An Influence of Record Manager's Job Stress on Depression: The Mediating Effect of State Anxiety (기록물관리 전문요원의 직무스트레스가 우울에 미치는 영향: 상태불안의 매개효과)

  • This study examined differences in job stresses, depression and state anxiety levels relating to sociological characteristics of records managers and studying whether the mediating effect of state anxiety levels significantly occurs on the depression followed by their job stresses. So we distributed questionnaires of 9 factors including sociological characteristics to record managers, asking them job stresses, depression, and state anxiety levels, and collected 98 questionnaires finally. We analyzed the effect of mediation on the surveyed data using Regression Analysis. As a result, it was found that there is a full mediating effect of state anxiety level between job stress and depression, and that, therefore, state anxiety levels of the record managers must be managed to lower their depression levels.

  • The records management system in Korea has a short history of about 20 years. However, the system is relatively stable. This compressed development has been mainly in public records. This is because the laws and regulations related to private records management were insufficient. Fortunately, Two local permanent records management institutions have recently been established. Therefore, interest in the management of local records has been growing. The Management of private records is an important part of the management of local records. The collection of private records is based on ordinances established by local governments. This study aims to analyze the ordinances of local governments, which are the legal basis for the collection and management of private records. The subject of analysis is the ordinance related to the management of private records that are currently established in Korea. The progress of the study analyzed the current state of the ordinance, the background of the ordinance, and the contents of the ordinance regarding the management of private records. The results of this study can be used as basic research for reference in the enactment of the ordinances related to the management of private records in the future since the ordinances for collecting and managing private records in Korea targets.

Status of the Constitutional Court Records Management and Improvement (헌법재판소 기록관리현황과 개선방안)

  • This study aims, by paying attention to the special values of records of Constitutional Court, to discuss the characteristics of them and figuring out their present state, and to suggest some measures for improvement in the records management. First of all, I defined the concept of the records of Constitutional Court and its scope, and made an effort to comprehend their types and distinct features, and on the basis of which I tried to grasp the characteristics of the records. Put simply, the records of Constitutional Court are essential records indispensible to the application of Constitutional Court's documentation strategy of them, and they are valuable particularly at the level of the taking-root of democracy and the guarantee of human rights in a country. Owing to their characteristics of handling nationally important events, also, the context of the records is far-reaching to the records of other constitutional institutions and administrations, etc. In the second place, I analyzed Records Management Present State. At a division stage, I grasped the present state of creation, registration, and classification system of records. At an archives repository stage, I made efforts to figure out specifically the perseveration of records and the present of state of using them. On the basis of such figuring-outs of the present situation of records of Constitutional Court, I pointed at problems in how to manage them and suggested some measures to improve it in accordance with the problems, by dividing its process into four, Infrastructure, Process, Opening to the public and Application. In the infrastructure process, after revealing problems in its system, facilities, and human power, I presented some ways to improve it. In terms of its process, by focusing on classification and appraisal, I pointed out problems in them and suggested alternatives. In classification, I suggested to change the classification structure of trial records; in appraisal, I insisted on reconsidering the method of appropriating the retention periods of administration records, for it is not correspondent with reality in which, even in an file of a event, there are several different retention periods so it is likely for the context of the event worryingly to be segmented. In opening to the public and application, I pointed at problems in information disclosure at first, and made a suggestion of the establishment of a wide information disclosure law applicable to all sort of records. In application, I contended the expansion of the possibility of application of records and the scope of them through cooperation with other related-institutions.

A Study on the Analysis and Improvement Plans of Curriculum Operation for Archives and Records Management in Korea (국내 기록관리학 교과목 운영 현황 분석 및 개선 방안)

  • Different environmental changes involving records management increased the need to improve the curriculum of archives and records management in terms of practice. Given this, the study aims to propose improvement plans for the curriculum by analyzing its operation in domestic graduate schools and determining how the courses are necessary and useful in practice. To achieve this goal, a survey was conducted to records managers in fields, who were asked about the subjects they took, the prerequisites, whether subjects are necessary to be reformed or not, and so on. The results showed the importance of courses related to electronic management for records and practice of records management. Hence, the following insights and methods to improve the curriculum were proposed: (1) the operation of the extension of courses related to electronic management for records and practice of records management; (2) the standardization of courses and the designation of compulsory subjects; (3) the reinforcement of courses; and (4) the offering of diverse courses. This study is significant in gathering the perceptions of field records managers regarding the proposals of the improved curriculum and can serve as preliminary data to develop specific courses for records management.

