Adapting Public Research Institutes to New Dynamics of Innovation

  • Governments around the world place great hopes in innovation in their search for new sources of growth and for responses to grand challenges, such as climate change, new or re-emerging infectious diseases, accelerating urbanisation, ageing, food security, and availability of clean water. However they must devise their relevant support policies -- including through sponsored research within public research institutes -- taking into account that innovation processes are currently undergoing a major transformation. New innovation patterns include a broadening scope of relevant activities, a growing importance but changing nature of scientific roots of technological development, a stronger demand-pull, the emergence of new local and national STI powerhouses, and the rise of more open and globalised innovation networks. They translate into new opportunities but also constraints for policies to enhance the contribution of public research institutes to national innovation performance. The article derives the main policy implications regarding the desirable evolution of the mission, research focus, as well as the funding and steering of public research institutes, with a special reference to Korea.

  • This paper analyses characteristics of the numerical controller industry in market formation and the Flow of information between users and producers and the characteristic of knowledge base of the industry and discusses the difficulties derived, from the characteristics, in accumulation of technological capability In market formation betweenusers and producers, the multi-layered market is not favorable to domestic producers in that lower end market is not large enough to provide cardle market to them which produce inferior quality and lower price than importer products. The credibility of the permance of a product is difficult to prove until a critical mass of products are sold. Therefore gaining market share is deterred by unproven credibility of the performance of the product. The flow of information between users and producers is limited. The flow of information on users environment through mass market to producers is essential for improving credibility of a product. The nature of knowledge base is tacit and the means of knowledge transmission is limited. Technological licensing and reverse engineering, Which have been conventional industry. These characteristics provide conditions of vicious circle in accumulation of technological capability of the numerical controller industry. This paper argues that these characteristics of the industry challenges existing approach to R&D management and framework of science and technology policy.

  • Enterprise is focused on R&D innovative activities in order to achieve sustainable growth & secure competitive advantage. There are many factors that influence enterprise innovation performance, but enterprise innovation activities do not always have a positive effect. Therefore, this study analyzed the effects of on innovation performance, focusing on innovation acceleration factors and innovation hindrance factors. The research model analyzed 2,081 national manufacturing enterprises that responded to the 2016 Korean Innovation Survey (STEPI). SPSS 25.0 was used to perform reliability, feasibility, and logistic regression analysis. The results are as follows. First, innovation activities have positive effects on enterprise product and process innovation performance. On the other hand, government support had the opposite results. Second, the collaboration of technology showed a positive effect on product innovation performance, independent of innovation acceleration and hindrance factors. Third, innovation activities showed a positive effect on process innovation performance, regardless of the innovation acceleration and hindrance factors. Unlike prior studies limited to technological innovation, this study analyzed the attitudes of enterprises toward innovation acceleration and hindrance factors. This study is expected to contribute to establishing a strategy for reducing the failure and risk of innovation due to its findings on how innovation performance varies by groups.

  • Large corporations and small and medium-sized enterprises businesses have tried finding cooperative partner models through win-win activity. In this study, certain factors were researched, which affect on the achievements by win-win activity of large corporative and SMEs from a standpoint of development by SMEs, the establishment of confidence, technical innovation and competence of value chain competence in order to enforce supplying value under the win-win activity. The result of this research presents that the achievement of win-win activity by large corporations and SMEs is related positively to developmental capability, cooperative culture, developmental innovation, innovation of process, outer technological innovation and value chain.

  • Companies strive to have the ability to flexibly respond to environmental changes in modern society with its rapidly changing business environment. That is, companies try to achieve the corporate performance by using a variety of strategies since companies that don't go along with changes in industry are likely to fall behind. Also, the corporate performance is a key element in national competitiveness, and government is willing to support companies to maximize their performance in various ways. This study examines whether there is a difference between corporate strategies and government policies according to the retention and the type of certification of innovation. The company's strategy configuration effort is largely divided into exploration and exploitation of external knowledge, while the government's policy is divided into direct support, indirect support, and financial support. The corporate performance is analyzed using technological performance; innovative perspective and the sales; and the actual corporate performance as proxy variables. As a result, the variable affecting the performance differs according to the retention of certification of innovation. The variable affecting the corporate performance differs according to the type of certification of innovation as well. Therefore, it was found that companies can achieve the corporate performance by considering the situation at hand and the differentiated action strategies depending on the type of certification of innovation.

  • The purpose of this study is to develop customized technological leadership camp programs in order that engineering students can be techno-leaders in the future. The camp programs were developed by systemic instructional design methodology. A framework of technological leadership was developed through literature reviews and cases analysis, and key competencies on technological leadership were drawn through needs analysis using importance-performance analysis. The participants for needs analysis were 202 engineering students in A university and 22 managers and directors in the companies cooperated with A university. Camp programs focused on key competencies on technological leadership were developed: basic course and advanced course. The programs modified through twice experts committee.

