Adjustment Factor for Heavy Vehicles in Estimating Capacity at Unsignalized Intersections (비신호 교차로의 중차량 용량 보정계수에 관한 연구)

  • The objective of this Paper is to derive an adjustment factor for the presence of heavy vehicles when estimating capacity at unsignalized intersections (and/or at modern roundabouts). According to the 1997 and 2000 Highway Capacity Manual (HCM), potential capacity in such cases is estimated by simply adjusting base critical gap and base follow-up time. However, the procedure suggested in the HCM may lead to some errors in the adjustment, hence resulting in poor evaluation and design for the intersections, because it determines the value of adjusting factors by only the number of lanes on main streets regardless of the types of heavy vehicles. This paper shows a simple formula for making the adjustment. This formula is much like the HCM formula used for heavy vehicles in estimating highway capacity by the adoption of passenger car units (PCU). In contrast to the traditional approaches seen in the HCM, the PCU value of this case is explicitly expressed by the flow rate in the major streams and the gap difference in critical gaps chosen by passenger cars and particular heavy vehicles. Computational results of the adjustment factor are graphically illustrated.

  • The dust chute was a part of equipment in apartment which have been settled down as new residential style in this country since 1960s. However, the dust chute was destructed by results of social discussion, and it ended up old remains which cannot be found in new towns. Nowadays, chute was substituted a collecting system from extra collecting sites which were prepared near residential area. This phenomenon was caused by the poor separating collection. Since the early part of 1995, the whole vocal operating the volume-base charge system has been placed as the institution capable of recycling and separating collection of residential wastes in this country. People pursue the residential quality which is suitable to the Greenround period. Such a diverse effort corresponding to the social change can be also accomplished in the field of waste collecting transportation. In this paper, the local heating system and waste combustion site and hollow are already applied to the new residential area in the form of housing development. After investigating of the waste collecting transportation method in other countries related to such facilities, this paper represents the feasibility and applicability of pneumatic waste collection system which is used practically in the new housing complex and large facilities in other countries.

Evaluation of Shanghai New Port Development Plan (중국 상해 신항만 개발계획 평가)

  • China is expected to experience rapid increase in container traffic due to the joining to WTO and the fast economic growth. However, logistics-related infrastructure such as sea port is very poor and the capacity is lagging far behind the demand, resulting in transferring around 70% of import and export cargo volume at ports in adjoining countries such as Korea, Taiwan, Hong Kong and Japan. Recently, China announced a huge project of developing an offshore port consisting of 52 berths, 30km away from Shanghai with a connecting bridge. As such plan seems to have a significant impact on the port of Pusan which tries to be a Hub port in Far East Asia, we need to scrutinize the plan. This paper, therefore, tries to examine Shanghai New Port Plan, to evaluate the feasibility and potential competitiveness, and to analyze the impact on Pusan port. For this, we review the situation of major container ports in China and the flow pattern of container traffic to and from Pusan port. We then examine the feasibility of the proposed offshore port with respect to demand and supply for container terminal, weather condition, hinterland connection and resource of investment.

  • Congestion on expressways is increasing in spite of continuous road construction. In enlargement of expressway capacity to lessen congestion, a long period is needed and in the case of traffic congestion, it would be impossible to avoid long periods of traffic congestion. So, it is necessary to cope with traffic congestion through continuous traffic condition monitoring, analysis of the causes of congestion and the development of alternatives before traffic conditions worsen. A congestion index that can express traffic operating conditions measurably is needed to monitor those conditions. Thus, in this research, a new congestion index, the Traffic Condition Index (TCI), is developed. TCI is able to evaluate roads that have different grades (or design speeds) and to judge traffic condition as good, fair and poor (congested). In addition, TCI has merits in that it can strengthen the function of existing Freeway Traffic Management Systems (FTMS) and can be applied to congestion management easily: TCI calculates congestion intensity and severity using data obtained from existing FTMS. In order to validate TCI, it was applied to the Kyungbu Expressway and the Seohaean Expressway. As a result, TCI shows a good performance in the aspect of applicability and ability of presentation of traffic conditions compared with travel speed and Travel Time Index (TTI).

