  • 본 연구는 가격 및 수요 불확실성하의 강건한 (robust) 생산 및 수송 전략을 수립함으로써 수요 및 가격 불확실성이 존재하는 TFT-LCD 제조업 공급사슬망의 의사결정 문제를 해결하고자 한다. 품질로 구분되는 제품들의 생산, 재고 및 물류에 관한 의사결정을 조정하기 위해, 본 연구에서는 생산용량 제약, 해상/항공 수송 리드타임 및 용량 제약 등의 현실적인 제약조건들 이외에 시나리오 모델을 이용하여 수요 및 가격 불확실성을 함께 반영하는 확률적 혼합정수선형계획법모형들을 개발한다. 또한 이들 모형들의 효율적 솔루션을 위해 제안한 휴리스틱 알고리즘의 성능을 평가하도록 한다.

A Comparative Study about Industrial Structure Feature between TL Carriers and LTL Carriers (구역화물운송업과 노선화물운송업의 산업구조 특성 비교)

  • Transportation enterprises should maintain constant and qualitative operation. Thus, in short period, transportation enterprises don't change supply in accordance with demand. In the result, transportation enterprises don't reduce operation in spite of management deficit at will. In freight transportation type, less-than-truckload(LTL) has more relation with above transportation feature than truckload(TL) does. Because freight transportation supply of TL is more flexible than that of LTL in correspondence of freight transportation demand. Relating to above mention, it appears that shortage of road and freight terminal of LTL is larger than that of TL. Especially in road and freight terminal comparison, shortage of freight terminal is larger than that of road. Shortage of road is the largest in 1990, and improved after-ward. But shortage of freight terminal is serious lately. So freight terminal needs more expansion than road, and shows better investment condition than road. Freight terminal expansion brings road expansion in LTL, on the contrary, freight terminal expansion substitutes freight terminal for road in TL. In transportation revenue, freight terminal's contribution to LTL is larger than that to TL. However, when we adjust quasi-fixed factor - road and freight terminal - to optimal level in the long run, in TL, diseconomies of scale becomes large, but in LTL, economies of scale becomes large. Consequently, it is necessary for TL to make counterplans to activate management of small size enterprises and owner drivers. And LTL should make use of economies of scale by solving the problem, such as nonprofit route, excess of rental freight handling of office, insufficiency of freight terminal, shortage of driver, and unpreparedness of freight insurance.

Comparative Study of the Effects of the Intermodal Freight Transport Policies (인터모달 추진 정책과 효과에 관한 비교연구)

  • Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.

  • With Beijing's success in bidding for the 2008 Olympic Games, the increasing demand for infrastructure development and reduced public sector funding capacity has created a significant funding gap which calls for alternative project delivery methods such as Public-Private Partnership (PPP). Although the exploration of infrastructure projects using PPP model have been practiced since the late 80s, the $560 million National Stadium which served as the main venue for the Olympic Games is the first stadium project in China to be delivered under PPP operation. The project is generally considered successful despite the concession transfer in 2009 with concern of better serving the public interest. Compared to other infrastructure projects such as transportation, waste management and water management, the development of major sports facilities for mega-sports events with PPP has its own unique features and is subject to different major risks. This research identifies and analyzes critical risks in the implementation of PPP in major sports facility development through case study of the National Stadium project. A questionnaire survey and several interviews are conducted to solicit expert opinions from experienced practitioners. The purpose is to provide additional insights in risk management strategies and opportunities in China's PPP implementations in major sports facilities for policy makers and private sectors involved with investment decisions in future similar infrastructure development.

A Study on Developing an Integrated Model of Facility Location Problems and Safety Stock Optimization Problems in Supply Chain Management (공급사슬관리에서 생산입지선정 문제와 안전재고 최적화 문제의 통합모형 개발에 관한 연구)

  • Given a bill of materials (BOM) tree T labeled by the breadth first search (BFS) order from node 0 to node n and a general network ${\Im}=(V,A)$, where V={1,2,...,m} is the set of production facilities and A is the set of arcs representing transportation links between any of two facilities, we assume that each node of T stands for not only a component. but also a production stage which is a possible stocking point and operates under a periodic review base-stock policy, We also assume that the random demand which can be achieved by a suitable service level only occurs at the root node 0 of T and has a normal distribution $N({\mu},{\sigma}^2)$. Then our integrated model of facility location problems and safety stock optimization problem (FLP&SSOP) is to identify both the facility locations at which partitioned subtrees of T are produced and the optimal assignment of safety stocks so that the sum of production cost, inventory holding cost, and transportation cost is minimized while meeting the pre-specified service level for the final product. In this paper, we first formulate (FLP&SSOP) as a nonlinear integer programming model and show that it can be reformulated as a 0-1 linear integer programming model with an exponential number of decision variables. We then show that the linear programming relaxation of the reformulated model has an integrality property which guarantees that it can be optimally solved by a column generation method.

ALLOCATION AND PRICING IN PUBLIC TRANSPORTATION AND THE FREE RIDER THEOREM

  • Consider a time interval during which the demand for trips is fixed (e.g. the rush hour period). The traveller has a choice between various public modes, whose travel times and fares are fixed, and the automobile mode, for which travel time and cost depend on the volume of traffic flow on those roads, which are subject to congestion. We consider the equilibrium in terms of a representative travellerm, who choses for any trip the mode and route with the least combined money and time cost. When several (parallel) model or routes are chosen, then the combined cost of money and time must be equal among these. Our problem is first, to find the optimal flows of cars and of public mode carriers on the various links of their networks and second the optimal fares for trips by the variousmodes. The object is to minimize the total operating costs of the carriers and car plus the total time costs to travellers. The optimal fares are related to, but not identical with the dual variables of the underlying Nonlinear Program. They are equal to these dual variables only in the case, when congestion tolls on trips or on the use of specific roads are collected from automobile users. When such tolls are not collected, they must be passed on as subsidies to travellers using competing modes. The optimal fares of public modes are then reduced by the amounts of these subsidies. Note that subsidies are not a flat payment to public carriers, but are calculated on the basis of tickets sold. Fares and subsidies depend in general on tile period considered. They will be higher during periods of higher demand. When the assumption of fixed trip demand is relaxed, this tare system is no longer best, but only second best since too much traffic will, in general, be generated. The Free Rider Theorem states the following : Suppose road tolls can be charged, so that a best pricing system for public modes is posssible. Then there may exist free rides on some routes and modes, but never on a complete round trip.

