Influence of National Culture on Staff Preferences to Knowledge Sharing Practices: the Case of Saudi Arabia

  • A number of practices for sharing knowledge has been recommended in the literature. These practices, however, are considered to be applicable, universally. This assumption is challenged by this paper which empirically explores the relationship between national culture and knowledge sharing practices in the context of procuring educational buildings in Saudi Arabia. The paper reports on a research study with the aim to identify whether national culture dimensions could be significant variables that impact upon staff preferences in relation to project knowledge sharing practices. The paper critically reviews the literature to identify appropriate measures for knowledge sharing practices. It explores the means by which public sectors professional exchange project knowledge; evaluates policies and level of technical support needed to facilitate knowledge sharing, then proceeds to how employees perceive the benefits they will gain by practicing project knowledge sharing, and their role in this process. The paper tests the relationships among the research constructs based on data collected from 115 project managers responsible for the procurement of educational buildings in Saudi Arabia. The paper provides empirical evidence that the national culture has a significant influence on staff preferences. In light of the research findings the paper concludes with practical recommendations for project knowledge sharing practices that are in line with staff preferences and their cultural orientation. The recommendations should facilitate a more effective application of knowledge sharing practices.

The Effect of Teacher's Business Knowledge Distributions on School's Academic Achievement

  • Purpose: Business education is in high demand whereas knowledge is critical for an individual's professional development in general, and for teachers in particular. In this research, the effect of the distributions of teachers' business knowledge on schools' achievement were investigated. Research design, data and methodology: This study employs a quantitative method to investigate the level of business knowledge distributions of teachers on schools' achievement. 155 business studies subject teachers were categorised into 66 respective schools to measure the correlation and regression between teachers' business knowledge distribution and schools' achievement. Results: The results of the study show that there is a significant relationship between school achievement from the aspect of teachers' business knowledge distributions, with the score of, r = 0.345, p < 0.05. The value of R2 shows a moderate relationship between the teachers' knowledge distributions on school achievement but still plays a role in determining the measurement of the school's level of achievement. Conclusions: It is concluded that the relationship between teacher's business knowledge and school achievement in the subject of Business Studies is significant. This study proves that the teacher's knowledge about business is very important in guaranteeing the success of students who took this subject.

A study of the improvement of the national technical qualification practical evaluation method for National Competency Standards in the seed and horticulture industry

  • The purpose of this study was to suggest an improvement plan ultimately to develop practical evaluation methods for national technical qualifications in the field of seeds and horticulture based on the National Competency Standards. Through this, national technical qualifications can be strengthened in terms of professionalism in the seeds and horticulture field. In order to conduct this study, the national technical qualification currently in use was matched to certain competency units and competency unit elements of National Competency Standards. We then visited an industrial site to understand the practical factors related to the technical, facility and equipment aspects of the seeds and horticulture industrial field, after which a practical evaluation exam was developed. Also, for a feasibility study, a pilot test assessment was conducted for students majoring in seeds and horticulture, with a survey also conducted with field experts and an advisory committee consisting of experts in seeds and horticulture. Based on the results, by suggesting an improvement plan for a practical evaluation method leading to better national technical qualifications in the field of seeds and horticulture, it was shown to be possible to improve knowledge, technical, and literacy aspects. This can lead to the training of outstanding technical professionals. Ultimately, the results here are expected to contribute to the improvement of the seeds and horticulture industry.

  • It can be said that indicator of national competitiveness in 21C knowledge-based society is a ability to create various values of knowledge. Investment of R&D in Korea is located at very high position in the world, and RAND Corporation classified Korea as a industrialized country in science & technology fields because of having potentiality to future technology with major industrialized countries. But globalization status of science and technology is badly lower position among OECD nations. To disseminate Korea's scientific and technical information in the world, this paper's purpose is to examine efforts of non-english speaking countries. And it introduces KoreaScience, gateway to scientific and technical information in korea.

