Tobacco Control Policies in Vietnam: Review on MPOWER Implementation Progress and Challenges

  • In Vietnam, the WHO Framework Convention on Tobacco Control (WHO FCTC) took effect in March 2005 while MPOWER has been implemented since 2008. This paper describes the progress and challenges of implementation of the MPOWER package in Vietnam. We can report that, in term of monitoring, Vietnam is very active in the Global Tobacco Surveillance System, completing two rounds of the Global Adult Tobacco Survey (GATS) and three rounds of the Global Youth Tobacco Survey (GYTS). To protect people from tobacco smoke, Vietnam has issued and enforced a law requiring comprehensive smoking bans at workplaces and public places since 2013. Tobacco advertising and promotion are also prohibited with the exception of points of sale displays of tobacco products. Violations come in the form of promotion girls, corporate social responsibility activities from tobacco manufacturers and packages displayed by retail vendors. Vietnam is one of the 77 countries that require pictorial health warnings to be printed on cigarette packages to warn about the danger of tobacco and the warnings have been implemented effectively. Cigarette tax is 70% of factory price which is equal to less than 45% of retail price and much lower than the recommendation of WHO. However, Vietnam is one of the very few countries that require manufacturers and importers to make "compulsory contributions" at 1-2% of the factory price of cigarettes sold in Vietnam for the establishment of a Tobacco Control Fund (TCF). The TCF is being operated well. In 2015, 67 units of 63 provinces/cities, 22 ministries and political-social organizations and 6 hospitals received funding from TCF to implement a wide range of tobacco control activities. Cessation services have been starting with a a toll-free quit-line but need to be further strengthened. In conclusion, Vietnam has constantly put efforts into the tobacco control field with high commitment from the government, scientists and activists. Though several remarkable achievements have been gained, many challenges remain. To overcome those challenges, implementation strategies that take into account the contextual factors and social determinants of tobacco use in Vietnam are needed.

담배(Burley 21) 포장에서 mineral oil 처리에 의한 감자바이러스Y(PVY-VN) 방제 (Control of Potato Virus Y (PVY-VN) with Mineral Oil Treatment in Tobacco Burley 21 Fields)

  • The effect of mineral oil treatment in Burley 21 tobacco field on the control of potato virus Y(PVY-VN) mostly transmitted by green peach apid(Myzus persicae Sulzer) in nature was studied and the virus infection in some plants including potato, pepper, bramble, radish, etc near the tobacco fields as a virus infection source was tested by capillary tube precipitatioin test with PVY-antibody and bioassay in Xanthi-nc tobacco. The main source of PVY-VN infection in tobacco field in korea was potato(ca. 40% of test plants infected). Pepper and bramble were also infected by PVY-VN. The control level of PVY-VN infection by treatment of 0.75% liquid mineral oil with 3 % nonionic emulsifier to the plants was 84.8 % in case of the artificial transfection with a infected apterous aphid in laboratory. However, the reduction of PVY-VN disease severity in tobacco fields treated with mineral oil at late June was only 35.5%. These results suggest that mineral oil treatment is not so effective for the protection of aphid-born virus(PVY - VN) infection in tobacco fields.

  • Effect of an avirulent bacteriocin-producing strain(ABPS) of Pseudomonas solanacearum adapted to low temperature on the control of tobacco bacterial wilt was examined under the natural field conditions. The ABPS of p. solanacearum were succeeding-cultured at gradually low temperature, 3$0^{\circ}C$ to 13$^{\circ}C$. The isolates adapted to low temperature grew faster than the wild type either in artificial media or on the tobacco rhizoplane. The control effect of one of the isolates on bacterial wilt was higher than that of the wild type when the bacterial suspension had been poured onto the tobacco rhizosphere soil on 1 day before and 15 days after transplanting to the field. It was suggested that ABPS of p. solanaceamm adapted to the low temperature, might be more effective biological control agent than the wild type.

폴리에칠렌 차단망 설치에 의한 연초의 진딧물 전염 PVY 방제효과 (Effects of Polyethylene Net Barrier on the Control of Aphid - borne Potato Virus Y in Tobacco)

  • Potato virus Y (PVY) is an important viral disease in burley tobacco in Korea and is mostly transmitted by green peach aphid, Myzus penicae, in nature. Effects of barrier nets on the immigration of the aphid population into tobacco fields and on the control of PVY were investigated in 3 tobacco fields with 1.8 m - height polyethylene (PE) nets on their outer - sides in Iseo - Myeon, Wanju - Kun, Cheonbuk. Immigration of aphids to the tobacco yields started at late April and reached maximum at early June. The immigrating aphid population was apparently blocked by the barrier nets to be reduced by 54-73%. PVY severity was also reduced by the barrier nets. However, the control value was variable, ranging 24-67%, which suggests that effect of the PE net barrier on the prevention of aphid-borne virus might be variable depending on the location and slope of the fields.

