A Study on the Changes in Forest Laws and System of Forest Specialists (산림법제도의 변천과 산림전문가 양성의 체계에 관한 연구)

  • This study considered Forest Specialists, who are nurtured by the legal system through the analysis of laws and regulations under the jurisdiction of the Korea Forest Service. In particular, the transition process of forest-related laws and laws to train forest specialists were identified. In addition, changes and characteristics regarding the cultivation of professional forestry talents according to forestry policy were investigated. As a result, it was found that Forest Specialist on policy dealt with forestry success for forestry promotion, and forestry engineers dealt with technical skills for forestry industry development. In addition, according to the revision of the laws for the sustainable use of timber, wood-structural engineers, timber grade evaluators, and timber education specialists are trained separately. Forest Specialists concerned with forest welfare policies were found to train forest experts and complete specialized training courses to provide various services for forest cultural and recreation facilities, healing forests, and forest leisure sports facilities. There is an instructor for forest leisure sports. Forest welfare experts are divided into forest education experts and forest healing instructors; forest education specialists are further divided into forest interpreters, forest guides for children, and forest trekking guides. Forest Specialists on forest protection policy were found to train arboretum and garden experts for the efficient management and exhibition of arboretums. Gardens and tree doctors and tree treatment technicians for arboretums wer also trained. A tree doctor and a tree treatment technician were found to have the necessary qualifications to run a tree hospital business, diagnosing and treating tree damage. Therefore, it is thought that the Korea Forest Service is nurturing Forest Specialists with technical capabilities for forestry promotion, forest industry development, and tree treatment; and the Forest Specialists can provide education and welfare services at culture, recreation, treatment, and conservation sites in forests.

Leisure Riding Activation Plan of the Jeju Horse designated industrial zones (말 산업특구 지정에 따른 제주도 레저승마 활성화 방안)

  • Jeju-do was designated as the 'first horse industry special zone' in 2014, followed by additional designation of horse industry special zones in Icheon, Yongin of Gyeonggi-do and Gyeongsangbuk-do in 2015. As a result, horses have become no more synonymous with Jeju-do. Jeju-do may see its competitive edge becoming blunt, compared to other local governments, due to its environmental characteristics and accessibility. The Korean proverb, "Send people to Seoul and horses to Jeju-do", has become an old saying that does not match reality. However, Jeju-do, designated as the first horse industry special zone, is expected to play a leading role in cultivation of domestic horse industry and faces a challenge of creating exemplary cases of success in transforming horse industry into the senary (6th) industry. In addition, KRW 114.2 billion is planned to be invested into 35 projects covering 9 sectors, including supply of elite domestic racing horses, expansion of demand basis for horse-riding, cultivation of horse meat industry, etc., by 2017 as envisioned by the horse industry special zone promotion plan. Despite expansion of facilities and demand base for horse-riding, those at the sites point out that government support at policy level has not come home to their hearts and criticism has been mounting that project efficiency remains low. Factors hindering the growth of horse industry, which have come to the fore, include inadequate supply of horse-riding facilities, limitation to expansion of demand for horse-riding, etc., due to excessive regulation. Advancement of horse industry requires wide-ranging deregulation on investment related to horse industry, including horse breeding and horse-riding facility installation, etc. Regulation which is deemed to be the biggest stumbling block to advancement of horse industry is related to the regulation requiring formation of farmland at horse-riding facilities in farming and fishery villages. Along with improvement in such regulations, horse-riding facilities without license should be legalized to promote qualitative growth of horse-riding industry. Moreover, efforts should be made to develop and deploy instructors with horse-riding license in order to develop horse-riding into a full-fledged leisure beyond simple experience auxiliary to tourism, thus ensuring that people can enjoy leisure style horse-riding regularly in safe and healthy manners. It would be necessary to add fresh momentum into efforts to turn Jeju-do into the hub of well-being leisure horse-riding by pooling our wisdom.

Needs Accessment of Safety Education of High School Students in Seoul (서울시 고등학생의 안전교육 실태 및 요구도 조사)

