Development of Quantitative Analysis Methodology on Environmental Effect through Adaptation of Advanced Safety Vehicle (첨단차량 도입 시를 고려한 환경적 효과의 정량적 분석 방법론 개발)

  • The capacity of highway is restricted and traffic congestion is caused by increasing traffic demand. Also, greenhouse gases are increased by traffic congestion. CDM (Clean Development Mechanism) is an idea of interest to reduce greenhouse gases. However, CDM's cases applied in traffic field are rare. Thus, it is necessary that methodology to reduce greenhouse gas should be developed and applied to CDM. A methodology for identifying greenhouse gas emissions was developed in this paper. This methodology was developed on the basis of baseline methodology registered at UN. Travel time and speed in the conventional traffic condition and in the automated traffic condition are compared by BPR function. The calculated speed applied to emission factor equation and then $CO_2$ emissions was calculated. A simulation was executed to evaluate the validity of the developed methodology. In the result, advanced vehicle's $CO_2$ emissions are more than conventional vehicle's $CO_2$ emissions in the stable flow condition. However, advanced vehicle's $CO_2$ emissions are less than conventional vehicle's $CO_2$ emissions in the unstable flow condition. It is assure that capacity of highway is enhanced and efficiency of highway is improved by adopting advanced safety vehicle in the smart road.

Characteristics and Forecasting Models of Urban Traffic Generation in Seoul Metropolitan Area (수도권(首都圈)에 있어서 도시교통발생특성(都市交通發生特性)과 그 예측모형(豫測模型))

  • This study proposes the explanatory indices of urban traffic for the purpose of solving the ambiguity of selection of the explanatory variables, which always raises problems in case of the travel-demand forecasting in the urban transportation planning, and develops optimal urban traffic generation models. The multiple regression models for objective traffic generation are developed by using the proposed explanatory inidces. Objective variables that can be explained by one explanatory variable are modified into simple regression type (Y=bX) in order to ensure the nonnegativity of traffic generation. Similarities are noted in the generaton characteristics of generated traffic from homogeneous land-use activity. Objective variables that can not be explained by multiple variable, such as trip attraction of school and trip generation of social-recreation, are classified by the characteristics of each zone. And traffic generation forecasting models are built as homogeneous zone group, the validity of each model being tested by a statistical method. It is desired that the forecasting precision is in improved by easy and simple method. Accordingly, trip generation rates are calculated from each land-use activity, and trip generation rates for practical application are proposed by considering their stability.

The Selection of Optimal Interchange Types by Quantifying the User Costs and Construction Costs of Ramps (연결로의 사용자 비용과 공사비 계량화를 통한 입체교차로 최적형식 선정 기법)

  • It is stated in the highway geometric design guide that expressway interchange types should be selected considering a set of input variables including travel demand, topography, construction cost and interchange spacing. However, this selection method has a problem of providing different interchange types even for the same input variables depending upon different applications of engineers discretion. A procedure that produces consistent results is necessary and this paper presents the development of an efficient and reliable procedure based on the quantification of road user costs and construction costs on interchanges. To develop this procedure, a survey of existing expressway interchange types in South Korea was made and 10 basic interchange types and 52 supplementary interchange types were identified. To relate road user costs and construction costs to these interchange types, this research uses two method. First, interchange types were expressed by a set of ramp configurations. Second, road user benefits and construction costs associated with these different interchange types were formulated based on the current national guide of the expressway economical analysis. As a result, it was proved that an interchange type to provide minimum costs could be selected consistently and this research result should be useful for future expressway geometric designs.

