탈추격 혁신을 위한 출연(연)의 구조적 한계와 과제: ETRI를 중심으로 (Structural limitations and challenges of government-supported research institutes for post-catchup innovation: Focused on ETRI)

  • 그동안 출연연은 과학기술 발전을 선도하는 핵심 역할을 담당해 왔으나 최근에는 조직의 경쟁력 문제를 포함하여 그 미션과 역할까지 새롭게 정립해야 하는 시점에 있다. 본 연구는 ETRI를 결정적인 사례로 하여 현재 출연연이 직면하고 있는 구조적 한계와 어려움을 살펴보았다. 분석 결과 출연연의 자체 변화 노력도 문제이지만 출연연이 예산, 인력, 평가 등 통제가 어려운 구조적인 문제에 봉착되어 있음을 알 수 있다. ETRI의 경우 연구개발이나 특정기술 수준에서는 추격에서 탈추격으로 넘어서고 있으나 우리나라 출연(연) 연구 환경과 실제 일하는 방식은 추격형 체제에 머물러 있는 상황이다. 추격의 대상과 수단이 어느 정도 확실했던 추격기를 넘어 어디로 가야하며 무엇을 해야 할 것인가가 불확실한 탈추격 혁신 상황에서는 출연연의 미션 및 역할, 예산 인력 평가 체계, 사업기획 체계 및 프로세스 방식 등이 새롭게 변화될 필요가 있다.

反復荷重을 받는 흙의 構成關係式 開發 (Development of Constitutive Equation for Soils Under Cyclic Loading Conditions)

  • Various soil behaviors usually occurring in the geotechnical problems, such as, cutting and embankments, stability of slope, seepage, consolidations, shearing failures and liquefaction, should be predicted and analyzed in any way. An approach of these predictions may be followed by the development of the constitutive equations as first and subsequently solved by numerical methods. The purpose of this paper is develop the constitutive equation of sands uder monotonic or cyclic loadings. The constitutive equation which is based on elasto-plastic theory, modified anisotropic consolidated stress parameter by Sekiguchi et al and Pender's theory is derived. And the equation is included a new stress parameter, hardening function, Bauschinger's effects and Pender's theory. The model is later evaluated and confirmed the validity by the test data of Ottawa sand, Banwol sand Hongseong sand. The following conclustions may be drawn: 1. The consititutive equation which is based on elasto-plastic theory, modified anisotropic consolidated stress parpameter by Sekiguchi et al and Pender's theory is derived. The equation in included a new stress parameter, hardening function, Bauschinger's effect and Pender's theory. 2. For Ottawa sand, the result of the constitutive equation shows a better agreement than that of Oka et al. The result of axial strain agrees well with the tested data. However, the result of horizontal strain is little bit off for the cyclic loadings or large stress. It is thought that the deviation may be improved by considering Poisson's ratio and precise measurement of shear modulus. 3. Banwol sand is used for the strain and stress tests with different relative densitites and confining pressures. The predeicted result shows a good agreement with the tested data because the required material parameters were directly measurd and determined form this laboratory. 4. For Hongseong sand, the tests under same amplitude of cyclic deviatoric stress shows a similar result with the tested data in absolute strain. It shows the acute shape of turning point because the sine wave of input is used in the test but the serrated wave in prediction.

우리 나라의 환경정책 방향 (Environmental Health Strategies in Korea)

