A Study on the ILS Development & PLS Method for SI Weapon System based Commercial Items (상용품 기반 SI 무기체계의 효과적 ILS 개발 및 후속군수지원 방안)

  • Recently, the development of weapons systems in conjunction with the Fourth Industrial Revolution has increased the number of weapon systems that integrate individual commercial systems by actively incorporating the superior fields of private commercial technologies. In the case of such commercial product-based weapons systems, however, the development of ILS elements across all areas, such as technical manual, military field maintenance support equipment, interactive electronic technical manual (IETM), and Computer Based Training (CBT) development, and weapons system Reliability, Availability, Maintainability(RAM) target values, and logistics support analysis (LSA) was requested to expand the level of development by developers. The commercial product-based System Integration (SI) weapon system will be able to complete the comprehensive military balance for complementing and effective maintenance of the military and developers only when the ILS development, which is limited to the essential elements of the required group, Request For Proposal (RFP) and Post-Logistics Support (PLS) directions were applied in the framework of outsourcing maintenance implementation. As a result, by checking the operation status of current weapons systems, the logistics support of commercial product-based weapon systems selected outsourcing as the basic policy that is decided based on the development requirements, focusing on maintaining operation through a rational decision-making process, and presented a plan for applying the development plan to the RFP for the determined core elements and PLS.

A Study on the international case studies for SEA follow-up (전략환경평가 사후관리 해외 사례 분석)

  • This study analyzed international case studies on Strategic Environmental Assessment (SEA) follow-up and suggested implications based on the study's findings to aid implementation of SEA follow-up in Korea. SEA requires follow-up in order to identify unforseen adverse effects and enable appropriate remedial action to be taken. Tool kits and methodological framework for effective SEA follow-up are only being researched recently. Based on the study's findings, following implications for implementing SEA follow-up in Korea were drawn. First, the system of carrying out SEA follow-up would be different depending on the PPP topic. During the scoping stage, significant impacts should be identified according to the PPP topic, and thus help determine the indicators to be developed in the later stage. Secondly, responsibility, method, time, intervals and actions from SEA follow-up may vary depending on the target SEA consultation. Thirdly, the indicators of SEA follow-up may be considered together with various environmental standards and current political, social and economic indicators which are a big issue in society. Fourthly, SEA follow-up can be used as an integration system of its target planning and environmental planning. Finally, SEA feedback system should be needed. The result of SEA follow-up should be used for target PPP. These would lead to improvements to the target PPP. If SEA follow up is successfully implemented and actively carried out for domestic PPPs, Korea can be a step closer to realization of sustainable development.

Improving the Ownership Regulation in the Broadcasting Industry (방송사업의 소유겸영규제 개선)

  • This paper uses the horizontal regulation system as the base analysis framework. The study clearly defines the regulatory goals of the followings: the horizontal cross-ownership regulations on program provider (PP) and platform provider, the vertical regulation on cross-ownership between PP and platform operator, the regulation on cross-ownership of program provider by terrestrial broadcasting company, and the regulation on cross-ownership between terrestrial broadcasting company and platform provider. Then, by analyzing the conformity between goals and criteria of regulations and the adequacy of the regulation level according to regulatory purposes, this paper examines the justifiability of each regulation and extracts improvement measures that suite regulatory purposes. This analysis finds following appropriate measures: replacing the horizontal cross-ownership regulation on PP with conduct regulations, such as designating major broadcasting programs or replacing the current criterion of cross-ownership regulation from sales to the audience market share; reshaping the horizontal cross-ownership regulation on platform provider so that system operator (SO), satellite broadcaster and Internet protocol television (IPTV) operator would be applied by the same regulation based on the number of subscribers of pay television services; and discontinuing other cross-ownership regulation. In this way, the study shows that with appropriate regulations on cross-ownership of PP, there would be no need for additional regulation on vertical integration between PP and platform operator. On the other hand, given that the regulation on terrestrial broadcasting cross-ownership of PP could be justified only by regulatory purpose of the protection of the diversity of public opinions, it would be desirable to replace the current criteria of the number of PPs with the criteria of the audience market share. Lastly, the study shows that when platform operator is targeted by the cross-ownership regulation based on the number of subscribers of pay television services, the regulation on cross-ownership between terrestrial broadcasting company and platform provider should be replaced with conduct regulations, such as designating must-offer channels and major broadcasting programs.

