This study aims to propose integrated management strategies based on the relationship between co-benefits and total benefits of greenhouse gases and air pollutant emissions for establishing a transport and environmental policy. The results show that the integrated management of the following policies: 'Car Free Day' and 'Early Scrapping of Decrepit Diesel Vehicle', which are used for reducing reduce gasoline and diesel, can together reduce both PM and $CO_2$ emissions and increase total benefits. In addition, the integrated management of 'Car Free Day' with environment policies and 'Congestion Charge' with environment policies simultaneously controls the three factors which influence emissions, including travel volume, travel speed and emissions factor, and was found to be effective in terms of co-benefits. This study reduces both air pollutants, which are harmful to health, and greenhouse gas emissions, which influence climate change, and improves the efficiency of policy through the integrated management of policies.
This article analyzed economic effects of changes in spatial accessibility on regional touruism expenditure structure resulting from highway investments on Gangwon province, Korea. The Seemingly Unrelated Regress(SUR) model is applied to analyze the structure of change in tourism expenditure of Gangwon Province, and the competition and complementary relationship of tourist demand were analyzed among 18 counties in Gangwon by Dendrinos-Sonis method. The spatial accessibility has a significant effect on the increase in amount of tourist expenditure, but by 1% increase in the accessibility resulted in a reduction of length of stay -0.18% and travel costs -0.34% by respectively. The most powerful variable for improving the on-site economy is the tourist service establishment, which increases one unit, the amount of tourist expenditure increased by 3.6%. Moreover, the competition and supplemental relationship of tourism demands in Gangwon was decided by the conditions under which traffic flow with passing occurred, such as inland or ocean-typed travel attractions, adjacent or remote regions to the highway. The limitations of this study were not able to use raw data of tourism expenditures before and after the opening the highway due to the restriction of priority data, and further research on the appropriate level of spatial accessibility for the regional economy is needed.

To relieve Green-house Gas Emission is the key issue in urban area. Urban transport policies have focused on the reduction of private car use. The most common of these is Travel Demand Management(e.g., congestion charge, environmental tax, etc.) that forces individuals to reduce their private car use. An alternative way is Mobility Management(MM) that induces individuals to voluntarily change their car use through communications. MM is founded on social psychology theory and focuses on individuals' decision making processes to change their perception and attitude on private car use. Although some researchers have reported the relevance of MM approach, still few researches have explicitly studied on individuals' decision making processes. Therefore, the aims of the paper are to analyze the decision making process of individuals and to provide the basis of introducing MM approach in Korea. Structural equation model(SEM) is applied for the analysis of individuals' decision making process. A empirical study shows that psychological factors such as perception/attitude on global environment or individual norms impact significantly to reduce private car use and accordingly the relevance of introducing MM approach instead of imposing regulations or expanding transport facilities.

This study aims to develop a truck priority on left-turn algorithm that can reduce greenhouse gas emissions by reducing heavy duty truck's stops at signalized intersection. The signal priority is granted for a left-turn phase, because heavy duty trucks can deteriorate left-turn traffic flow due to the low acceleration or deceleration rate and large turn radius. Truck priority allows to provide the stable speed control for heavy duty truck, and reduces emissions at the signal intersection. Also, two signal recovery strategies are compared for various traffic conditions. This study analyzes the effectiveness of truck priority such as greenhouse gas emissions and fuel consumption reduction, and total travel time saving using the PARAMICS and Comprehensive Modal Emissions Model (CMEM). The results show that signal priority for heavy duty trucks has an effect on reducing greenhouse gas emissions and fuel consumptions at non-peak hour. Also, it shows decreasing total travel time due to reducing truck stops.

It is over 12 years since the launch of Korea Train eXpress (KTX) services. Demand for the KTX has been on the increase continuously but few studies have been produced related to this phenomenon. KTX passenger demand has been constantly increasing due to influencing factors such as the expansion of network, rise of oil prices, etc. In this study, our main focus is to verify that there are other types of elements that are causing an increase in KTX demand; our approach looks at changes in social and psychological aspect that have occurred due to the reduction of travel time and cost, as well as the imposition of a five-day workweek. In other words, we considered diffusion theory in the marketing area, which affects product selection and purchasing attitudes, as a key factor that is causing passenger demand to increase. That is to say that it is hypothesized that the demand for travel on the KTX has increased due to the train's utility, which is spread by the diffusion effect Therefore, the Bass diffusion model was applied to explain the dramatic increase in KTX passenger demand. Based on this foundation, it was also discussed how certain marketing strategies that incorporate the diffusion effect should be considered variously for sustainable management of rail transportation, while considering a steady passenger demand.