The impact of technology acquisition strategy on firm performance in Korean Medium size Enterprises (중견기업의 기술획득전략이 성과에 미치는 영향)

  • The purpose of study is to promote the development of medium size enterprises(MSE) by analyzing the causal relationship between technology acquisition strategy and firms' performance. In this study, we use the number of intellectual property, sales growth rates, and return on sales as proxy variables of technological and financial performances. This study includes internal R&D investment, cooperative R&D with academy, foreign technologies transferred, and their interaction effects as the independent variables. The results of study are as follows. Frist, R&D Investment, Foreign Technologies Transferred and their interaction effects are positively influence on technological performance. Second, Cooperative R&D with academy and the interaction effects of R&D Investment and Cooperative R&D with academy are negative influence on technological performance. On the other hand, all of the main independent variables and the interaction effects have non-significant relationships with financial performances. These results imply that technological innovation efforts of MSEs do not effectively increase their financial performances. Furthermore, technological supports of government and academy on MSEs' innovation do not effectively increase their innovation outputs. Finally, this study discussed its theoretical and practical implications and the limitations of the study.

The Success Factors on Private-Public Technology Collaboration of SMEs (중소기업의 산·연 기술협력 성과 영향 요인)

  • This study aims at examining the relationship among entrepreneurial orientation, absorption capability, alliance capability and cooperation performance in technological cooperation between SMEs and government-funded R&D Institutes. For empirical analysis, the study conducted a survey on total 2,895 SMEs participating in the technological cooperation programs operated by government-funded R&D Institutes, and collected 332 survey responses. Data were analysed using a structural equation model. Empirical results show that entrepreneurial orientation, absorption capability, and alliance capability influenced the performance of technological cooperation. In addition, alliance capability has a significant effect on absorptive capacity. In order for the technology cooperation between SMEs and government-funded research institutes being successful, efforts are needed to secure companies' entrepreneurial orientation, absorption capability and alliance capability that has the capabilities that SMEs needs for technological cooperation.

An emperical study on a cause of the gap between technological success rate and commercialization success rate on the government-funded R&D projects of SMEs (정부지원 중소기업 R&D과제의 기술적 성공률과 사업화 성공률 간 격차요인에 관한 실증연구)

  • In this study, we analyzed causal relationships between technology orientation and technological performance, between technological performance and commercialization speed on the government -funded R&D projects in 2009 for searching the cause of the big gap between technological success rate and commercialization success rate. In the result, technology orientation affected negatively on the technological performance, but the technological performance affected positively on the commercialization speed. These results mean that low technology oriented projects are easy to reach the selling step of products faster but they are not easy to attain a balanced income and outgo in contrast to the firms' own R&D. we found it was caused by a defect in the government's R&D support and management system.

Impact of Industrial Property Rights and Innovation Capabilities on Performance: Focusing on Venture Firm Confirmation System (산업재산권 및 혁신역량이 성과에 미치는 영향: 벤처기업확인제도 혜택을 중심으로)

  • In recent years, as support for venture companies and performance increase, investment scale increases. To support them goverment operates venture firm confirmation system as a part of a variety of policies. Many studies suggest venture confirmation system offer the practical assistance on performance of venture companies. However, simply venture firm confirmation system affects on performance of venture companies. This study sought to develop a theoretical research model about the impact of innovation capabilities and industrial property rights on venture companies' financial performance and technological capabilities through the venture company confirmation system. The following hypotheses were tested. First, the innovation capabilities of venture companies such as development capability, manufacturing capability, marketing capability, level of cost leadership, level of high added value, degree of clarity of business model, and degree of innovation of business model have a significant impact on the venture company confirmation system. Second, the industrial property rights of venture companies, such as the number of domestic industrial property rights, foreign industrial property rights, industrial property rights in domestic applications, and industrial property rights in overseas applications, do not have a significant impact on the venture business confirmation system. Third, the benefits of the venture business confirmation system, such as promotion of technology development, advertising effects, tax benefits, securing excellent human resources, financing and investment incentives, advantageous participation in government support systems, and deregulation, are related to the financial performance of venture businesses such as sales and operating profit., net profit and technological level. Lastly, it was confirmed that, except for research and development type venture companies, innovation capabilities and industrial property rights do not have a significant impact on financial performance and technological capabilities through the venture confirmation system. The implications of this study mean that in situations where a company's innovation capabilities are lacking, the supply and demand of the venture business confirmation system is weak. Therefore, in order to improve the benefits of the venture business verification system, it is necessary to operate the venture business verification system benefits mainly for companies with high corporate capabilities. Next, it means that industrial property rights are not related to the venture business confirmation system. Therefore, there will be no need to consider industrial property rights as an important matter in the certification of the venture business verification system. Lastly, the higher the level of benefits from the venture business confirmation system, the greater the company's performance and technological capabilities. Therefore, efforts should be made to utilize the venture business verification system in a way that can improve performance or technology through the benefits of the venture business verification system.