A Study on Developing an Efficient Algorithm for the p-median Problem on a Tree Network (트리 네트워크 상에서의 p-미디안 문제에 대한 효율적인 알고리즘 개발에 관한 연구)

  • Given a tree network on which each node has its own demand and also stands for a candidate location of a potential facility. such as plant or warehouse, the f-median problem on the network (PMPOT) is to select less than or equal to P number of facility locations so that the whole demand on a node is satisfied from only one facility and the total demand occurred on the network can be satisfied from those facilities with the minimum total cost, where the total cost Is the sum of transportation costs and the fixed costs of establishing facilities. Tamir(1996) developed an O(p n$^2$) algorithm for PMPOT which is known to be the best algorithm In terms of the time complexity, where n is the number of nodes in the network, but he didn't make any comments or explanation about implementation details for finding the optimal solution. In contrast to Tamir's work, Kariv and Hakimi(1979) developed O(p$^2$n$^2$) algorithm for PMPOT and presented O(n$^2$) algorithm for finding the optimal solution in detail. In this paper, we not only develop another O(p n$^2$) dynamic programming algorithm for PMPOT that is competitive to Tamir's algorithm in terms of the time complexity, but also present O(n) algorithm that is more efficient than kariv and Hakimi's algorithm in finding the optimal solution. finally, we implement our algorithm on a set of randomly generated problems and report the computational results.

  • The ESS is composed of Battery Package, PCS(Power Conditioning System) Package, BCU(BESS Control Unit). In Jeju smart grid test-bed, we have developed a business model by ESS power system, renewable energy, transportation, such as customers, and have demonstrated above things. We have analyzed the EMS(Energy Management System) model of KPX where manages supply and demand of domestic electrical power system. We modified and launched EMS for microgrid but the cost was expensive and the system was large size. For releasing this system from industry as a whole, it is imperative to develop PMS(Power Management System) for microgrid. However, the cost of EMS for microgrid is expensive, some systems because it is a large development of the all of the first fruits in urgent PMS(Power Management System) for microgrid to be used in industry in general. Therefore, in this paper, we propose the ESS model considering the power systems characteristics and extensibility in korea. and also we propose the PMS to manage the ESS systems.

A Study on Parking Management Policy Directions by Analysis of Parking Characteristics of National Assembly (국회의사당 주차이용특성 분석을 통한 주차관리정책 방향 연구)

  • Nationals Assembly have experiencing unbalance between capacities and demand of parking facilities because of increasing parking demand, free parking policy, long term parking and passenger car use of workers, usage of neighborhood office workers and visitors. The lack of parking facilities cause illegal parking on the street inside and outside of National Assembly which result in the disorder of parking culture. To solve these parking problems, this study suggest parking management system to enter the National Assembly for the short term and charging parking fee, operation by private company, constructing parking building by abrogation of upper limit and construction of ground park, and so on. The study, also, suggested to strengthen weekday or 10 day shift system, to increase shuttle bus and commuting bus, to activation of Han River waterside parking area, public transportation with those new parking management system. For the conclusion, the parking problems of National Assembly should be focused more on parking management than the parking facilities supply.

A Study on the Revitalization Method of National Carrier(Low cost carrier) Safety Management System (저비용항공사 체계적 안전관리 활동을 통한 경영활성화 방안에 대한 연구)

  • Purpose - In this study, the safety related tasks for low cost carriers' were examined and measures to improve them were suggested. As the air demand increases rapidly, number of passenger has mushroomed in Korea and in order to keep with the demand low cost carriers have played a role. However, low cost carriers' safety related tasks are not reliable level so far. Thus, in this study, the low cost carriers' current situations in terms of safety are investigated, especially regarding how well the ICAO's new safety policies are applied. Research design, data, and methodology - The results of the Ministry of Land, Infrastructure and Transportation' investigation are introduced and field study results are analysed. Current status of retaining experts, staffs, administrators in terms of aviation safety tasks of low cost carriers is compared to those of major airliner and low cost carriers' aviation safety culture is also analyzed by examining the systems and questioning staffs. Especially the culture regarding aviation safety is very important because the culture surrounding the safety tasks plays a major role in every respect of conducting the tasks. Results - Overall the current status of low cost carriers' aviation safety tasks is below standard. Especially retaining experts and staffs is basically below the required level. Also, system and organization to conduct safety tasks are not satisfactory. In particular, aviation safety culture is not settled to operate appropriately. Conclusions - The International Civil Aviation Organization (ICAO) and member states are continuing to launch new safety policies in response to the surging demand for air travel worldwide. The most urgent and important issue among the various safety policies is to reduce air accidents. In order to reduce the number of accidents, ICAO decided to reduce the number of accidents by using the Reactive Safety Management. ICAO has to ensure that each member country can implement proactive safety management for aviation safety. A safety management system (Safety Management System) is a system in which each member state implements a fulfillment standard. The current situation and problems of the safety management system for each airline are suggested and proposed for improvements.
