Persistent accidents related to food safety and expanded international trades have urged the world to be aware of the gravity of the accidents. Accordingly many countries have tried to come up with various laws, regulations, measures, support networks and educational programs for the agenda, particularly focusing on harmonizing food safety technologies among nations and fostering professionals. Also, APEC newly organized Food Safety Cooperation Forum (FSCF) in 2007 to exert multi-dimensional efforts to improve food safety for Asia Pacific nations. Up to now, 35 activities have been promoted since 2007 and additional 20 activities are waiting for their turns for action on the list of APEC project agenda. FSCF has the objective that it helps the stakeholders in food supply chain develop their own competence in that area, thus increase international trade among nations and maintain the globe healthy by applying the highest standards and best practices for the management of food safety ranging from production to consumption. To achieve this strategic objective, APEC subsequently formed Partnership Training Institute Network (PTIN) to build up the multilateral networks of specialists from governmental agencies engaging in food safety management, industries, academia and international organizations in Asia-Pacific region. This attempt made it possible for the world to exchange their scientific and technological information concerning food safety and strengthen related education and training. Today, international cooperation is essential for food safety management. Therefore, we need to participate actively in the activities of APEC FSCF to contribute to improving food safety technologies for the member countries of APEC. We also need to connect the domestic support programs with theirs.
Purpose - The Northeast Asian Logistic Hub strategy was established to create a national competitive advantage in northeast Asia. Countries in this region are competing fiercely to become the central base distribution port as the volume of container shipping continues to increase due to the northeast Asian (especially Chinese) economic growth. The primary method by which shippers are improving their customer service and distribution is enhancing profits by minimizing call ports on the key route through strategic affiliations and the use of large vessels. Each nation is planning large-scale investments in the construction of sea ports that can accommodate large vessels. This paper proposes ways by which the logistical strategies of domestic corporations can keep pace with changes in government policy concerning the Northeast Asian Business Hub policy. It examines the logistics system in the Northeast Asian region, analyzes the government's Northeast Asian Business Hub policy, and suggests logistical strategies for domestic corporations through an analysis based on a questionnaire designed to grasp domestic firms' needs and goals. Research design, data and methodology - The purpose of this study is to determine how shipping companies establish partnerships with third-party logistics providers and draws out the implications of the results. The survey methods used were personal interviews and questionnaires distributed to a sample population through e-mail, fax, mail, and telephone. A total of 600 questionnaires were distributed, of which 165 were returned. Among these, ten were excluded due to insufficient content; ultimately, 155 were used for the sample. The statistical data collection process was analyzed through data coating and a statistical package program. Results - This study argues that greater flexibility in policies, administration, and systems will be needed to significantly improve established business practices. In this dissertation, we primarily identify that in order to become a center of northeast Asian logistics, Korea must adopt a new paradigm and abandon the existing systems that are based on the economic and social systems that have stemmed from bureaucracy, inflexibility, chauvinism, and equalitarianism. Flexible policies, administration, and systems will be necessary to improve business practices. Domestic corporations must establish a strategic logistics hub and related network while simultaneously pursuing value-added logistics businesses by increasing their manpower and building a logistics information system. This will strengthen their competitive edge and lead to system improvements. Conclusions - Domestic corporations must adopt a new paradigm and use more reasonable business laws, systems, and policies that are based on market-driven flexibility and transparency. Moreover, social norms and regulations should be established to help ensure political and social security. Korea must also develop a culture of tolerance for foreign companies. Finally, the paradigm defining the policy governing the development of the capital city and its satellite cities in this context must be changed.