  • This study analysed theory and application of holistic innovation policy in the 3rd generation innovation policy with cases of Finland and Korea. Innovation policy areas of both countries are expanding from simple goal of economic development to extensive goals such as sustainable development, quality of life, balanced growth etc. Also administrative system changed in order to let technical innovation on the center of national operation and reorganized relation and structure of relative policies like manpower, education, region policy. Particularly, Korea is in embryo standing for S&T driven society since Noh's government. But, there are differences in embodiment degree and feature between both countries. Finland reinvigorate field of public opinion due to corporatism tradition as a Scandinavian institution. Government support system developed co-program and co-policy beyond territory of individual ministry to raise policy effectiveness. However, concept of the Korean innovation policy is ahead of the times but maintained framework of developing country. And there is no active participation of private sector and civil society because transition process accomplished on the top-down method, It could hardly progress toward transition in spite of various efforts to carry out a reform.

  • Identifying user requirements efficiently and reflecting them on the existing system is very important in a rapidly changing web and mobile environments. This study proposes the strategies to refining requirements and to prioritizing those refined requirements for changing of web and mobile application based on user requirements (e.g. mobile application comments, Q&A, reported information as discomfort factors). In order to refining the user requirements, those requirements are grouped by using the advancement of the software business of the Forum of standardization and the existing configuration-based programs. Then, we mapped them onto the PIECES framework to identifying whether the refined requirements are correctly reflected to the system in a way of valid and pure. To determine the priority of refined requirements, first, relative weights are given to software structure, requirements and categories of PIECES. Second, integration points on each requirement are counted to obtain the relative value of partial and overall score of a set of software structural requirements. In order to verifying the possibility and proving the effectiveness of proposing technique in this study, survey was conducted on changing requirements of mobile application which have been serviced at S University by targeting 15 people of work-related stakeholders.

A Study on the Integration of Information Extraction Technology for Detecting Scientific Core Entities based on Large Resources (대용량 자원 기반 과학기술 핵심개체 탐지를 위한 정보추출기술 통합에 관한 연구)

  • Large-scaled information extraction plays an important role in advanced information retrieval as well as question answering and summarization. Information extraction can be defined as a process of converting unstructured documents into formalized, tabular information, which consists of named-entity recognition, terminology extraction, coreference resolution and relation extraction. Since all the elementary technologies have been studied independently so far, it is not trivial to integrate all the necessary processes of information extraction due to the diversity of their input/output formation approaches and operating environments. As a result, it is difficult to handle scientific documents to extract both named-entities and technical terms at once. In this study, we define scientific as a set of 10 types of named entities and technical terminologies in a biomedical domain. in order to automatically extract these entities from scientific documents at once, we develop a framework for scientific core entity extraction which embraces all the pivotal language processors, named-entity recognizer, co-reference resolver and terminology extractor. Each module of the integrated system has been evaluated with various corpus as well as KEEC 2009. The system will be utilized for various information service areas such as information retrieval, question-answering(Q&A), document indexing, dictionary construction, and so on.