Building up User-Oriented Road Planning and Design Schemes (국민참여형 도로계획의 수립방향)

  • Roads deeply affect the life of people and keep doing an important role to support economic growth of a country. According to the budget plan of the ministry of construction and transportation of Korea, 8.1 trillion won have been allotted for road investment in the year of 2002 which occupy 61% of the transportation infrastructure special account (13.3 trillion won) and 4.7% of the total national budget (1,740 trillion won). It is true that services generated from road investment such as mobility enhancement and increased accessibility have shown positive effects through shortened travel time and decreased vehicle operating cost. However, it is also notable that many negative effects are gradually being discussed and those are nowadays getting severer due to enhanced people interests about road construction, increased concerns on environment and active public involvement that were evoked by traffic accidents, air pollution & noise and destruction of environment. Road construction processes in Korea are normally governed by administrative sectors (suppliers) not by users. These processes ate very weak to accomodate user s needs and community concerns thus easy to fail finalizing a road project without hassles. A public hearing process is supposed to be held in the processes of detailed design step and the environmental impact analysis. However, it is not enough to grab user's needs and community concerns. Increased public involvement frequencies, optimized public involvement timing and enhanced depth of public involvement magnitude are suggested to improve the current poor public involvement schemes in road planning and design processes. The application of these recommended methods to the road planning and design processes may guarantee the change from the current supplier-oriented schemes to the new user-oriented one. Also, this study suggests to reset objectivity and clarity of road construction process, to make conciliation guidelines based on many practical cases that produced good results, to introduce public involvement techniques in a stepwise basis, and to foster the professionals via education and training programs.

  • Korea is a nation with poor natural resources. There is a greats need to save resources that are running out in fast face. The purpose of this thesis is to bind the means to save rosources in housing site, especially in highrise apartment. The reason why the high-rise apartments are chosen as a case is 7hat the high-rise is becoming the major form of dwelling in most urban areas. As a tool of saving the ecological way is chosen because ecological energy is free, clean and unlimited. The resources to be saved are divided into two categories, namely energy and non - energy resources as water, land and food. The contents of the thesis are comprised of 4 chapters. The early chaspters are devoted to the understanding of the ecosystem and problems of current energy consumption in the apartment. It is fellowed by the introduction of the hypothesis that can possibly save reouruces. The hypothesis are then transformed into the actual theories through verification, to be established as the new techniques of the site planning. The ecosystem is the functional relationship between the living organisms and their physical surroundings. The living organisms are the plants that produce, animals that consume and bacterias that decompose. They live in the environment which consists of the three worlds of atmosphere, hydrosphere and lithosphere. The whole system is activated by the solar energy that turns the inorganic mallet- into the living organism and back to the inorganic. It is the recycling principle of the ecosystem. The elements of ecosystem that fan be unilimited as the tools of resources -saving are the sun, wind, water, soil, plant and waste. They are unlimited sources of energy. free of pollution and cheap in price. Each of these ecological elements Provide the opportunities that can save the heating fuel, air conditioning energy, water resource, land and food. The ecological approch should be pursued actively in this age of short resources and growing pollution. In the scale of total energy consumption the housing takes the second position next to the industrial use. It is followed by the transportation which shows for less consumption than former two.

A Study on the Wooden Procurement in the Diary of Yeonggun during the Construction of Gyeongbokgung Palace in King Gojong's reign (고종대 경복궁 중건 시 영건일기에 나타난 목재 조달 고찰)

  • This study focuses on the construction of Gyeongbokgung Palace in the second year of King Gojong's reign, which has been spotlighted for political and economic history. The author analyzed the contents of wood procurement with the Yeonggeon Diary, which records each day of construction site. The results are as follows: First, the 2nd year of King Gojong's reign, Yeonggeon of Gyeongbokgung Palace, was a new building that reflected the old system and 270 years of changed environment on the existing site. Despite the poor economic conditions, it began with years of effort and voluntary volunteer work and dedication. Second, the priority of timber transport was recruiting people in the whole process and the supply and demand of transportation tools. Carrying lumber from the mountains to the riverside and floating it at the right time were all a matter of manpower. Soldiers and carts were used to carry timber that arrived in Hangang River to the construction site. The cart was a consumable product, so it was necessary to continuously use the wood to make cart at the site. Third, fire and flood were the biggest obstacles to the Yeonggeon schedule of Gyeongbokgung Palace. Especially the fire was fatal. It was difficult to extinguish the fire in temporary structure, where was the storage for wood to construct. These disasters greatly affected the construction cost and construction period. Wood procurements of Gyeongbokgung Palace were based on public offerings. At the same time, recycled materials from other palace wood and nearby houses, nationwide buying of private mountain wood, the logging of royal tombs and some of the buildings of Gyeonghui Palace and Changgyeong Palace were relocated.