Technology valuation is necessary for determining the feasibility of technology commercialization. However, existing methods focus only on technology evaluation, with limitation in sufficiently reflecting buyer viewpoint. In addition, it causes a gap between estimated value and market value. Therefore, this research suggests a new technology valuation method which focuses on the perspectives of buyers. Technology factors, buyer factors and market factors are first determined and their relationships are analyzed. Second, based on the relationships, profit projections are calculated using the discount cash flow method. Finally, profit projections for each year are discounted. The proposed method was applied using the ubiquitous home network system and audio service and illumination control method and results compared with the value of a technology valuation guide distributed by the Ministry of Trade, Industry and Energy. The technology valuation approach used in this research is quantitative and systematic and can be used as a decision making support tool in technology transfer, reflecting various perspectives of stakeholders.
As an essential means to the exploitation of new demands, the export of agri-food has the price-supporting effect on the domestic agri-food and its expansion can be a good way to increase farms' income. Of course, to enhance farms' income under the liberalization of the market, it is necessary to have countermeasures considering various factors. To this end, the study understood the experiences of farms doing exports and looked into ways to improve them by reviewing their motivations to export, difficulties, requirements, etc. In this context, the study conducted the purposive sampling among tomato export farmhouses in Jeongseon-gun in the export enforcement phase and executed the theme analysis. The research findings and suggestions are as follows. First, in order to enhance the level of commercialization of Jeongseon-gun tomatoes and reinforce the trade bargaining power, it is necessary to form the consensus on policy and make the scaling of the site based on the strong organization power. To this end, it requires the active role of agricultural cooperatives that take a big portion of distribution in the site and distribute its profits directly to farmhouses. Second, it is necessary to set clear target markets for Jeongseon-gun tomato export farms and set sales strategies for each target market. That is, in order to expand the export of Jeongseon-gun tomatoes, after clarifying local sales and export sales, export farmhouses should focus on quality management and secure the quantity for export. Third, to expand the export to Japan which already has the foundation for the export of Korean tomatoes, and to new export countries of China, Russia, etc., it is necessary to set the 'Two-Track Strategies for Export Market (particular item for focus and particular area for focus)' through the building of network of tomato export areas in Gangwon-do. In conclusion, to expand the export of Jeongseon-gun tomatoes, agricultural cooperatives and leaders together should build the strong organizational power with farmhouses and secure the quantities for export. And, according to the 'Two-Track Strategies for Export Market (particular item for focus and particular area for focus)', export infrastructure and export operational system should be built and to do so, the solidarity of tomato export farmhouses in Gangwon area should precede.

When tsunami waves propagate across open ocean they are steered by Coriolis force and refraction due to gentle gradients in the bathymetry on scales longer than the wavelength. When the wave encounters steep gradients at the edges of continental shelves and at the coast, the wave becomes non-linear and conservation of momentum produces squirts of surface current at the head of submerged canyons and in coastal bays. HF coastal ocean radar is well-conditioned to observe the current bursts at the edge of the continental shelf and give a warning of 40 minutes to 2 hours when the shelf is 50-200km wide. The period of tsunami waves is invariant over changes in bathymetry and is in the range 2-30 minutes. Wavelengths for tsunamis (in 500-3000 m depth) are in the range 8.5 to over 200 km and on a shelf where the depth is about 50 m (as in the Great Barrier Reef) the wavelengths are in the range 2.5 - 30 km. It is shown that the phased array HF ocean surface radar being deployed in the Great Barrier Reef (GBR) and operating in a routine way for mapping surface currents, can resolve surface current squirts from tsunamis in the wave period range 20-30 minutes and in the wavelength range greater than about 6 km. There is a trade-off between resolution of surface current speed and time resolution. If the radar is actively managed with automatic intervention during a tsunami alert period (triggered from the global seismic network) then it is estimated that the time resolution of the GBR radar may be reduced to about 2 minutes, which corresponds to a capability to detect tsunamis at the shelf edge in the period range 5-30 minutes. It is estimated that the lower limit of squirt velocity detection at the shelf edge would correspond to a tsunami with water elevation of less than 5 cm in the open ocean. This means that the GBR HF radar is well-conditioned for use as a monitor of small and medium scale tsunamis, and has the potential to contribute to the understanding of tsunami genesis research.
The Silk Route in ancient times served as a link between the World's greatest civilizations and as a source of knowledge, art, religion and philosophy. This network of ancient caravan paths formed the first bridge between East and West, where two different civilizations came in contact with their respective cultural traditions and religious beliefs, as well as their scientific and technological achievements. One of the main routes of the Great Silk Route passed through the Karakoram, linking Kashgar with Kashmir and the Gandhara regions. The Karakoram Highway connects the Chinese province with Pakistan and follows the ancient Silk Route, which connected the Heartlands of Asia with the Western fringes and further beyond the entire continent of Europe. Evidences of the history of humankind, ranging from Pre-historic times to the spread of Buddhism from South Asia to China and the Far East, is depicted in the rocky cliffs on the waysides and on rough boulders scattered in the upper valley of the Indus River and its tributaries. The ancient trade routes also carried scholars, teachers, missionaries and monks of different beliefs and practices, who met and exchanged ideas. The Buddhists as well as Zoroastrians and other missionaries all followed the Silk Route, leaving permanent footprints of their passage. The ancient greater Gandhara is situated in the North-West of the Indian Sub-continent, with the steep mountain ranges of the Karakoram, the Pamir and the Hindu-Kush bordering it and the dry areas of Central Asia to its rear. A number of races from Central Asia migrated to Gandhara because of its mild climate and plentiful farm products and fruits. This area was an entry point of Western Culture into India and at the same times the exit point of Indian Culture, including Buddhism, to the West. In Gandhara, the diffusion of different cultures developed an art form, during the 1-7th centuries CE commonly known after its geographic name as "Gandhara Art". The Buddhism's route of introduction into China originated in Gandhara, then reached in Korea and Japan and other countries. The fame of Gandhara however, rested on its capital, "Taxila" which was a great centre of learning. From the time of the Achaemenians, down through Muslim period, Gandhara continued to establish and maintain a link between East & West, as shown by material evidences recovered from Taxila and other Buddhist centres of Gandhara during the course of archaeological excavations.

