A Comparison Between the Tape Switch Sensor and the Video Images Frame Analysis Method on the Speed Measurement of Vehicle (차량 속도 측정의 실무적용을 위한 테이프스위치 센서 방식과 영상 프레임 분석방법의 비교연구)

  • In Korea the vehicle enforcement system(VES) detects speeding vehicle using two inductive loop detectors. And the speed reliability of theirs are evaluated through the analysis of image frame which is captured from video camera. This method is validated to evaluate VES on Korea Laboratory Accreditation Scheme(KOLAS) but it needs much time and expense for the analysis of image frame. Because the number of VES are increasing rapidly, the requirement of new evaluation method is necessary. On this paper, the tape switch sensor as a substitution of existing method was introduced and its application on the site are discussed. On the site test we compared the tape switch sensor on the speed measurement of vehicle with the video image frame. As a result we have founded that the tape switch sensor is evaluated to be feasible system on site in respect to measure the overspeed vehicle.

Implementing Special Transportation Management Zone System for Dongdaemoon Garment District (동대문 의류밀집상가 교통혼잡특별관리구역 사례연구)

  • The Purpose of this study is to test the effectiveness of Special Transportation Management Zone system (TZ) when it is applied to Dongdaemoon commercial zone located in downtown Seoul. The study consists of two Parts ; the legal components of TZ and the case study on Dongdaemoon district. The case study includes the analysis of current traffic situation on the study zone, the design of implemention alternative for each component of TZ, the framework of impact analysis system, and the analysis results. The study finds, if 2,000 won mandatory parking fee on drivers parking in the buildings only with over 10 parking spaces and over 3.000$m^2$ in floor area, strong illegal parking enforcement, and Pro-hibition of parking passenger cars whose last digit plate number matches with the last digit of date, are implemented in the zone simultaneously, the traffic speed increases to 20.56km/h which is above the target set in the zone. In conclusion, we find that TZ2 can be an effective tool relieving traffic congestion in Seoul, and that it is necessary for introducing TZ in Seoul that relevant laws should be revised and expecting problems should be overcome.

  • Due to economic development and increasing gross national income, the number of automobiles continues to rise, leading to a serious issue of illegal parking due to limited road conditions and insufficient parking facilities. Illegal parking causes significant inconvenience and displeasure to people and can even result in accidents and loss of lives. The severity of accidents and their consequences, related to the growing number of vehicles and illegal parking, is escalating, particularly in the metropolitan areas. Consequently, efforts are being made to address this problem as a cause of social issues and come up with measures to reduce illegal parking. In particular, half of the public complaints in the metropolitan area are related to illegal parking, and the highest physical and human damage occurs in Gyeonggi. Thus, this study aims to use machine learning techniques based on data related to illegal parking in Suwon city, Gyeonggi, to categorize regional characteristics and propose effective measures to crack down on illegal parking. Additionally, practical, social, policy, and legal measures to decrease illegal parking in the metropolitan area are suggested. This study has academic significance in that it solved the problem of illegal parking, which is mentioned as one of the social problems that cause traffic congestion, by classifying regional characteristics using K-prototype, a machine learning algorithm. Furthermore, the results of this study contribute to practical and social aspects by providing measures to decrease illegal parking in the metropolitan area.

The Algorithm for Selecting Parking Lots Considering Drivers' Preference (운전자 선호를 고려한 주차장선택 알고리즘)

  • It can be expected, recently, that the traffic congestion grows worse because the 48% of passenger cars are concentrated in the metropolitan area. However, there is an enforcement regulation that must limit onsite parking lot establishment in some downtown, so it is forecasted that parking lot supply is insufficient. Therefore, this study concentrate upon the subject that solves the problem which drivers are difficult to find parking lots because of increasing demand for parking. This study includes the concept about walking distance because the choice of parking lots is happened within walking distance. The algorithm of this study applies to toy-network, and then this study analyze the result of toy-network. It is proper to consider user's preference because the patterns of choice are different. Moreover, this study suggests the vision that will can offer drivers more correct information by real time information sharing in course of ubiquitous age.

A Study on Factors Influencing Turnover of Public Parking Lots in Incheon Metropolitan City (인천광역시 공영주차장 이용실태 분석 기반 주차 회전율 영향요인 연구)

  • Although the supply of public parking lots in major cities is steadily increasing, there is still a shortage of parking spaces that take into account the characteristics of actual available parking spaces. These parking problems are caused by conflicts between users, illegal occupation and privatization of roads, interference with traffic roads, and business stagnation in commercial areas and illegal parking problems. In addition, despite various parking demand management policies and continuous supply of public parking facilities, the solution to the parking problem is uneasy due to increased construction costs and changes in social conditions. In order to solve this problem, it was judged that it would be necessary to utilize the existing public parking lots efficiently. Therefore, we collect the variables expected to affect the turnover, and use multiple regression models. The results are summarized as follows. Firstly, public parking lots can be classified into four types using utilization rate and turnover rate. Secondly, influencing factors are found including index of public transportation usage convenience, index of illegal parking, and land use characteristics in central commercial district. Thirdly, it was shown that there was little impact by the size of public parking lots, separation distance to subway distance, separation distance to bus stops, transfer zone, residential zone, and second-rated lots by parking costs. Finally, it is found that public parking lots can be improved by proving accessibility of public transit, enforcement of illegal parking, active approaches supporting public parking lots. It is also recommended that public parking cost rating system based mainly on land use characteristics should be remedied and rearranged.