Rural Standard Services Condition in Rural Fishing Area and The Improvement of Checking Methods for Implementation performance (어촌지역의 농어촌서비스기준 실태와 이행실적 점검방식의 개선방안)

  • The purposes of this study were to identify the living environment in rural fishing area and to suggest checking methods for implementation performance. Rural service standard is the key factor of rural development in Korea. In 2012. The first Implementations of performance was announced. The results were presented to the unit by the City and the County. Because of Fishing villages exists as a unit by the haengjeongri. It is difficult to know the status of the fishing villages by the Rural service standard. In order to look for the actual conditions in rural fishing village it was investigated in the 100 Eochongye. The data used in the analysis is 577 questionnaires. Analysis showed that rural fishing areas were superior to general state of rural in the 8 items of rural service standard. Especially housing, transportation and health care sector in rural fishing area wes better than general state of rural. But Public safety and order is relatively poor. This is because Fishing village contains islands. Presenting to improve rural service standard based on the results of research. The items of rural service standard should be measured the actual residents' accessibility than opportunity of the public service, and after setting the rural service standard clearly related to the quality of life of residents in each sector. Accessibility aspects of the customer for the public services should be considered. Checking the performance for the unit by the City and the County should be replaced as a living zone in order to consider the facilities using nearby.

Analysis of Train Delay in Daejeon Metro (대전도시철도의 열차 지연운행 분석연구)

  • This study investigated the causes and problems of train operation impediments through the statistics analysis of 8 years'internal data of Daejeon Metropolitan Express Transit. By evaluating the risks regarding the system, equipment, and parts of high risk group, this study measured the Risk Index Severity, and applied the $5{\times}5$ Risk Assessment Matrix which is a method of risk management to calculate the scale of risk to analyze the safety level and allowance range. As a result, the car sector, the most serious risk, followed by machinery and equipment sector showed that the inherent risk. In particular, the door broken and the door rail signaling and control devices due to defects of the vehicle is high, but also the severity, and frequency are showing very frequent additional potential accidents. PSD also had defects in the machinery sector appeared to be the most dangerous of the PSD poor safety gates, it was found that the glass also involve the risk of mishandling and breakage of the PSD. This study intended to contribute to the transportation benefits through the safety and stable operation of Metropolitan Express Transit.

Effects of subsequent curing on chloride resistance and microstructure of steam-cured mortar

  • The influence of subsequent curing on the performance of fly ash contained mortar under steam curing was studied. Mortar samples incorporated with different content (0%, 20%, 50% and 70%) of Class F fly ash under five typical subsequent curing conditions, including standard curing (ZS), water curing(ZW) under 25℃, oven-dry curing (ZD) under 60℃, frozen curing (ZF) under -10℃, and nature curing (ZN) exposed to outdoor environment were implemented. The unsteady chloride diffusion coefficient was measured by rapid chloride migration test (RCM) to analyze the influence of subsequent curing condition on the resistance to chloride penetration of fly ash contained mortar under steam curing. The compressive strength was measured to analyze the mechanical properties. Furthermore, the open porosity, mercury intrusion porosimetry (MIP), x-ray diffraction (XRD) and thermogravimetric analysis (TGA) were examined to investigate the pore characteristics and phase composition of mortar. The results indicate that the resistance to chloride ingress and compressive strength of steam-cured mortar decline with the increase of fly ash incorporated, regardless of the subsequent curing condition. Compared to ZS, ZD and ZF lead to poor resistance to chloride penetration, while ZW and ZN show better performance. Interestingly, under different fly ash contents, the declining order of compressive strength remains ZS>ZW>ZN>ZD>ZF. When the fly ash content is blow 50%, the open porosity grows with increase of fly ash, regardless of the curing conditions are diverse. However, if the replacement amount of fly ash exceeds a certain high proportion (70%), the value of open porosity tends to decrease. Moreover, the main phase composition of the mortar hydration products is similar under different curing conditions, but the declining order of the C-S-H gels and ettringite content is ZS>ZD>ZF. The addition of fly ash could increase the amount of harmless pores at early age.