In the early stage of P2P, the technology was limited to narrow usage of file sharing, but currently, P2P technology has become essential to maximize the efficiency between associated technologies without additional deployment of high costly infrastructure and also the burden of the server. Especially, P2P media streaming service is a highly attractive service to mobile users. which requires a higher quality in the mobile environment in accordance with the development of technology of wired network as well as better mobile terminals. However, P2P technology should consider the trade-off between 'peer selfishness' and QoE for providing fairness. The P2P system also try to maximize the resource utilization through an incentive mechanism for service differentiation and encourage peers to contribute continuously for improving the overall system performance. In this paper, we propose an point-based incentive mechanism based on peer's contribution level and energy availability for service differentiation. We also introduce that the proposed mechanism efficiently enhances the system performance as the peer with incentive using contribution and energy obtains more effective resource distribution.

It is essential to connect the railroads between South and North Korea in order to the implementation of the Eurasia initiatives and prepare for the normalization of the economic cooperation between south and north Korea as well as the unification. This study provides the strategy to establish the rail logistics network for the normalized trades between south and north Korea, and the accommodation of the logistics demands to China and Russia. The alternative routes were designated and the costs for the rehabilitation were estimated, and suggested the priority for the investment. The Trans-China Rail is prior to the Trans-Siberia Rail in terms of the utility for the logistics and the political value. In connection to the TSR, it is desirable to pass the Seoul-Gyeonggi area where the demand is greater than the other area. This route is limited by the restriction in the capacity, then the Gyeonggi Ring Rail route may be necessary.

This paper presents the architecture and its function of Tool server. MPEG-21 will enable all-electronic creation, delivery and trade of digital multimedia content and transparent usage of various content types on network device. Therefore, we can provide access to information and services from almost anywhere at anytime with various terminals and networks. In order to support multimedia delivery chain that contains content creation, production, delivery and consumption, we need some elements to identify, describe, manage and protect the contents. Thus, we define Digital Item Processing(DIP), Digital Item Adaptation(DIA) server and Tool server as primary objects of MPEG-21 multimedia framework. DIP provides a function which creates and consumes Digital Item(DI) as a kind of a digital object by user. DIA server adapts the original DI to the usage environment description sent from the terminal and transmits the adapted DI to the terminal. Tool sewer searches for a tool requested from DIP or DIA and downloads the best tool to DIP or DIA server. In this paper, we present how Tool server is organized and is used among 2 primary objects. The paper is structured as following: Section 1 briefly describes why MPEG-21 is needed and what MPEG-21 wants. We see the basic architecture of tool server and its functionality by each module in section 2. Section 3 explains a scenario that tool server transmits tool to DIP or DIA. The paper concludes in section 4.
Recently, Global network expansion strategy of GTOs(Global Terminal Operator) coupled with each country's port policy, plays huge role for the evolution of modern container port. The Chinese ports can be regarded as the major markets to the GTOs. However, there are scant of researches for finding the key success factors of GTOs' strategies when they consider to invest in overseas. In this respect, the aims of this study were to draw out the evaluation variables for successful investment strategies of GTOs, and to calculate the selected target ports. The 14 variables are selected including the variable named 'development potentiality of a port' through literature reviews. Using the Factor Analysis (FA) based on selected variables, four principal factors were extracted such as 'ability for port operating and cargo generating', 'the trade route and volume', 'the calling potentiality for large vessels' and 'the possibility of utilization of existing infrastructure'. In addition, the weights of factors and variables are evaluated through Fuzzy AHP method. As a result, 'ability for port operating and cargo generating' is chosen as the most important factor among principal factors as scored 0.343, and 'the development potentiality of a port' (0.107) is represented as the most important variable among 14 detailed variables. In overall, from the Global Terminal Operator's point of view, Shanghai is ranked as most suitable port for operating new terminal among the top 5 Chinese ports.