Functional Requirements of Data Repository for DMP Support and CoreTrustSeal Authentication

  • For research data to be shared without legal, financial and technical barriers in the Open Science era, data repositories must have the functional requirements asked by DMP and CoreTrustSeal. In order to derive functional requirements for the data repository, this study analyzed the Data Management Plan (DMP) and CoreTrustSeal, the criteria for certification of research data repositories. Deposit, Ethics, License, Discovery, Identification, Reuse, Security, Preservation, Accessibility, Availability, and (Meta) Data Quality, commonly required by DMP and CoreTrustSeal, were derived as functional requirements that should be implemented first in implementing data repositories. Confidentiality, Integrity, Reliability, Archiving, Technical Infrastructure, Documented Storage Procedure, Organizational Infrastructure, (Meta) Data Evaluation, and Policy functions were further derived from CoreTrustSeal. The functional requirements of the data repository derived from this study may be required as a key function when developing the repository. It is also believed that it could be used as a key item to introduce repository functions to researchers for depositing data.

Development of Long and Short-run Educational Programs for U-turn Farmers (U 턴 귀농자 장${\cdot}$단기 교육프로그램 개발)

  • The purpose of this study was to develop long and short-run educational programs for u-turn farmers based on their need assesment. This study was conducted by review of literature and surveys. Subjects of this surveys were 310 participants of agricultural training programs developed by the Rural Development Administration for u-turn farmers in 1997 and 1998. According to major findings, many participants were faced with problems such as financial shortage, deficiency of farming skills, difficulty of marketing, new neighbours unfavourable gazing and farm labour shortage. These problems could be classified into the problems at their preparing stage and the problems of adjusting stage in their farms. And also the participants suggested that educational programs for them contain knowledge based teaching and technical practices with focus on their problems solving. With their suggestion various knowledge and technical modules were selected. Using these module several kinds of long and short-run educational programs could be developed.

Innovation Capability Building through Overseas Direct Investmnet: Samsung's Camera Business (해외직접투자에 의한 기술혁신능력의 강화 : 삼성항공의 카메라사업)

  • This study explores building process of innovative capability through overseas direct investment (ODI) by taking the camera business of Samsung Aerospace Industry (SAI) as a case. SAI with less than 20 years history has pursued an aggressive ODI and developed its own camera models. It acquired Rollei in Germany and Union in Japan in 1995, for acquiring advanced technology. Several factors leading to the success of SAI's innovative cability building were taken into consideration. First, SAI effectively absorbed technological knowledge by exchanging technical personnel with foreign partners. Second, it chose right partners with the complementary knowledge required for advancing its technological capability. Third, it strengthened its competrnce to satisfy the technical standards of the partner dompanies in OEM trade relations. Fourth, it successfully formed a global marketing network in which subsidiary companies plays a central role in each region. Finally, SAI successfully addressed the factors of mutual respect between partners in order to let its partners to be confident in their ventures.

  • A prototype expert system for normal concrete mix design was developed using an technical consulting system development tool, EXSYS Professional. The knowledge contained in the system was obtained from the standard specifications of Korea Concrete Institute, American Concrete Institute and from the related British Standards. The knowledge base and user interface will be expanded to cover wider scopes of the problems. If the system is successfully developed as an operational system, it will produce a great deal of economic benefits by reducing the time and money needed to obtain an expert's judgement and experience in decision making for repetitive tasks related to concrete mix proportions.

Evaluation of Regional Knowledge Innovation System in China: An Economic Framework Based on Dynamic Slacks-based Approach

  • The paper proposes a knowledge innovation performance model by the dynamic data envelopment analysis with slacks-based measure approach for evaluating the effectiveness of 30 regional knowledge innovation activities in China from 2010 to 2016. In recent years, China has paid more attention to knowledge innovation activities, as central and local governments have pushed on with their innovation projects by lots of investment whatever the difficulties may be. Decision-maker is usually interested in judge its knowledge innovation performance relative to target benchmark by exploring whether one provincial administration region performs better among others and/or if the growth of economy will be benefited greatly by the knowledge innovation activities. To acquire the managerial insight about this issue from a comprehensively designed performance evaluation model, knowledge innovation activity is conceptualized as an intertemporal production process. Invention patent and regional gross product are imposed on desirable outputs, highlighting the need for knowledge economy. The empirical result shows that knowledge innovation has a positive effect on economic development. At the same time, decision-maker should be interest in the economic effect of patents' type and quality. The government should then encourage new technical applications with greater commercial value from a market-oriented perspective, in order to benefit the most from the innovation process in the short-run.
