Estimation of National Loss Expenses to Insufficient Safety Inspection and Precision Safety Diagnosis (부실 정밀점검 및 정밀안전진단의 국가적 손실비용 추정)

  • National major facilities have been rigorously investigated using regular safety inspections and precision safety diagnosis since the Special Law for Facilities Safety Management was made in 1995. However, the process of safety inspection and precision safety diagnosis could be doubted due to intervention of facility owner for safety level evaluation, competition to obtain low price order, and low technical skills of inspection companies. Although the management processes for evaluating the inspection companies were used for several years, the process should continue to improve in the safety inspection field. This study analyzed the recent evaluation system and the ratios of insufficient inspection. Estimation of national loss expenses to the insufficient safety inspection was investigated to recognize the necessity for the improvement of facility inspection process and evaluation system.

A Development of Condition Evaluation Standard Considering Structural Characteristic for Members of LNG Outer Storage Tanks (LNG 외조 저장탱크의 구조적 특성을 고려한 상태평가 기준 개발)

  • South Korea is the world's second-largest importer of LNG and possess about 70 tanks which are in operation by 2017. Thirty years as the design warranty period have exceeded since LNG storage tanks as the core facility of LNG industry were constructed in 1986. The LNG storage tank is under precision safety diagnosis from 2014 due to urban gas business act amendment. There is no criteria of condition evaluation for outer tank of LNG storage tank at the time of precision safety diagnosis. Through analysis of structural characteristic of LNG storage tank and civil structure condition evaluation standards, the criteria of condition evaluation for main members was developed. The criteria of objective condition evaluation can improve safety and reliability of LNG storage tank and suggest matenance criteria.

A fuzzy expert system for diagnosis assessment of reinforced concrete bridge decks

  • The lack of safety of bridge deck structures causes frequent repair and strengthening of such structures. The repair induces great loss of economy, not only due to direct cost by repair, but also due to stopping the public use of such structures during repair. The major reason for this frequent repair is mainly due to the lack of realistic and accurate assessment system for the bridge decks. The purpose of the present research was to develop a realistic expert system, called Bridge Slab-Expert which can evaluate reasonably the condition as well as the service life of concrete bridge decks, based on the deterioration models that are derived from both the structural and environmental effects. The diagnosis assessment of deck slabs due to structural and environmental effects are developed based on the cracking in concrete, surface distress and structural distress. Fuzzy logic is utilized to handle uncertainties and imprecision involved. Finally, Bridge Slab-Expert is developed for prediction of safety and remaining service life based on the chloride ions penetration and fick's second law. Proposed expert system is based on user-friendly GUI environment. The developed expert system will allow the correct diagnosis of concrete decks, realistic prediction of service life, the determination of confidence level, the description of condition and the proposed action for repair.

Remaining Service Life Estimation Model for Reinforced Concrete Structures Considering Effects of Differential Settlements (부등침하의 영향이 반영된 철근콘크리트 구조물 잔존수명 평가모델)

  • Korea Infrastructure Safety and Technology Corporation (KISTEC) specifies that the safety inspection and precise safety diagnosis of concrete structures shall be conducted in accordance with the 'Special Law on Safety Management of Infrastructure'. The detailed safety inspection and precise safety diagnosis guidelines presented by KISTEC, however, gives only the grade of members and structures, and thus it is impossible to quantify remaining service life (RSL) of the structures and to quantitatively reflect the effect of differential settlements on the RSL. Therefore, this study aims to develop a RSL evaluation model considering the differential settlements. To this end, a simple equation was proposed based on the correlations between differential settlements and angular distortion, by which the angular distortion of structures was then reflected in nominal strengths of structural members. In addition, the effects of the differential settlements on the RSL of structures were analyzed in detail by using the safety diagnosis results of actual concrete structure.

Development of Expert System for Maintenance of Tunnel(I) (터널의 유지관리를 위한 전문가시스템 개발(I) : 시스템 구축 및 적용성 검토)

  • The maintenance of tunnels is often neglected since tunnels has tendency to become stable with time. The determination of safety of tunnels is a complicated problem. So the role of experienced engineer in the maintenance is very important and development of an expert system which can perform as these engineers has been needed. In this study, an expert system which can determine the safety of tunnels is developed. The developed knowledge base contains the maintenance procedure which is used in KlSTEC(Korea Infrastructure Safety & Technology Corporation). Field test, laboratory test and nondestructive test methods are considered in this knowledge base. Criteria for each item and integrated diagnosis criteria are implemented in the expert system based on literatures and reports. The expert system includes basic inspection. detail inspection and precision inspection. For precision inspection. it has the capacity to exchange the result from numerical analysis by a commercial program FLAC. To verify the expert system. the proposed procedure was compared with an existing tunnel diagnosis report.

  • Type 1 and type 2 buildings must regularly conduct precise safety inspections and precise safety diagnosis for the safety and maintenance of facilities, and the safety grade of the building is determined according to the results of the implementation. In addition, the cycle of inspection and diagnosis is determined according to the safety grade of the building. In order to determine the safety grade of the building, a precise safety inspection conducts condition evaluation, and a precise safety diagnosis conducts condition evaluation and safety evaluation. Therefore, since the inspection and diagnosis cycle is determined according to the safety grade of the building, the condition evaluation and safety evaluation must be precise. However, in the case of member unit evaluation, which is the first step in evaluating the current condition, the evaluation grade is determined by using the representative value of the measurement result, and this may result in an error in the evaluation grade. To solve this problem, this study analyzed evaluation criteria for each evaluation item and presented evaluation criteria using inequalities to respond to measurement results and evaluation scores. In addition, we present a functional formula that can reflect performance scores for each evaluation item.

Application of Structure Maintenance and Management Using GIS (GIS를 이용한 구조물 유지관리 적용)

  • For rapid development of science and economic growth, modern constructs are higher and large in order to use confined areas efficiently. Also, it is very important to manage efficient data for safety and maintenance of those constructs. The estimation for structural safety can be evaluated by structural durability and safety using data which surveys various elements. So, it should be based on synthetic and efficient data which includes various elements with related safety of those structures. Then, it will be managed properly and economically. Accordingly, in this study, we would approach efficient maintenance management using the GIS with data from structural-safety diagnosis.

Agricultural Drought Assessment and Diagnosis Based on Spatiotemporal Water Supply in Irrigated Area (필지단위 관개용수 공급에 따른 농업가뭄진단 평가)

  • Agricultural drought is a natural phenomenon that is not easy to observe and predict and is difficult to quantify. In South Korea, the amount of agricultural water used is large and the types of use are varied, so even if an agricultural drought occurs due to insufficient precipitation, the drought actually felt in the irrigated area is it can be temporally and spatially different. In order to interpret the general drought in the past, drought disasters were evaluated using single indicators such as drought damage area, precipitation shortage status, and drought index, and a comprehensive drought management system is needed through drought diagnosis survey. Therefore, we intend to conduct research on agricultural drought assessment and diagnosis using re-evaluation of agricultural facilities and irrigation water supply network due to changes in various conditions such as climate change, irrigation canal network, and evaluation of water supply capacity of agricultural facilities. In this study, agricultural drought diagnosis was conducted on two agricultural reservoirs located in Sangju, Gyeongsangbuk-do, with structural or non-structural evaluations to increase spatiotemporal water supply and efficiency in terms of water shortages. The results of the agricultural drought diagnosis evaluation can be used to identify irrigated areas and canal network vulnerable to drought and to prioritize drought response.