  • Since 1960's along with industrialization and urbanization, economic growth has been . achieved, however, at the same time, environmental condition has been seriously deteriorated. . Currently, volume of wastewater has been increasing at annual rate of 7% in sewage and 20% in industrial wastewater. However, the nation's sewage treatment serves only 33% of the municipal wastewater as of 1991. Major portion of air pollutants comes from combustion of oil and coal which comprise 81% of total energy use and emission gases from motor vehicles increasing at an accelerated rate. It is known that Korea generates the highest amount of waste per capta. Nevertheless, it is not sufficient to reduce the volume of waste by means of resources recovery and recycling. Recognizing the importance of global environmental problems such as ozone layer depletion, global warming and acid rain, international society has been making various efforts since the 1972 Stockholm conference. In particular, it is expected that the Rio conference which has adopted the Rio declaration and Agenda 21 will form a crucial turning point of the emerging new world order after the Cold War confrontation. To cope with such issues as domestic pollution and global environmental problems, the fundamental national policy aims at harmonizing "environmental protection and sustainable development". The Ministry of Environment has recently set up a mid-term comprehensive plan which includes annual targets for environmental protection. According to the government plan, gradual improvement of various environmental conditions and specific measures to achieve them is planned in time frame. Additional sewage treatment plants will be constructed in urban areas with the target to treat 65% of the nation's municipal sewage by 1996. Supply of clean fuels such as LNG will also be expanded starting from large cities as a cleaner substitute energy for coal and oil. In parallel with expansion of LNG, emphasis will be placed on installation of stack monitoring system. Due to the relatively limited land, government's basic policy for solid waste treatment is to develop large scale landfill facilities rather than small sized ones. Thirty three regional areas have been designated for the purpose of waste management. For each of these regions, big scale landfill site is going to be developed. To increase the rate of waste recycling the government is planning to reinforce separate collection system and to provide industries with economic incentives. As a part of meeting the changing situation on global environmental problems after UNCED, and accommodation regulatory measures stipulated in the global environmental conventions and protocols, national policy will try to alter industrial and economic structure so as to mitigate the increasing trends of energy consumption, by encouraging energy conservation and efficiency. In this regard, more attention will be given to the policy on the development of the cleaner technology. Ultimately, these policies and programs will contribute greatly to improving the current state of national public health.

대북정책 기조변화와 남북 애니메이션 협력사업의 상관성 연구 (Study on the Correlation between the shift of paradigms toward North Korea and South-North Korea Animation Exchange Industry)

  • 과거 1998년 '국민의 정부'의 일명 '햇볕정책'이라는 대북정책에서 시작된 남북 간의 평화적 무드는 '참여 정부'까지 큰 변화 없이 진행되었다. 그러나 중도 보수 실용주의 기조의 이명박 정부 대북정책은 과거 정부들과 다르게 무조건적 지원 정책을 벗어나서 차별화되고 원칙주의적인 실용적 노선의 대북정책을 펼쳤다. 이러한 남북 간의 정책 기조 변화는 남북의 애니메이션 산업에 대하여 큰 영향력을 주어 사업의 성공과 침체의 상관관계를 형성하였다. 이 연구는 이러한 대북정책 기조 변화에서 남북 애니메이션 산업 협력의 위상에 나타나는 문제점을 도출하여 2013년도 새 정부의 새로운 패러다임 구축에 하나의 방안을 제시하고자 한다. 북한은 세습 정권의 특성상 민주주의 체제의 남한 정부와 달리 비교적 정책적 변화 요소가 적기 때문에, 이연구에서는 중점적으로 남한 정부에서 집행된 전반적 대북정책 프레임들을 비교한 후, 그에 따라서 남한의 대북 애니메이션 협력사업의 정책 변화에 따른 성과를 분석하고 도출된 개선 방향을 연구하고자 한다. 또한 도출된 문제점을 점검해 앞으로의 대북 애니메이션 협력사업 개선 방향과 나아가 대북정책과 그리고 그에 따르는 대체 방안을 제시, 애니메이션 대북 협력사업의 전환점을 만들고자 한다.