An Estimation of Residents' Willingness-to-pay for Urban Farming in the New Development Areas: Focused on Bundang and Dongtan (신도시 내 도시농업 도입에 대한 거주자 지불의사금액 추정: 분당, 동탄신도시를 중심으로)

  • Recently multifaceted advantages of urban agriculture are emerging in civil society and related policy arena such as food safety, environment, and social welfare. This study tried an estimation of residents' willingness-to-pay for urban farming to examine feasibility of using part of urban green infrastructure as urban farm (e.g. allotment garden). A survey targeting Bundang and Dontan new-town residents was carried out and willingness-to-pay for urban farm rental was estimated by contingent valuation method (CVM). The estimated rent was cross-checked with the rental cost and travel cost paid by hobby farm users in the outskirt of metropolitan area. The result of this study showed that the potential demand for urban farming is ample if urban farms or allotment gardens are planned within new development areas. That is, 72.6 percent of new-town residents questioned had intention of using allotment garden within urban parks and green spaces. Estimated willingness-to-pay for renting a plot, $16.5m^2$ of urban farm, was about 236,000 won(KRW), which is higher than rent for a plot of allotment garden which is located out of city. Variables which were statistically significant to estimated willingness-to-pay for urban farming were sex, age, and occupation of respondents, among other explanatory socio-demographic variables, while expected frequency and duration of visit to urban farm were insignificant.

Design Guidelines of Road Cross Sectional Elements Based on the Satisfaction of Sensibility Cognition (감성인지 만족도를 고려한 도로횡단면 구조설계 기준 연구)

  • With rapid economic development, general demand and interest in surroundings that consist of our lives have grown gradually. In addition, as there has been increased social interest in creating landscape of roads, which considers all important factors from the user's view including accessibility, safety, and psychological stability, efforts to improve quality of roads are required. Therefore it is needed to establish standards on safe and comfort road design based on sensibility satisfaction of road users rather than based on standardized road design guidance from the engineering perspective. To this end, research was carried out to analyze sensibility satisfaction of users about road landscape focused on elements of road cross section in a city. It identified relation between sensibility satisfaction and the elements by using principal and cluster analysis, and the multiple regression models. It also found that user's satisfaction about roads and a road landscape is high with road width (3~5 meters), clear zone (2.2~3.9 meters), road central garden (1.05~1.9 meters), shoulder (0.55~1.43 meters), median (0.65~1.625 meters), the number of travel lanes (2~5), height of trees at the central garden (6.4~15 meters) and height of buildings surrounding roads (18~44 meters or 6~15 floors).

A Mode Choice Model with Market Segmentation of Beneficiary Group of New Transit Facility (신교통수단 수혜자의 시장분할을 고려한 수단선택 모형 개발)

  • The introduction of a new transit facility affects mode share of travel alternatives. The multinomial logit model, which has been the most commonly used for estimating mode share, has difficulty in reflecting heterogeneity of travelers' choices, and it has a limitation on grasping their characteristics of mode choice. The limitation may lead to over- or under-estimation of the new transit facility and bring about significant social costs. This paper aims to find a methodology to overcome the problem of preference homogeneity. It also applies market segmentation structure of separating the whole population into direct and indirect beneficiary to consider their preference heterogeneity. A mode choice model is estimated on data from Jeju Province and statistically tested. The results show that mode transfer rate of direct beneficiaries that inhabit in downtown areas increases as the new transit facility provides more advanced services with higher costs. The results and the model suggested in this study can contribute to improving the accuracy of demand forecasting of new transit facilities by reflecting heterogeneity of mode-transfer patterns.

A study on the potential market conditions and the road map of Korean vehicles for people with disabilities (장애인 복지차 시장현황과 한국형 장애인 복지차 로드맵에 관한 연구)

  • The purpose of this study is to suggest the potential domestic and international market conditions vehicles for people with disabilities through a review of the literature and internet resources, and to propose a road map developing South Korean vehicles for people with disabilities taking into consideration the current state of domestic and international technology and the usage of the vehicles for people with disabilities depending on the type of disability. The results of the study are as follows: First, vehicles for people with disabilities safety standards of South Korea do not meet the safety standards of developed countries and the technology of development related vehicles for people with disabilities is not as advanced as that of developed countries. Vehicles for people with disabilities installation methods, specifications, features and safety standards should be designed to be more similar to those of Japan and the United States. Second, vehicle modifications for people with disabilities will become more common as measures directed at promoting the welfare of people with disabilities, such as travel and transportation measures, employment opportunities, education, and funding for vehicle modifications, are implemented along with laws, such as The Americans with Disabilities Act, The British Disability Discrimination Act, and Japan's barrier-free transport law, that protect people with disabilities generally. Third, through a comparative analysis of domestic and international market conditions and demands of people with disabilities in vehicle modifications, important things to pay attention by purchasing a modified vehicle for people with disabilities are the employment rate for people with disabilities and monthly income. To enable this, government agencies and industry bodies should work together through the revision of the current Disability Welfare Act or the enactment of the special law for guiding principles of Disability Welfare Act. Through the future changes in vehicles for people with disabilities-related system or society of South Korean, the annual demand of the vehicles is expected to be more than 10,000.