오리엔트 잎담배 부산물(scraps)을 이용한 판상엽 제조 (Manufacture of Sheet Tobacco Using Orient Scraps)

  • This experiment was conducted to reduce the cost of orient leaf using izmir, samsun and basma scraps in cigarettes manufacturing process. We manufactured rolled and paper sheet tobacco using orient scraps and substituted orient leaf in Pine tree to the rolled and paper sheet tobacco using orient scraps. Orient scraps were lower in total sugar, total sugar/nicotine and total nitrogen/nicotine, higher in nicotine and crude ash than those of orient leaves. Izmir and basma scraps were higher of 2-methyl butanoic, 3-methyl butanoic and 3-methyl pentanoic acid, but the chemical contents in samw scraps were lower than those of orient leaves. The specific gravity thickness, flness index, filling value were similar between orient scraps blended sheet tobacco and present sheet tobacco. The physical characteristics of orient scraps blended sheet tobacco were within Present sheet tobacco quality specification. The sheet tobacco using orient scraps was higher 2-metal butanoic, 3-methyl butanoic and 3-methyl pentanoic acid than those of present sheet tobacco. The rolled processed sheet tobacco using orient scraps was higher 2-methyl butanoic, 3-methyl butanoic and 3-methyl Pentanoic acid than those of paper sheet tobacco using orient scraps. The sample cigarettes using orient scraps sheet tobacco were lower 2-methyl butanoic, 3-mettwl butanoic and 3-mettwl Pentanoic acid than those of control cigarettes. The result of sensory test showed no great difference compared with sample of orient scraps and control cigarettes. This result shows that we can possible to substitute orient leaf to orient scraps to reduce the cost of orient leaf.

토양 개량제 시용이 연초의 생육, 수량 및 품질에 미치는 영향 (Effect of Soil Conditioners on the Growth, Yield and Quality of Flue-cured Tobacco)

  • This study was conducted to evaluate the affect of soil conditioners and their application rates on the growth, Yield and quality of Flue-cured tobacco. Soil conditioners for this study were Montmorillonite arid Zeolite as clay mineral source and Rice hull and Sawdust as organic source. Their application rates were 500, 1000, 2000kg/10a. The growth of tobacco plants was promoted, compared with that of Non- treated plot (control) by Zeolite, Montmorillonite and Rice hull application but decreased by Sawdust application. During tobacco growing season soil moisture content, compared with control, was increased by Zeolite and Montmorillonite application but decreased by Rice hull and Sawdust application. In contrast to soil moisture content, soil temperature was higher in the Rice hull and Sawdust plot than in the plot of Zeolite and Montmorillonite. The treatment of Sawdust, compared with control, obviously accelerated the maturity of tobacco, increased reducing Sugar but decreased total alkaloids, nicotine and nitrogen content of cured leaves. The Sawdust Plot decreased the Yield (kg/10a) with significant difference by 1 %level but significantly increased leaf quality (Won/kg) and value (Won/10a) by 1%and 5 %level, respectively. The present application , ate of Nitrogen in Korea (12.5kg/10a) seems to be excessive for Flue-cured tobacco production.

Tobacco Cessation in India: How Can Oral Health Professionals Contribute?

  • Tobacco use is described as the single most preventable cause of morbidity and mortality globally, with the World Bank predicting over 450 million tobacco-related deaths in the next fifty years. In India, the proportion of all deaths that can be attributed to tobacco use is expected to rise from 1.4% in 1990 to 13.3% in 2020 of which smoking alone will cause about 930,000 adult deaths by 2010. Many studies have shown that counseling from a health professional is an effective method of helping patients quit the tobacco habit. Tobacco cessation needs to be urgently expanded by training health professionals in providing routine clinical interventions, increasing availability and subsidies of pharmacotherapy, developing wide-reaching strategies such as quitlines, and costeffective strategies, including group interventions. The WHO Framework Convention on Tobacco Control (FCTC) emphasizes the vital contribution of participation of health professional bodies, as well as training and healthcare institutions in tobacco control efforts. Dentists can play an important role in helping patients quit using tobacco. One of the key strategies to reduce tobacco-related morbidity and mortality is to encourage the involvement of health professionals in tobacco-use prevention and cessation counselling. The dental office is an ideal setting for tobacco cessation services since preventive treatment services, oral screening, and patient education have always been a large part of the dental practice.

