The purpose of this study was to analyse the relations among the residents' characteristics, the policy of the facility, and the physical characteristics of activity areas, and to understand the elements for the lively use of activity areas in the elderly nursing facilities. The results of the study are as follows: First, there was a relationship between the characteristics of semi-public activity areas and the residents' management-control policy. The facilities having semi-public areas of living room type showed more flexibility in time and place and more respects for the residents. Second, the activity areas of connection type were much more used than the compartment type, especially in the facilities having more residents incapable of walking. On the other hand, the facilities having high control for the residents showed high using rate in public activity areas, and all those did not have semi-public areas or showed low using rate in there. Third, in the analysis of the relationship between the physical characteristics and the using rate of activity areas, the public activity areas having compartment type in the spatial composition and hall as a form were likely to have multiple usages. On the whole, the various form of activity areas, the area per residents, openness, accessibility and centrality were having interactions each other for high using rate in activity areas. Especially, many stimulations and the furniture arrangements that were good for the residents' interactions had a function of compensation for the poor physical characteristics of activity areas. This study investigated only the using rates to understand the lively use of the space. For the future study, it is suggested that the detail using behavior of the residents should be examined to understand the influential elements.

This study aims to estimate the payment of farmland reverse mortgage(FRM) and to explore policy considerations about the restructuring of rural area after the initiation of farmland reverse mortgage. Farmland reverse mortgage provides stable monthly income basement for the welfare of rural elderly by liquidating fixed asset such as farmlands which the elderly in rural area owns. The main results of this study can be summarized as follows. First, FRM model based on Housing Equity Conversion Model, which is suggested by Rodda et al (2003), was built. Then, critical factors like farmland value rising rates and interest rates were elaborated, and affordable and proper monthly payment were estimated. 246,982 won, 419,374 won and 757,379 won is given to the borrower at age 65, 75 and 85 respectively with 100,000,000 won value farmland. Second, policy considerations which are necessary for the successful launch of FRM, and restructuring of rural area after launching FRM were discussed. Three policy considerations were proposed. First is about the integrated asset management system for rural elderly people. Second is about the reasonable settlement of corporate farmers system. And third is about the preparations for rural land use planning.
Housing vacancies have become a major issue in urban areas, there have been many efforts to address this issue at the national and local levels. The purpose of this paper is to investigate the factors contributing to housing vacancies in old town Incheon in South Korea. In particular, the research focuses on examining the effects of multiple levels of factors on housing vacancies in a comprehensive way; the three levels of factors were identified with a literature review including housing (Level 1), Neighborhood (Level 2), and Region (Level 3). A multi-level logistic regression model was used to examine the relationship between 13 factors in three spatial levels and housing vacancies. As a result, the factors in all three levels were able to explain housing vacancies including site area and shape, proximity to major roads (Level 1), ratio of houses in designated urban renewal area and slope (Level 2), and ratio of the elderly living alone, land price, changes in land price and ratio of new houses (Level 3). These results show that the combination of the physical inferiority of the housing site and the neighborhood environment and the economic and social vulnerability of the region is likely to increases the number of vacant houses. This study also suggested that a multi-dimensional policy strategy is needed to solve the problem of housing vacancies, and urban policies, such as supplying new housing or urban renewal area designation, should be carefully implemented in a way not to create housing vacancies.
This research is based on the survey of welfare beneficiaries, aiming to set up the gender-equal welfare policies. Through the survey, this research examines status of women in the family and society and also examines, the degree of perception of women's welfare policies, needs, and satisfaction. According to the survey results, the current welfare policies that are limited to needy women should expand its range, enforcing the infra structure. That employment policy for women turned out to be very important in welfare policies. Demand for more enlarged welfare policies is quite high, especially in housing, employment and elderly care. On the contrary, the degree of satisfaction degree appears quite low because of unrealistic welfare program and benefits. In order to improve the welfare policies, more active and realistic employment policies should be emphasized with the proper support for family life. To raise the status of women, proper policies for women's economic independence should be set up. In addition, consciousness of gender equality should be encouraged in the whole society. Also, women's participation in politics and decision-making process is necessary.

If aging apartments are left unimproved through remodeling, the city will be eventually slum. As the government recognizes remodeling as an alternative to reconstruction, the law has been revised mainly to increase the housing area, increase the number of house and allow the vertical extension for making remodeling costs. However, the remodeling is still not activated yet in the market. Therefore, this study analyzes the decision factors of apartment remodeling in Seoul metropolitan area based on Heckman two-stage analysis considering sampling error. Research findings indicate that the decision for remodeling is determined by the characteristics of the household, housing, and time-lapse variables. And also the number of household members, net assets, housing satisfaction, the 11-20, 21-30, and more than 30 years of building are identified as the significant variables as a result of remodeling choice probability analysis. It is noteworthy that the significant variables from then remodeling cost analysis are net assets, area, more than 30 years of building, and unit housing price. It is also notable that the policy, which extend the housing area to cover remodeling cost, are not actually effective to activate the remodeling, and the age in the case of elderly people in Seoul and Gyeonggi-do who are expected to have high net assets and income is not significant variables. This study is expected to provide more objective and reliable implication to the policy makers, the home owner and the investors on the decision making process related to the remodeling project.