Experimental Study on the NO2/NOX Ratio from Exhaust of Diesel Vehicles by Chassis Dynamometer (경유자동차에서 배출되는 NO2/NOX 비율 특성)

  • Nitrogen dioxide ($NO_2$) is an important urban pollutant in Korea. Expecially, diesel vehicles are responsible for the most traffic rated nitrogen oxide ($NO_X$) emission, including nitric oxide (NO) and nitrogen dioxide ($NO_2$). Though nitrogen oxide ($NO_X$) emission from vehicle was applied a strict enforcement of emission standard, the specific $NO_2$ fraction in $NO_X$ ($NO_2/NO_X$) from various types of diesel vehicles was not understood. In order to investigate the fraction of $NO_2/NO_X$, the vehicle emission study was carried out at the facility of Transport Pollution Research Center (TPRC), National Institute of Environmental Research (NIER), Korea. Three different types of diesel vehicles(VAN, SUV, passenger) were tested on the NIER driving mode. The result of $NO_2/NO_X$ ratio was over 0.1 for all test vehicles and the highest $NO_2$ emission was observed at the van vehicle. The observation was showed that the emission trend of $NO_2/NO_X$ for passenger and SUV vehicles were inversely proportional. Also, as the emission standard has been strengthen, the emission rate of $NO_2$ has been decrease.

  • A recent trend of global shipping industry adopting Port State Control (PSC) system is recognized as a proficient mechanism in preventing costal traffic accident and protecting marine environment. Disadvantages of Korean shipping companies in PSC inspection are unavoidable as Tokyo MOU imposed priority listed flag to Korea. Having stated above, appropriate research and prompt preparation in compliance with current PSC requirements for the Korean shipping companies have become an immediate need. The objectives of this study are : First, to review in understanding of PSC in overall and foundation of enforcement. Second. to study interaction of international treaties regarding PSC. Third, to compare practical compliance among the countries and to open up a case study on Korean shipping companies in adopting PSC. Last, to suggest direction to the Korean shipping companies the most proficient way in compliance with the current Tokyo MOU requirement. Korean flagged vessels have become prioritized target in PSC inspection as Tokyo MOU imposed priority listed flag to Korea due to high detention rate of its fleet. Disadvantage of a priority listed flag is a burden in its proficient fleet operation. This study suggests solutions to the disadvantages as below. : 1) Change shore management system, and provide continuous & quality education to crew members 2) Form a network in sharing PSC information among the Korean shipping companies 3) Form a centralized function in which government, Korean Shipping register and shipowners can treat problems in a prompt manner.

Safety-awareness, Safety-practice and Accident Occurrence among Elementary Students (초등학생의 안전의식 및 실천정도와 안전사고 발생 실태)

  • The purpose of this study was to measure safety-awareness among elementary students, identify their safety-practices and actual status of accidents. The study was also done to acquire basic information on safety education to help students be more aware of safety, and more active in accident-prevention activities. A random sample was taken of 763 5th and 6th grade students in 4 different elementary schools in Seoul. Of the 735 questionnaires collected, 684 were complete and were used in the analysis. SPSS was used to analyze the questionnaires. The results are summarized as follows. First, the overall safety-awareness score was relatively high at 139.06 of a maximum of 164. and respondents were most conscious of the section on Home Safety. Second, the safety-practices of the respondents was at the middle level with a mean score of 56.01 of a maximum of 80. The factors affecting the safety-practice of the respondents were education of their parents, recognized learning proficiency, awareness of need for safety education, and level of safety-education conducted by parents. Third, $53.4\%$ of the respondents had experienced one or more accidents during the past year. Most of the accidents occurred during play and recreation and home accidents were the most frequently reported accidents. The risk factors related to the occurrence of accidents were gender, relationship with friends, recognized learning proficiency, and awareness of traffic safety. Forth, higher safety-awareness was found to be directly related to higher safety-practices. Respondents with lower safety-awareness reported higher rate of accidents. In view of the results so far achieved, habituation and formation of safety-oriented actions among students are highly required to prevent accidents. In order to do that, development of safety-awareness and in-life enforcement of safety-practice need to come first.

Development of an Performance Evaluation Method for Vehicle Detector Speed Measurement Applying Uncertainty in Measurement (측정불확도를 적용한 차량검지기 속도측정 성능평가방법 개발)

  • In this study, a method for evaluating the performance of speed measurements was developed to assess the qualities of a vehicle detector. The evaluation method considers measurement errors that are reflected in a reference speed. For this, the concept of uncertainty in measurement was applied to the development method. Other factors such as precedent study, statistical processing techniques, and speed measurement performance method of traffic enforcement equipment and vehicle detection systems were also reviewed. Through this process, the problems of the existing evaluation methods were derived and developed for the new performance evaluation method. Vehicle detectors that are installed in the field were evaluated using the traditional assessment methods and the developed method. As a result, for traditional assessment methods, it was found that evaluation criteria are acceptable, while developed method's criteria are not acceptable. This means that traditional assessment methods do not sufficiently consider errors in measurement, so it has potential to over-estimate for performance of evaluation equipment. On the other hand, it was represented that the developed method should include variable factor such as errors in measurement and more precise compared to traditional assessment methods.

The Characteristics of Vehicle Speed Violation in School Zones (어린이 보호구역에서의 차량 속도위반 특성 분석)

  • Since speed limit enforcement in school zones is the most important to reduce the occurrence of severe child related accidents, school zones typically have a speed limit of 30km/h. However, it is found that the majority of vehicles passing school zones are traveling over 30km/h. This indicates that school zones are not being effectively operated to achieve the main objective which is the reduction of child related accidents. This study aims to identify the factors affecting the violation of speed limits in school zones through the results of field survey from 8 elementary schools. The results showed that time period, the number of lanes, the width of sidewalks, and the status of colored pavement were found to be highly associated with the violation of speed limits in school zones at the 95% significance level. The results of this study may provide some insights for making safe environments around schools.