Extending Application of the 'Hardcore' Definition to Smokeless Tobacco Use: Estimates from a Nationally Representative Population in India and its Implications

  • Background: The term 'hardcore' has been applied to use of smoking tobacco and generally referred to as the inability or unwillingness of regular smokers to quit. The component constructs of hardcore except nicotine dependence are product neutral. With the use of 'time to first chew' as a measure of nicotine dependence, hardcore definition can be extended to characterize smokeless tobacco users. Hardcore users respond less to tobacco cessation interventions, and are prone to tobacco induced diseases including cancer. Thus identifying hardcore users would help in estimate the burden of high risk population for tobacco induced diseases. Smokeless tobacco use is predominant and accounts for more than 50% of oral cancer in India. Hence, hardcore chewing information could be used for planning of tobacco and cancer control interventions. The objective of this study was to assess the prevalence and associated factors of hardcore smokeless tobacco use in India. Materials and Methods: Global Adult Tobacco Survey (GATS)-India 2010 data were analyzed to quantify hardcore smokeless tobacco use in India with following five criteria: (1) current daily smokeless tobacco use; (2) no quit attempt in the past 12 months of survey or last quit attempt of less than 24 hours duration; (3) no intention to quit in next 12 months or not interested in quitting; (4) time to first use of smokeless tobacco product within 30 minutes of waking up; and (5) knowledge of smokeless tobacco hazards. Results: The number of hardcore smokeless tobacco users among adult Indians is estimated to be 5% (39.5 million). This group comprises 23.2% of daily smokeless tobacco users. The population prevalence varied from 1.4-9.1% across different national regions of India. Logistic regression modeling indicated age, education and employment status to be the major predictors of hardcore smokeless tobacco use in India. Conclusions: The presence of a huge number (39.5 million) of hardcore smokeless tobacco users is a challenge to tobacco control and cancer prevention in India. There is an unmet need for a universal tobacco cessation programme and intensification of anti-tobacco education in communities.

석탄회 시용이 연초의 수량 및 품질에 미치는 영향 (Effect of Fly Ash on the Yield and Quality of Tobacco)

  • This study was conducted to investigate the effect of fly ash on the yield and quality and to determine the optimum application amount of fly ash for tobacco(Nicotiana tabacum L). Two kinds of fly ash, anthracite and bituminous coal, were treated with different levels of 0, 20, 40, 60 MT/ha. Dry weights of tobacco at middle and topping growth stage were increased with application of fly ash, showing the highest dry weight at 40 MT/ha in both kinds of fly ash. It was showed that the bituminous coal had a little more effective for yield than that of anthracite. Comparing with the control, yields of tobacco applied with fly ash were significantly increased about 17.7% and 17.1% by the application of bituminous coal and anthracite, respectively. Quality of flue-cured leaves was better by application of fly ash than that of the control. The quality index was given the highest at 40 MT/ha for bituminous coal increasing by 24.6% and at 60 MT/ha fur anthracite increasing by 13.4% compared with the control. The economical efficiency considered of the yield and quality of tobacco was the highest at 40 MT/ha of bituminous. Soil pH, contents of available P2O5, organic matter, exchangeable Ca2+ and Mg2+ of soil during the growing season were increased by application of fly ash, showing more effectiveness in bituminous than that in anthracite. By the application of fly ash, the nutrients availability and the acidity of soil were reformed and they caused significantly the increase of growths yield, and quality of tobacco. By the application of lime reforming soil acidity, growth response, yields and quality of tobacco were not increased compared to the control, although the effect of reforming soil pH was remarkable.

담배회사 내부문건분석을 통한 다국적 담배회사의 국내 후원 전략에 관한 연구 (A study on the sponsorship tactics of transnational tobacco companies in Korea: Review and analysis of tobacco industry internal documents)

  • Objectives: In this study, it was analyzed which marketing activity strategy multinational tobacco companies established against Republic of Korea through their internal documents and it was checked out how the marketing activities mentioned in the documents turned out to be actually. Methods: For that, analyzed the internal documents of tobacco companies after connecting Legacy Tobacco Documents Library(LTDL). Three documents were selected finally out of total searched 1,752 documents except the ones that did not include the theme or not appropriate. Results: Internal documents analysis showed that people smoke because the filter of cigarette shown in the movies looks nice. Tobacco companies carried out the marketing through sponsorship of soccer games, F1 Grand Prix was found in the internal documents. Conclusions: The legal restriction on marketing activities of tobacco companies should be enhanced by removing the articles of allowing advertisement and promotion for tobacco companies in Korean domestic law.