Various housing measures are needed for the rapidly aging society of Korea. In particular, the welfare policy for the elderly has changed towards the community care. Taking this fact into consideration, it is necessary to have the establishment of a system that offers the elderly appropriate welfare services at their appropriate residence (ageing in place) for the effectiveness of the community care. In this aspect, there are a number of implications to Korea to study merits and demerits of the Health Facilities for the Aged (HFA) in Japan. The society of Japan has been rapidly aging since 1970, and Korea is to face the same situation. As for the data of this study, a total of 2,393 facilities (as of November 1999) mentioned in the annual report of the Japanese Ministry of Health, Labor and Welfare were classified based on types of their establishment: (1) free-standing structures (603 facilities); (2) annexes to hospitals (981 facilities); (3) annexes to welfare facilities (511 facilities); and (4) annexes to clinics (298 facilities). Next, 239 facilities were selected through taking a sample of 10 percent from each type of the HFA mentioned above. This was done through the random sampling method with the computer program of MS EXCEL. The Implications of the results of analyses are as follows. First, most of the health facilities were planned with the scale that was larger than the scale of standard special nursing homes in terms of the total floor area. Precise equations that were to obtain precise results of the scale of the HFA and the appropriate number of residents were obtained through the method of the regression analysis. Korea and Japan have similarities in terms of culture, society and family relations; however, the two countries also have differences in terms of the application of laws on the establishment of houses, hospitals, and welfare facilities. As for planning the scale of the HFA, the realities of Korea should be considered. Second, as for the functional aspect of the HFA with a condition of returning home, the place before and after the HFA showed the pattern of 'from a residential place to a residential place' and 'from a hospital to a hospital.' This reveals a close correlation with the types of the HFAs and operational ways of the facilities. Its cause is considered to be the aspect of the operation and management of the HFA rather than the aspect of its function of providing services in association with medical and health facilities. Therefore, when intermediate welfare facilities are considered in Korea, it is strongly advised to consider the problem of annexes to other facilities and efficiency of sharing of the facilities in terms of its operation and management.
Recently, public service for the improvement of quality of life and life support such as safety, aging, disaster, welfare, housing, economy, urban environment, traffic etc are actively developed based on open public data, and the spread of the network and the necessity of everyday life, smartphones are playing a role in providing public services. Currently, the development of science is changing the life expectancy of human beings and changing into social structure in which aged people become bigger due to various social conditions and low fertility and aging problems. However, the elderly who do not have easy access to information are very uncomfortable in dealing with mobile devices with very low accessibility and utilization of public services provided by mobile phones. Therefore, this study recategorizes the condition of the elderly presented in the previous study and identifies the problem through case analysis provided for the elderly. Also, we summarize the hierarchy of the core items of the existing interface design and derive it as an improvement index of the public service design for the improvement of the information accessibility of the elderly, and propose a design method to improve the utilization of the public service provided through the mobile device.
Mid of 1980s witnessed the beginning of a new trend regarding the elderly as the Third Age Group, which is capable of positive selection for their later life. These changes are caused not only by the rising cost of caring them as the dependent to the society, but also by paradigm shift from the clinical and biomedical model to political economy and critical gerontology. The paradigm shift is based on the social constructionism as a perspective on the later life. In this communication the development of social constructionism is reviewed as an approach on the living environment for later life through literature survey. Emphases were made on the anti-ageism instead of ageism in the analysis of the social constructionism perspective for living environment in later life. Individual practice, influencing the practice of others, influencing agency policy, and developing theory were addressed and emphasized for the practice of anti-ageism. This study found the importance of the development of the social constructionism perspective on the study and practice regarding living environment for ‘the Third Age’ in Korean situation.
The study aims to analyze the effects of socio-economic deprivation on suicidal ideation. The analysis data were used as a guide for Korea Welfare Panel Study 9. the frequency analysis, mean difference analysis, correlation analysis, and logistic regression were performed by SPSS programs. The results of analysis are as follows. First, The results of frequency analysis by deprivation type showed a high frequency of deprivation in the following order. Experience of not receiving a public pension, experience of being able to work but unemployed, experience of not being able to eat a balanced diet due to financial difficulties, and experience where you had nothing to eat but no more money to buy. Second, the average difference analysis shows that when a person does not have a spouse, the lower the academic background and the income level, the higher the likelihood of suicide. Third, regression analysis shows that the following deprivation patterns have a statistically significant effect on older adults' thoughts of suicide. Experience in which the respondents or their family could not go to hospital because they had no money, experience that move house because is back rent more than 2 months or can not pay rent, experience that they could not afford to buy food and eat well-balanced meals, experience of failing to pay your bills on time, experience of being able to work but not having a job, and experience in which financial difficulties left them short of food and no money to live. Based on such research results, some policy measures, such as the expanding management of medical care benefits cases, the improvement of elderly housing, residential conditions and the diet survey for the elderly, and the expansion of measures to support elderly people's tax rates, were proposed.
Unlike the past, the elderly who are growing rapidly in Korea are called 'active seniors'. They prefer to live in urban silver towns despite high living cost and make their own new urban contents. The new urban contents that reflect the living characteristics of active seniors have an important impact on their choice of residential location. Therefore, the purpose of this study is to identify the location characteristics of urban silver towns, which are preferred as the main residence of active seniors, based on the urban living contents of active seniors. The location characteristics of urban silver towns considering the urban living contents of active seniors can be classified 1) public transportation, 2) nearby arterial roads, 3) culture shopping facilities, 4) medical facilities, 5) apartment complexes, and 6) natural environments. Especially, the accessibilities of medical facilities, apartment complexes, and culture shopping facilities were the main characteristics of urban silver towns. The results of this study are expected to be helpful not only the location of urban silver towns, which is the urban new content of active senior, but also for the policy on housing for the elderly.