Since 1996, Korean National Police Agency has been promoting a project for installation of Automated Speed Enforcement (ASE) system aiming at reduction of accidents. The number has increased to 5,348 stations throughout country as of December 2012. Recently, the Section Speed Enforcement Systems have been installed at many sites to produce a general effect well beyond the localised effect at overt fixed camera sites. In this study aims, we have analyzed the effects of the Section Speed Enforcement System at the Misiryeong tunnel section. We have found that there were a statistically significant 21.4%~31.% reduction of the average speed and 45.9% reduction in a number of traffic accidents per month. Accordingly, the study indicates that the Section Speed Enforcement Systems at Misiryeong tunnel section has effective to produce road safety.

Usually urban railways are built under ground thus the necessary condition of urban railroad, a linear-shaped track, causes a difficulty in enhancement of speed limits of urban rail. Also the underground construction of city railroad produces speed limit values reduced according to a speed code array, in case of speed decision according to the conventional block section division, thus onventionally it could not but apply speed limit values lower than actual safety speeds. In this study, The above two facts induced the author to study on a method to enhance speed limit values for CBTC within existing urban railroad sectors. Since it is possible to exchange data continuously and to control speeds in case of railroads based on CBTC, the author applied result values of speed limits, which were gained based on a railroad condition, a linear track, to the CBTC system without correction of the result values and then the author compared and analyzed, through simulation, the running times and the efficiencies of running energies between railway stations, between the existing fixed-block system and the CBTC system. As a result simulation, the improvement of speed and the deceleration distance of reduction confirmed that it was effective to reduce the time to travel between stations. The existence of rebound effect from road extension in Korea has been quantitatively verified using cross-sectional, time series data on four major cities - Seoul, Busan, Daegue and Incheon - between 2000 and 2013. The linear mixed effects model was constructed from six variables: total vehicle miles traveled (VMT), road extension, public transport users, gross regional domestic product (GRDP), regional population and fuel consumption. The main results can be summarized as VMT is positively correlated to road extension while negatively with public transport users. It indicates that the road extension-centered "supply-side" transportation policy induces "additional travel" and create "generated traffic" by enhancing driving efficiencies directly, or degrading other transport modes indirectly. Hence, the ultimate goal of road congestion reduction requires public transport-centered "demand management" rather than current supply-side policies.
To evaluate the effects of transportation system operation, usually measures of effectiveness(MOE) such as travel time, space mean speed, stop/delay ratio have been used. But, energy consumption as well as the existing MOE in transportation receives more attention as an alternative MOE in transportation operation. The purpose of this study is a development of procedure, which could measure the relative energy consumption for each alternative and compare the results. A mesoscopic simulator called INTEGRATION is used to evaluate the operation of high occupancy vehicle lane, signal optimization, lane expansion, and the application of ITS. Among those, the application of ITS shows the greatest effectiveness in energy reduction, and then lane expansion, signal optimization, and the operation of high occupancy vehicle lane in the order named. Because we don't consider the characteristics of vehicle class, Potential demand and the simulation time is just for an hour. it is recommended that a procedure for precise economic analysis and an improvement in methodology are needed in the future for the expanded application of this study.
The Purpose of this study is to analyze the impact of telecommuting-the use of telecommunications technology to perform work from remote sites- on the transportation system. It examined the effects of telecommuting on commuter travel. After reviewing case studies of foreign countries and their telecommuting characteristic, two types of survey, RP(Revealed Preference) and SP (Stated Preference), were carried out in order to analyze the impact of telecommuting on traffic. The RP survey examined respondents'attitudes toward information technology and the characteristics of their work. The SP survey asked respondents what conditions would make them want to become a telecommuter. It was found that higher salaries and communication subsidies would induce more people to telecommute. Overall, it was found that if telecommuting were to be executed in Seoul, 49.1% of workers would become telecommuters, which would result in a 14,407 billion won reduction in direct and indirect transport costs per year. This research proves that traffic congestion can be reduced effectively by instituting telecommuting as an option for workers.