LMO에 대한 손해배상책임 - 바이오신약을 중심으로 (A study of Liability for LMO and Biomedicine)

  • Humankind history is faced with one gigantic turning point due to development of Living genetically Modified Organisms. Food production by means of LMO is on the acceleration in an effort to solve the shortage of food problems. Food is also used as alternative energy source. Use of LMO product is not only limited to food and energy, but is actively utilized in various fields of medicines. This paper is first to check out the state of biomedicine developed and associated problems from industries that use LMO, after which we made an attempt on legislative approach to find out means of relief, through examples of such laws legislated for the sufferer from the adverse effect of the biomedicine. As for the liable subject to bear the responsibility for compensatory damage in a way of relieving the victim owing to adverse effect of biomedicine, those who manufactured and sold biomedicine and who are related to the damage to the victim due to the accident and medical doctors and pharmacists who prescribe and administer the medicine in question have been looked into. Accidents involving medicines and medical supplies could take place without reason for imputation on part of the liable subjects or fault of the victim, in which case the victim can't receive damage compensation from any of both parties. When such accidents happened turn out to be no fault accidents, introduction of damage relief measures might have to be reviewed against side effects of medicine and medical supplies as no fault compensation in order for actual relief to be possible. Talking about technicality of legislation, we can suggest a method of strengthening the accountability of manufacturer for stereotypical agenda on biomedicines by newly legislating special regulation with an issue that resists claim on risks associated with the development of medicine and incorporating the same into Manufactured Product Liability Law. After all, when an accident happens associated with biomedicine, the damage will be done to the consumer. And the consumer will be exposed to fatal danger even without the time to cope with potential risks associated with medicine and medical supplies they take. Therefore, it is necessary to protect the potential victim by having the manufacturer of biomedicines bear the liability of medical risks.

유통과학연구의 현재와 미래 (Present and Future of the Journal of Distribution Science)

  • 2014년도 12월말부터 시행하는 한국연구재단의 등재지 제도의 폐지는 한국 내에 존재하는 연구논문집 향방에 커다란 지각변동의 요인으로 작용할 것으로 예상되고 있다. 이러한 상황은 한국유통과학회에서 발행하는 유통과학연구를 비롯한 3개의 연구논문집에게는 커다란 기회로 작용할 것이며, 이번 기회를 잘 활용한다면 조속한 성장과 발전을 도모할 수 있을 것이다. 한국유통과학회에서 발행하는 유통과학연구는 1999년을 시작으로 꾸준한 발전을 유지하여 왔고, 초창기 연 2회 발행하던 체제를 개편하여, 연 4회를 발행 하다가, 2012년에는 연 12회 발행하는 사회과학분야에서 가장 선두로 나가는 연구논문집으로 성장했다. 2011년 7월에는 전면 영문으로 홈페이지를 개편하여, 지속적으로 게재논문을 무료로 열람토록 하였고, 그 결과 2012년 들어서서 해외에서 접속하여 유통과학연구 홈페이지를 열람하는 이용자의 숫자가 급속히 증가하였다. 더욱이 최근 들어서서는 해외석학들의 논문 투고가 꾸준한 증가 추세에 있다. 예를 들어서, 2012년 3월에는 종전과 달리 해외석학들의 투고논문이 4편에 이를 정도로 학회의 지명도가 높아지고 있다. 이러한 상황은 본 유통과학연구가 한국내에서의 지명도보다 외국에서의 지명도가 높아지고 있다는 점을 의미하는 것이다. 그러나, 현시점에서 반추할 때, 이러한 발전은 현재로서는 긍정적인 요인으로 작용될 수는 있으나, 학회운영및 연구논문집의 지속적인 상태점검과 특성에 맞는 전략도출 및 실행이 없는 한 미래의 경쟁력을 기약할 수 없는 불투명한 환경에 처해 있다는 점을 인지해야 한다. 따라서, 본 연구의 목적은 한국유통과학회에서 발행하는 유통과학연구가 국내외 위상을 높이고 해외에서 유명저널이 되기 위해서는 당면과제와 문제점을 찾아내고 효율적이고 실용적인 여러가지 해결 대안을 모색 제시하고자 함에 있다. 즉, 본 연구는 한국유통과학회의 연구논문집인 유통과학연구의 과거, 현재, 그리고 미래에 대하여 논하고, 학회운영과 관련하여 편집관리 및 시스템운영을 전반적으로 점검하여 문제점과 해결점을 모색하고 제시하였다.