  • Broadband Convergence Network(BcN) is a critical infrastructure to provide wired-and-wireless high-quality multimedia services by converging communication and broadcasting systems, However, there exist possible danger to spread the damage of an intrusion incident within an individual network to the whole network due to the convergence and newly generated threats according to the advent of various services roaming vertically and horizontally. In order to cope with these new threats, we need to analyze the vulnerabilities of BcN in a system architecture aspect and classify them in a systematic way and to make the results to be utilized in preparing proper countermeasures, In this paper, we propose a new classification of vulnerabilities which has been extended from the ITU-T recommendation X.805, which defines the security related architectural elements. This new classification includes system elements to be protected for each service, possible attack strategies, resulting damage and its criticalness, and effective countermeasures. The new classification method is compared with the existing methods of CVE(Common Vulnerabilities and Exposures) and CERT/CC(Computer Emergency Response Team/Coordination Center), and the result of an application to one of typical services, VoIP(Voice over IP) and the development of vulnerability database and its management software tool are presented in the paper. The consequence of the research presented in the paper is expected to contribute to the integration of security knowledge and to the identification of newly required security techniques.

Improvement of Basic Design Process for Submarines by Integration of SE-Based Technical Review and Requirements Management Process (SE 기반 기술검토 및 요구사항 관리 프로세스의 통합을 통한 잠수함 기본설계 프로세스의 개선)

  • Military vessels are complex weapon systems consisting of various integrated onboard equipment. Since their acquisition of military equipment takes a long period of time and a prototype ship is deployed and tested, vessel development has relied on its proprietary process. However, due to the growing complexity of onboard equipment technology, application of systems engineering (SE) process has become indispensable. Nonetheless, an effective design process complementing the existing design with the SE has not yet been developed. As such, we have studied an improved basic design process for submarines based on SE. To do so, we analyzed the processes for the basic design, technical review, and requirement management. Included reviews and requirements are SRR, SFR and PDR, and SSRS, SSS, and SSDD. By combining the results in the SE framework, we built an improved basic design process that can be applied in parallel with the SE-based technical review and requirement management. To assess the process, we applied our proposed model to the submarine development undergoing the basic design phase. It is possible to effectively manage the requirements, design artifacts and improve traceability, and also utilize them as test and evaluation materials. The SE-based basic design process is expected to be useful in other kinds of vessel design.

  • In recent years, China has gradually made clear its decision to modernize the governance system and governance capacity of the government by the virtue of digital transformation. As for the smart prison, as a penal institution of the state, technological reform is a key element in the sustainable development of smart prisons; however, relying on technology does not necessarily lead to a better service experience. Service design concept, as a coordinator of technology and social sustainability, needs to be adapted to the technological integration of smart prisons and to the needs for service design in the prison context in a new mode of thinking about services. This paper takes the development of the Jail Pay financial services system, one of the twelve sub-systems of the Smart Prison, as an entry point to explore the characteristics and shortcomings of the service design approach in achieving sustainable service innovation in the Smart Prison, it proposes an experience-based lead collaborative design (EBLCD) that is suitable for the specific needs in the prison context. The EBLCD is a theoretical framework and practical experience for sustainable service innovation in the construction of smart prisons.

The Present and Future of Service Science (서비스학의 현재와 미래)

  • This study analyzes the past and present of service science research as a central discipline that will lead a new economy and society, and presents a guide for future research. In the 21st century, service research has developed into a new discipline that is different from the existing service studies. Service science is a discipline that collectively refers to all research related to services. This study analyzes this development process and suggests the direction of future service science research. First, we analyze the research before the birth of service science, an early model of service studies. And the early research on the birth of service science is analyzed. Through this process, the service science framework that expanded and developed the initial service science is analyzed. We introduce each field of service science, which is a new innovation of the existing academic system from a modern perspective, and analyzes the structure of the service philosophy that is the basis of independent academic fields. And we suggest the future direction of service science research. The direction of paradigm innovation research of existing individual disciplines is presented first. As an example, innovation from existing business administration to service business administration is introduced. We also suggest a new economic and social system research direction that requires the convergence of multiple academic fields. Finally, we present a direction for multidimensional, broad-based convergence research. We suggest that the future of service science can be the process of reverting back to integration and convergence, centered on humans and the world, of the disciplines that have continued to diverge in the history. We present a model in which all disciplines are reintegrated into service science as the Eastern and Western spirits converge.
