Human-based aviation accidents with air traffic controller torts (항공기 사고와 인적요인 -관제사의 불법행위를 중심으로-)

  • Throughout the history of the aviation industry, from its origins in the $20^{th}$century to the present, accidents have always occurred. This paper deals with the legal liability of air traffic controllers, who represent one of the human factors causing these accidents. Though controller negligence turns out to be a main cause of the accident, Korea does not have additional judical case, since it was firstly declared that controller negligence was accountable for the air traffic accident in 1971. As such, we examine the liability of air traffic controllers as public officers. This paper looks not only at the role of air traffic controllers and pilots in accidents, but also at the applicability of controller liability in the context of Korean law. We determine that despite the high-stress environment, air traffic controllers must share in the responsibility to provide safe air navigation. Therefore, they cannot avoid legal liability.

Experimental studies on the diesel engine urea-SCR system using a double NOx sensor system

  • SCR has been popularly approved as one of the most effective means for NOx emission control in heavy-duty and medium-duty vehicles currently. However, high urea dosing would lead to ammonia slip. And $NH_3$ sensor for vehicle emission applications has not been popularly used in real applications. This paper presents experimental studies on the diesel engine urea-SCR system by using a double NOx sensor system that is arranged in the downstream of the SCR catalyst based on ammonia cross-sensitivity. It was shown that the NOx conversion efficiency rised as $NH_3/NOx$ increases and the ammonia slip started from the $NH_3/NOx$ equal to 1.4. The increase of temperature caused high improvement of the SCR reaction rate while the space velocity had no obvious change. The ammonia slip was in advance as catalyst temperature or space velocity increase and the ammonia storage reduced as catalyst temperature or space velocity increase. The NOx real-time conversion efficiency rised as the ammonia accumulative storage increase and reached the maximum value gradually.

  • The purpose of this study is to propose a planning method for increasing visitors' usage attraction by understanding user circulation in the large scale commercial complex. Focusing on the impact of anchor tenant on the pedestrian traffic arousing visitors' usage attraction flow, this study analyzed pedestrian circulation and traffic volume of Lotte World Mall, a large scale commercial complex. In this study, the change of pedestrian traffic in the commercial complex was investigated and the circulation flow of anchor tenant visitors such as movie theater in the commercial complex was simulated by computer. By analyzing both characteristics of pedestrian circulation and traffic volume in large scale commercial complex and movie theater users' pedestrian traffic with network-based computer simulation, positive relationship between pedestrian traffic to movie theater and pedestrian traffic dispersion of the whole commercial complex users was emerged. In addition, It is necessary to plan of distributing pedestrian traffic of vertical moving line in central space appropriately for using attraction function of anchor tenant.

Detection and Recognition of Traffic Lights for Unmanned Autonomous Driving (무인 자율주행을 위한 신호등의 검출과 인식)

  • This research extracted traffic light from input video, recognized colors of traffic light, and suggested traffic light color recognizing algorithm applicable to manless autonomous vehicle or ITS by distinguishing signs. To extract traffic light, suggested algorithm extracted the outline with CEA(Canny Edge Algorithm), and applied HCT(Hough Circle Transform) to recognize colors of traffic light and improve the accuracy. The suggested method was applied to the video of stream acquired on the road. As a result, excellent rate of traffic light recognition was confirmed. Especially, ROI including traffic light in input video was distinguished and computing time could be reduced. In even area similar to traffic light, circle was not extracted or V value is low in HSV space, so it's failed in candidate area. So, accuracy of recognition rate could be improved.

  • This paper proposes a new method of traffic signal detection and recognition in an RGB color model. The proposed method firstly processes RGB-filtering in order to detect traffic signal candidates. Secondly, it performs adaptive threshold processing and then analyzes connected components of the binary image. The connected component of a traffic signal has to be satisfied with both a bounding box rate and an area rate that are defined in this paper. The traffic signal recognition system is implemented using C language in an embedded Linux system for a high-speed real-time image processing. Experiment results show that the proposed algorithms are quite successful.