대두 분말 첨가량에 따른 어육 패티의 관능적.텍스쳐 특성 (Sensory and Mechanical Characteristics of Fish Patties according to the Addition of Soybean Powder)

  • 다양한 기능성을 가지고 있는 대두와 어육이 주재료로 활용되므로 소화흡수율이 높고 맛도 좋을 뿐만 아니라 단백질과 칼슘이 풍부하고, 특히 저칼로리 저지방 식품으로서의 특성 때문에 최근에 들어서 기능성 식품의 응용분야로 주목 받고 있는 것으로 본 연구는 대두분말 첨가량에 따른 생선 패티의 최적화를 위한 연구로 수분, 색도, 텍스쳐, 관능적 특성을 분석하였다. 수분의 함량은 대두분말의 첨가량 증가할수록 수분의 함량과 명도 값은 감소함을 알 수 있었고, 대체적으로 경도 값과 탄력성, 씹힘성, 검성은 대두분말의 첨가량이 증가할수록 높은 값을 나타냄을 알 수 있었다. 관능적 특성에서는 맛, 씹힘성과 질감은 S2가 가장은 좋은 것으로 나타났으며, 종합적인 평가에서도 S2가 가장 높은 평가 수준을 나타나 대두분말 첨가량에 따른 생선 패티의 제조는 S2가 가장 적절한 것으로 나타났다. 이상의 연구 결과로 대두와 어육을 이용한 가공품의 다양성, 기능성 및 고품질화를 위하여 대두 분말을 첨가한 생선 패티를 햄버거 등의 소재로 이용할 수 있다면 햄버거에 대한 평가는 달라져 그 이용도에 새로운 전기를 맞을 수 있으리라 판단된다. 나아가 특별히 건강에 유익한 패티형 대두분말 가공품을 개발하여 패스트푸드에 대한 염려와 햄버거 패티의 질과 건강 위해적인 문제도 해결할 수 있을 것으로 사료된다.

서울시 환경영향평가 제도에 대한 연구 (A Study on Environmental Impact Assessment System of Seoul City)

  • Environmental Impact Assessment (EIA) is a kind of planning technique to seek ways to minimize environmental impact, a scheme to encourage sustainable development. With the launch of the Ministry of Environment in 1980, the EIA was introduced in Korea. Its full operation was initially driven by regulations on documenting EIA reports in 1981, which was piloted as a decision-making scheme where final decision were made at the development department after considering opinions suggested by the Ministry of Environment. At that time, dominance of the economic logic overwhelmed environ-friendly opinions, but thanks to the fourth revision of the Environmental Conservation Law in 1986, private projects came to be included on the EIA list. This was a turning point for the EIA to become a regulatory system. Local governments are also conducting the EIA regardless of the national-level EIA. In order to prevent and resolve increasingly severe environmental problems in Seoul in advance due to various construction projects, the Seoul Metropolitan Government, for the first time as a local government in Korea, legislated city decrees to introduce the EIA which has been underway from September 1, 2002. In particular, the Seoul government, unlike the Ministry of Environment, has included construction works on the list of evaluation projects, adopting the scoping and screen procedure scheme. In addition, complementing operational setbacks, the city government has revised and implemented decrees and enforcement laws on the Impact Assessment on Environment, Transportation and Disasters by shortening the consultation period, eliminating the submission of reports on construction, and expanding the waiver requirements in consultation over the reports. Therefore, development measures for the EIA scheme of the Seoul Metropolitan Government will be the target of the research. To that end, the up-to-date data of the Ministry of Environment, the Seoul government and local governments was collected, and latest materials from the EU, previous research and the Internet were gathered for analyses. By doing so, the flow of the EIA was reviewed, and the EIA schemes of local governments under the national EIA were analyzed. Furthermore, based on the Seoul government's recent data on the EIA based on the decrees, the background and legislation of the Seoul government's EIA were analyzed along with the developments for the environmental organizations. Setbacks were derived from the implementation period, evaluation procedures, consultation period and details of the EIA, and corresponding development measures were proposed.

