  • More than 76% of occupational accidents occur in small and medium sized enterprises(SME) employing less than 50 workers, due to the lack of safety and health systems, and carelessness of workers and owners. Timely Technical Guidance(TTG) project of Korea Occupational Safety & Heath Agency(KOSHA) for SME was initiated to analyze and inform accident causes just after accidents occur. Improvement direction of TTG project is suggested through situation and performance analysis on TTG services conducted in 2012. KOSHA provided TTS services on 15,571 SMEs(suffering at least one accident in 2012), through which the working day losses from recurrence resulted in 19.0%p, 14.5%p and 31.3%p decreases in manufacturing, services and construction businesses, respectively.

  • The three main purposes of this paper are to (1) identify critical success factors(CSF's) for electronic commerce(EC), (2) investigate the explanatory power of these CSF's on firm performance, and (3) compare differences in evaluating CSF's and explaining impact of CSF's on performance between Korean and U.S.A. EC managers. Through a literature review and interviews with managers in EC firms, a list of 16 CSF's consisting of 111 items was compiled. In the second stage, questionnaires were administered to managers of EC companies in Seoul, Korea and Texas, U.S.A. Survey results show that CSF's have very significant explanatory power for firm performance in both Korean and U.S.A. While security, privacy, technical expertise, information about goods/services, and variety of goods/services are the most explanatory CSF's in Korea, evaluation of EC operations, technical expertise, and ease of use show most explanatory power in U.S.A. This analysis confirms the fact that customers use EC if they feel comfortable about navigating EC for information about a variety of goods/services without technical difficulty and in a secure and private way.

  • The main purpose of this research is to measure and analyze how productive the health centers are and how much inputs(or outputs) in the inefficient health centers should be decreased(or increased) for efficiency. The evaluation of the performance of health centers gives a strong incentive to improve resource allocation in regional health planning. It has been, however, implemented very rarely until now. In this regard, this paper measures the performance of the health centers with a single indicator for multiple-outputs in terms of productivity(technical efficiency), based on Data Envelopment method. The 20 Kyungnam health centers which provide clinic services and specific primary health care services were analyzed. The results show that 50.0% of 20 health centers were productive with respective to overall technical efficiency, 65.0% were productive for pure technical efficiency, and 50.0% for scale efficiency. The inefficient group includes Geoje, Mahsan, Miryang, Sahchun, Tongyoung, Gosung, Nahmhae, Euryang, Hahmahn, Hahbchun health centers. The worst case was identified as Tongyoung health center which represented a 47.5% efficiency, compared with productive health centers. The empirical results for input-output analysis indicates that the low-productive health centers have excessive manpower in administration department, producing low outputs in clinical services and vaccination program. These findings imply that a systemic evaluation of the performance of the Korean health centers and the subsequent structural reform are strongly required.

  • Purpose: This study aims to determine the online shop service performance of fresh food products distribution, consumer motivation, and their relationship during the COVID-19 pandemic. Research design, data, and methodology: A survey was conducted online using Google Forms on 100 consumers of TaniHub application users. Data in the form of scale were analyzed descriptively to explain the service performance and consumer motivation. The service performance consists of technical services and marketing services. Technical service indicators consist of payment, delivery, and products. Meanwhile, the marketing service indicator consists of promotions and prices. The consumer motivation is characterized by reference, actualization, and lifestyle. The relationship between the two was analyzed using Spearman's rank correlation. Results: The most consumers are millennial generation who were active in social media. They are employees with Bachelor's and Master's qualifications and included in the middle economic groups. TaniHub online shop had good technical and fair marketing performance. The motivation of online shop consumers of fresh food products through the TaniHub application was high. Conclusions: The findings discovered a significant relationship between online shop service performance and consumer motivation. It indicates the need for improvement in marketing services, especially promotions, to improve the performance of this e-agribusiness company.

  • The recently revised "Telecommunications Business Promotion and Personal Data Protection Act" is an important legal milestone in promoting the Korean telecommunications infrastructure and industry as well as protecting individuals' personal data and individuals' rights to privacy. Special characteristics of information security and privacy protection services including public goods' feature, adaptiveness, relativity, multi-dimensionality, and incompleteness, are reviewed. The responsibility of chief security/privacy officers in the IT industry, and the fairness and effectiveness of the criminal negligence in the Telecommunications Act are analyzed. An assessment of the rationale behind the act as well as a survey of related laws and cases in different countries, offers the following recommendations : i) revise the act and develop new systems for data protection, ii) grant a stay of execution or reduce the sentence given extenuating circumstances, or iii) use technical and managerial measures in data protection for exemption from criminal negligence.

  • This study attempts to present specific technical measures and case models to meet the needs of caregivers and maximize the effectiveness of senior care facilities by utilizing Wellness IT Service. IT services for supporting elderly care need to go beyond productivity and efficiency and now require the new choice and standards to satisfy the Wellness concept of well-being and happiness. Therefore, this study explores to develop the existing human-based service into the Wellness IT Service by utilizing IT based Wellness in the elderly care facility and thereby to improve the quality of elderly care service. Therefore, this study analyzes the relevant research background and the various feasibility of technical applications of Wellness IT service, and review the new value creation in the elderly care facilities. Lastly this study provides a new foundation for Wellness architecture and a service model for using Wellness IT infrastructure of the elderly care facilities.

  • This paper deals with the creation of multicast trees in a differentiated services (DiffServ) domain. Initially, we model the integration problems of multicast & DiffServ and give a general de-scription of our framework for multicast provisioning in DiffServ domains. Within this framework, we introduce a novel heuristic algorithm which calculates the multicast trees efficiently. The multicast tree's format and the bandwidth constraints per service class are modeled. The heuristic is based on the Dijkstra's shortest path algorithm and aims to produce the cheapest possible trees (Steiner tree problem) that conform to the defined model. The produced trees can be considered as DiffServ-customized Steiner trees. Furthermore, we evaluate the algorithm with theoretical and experimental analysis and finally, we present our conclusions.

  • The purpose of this study is how personal information violation risks affect the intention to use domestic cryptocurrency services. VAM(Value based Adoption Model) model is validated as a theoretical background, selecting perceived ease of use, perceived usefulness and perceived security as a benefit factors, and considers perceived cost, technical complexity, and risk of personal information violation risks as sacrifice factors. The method of this study used questionnaire survey to collect 150 data on user's perception on cryptocurrency services, and also performed a structural equation modeling method using by AMOS 23. The result of this paper shows that all hypotheses are accepted statistically significant except 2 hypothesis. This research is concluded that perceived value is affected on statistically positive impact on perceived ease of use, perceived usefulness and perceived security, and negative impact on risk of personal information violation risk, not statistically perceived fee and technical complexity.
