the type of each local context to implement the differences according to the strength of semantic restriction of local contexts. As another knowledge source, we get a co-occurrence information from dictionary definitions and example sentences about the target noun. This is used to support local contexts and helps to select the most appropriate sense of the target noun. Through experiments using the proposed method, we discovered that the applicability of local contexts is very high and the co-occurrence information can supplement the local context for the precision. In spite of the high multiplicity of the target nouns used in our experiments, we can achieve higher performance (89.8%) than the supervised methods which use a sense-tagged corpus.

  • The world's best level of ICT(Information, Communication and Technology) infrastructure has experienced the world's worst level of ICT accident in Korea. The number of major accidents of privacy invasion has been three times larger than the total number of Internet user of Korea. The cause of the severe accident was due to big data environment. As a result, big data environment has become an important policy agenda. This paper has conducted analyzing the accident case of data spill to study policy issues for ICT security from a social science perspective focusing on risk. The results from case analysis are as follows. First, ICT risk can be categorized 'severe, strong, intensive and individual'from the level of both probability and impact. Second, strategy of risk management can be designated 'avoid, transfer, mitigate, accept' by understanding their own culture type of relative group such as 'hierarchy, egalitarianism, fatalism and individualism'. Third, personal data has contained characteristics of big data such like 'volume, velocity, variety' for each risk situation. Therefore, government needs to establish a standing organization responsible for ICT risk policy and management in a new big data era. And the policy for ICT risk management needs to balance in considering 'technology, norms, laws, and market'in big data era.

Competency Modeling Using AHP Methodology and Improvement of National Technical Qualification System (다면 AHP 방법론을 활용한 역량 모델링과 국가기술자격제도 개선 방안 도출)

  • The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer's comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers' information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improvement of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.

Study on the Legal Establishment of u-City Management Center ; Focusing on its Function and Location (u-City 통합운영센터의 제도적 정착방안에 관한 연구 ; 기능 및 입지를 중심으로)

  • For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. Among u-City elements, the u-City Management Center has its own meaning and importance in roles which are crucial to the u-City developments, and its legal establishment is one of the core u-City realization factors. The purpose of this study is to analyse its overall problem issues regarding the function and location of u-City Management Center and then to suggest the basic direction and enforcement strategies to form its legal basis. As a result, in order to enhance the possibility of successful realization of u-City Management Center, the classification and standardization of function type, allocation of detailed functions based on u-City project hierarchy, and practical definition and relationships among basic u-City components such as u-City Service and Infrastructure were suggested. Also, practical execution devices on revenue sources and private sector participation, as well as the legal basis stipulating the mandatory inclusion of u-City Management Center development for u-City projects, were suggested.