막다른주차장내 차량회전구간 설계기준 정립에 관한 연구 (Study of Design Standard Establishment of Vehicle Rotation Area in the Dead-end Parking Lot)

  • 본 연구는 아파트단지 내 막다른주차장에 설치된 차량회전구간이 주차장으로 이용되고 있는 반면에 가장자리주차구획은 이용되지 못하고 있는 불합리한 주차행태를 고려하여 이용자의 주차편의와 토지이용의 효율화를 달성하기 위한 설계기법을 연구하는 것을 목적으로 특정한 연구대상지를 선정하여 이용자의 주차행태와 문제점, 그에 따른 설계적 개선안을 제시하였다. 연구결과 현재 주차장으로 이용되고 있는 차량회전구간을 이용행태에 맞추어 정상적인 주차장으로 변경하는 동시에 가장자리구차구획의 너비를 2.3m에서 2.6m로 확대하면 주차장이용의 효율성과 주차의 편의성이 동시에 만족하는 것으로 나타났다. 본 결론을 도출하기 위해서 상호배타적 관계에 있는 주차장이용의 효율성과 주차편의성에 대해 차량회전반경을 고려한 회귀방정식을 구축하고 두 가지 요인에 의하여 형성된 교차점을 최적점으로 산출하였으며 이를 현실에 적용하기 위해서 막다른주차장 끝단 설치여부를 기준으로 2가지 유형으로 나누어 개선방안을 제시하여 주차장설계에 적용할 수 있도록 하였다.

Driving Performance of Adaptive Driving Controls using Drive-by-Wire Technology for People with Disabilities

  • Objective: The purpose of this study was to develop and evaluate high technology adaptive driving controls, such as mini steering wheel-lever system and joystick system, for the people with physical disabilities in the driving simulator. Background: The drivers with severe physical disabilities have problems in operation of the motor vehicle because of reduced muscle strength and limited range of motion. Therefore, if the remote control system with driver-by-wire technology is used for adaptive driving controls for people with physical limitations, the disabled people can improve their quality of life by driving a motor vehicle. Method: We developed the remotely controlled driving simulator with drive-by-wire technology, e.g., mini steering wheel-lever system and joystick system, in order to evaluate driving performance in a safe environment for people with severe physical disabilities. STISim Drive 3 software was used for driving test and the customized Labview program was used in order to control the servomotors and the adaptive driving devices. Thirty subjects participated in the study to evaluate driving performance associated with three different driving controls: conventional driving control, mini steering wheel-lever controls and joystick controls. We analyzed the driving performance in three different courses: straight lane course for acceleration and braking performance, a curved course for steering performance, and intersections for coupled performance. Results: The mini steering wheel-lever system and joystick system developed in this study showed no significant statistical difference (p>0.05) compared to the conventional driving system in the acceleration performance (specified speed travel time, average speed when passing on the right), steering performance (lane departure at the slow curved road, high-speed curved road and the intersection), and braking performance (brake reaction time). However, conventional driving system showed significant statistical difference (p<0.05) compared to the mini steering wheel-lever system or joystick system in the heading angle of the vehicle at the completion point of intersection and the passing speed of the vehicle at left turning. Characteristics of the subjects were found to give a significant effect (p<0.05) on the driving performance, except for the braking reaction time (p>0.05). The subjects with physical disabilities showed a tendency of relatively slow acceleration (p<0.05) at the straight lane course and intersection. The steering performance and braking performance were confirmed that there was no statistically significant difference (p>0.05) according to the characteristics of the subjects. Conclusion: The driving performance with mini steering wheel-lever system and joystick control system showed no significant statistical difference compared to conventional system in the driving simulator. Application: This study can be used to design primary controls with driver-by-wire technology for adaptive vehicle and to improve their community mobility for people with severe physical disabilities.