  • As the length of local tunnels is getting longer, the demand for tunnel safety attracts more attention. But only a few information can be found concerning traffic and fire accidents occurred in local tunnel, and full-fledged studies had not been carried out to fulfill the expectation of the tunnel users. This study aims at collecting and analyzing the data on traffic and fire accidents in local road tunnels and providing the fundamental data for the tunnel fire safety evaluation. Focus is placed on quantifying the relationship among traffic accidents, fire occurrences and tunnel characteristics.

  • The research and development trend of Trajectory-based Operations(TBO), which is considered as a key concept of future Air Traffic Management(ATM), is presented in this paper. The operational concepts of TBO in ASBU(Aviation System Block Upgrade) from ICAO(International Civil Aviation Organization) have been summarized, and the detailed operational concepts and procedures, which can be realized in the near future, are described through the investigations of operational concept development and related research/development activities of TBO in USA and Europe. The technical enablers, which have been identified based on understanding of TBO operational concepts, are introduced, and related research/development status of each technical enabler has been presented.

Traffic Noise Reduction of Sunken Squares (썬큰광장의 교통소음 감쇠 효과)

  • This study examines the traffic noise reduction effects of the diverse efficiency features of a sunken square, and investigates the reduction effects and characteristics of noise alterations according to the construction conditions in order to verify its possibility as a new noise reduction facility. The measured data were analyzed. As a result, (1) the traffic noise from the roads around the sunken squares exceeded the regulatory standards; (2) the sunken squares were protected from noise; (3) the sunken spaces yielded a greater reduction by 6∼7dB than the flat ground thanks to the diffraction effect; and (4) there were fine changes to noise according to the conditions of space construction. In short, a sunken square has the potential to afford new applications as a noise reduction facility in a highly concentrated downtown with the existing defects solved. In addition, its use for effective noise control is evident based on the noise characteristics of a space. Future studies need to include efforts to provide clearer quantitative data, as well as research on shape, layout, and materials.

  • There were many theories to suggest the indicators that evaluate stability and reflect the plan in mixed traffic street in all traffic modes This Paper analyzed residential street of Suwon City adopting time-space occupancy index among these indicates. Three survey street. congregated into apartment house. were selected to analyze this and pictured by video camera over one hour. and the length of these street were 76m, 55m, and 34m each, and major street by each region, comparably high in Pedestrians and pass vehicles, were selected. Basic datum to calculate time-space occupancy index and time-space occupancy index per person was gathered through video analysis. i.e Parameters for pedestrians, cars, bicycles, average speed of bicycles, and parking car. There are some limitation to analyze LOS of mixed traffic street in all traffic modes, not pedestrian mall. Therefore this paper presented evaluation standard of LOS. In conclusion. the aim of this paper is to suggest modeling based on guidelines for evaluating LOS of mixed traffic street in all traffic modes. It is estimated that this will be influencing indicates for improving pedestrian environment, and Planning mixed traffic street in future.

Traffic Signal Control Algorithm for Isolated Intersections Based on Travel Time (독립교차로의 통행시간 기반 신호제어 알고리즘)

  • This research suggested a real-time traffic signal control algorithm using individual vehicle travel times on an isolated signal intersection. To collect IDs and passing times from individual vehicles, space-based surveillance systems such as DSRC were adopted. This research developed models to estimate arrival flow rates, delays, and the change rate in delay, by using individual vehicle's travel time data. This real-time signal control algorithm could determine optimal traffic signal timings that minimize intersection delay, based on a linear programming. A micro simulation analysis using CORSIM and RUN TIME EXTENSION verified saturated intersection conditions, and determined the optimal traffic signal timings that minimize intersection delay. In addition, the performance of algorithm varying according to market penetration was examined. In spite of limited results from a specific scenario, this algorithm turned out to be effective as long as the probe rate exceeds 40 percent. Recently, space-based traffic surveillance systems are being installed by various projects, such as Hi-pass, Advanced Transportation Management System (ATMS) and Urban Transportation Information System (UTIS) in Korea. This research has an important significance in that the propose algorithm is a new methodology that accepts the space-based traffic surveillance system in real-time signal operations.