Defining, Measuring, and Forecasting Telecommuting (원격근무의 정의, 현황, 그리고 전망)

  • As a travel demand management and environmental policy, the government actively promotes alternative work arrangements such as telecommuting. Against this backdrop, several empirical studies, which aim to verify the benefits of telecommuting, have been recently conducted. Little consensus, however, exists with respect to the defining, measuring, and forecasting telecommuting, although these are fundamental basis of policy evaluation and academic research. As a fundamental research for analyzing telecommuting impacts, this paper reviews various definitions regarding telecommuting, examines telecommuting penetration and level of telecommuting through review of available survey data in Korea, and forecasts future penetration. The result suggests that current home-based telecommuting penetration and level of telecommuting is approximately 0.5 to 1.1% and 0.2 to 0.5%, respectively, and is approximately 0.2% and 0.1%, respectively, for the center-based telecommuting. In addition, shift-share analysis shows that home-based telecommuting penetration in the Seoul Metropolitan Area in 2020 will be 1.3%, not much different with the current value. Consequently, current telecommuting penetration is much lower than the value that is fed to us by the media (10~20%), and the future prospect is also much lower than the goal of government (30~45%); thus, we can conclude that government's goal of telecommuting promotion is difficult to meet if active encouragement policy will not be introduced.

An Analysis of the Economic Effects for the Immersive Media Industry (실감미디어 산업의 경제적 파급효과 분석)

  • The research on the immersive media technology is actively being done with the emergence of immersive services using immersive media, especially in the broadcasting industry and with the increased market demand for it. The industry which produces, transmits, processes and services the immersive contents is commonly called Immersive Media Industry. Immersive Media Industry has recently received attention as next-generation strategic industry with its high marketability and its high possibility of market expansion through convergence with other industry such as education, health, advertisement, travel and public service industry. As other advanccd country such as the U.S., Japan and Europe buckle down to take the innitiative in the immersive media industry, Korea government also begins to make plan to promote the immersive media industry. As above, immersive media industry is a cutting-edge convergence industry which embraces broadcasting, telecommunication and contents industry and it is rising as core growth engine industry. This article analyses the economic effects of immersive media industry through quantatitive method and evaluates the relations between the immersive media industry and the other related industries. As a result, the effect on production inducement of immersive media industry is 610.9 billion Korean Won; the effect on value-added inducement is 468.7 billion Korean Won; and it is measured that 3,258 job will be created by the immersive media industry.

Exploring the Link between Transportation and Land Use Planning with Reference to the British Planning Policy Guidance 13 and Local Transport Plan (교통계획과 토지이용계획간의 연계체계 구축에 관한 연구(영국의 PPG 13과 LTP 사례를 중심으로))

  • The purpose of this paper is to pursue a case study of urban land use and transportation linkage policies based on a British city of Cardiff, Wales. To this end, the paper combines a review and synthesis of available land use and transportation planning sources, and a series of interviews with planners and a extensive survey of planning policy documents to assess the effectiveness of policy instruments in the city context. Considerable emphasis is placed on the analysis of the British land use and transportation planning in terms of the Policy guidance notes 11, 12 and 13 as well as the local transport policy guidance. The paper highlights the fact that the Cardiff unitary development plan and the local transport plan form a policy framework of integrating land use and transportation planning process, employing travel demand management schemes and implementing the various strategy components on the overall aim of achieving and maintaining a sustainable city.
