  • Since the inception of the Paris Memorandum of Understanding 1982, Port State Control has been recognised as one of the most effective measures available to eradicate substandard shipping from the oceans of the world. This paper explains the basis, genesis and developmt of cooperative arrangements in Port State Control, and aims to suggest that Korea government and shipwoners should be ready to response to the adoption of cooperative arrangement in Port State Control of Asia-Pacific region.

  • Past earthquakes have signaled the increased collapse vulnerability of mainshock-damaged bridge piers and urgent need of repair interventions prior to subsequent cascading hazard events, such as aftershocks, triggered by the mainshock (MS). The overarching goal of this study is to quantify the collapse vulnerability of mainshock-damaged substandard RC bridge piers rehabilitated with different repair jackets (FRP, conventional thick steel and hybrid jacket) under aftershock (AS) attacks of various intensities. The efficacy of repair jackets on post-MS resilience of repaired bridges is quantified for a prototype two-span single-column bridge bent with lap-splice deficiency at column-footing interface. Extensive number of incremental dynamic time history analyses on numerical finite element bridge models with deteriorating properties under back-to-back MS-AS sequences were utilized to evaluate the efficacy of different repair jackets on the post-repair behavior of RC bridges subjected to AS attacks. Results indicate the dramatic impact of repair jacket application on post-MS resilience of damaged bridge piers-up to 45.5 % increase of structural collapse capacity-subjected to aftershocks of multiple intensities. Besides, the efficacy of repair jackets is found to be proportionate to the intensity of AS attacks. Moreover, the steel jacket exhibited to be the most vulnerable repair intervention compared to CFRP, irrespective of the seismic sequence (severe MS-severe or moderate AS) or earthquake type (near-fault or far-fault).

  • This study intends to identify the difference of socio-economic characters and housing welfare needs between housing poverty types and to know the independent effects of variables on the housing poverty types. It was revealed that the double housing poverty household, housing below facility standard, unaffordable housing with low income, housing below structure performance environment standard, housing below area standard and housing below room standard should be supported one by one. And the variables related with the housing poverty types are different Suggestions were made for housing welfare policy for the double housing poverty, the control for rental housing market, the policy considering income level for unaffordable housing, the housing policy for the disable household.

  • Housing development, particularly apartment buildings, has been increasingly growing due to the construction promotion policy of the government since the 1980s. However such a volume-oriented policy results in unfavorable side effect of substandard quality and early deterioration in line with the expansion in volume. As part of measures to deal with the problems, rebuilding and remodeling have surfaced as alternative recently. Remodeling is expected to create the more benefits, compared to the rebuilding, in cost, efficiency and duration. To come up with the solution to such a challenge, it's necessary to analyze the influence factors of remodeling. Hence, the study was intended to compare the remodeling in the aspect of influence factors. The results of this study is expected to the propose of effectual management factors of the remodeling construction.

  • This paper discusses an optimal burn -in procedure to minimize total costs based on the assumption that some of the components are weak for stress and deteriorate faster than the main components. The procedure will define the costs of burn-in errors. An ideal burn-in consists of process in which all weak (substandard) components and no main (standard) components fail. In practice, the burn-in errors could occur for some reasons. For example, it is impossible to eliminate all weak components through burn-in, due to a nonzero proportion of defectives of the components. Probability model and cost function model are formulated to find the optimal burn-in time that minimizes the expected total cost. Several examples are included to show how to use the results.

  • Seafarers are one of the main engines driving economic growth in the maritime sector. The International Maritime (IMO) Organization estimated that there were approximately 1.5 million seafarers around the world engaged in international trade in 2012. Data have shown that human casualties in maritime accidents around Japan have shown an increasing trend over the last ten years. One cause is human error, which is inseparable from the human element that influences mariner's decisions and actions. The Personal Identification (PIN) Safe method is one way to systematically identify substandard and unsafe actions by considering the error taxonomies associated with various scenarios for a maritime system. The results are based on analysis of the role of the human element in commonly reported unsafe actions when interacting with equipment and other systems. Furthermore, patterns of influencing shaping factors were observed on the basis of data processing; the aim of this study was to promote safety culture and provide an opportunity to improve safety at sea.

  • The Friction spot dissimilar welding of galvanized steel/Al6061-T6 was performed to investigate the mechanical characteristics of the joints. The presence of thin film of aluminum oxide on the surface and melting of zinc in the coating, made substandard joint characteristics for dissimilar Friction spot joining(FSJ) performed with out removing the coating. Where as, for dissimilar FSJ of galvanized steel/Al6061-T6 after removing the coating, superior agitation and welding quality has been obtained for a configuration of galvanized steel as the upper plate and Al6061-T6 as lower plate. The results from tensile tests and microscopic examination for various combinations of the welding parameters have been presented.

  • The Memorandum of Understanding (MOU) is the document of intent signed between the Port States Control(PSC) to undertake a uniform as agreed. Though the MOU is not a legally binding, in case where the agreed items are violated without a just cause, the denunciation will follow. International Maritime Organization (IMO) and regional MOUs have been making amendments and reinforcing the relevant requirements, so that port State Authorities can effectively eradicate the substandard vessels. However, the various problems have arisen due to the existence of different requirements of each MOU, the lack of information exchange between each MOU, the lack of uniform PSC implementation within the same MOU and the lack of adequate system due to the short history of MOUs. In this paper, the MOU records for three years (1999∼2001) were analyzed according to each MOU, type of ship, deficiency code, classification society, the number of inspected ships and the number of detained ships to assess the problems (Statistics during 2002 will be published after August 2003). The purpose of this study is to help better understand the PSC activities within each MOU and to establish effective countermeasures by grasping the problems that exist in the PSC at present.

  • The purpose of this study is to measure how English immersion classes affect students. This study seeks to answer two questions. First, will the young learners gain an international sense? Second, will the students learn English naturally without having to be sent abroad to an English speaking country? Several kinds of immersion programs have been designed and implemented in Korea. However, many students have felt great stress and mental pressure in the immersion programs. Students find the programs stressful because English must be used at all times. In this paper, two groups of elementary school students are compared: one being the control group and the other being the experimental group, an immersion class. The results show that the mental health problems, sensitivities, and rates of depression in the immersion group are greater than those of the students in the control group. Therefore, the immersion students' overall mental health is substandard. The negative effects of lethargy and depression are made worse when they are placed in English only environments. The results indicate more attention should be focused on respecting and understanding the students' overall mental health when teaching them English.

  • The research purpose for this study is to evaluate the quality of the KOLIS-NET DB which builded bibliographic data of the holding collections of nationwide public libraries. The quality evaluation of the KOLIS-NET DB was inspired by the successful experience from researches precedent and tried to approach the case study focuses on six quality dimensions : coverage, duplication. currentness. accuracy, consistency completeness. The study verified comprehensively the quality of the KOLIS-NET DB through a quality evaluation model and analyzed the factors causing such inferior and substandard bibliographic records in the KOLIS-NET DB. Based on the results of the quality evaluation, the quality improvements of the KOLIS-NET DB was suggested.