  • This is a research analyzed general patten and change as measure and guidances about government reorganization and surveyed a state of the records management according to the reorganization. The result of analysis, first, the guideline of government reorganization requires complementary measures according to the various patten and primary factor. The archives management according to the reorganization requires not only the change of the function between organizations but between internal organizations. It is arrangement guidance of transferring secret records and special archives management division records according to reorganization. Forth, archivist and official's duty related with transferring records should be stipulated according to Government reorganization. Fifth, the records oversight and missing should be minimized as amending related laws and regulation.

  • This paper describes the development of the database system for tunnel management of Korea National Railways. In order to make the system both target independent and accessible by KNR network or modem, authors developed the system as a web-based application using java language and IBM DB2 database. The system includes the searching, reporting, graphical representation and statistical functions for tunnel data, maintenance records and checking records. Later, the system will be extended to include the process for tunnel state rating and maintenace prioritiy decision-making.

Record, Information, Knowledge : A Preliminary Study for Knowledge & Information Resources of Records (기록과 지식·정보 기록의 지식·정보 자원화를 위한 시론적 분석)

  • This paper examines the significance of records as knowledge information resources that are illuminated by the electronic record environment nowadays based on existing research results and examples. As the production mode of records changes, it is possible to avoid the tendency to prioritize historical and cultural values when keeping records. In addition, according to the change of the operating mode and the work pattern of an organization, the value of knowledge information resource is also important. For this purpose, this paper reviews the recent changes in the work environment in Chapter 2 and then examines attributes not only as evidence but also as information. Based on these discussions, the paper explores the relationship between the records and the information that has been discussed in western academic circles since the 1980s in Chapter 3. With this, it also analyzes the correlation between record management and knowledge management. In Chapter 4, it reviews recent trends to link records management and knowledge management in Australia, the United Kingdom, and the United States. In addition to the current state of public records management in Korea, this paper presents the direction of institutional improvement in three aspects.

An Study on the Operation and Current Status of Non-public Records Management in Local Government Archives : Focused on the Seoul Archives and Gyeongnam Archives (지방기록물관리기관의 민간기록관리 운영과 현황에 관한 연구 서울기록원과 경남기록원을 중심으로)

  • The discussion on local archives management institutions started in the early 2000s and has been steady. In the law, local records management institutions first appeared in 1999, and in 2007, the establishment of local records management institutions by local governments became compulsory. The archival institutions of local government, however, were actually founded in the Gyeongnam Province, 2018, and in the Seoul City, 2019, over 10 years after the revision of the law. And as of 2021, various local governments, including Gyeonggi-do, are conducting research to establish local archives management institutions. This is the time when domestic records management institutions are introduced in earnest. However, it is still unclear how regional archives will operate in practice, particularly how they will accommodate the management of private archives, which has long been regarded as the mission of regional archives. In this thesis, the past discussions on the local record management institutions will be reviewed focusing on private record management. In this regard, it is intended to examine the current state of private records management of local records management institutions through the current status of local records management institutions in operation, and to seek directions for local records management institutions based on this.

A Study on the Implementation of ROK Army Records Management Policy : Limitations of the Street-Level Bureaucracy Model and Proposal of the Policy Network Model (육군 기록관리정책의 집행맥락에 관한 연구 일선관료제 모형의 한계와 정책네트워크 모형의 제안)

  • The purpose of this study is to propose a model that can polish and improve the ROK (Republic of Korea) Army's records management policy in a new records management environment by analyzing the context of policy implementation. In this study, two distinct and different policy cases were analyzed using different models for policy analysis such as the case of the records management system of the ROK Army with the street-level bureaucracy model and the case of the archives personnel within the ROK Army with a Policy Network model. The results from the comparative analysis with both cases state that the street-level bureaucracy model has limitations in analyzing even a policy implementation case when multiple actors are involved. At the same time, a network policy model is useful in identifying the problematic points that need improvement in the case. Based on these results, some improvements for effective records management in the ROK Army were proposed. This study follows the approach of the two distinctive case studies from the perspective of policy science-a view that no archive researcher has ever explored before.

Analysis of Production Status of the 2017 Record (2017년도 기록물 생산현황 분석 중앙행정기관을 중심으로)

  • Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.
