The effort to measure and improve the quality of healthcare is a common health policy issue worldwide. Korean Value Incentive Programme is one of that effort, but some concerns exist. Compared to pay for performance program in other countries, it measures healthcare quality with relatively narrow performance domain using a small number of clinical indicators. It was designed without involving hospitals and other key stakeholder, and program participation was mandated. Highest and lowest performers get bonus and penalty using relative ranking. As a suggestion for development, the direction for quality management at the national level should be given first. Therefore the philosophy or strategy for quality improvement should be reflected to the program. And various domains and indicators of healthcare quality should be developed with active communication with healthcare providers. The evaluation method is necessary to be changed to provide achievable goal to the healthcare providers and attract quality improvement.

In this paper, a research was carried out to extract the more concrete and systematic method for the safety management of skyscraper construction. Here, the most risky processes in the construction of skyscrapers were extracted through the general risk evaluation for safety management processes and their characteristics and trends were analyzed for the suggestion of safety management methods and safety inspection factors in the construction of skyscrapers, as well as for the suggestion of prevention measures for major disasters. The result of this paper will be well used as a basic data in establishing the manual necessary for executing the construction of skyscrapers more safely than the present where there is no specific direction for the safe management of skyscraper construction yet.

Dynamic compaction is the ground improvement method by applying the impact energy. This impact energy can damage to adjacent structure in urban area. Therefore, if dynamic compaction method is applied, careful attention should be payed to surrounded structures. In this study, the method was performed in waste landfill and the frequency of vibrations were measured according to each distances, drop-heights, and vibrating directions. The measured data show that particle velocity bas low frequency and it is greatest in longitudinal direction. There was little differences between Maynes suggestion and measured data. Therefore, Maynes suggestion can be adopted if the range of vibration can be predicted. Also, It was found that minimum 45m distance is needed in order to satisfy the administrative code if dynamic compaction method is applied.

Although information communication technology (ICT) has been one of the most important infrastructures for our societies, it is still considered as a kind of black box having a barrier to be accepted and being not easily understood. Nevertheless, there are no proper research models or theories for explaining older adults' ICT uses. The objective of this study is to suggest a direction for studying older adults' ICT using behaviors. For this purpose, based on the review and analysis of current studies, main research issues are discussed and a new research framework for the research of older adults' ICT use, Silver ICT users Life Cycle(SILC), is suggested.

It is true that Aircraft accident investigation organization of Republic of Korea does not have independent role structurally and administratively. Also, in the event of an aviation accident it does not take the appropriate response and post-institutional measures for victims and their families support. With aware of this fact and to improvement this research paper present approach direction and suggestion of issues and implications for those by researching the operational practices of the United State's Victim Family support.

As a channel is shared in upstream direction, a Dynamic Bandwidth Allocation(DBA) algorithm is necessary for Ethernet Passive Optical Network(EPON) to allocate bandwidths effectively. In this paper, we proposed a algorithm of DBA using a new Proportional Factor and analyzed it.

More efficient use of the battery pack is dependent upon how to measure the remaining capacity of the battery accurately. Among various measurement methods, the basic correction measurement method has still been a hot research topic area to reduce the errors. In this paper, the problems of the existing methods have been investigated and the research direction for measuring more accurate remaining capacity has been suggested by applying the numerical simulations in the future.