  • Unexpected accidents in school has been gradually increased every year, and student's mistaken was the first reason of the accident. To preventing the students from Unexpected accidents in school, safety education is more important than having strong facilities to have much more strong protecting forces for the accidents. Therefore, systematic education of safety is needed most of all, and especially, strengthening safety education in school is needed. Hereby, this study is aimed at investigating and analysing the actual condition and demand of safety education. It also conducted a survey with the target of 1,255 students in the second grade of high school in Seoul from April 20 to May 19, and the result of this study is as follows. 1. In the general features of the subject of the survey, boy students and girl students occupied 50.8% and 49.2% each, and boys' high school (34.3%), girls' high school(32.2%) and co-ed(33.5%) participated in balance. In the location, north from Han river occupied 54.6%, south were 45.2%. 2. According to the status of experiencing an accident, boys were more experienced then girls(p〈0.05). From the section, home accident(56.8%) occupied most followed by school accident, traffic accident, sports accident and poisoning. The accident happening most often in detailed category is sports accident such as basket ball, foot ball and dodge ball. The actual condition of the subject's using a school health facility shows that boys students use it more often than girl students(p〈0.01) 3. In attitude toward safety, the subject showed lower interest in safety issues than other social issues. But attitude in seriality of safety problems were high. Also, they responded ‘individual citizen’(63.1%) as the one who should make efforts for safety. Regarding knowledge of preventing safety accidents in attitude toward individual safety, 42.2% answered ‘they know a little’ and 32.6% of respondents say ‘they do not know’. To a question of the degree of the subject's following safety rules, 36.4% were answered ‘keeping’ and the group using a school health facility shows more ‘keeping’ the others(p〈0.05). 4. To a question of asking if they have experienced safety education, 51.2% answered ‘yes’. Teachers who mainly take care of safety education are answered as training teacher(48.7%). As for education time, training class(51.3%) is said to have safety education most followed by health-related event and PE(Physical Education). Frequency of education shows once or twice a session (62.8%) most often, but in case of co-ed school, 5-7times a session or more(20.1%) are being practiced. Looking at education time, 1-2 hour(s)(22.1%) or for a short time(22.1%) during class are being practiced. As an education method, instruction(43.8%) and video education(32.5%) are being practiced, and when it comes to education evaluation method, ‘not practiced’(70.0%) answered. To the question if they are satisfied with school safety education, they answered more ‘no(43.1%)’ than ‘yes(6.7%)’, and the reason is that safety education class is just for formality's sake, and the fact they already know is being repeated. The contents of safety education is composed of school safety, home safety, and first aid. 5. It is turned out that 56.5% of the total boy students and 61.1% of the total girl students recognize the necessity of safety education. To the question if safety education is needed in an elementary and middle education course, 46.4% of the subject answer answered' it's necessary'. The most reason for their answers are ‘safety education is directly related to life’. 6. Regarding the requested time of safety education is ‘one hour a week’ by 55.9%. For safety education, safety education teachers(38.7%) are answered to be the most proper. As a request for safety education, video education is answered to be the most appropriate(30.6%), followed by practical skills, lecture and discussion(p〈0.05). Demand of educational evaluation, practical skills, interview and observation are answered to be needed. To the question if they want to participate in the way of demanded safety education, 41.9% of respondents answer ‘have a mind to participate in’ (41.9%). To benefits followed by completing safety education, 72.0% of respondents answer ‘agree’, and 24.7% ‘do not agree’, which means lout 4 disagrees with completing safety education. 7. Looking at demand of safety education according to the features of the subject, ‘our position for the person who has handicapped’ was answer to the most.

Study of the Transition of a Skateboarding Space in an Urban Park (도시공원에서 스케이트보드 활동 공간 발달에 관한 연구)

  • This research paper explores the process of developing skateboarding spaces in urban parks. Skateboarding is one of the most popular sport activities representative of urban parks. This research paper will analyze the process of introducing skateboarding activities into park spaces and their acceptance by the general public as well as derive meaningful general implications for park space development planning. The research method is a discourse analysis of newspaper articles regarding skateboarding issued between the 1960s and 2010s. These articles are the main resources to show the creation of a skateboarding culture, generation of skate park spaces, and the extinction of these spaces during the research period. The result of this research is as follows. There are reasons that allowed for the creation of skate park spaces in urban parks. First of all, positive associations that people have regarding skateboarding have influenced the park's users and operators' decisions that a park is proper space for skateboarding activities, and the agreement to remodel the park space. Secondly, skate parks became a space for multiple-uses that can be shared with other emerging sports, which resulted in a building boom of skateboarding spaces in urban parks. Thirdly, urban parks and their new culture of active sports became a marketing tool used by local governments to attract new inhabitants to their new towns. On the contrary, there are three main reasons for the deterioration of skate parks. First of all, within parks in which skateboarding activities collided with other park usage, the skate parks disappeared. Secondly, skate parks built specifically for competitive skateboarding events and without consideration of casual skaters disappeared, as these facilities were not sustainable for use in the long term. Thirdly, the golden age of skate park skateboarding did not last long, as skateboarding trends shifted from trick performance to street skating, where skate parks are no longer needed. For this reasons, the exclusive use of park space for skateboarding activities has faded from public interest. The findings of this research suggest how sport activities should be introduced to urban parks. At first, each park's management needs to identify a sport suitable for long-term development, and not only plan for temporal events or follow fleeting trends. Secondly, the park's management systems should reflect a type of sport activity that would not only be popular at the beginning of the spaces development, but also take into consideration how these activities will change over time. Lastly, in cases where there are conflicts between sport activities and other activities in urban parks, attempts should be made to suggest feasible solutions other than the liquidation of sport spaces. This study explains the development process of sport spaces offered in urban parks, by thorough research of the process of acceptance of skateboarding activities in current urban park systems. This conclusion also indicates further areas for research with the purpose of understanding general best practices in urban parks sport space planning.

An Importance and Satisfaction Analysis for Improvement Efficiency Use of Waterfront - A Focus on the Waterfront Analysis for Domestic and Foreign Dragon Boat Festival - (친수공간 이용효율성 개선을 위한 중요도·만족도 분석 - 국내·외 드래곤 보트 페스티벌을 위한 친수공간 사례로 -)

  • This study was for analyzing the external environment and internal space structure and improving the way of use efficiency in waterfront through the Dragon boat festival to utilize waterfront actively. Through from the four target area, Hongkong, Busan, Incheon and Daejeon, this study was for an importance and satisfaction analysis for users about the element effect on the waterfront use efficiency and the contribution to cultural contents revitalization of waterfront by giving basic data. The result is as follows. First, in the importance analysis about 12 items, modern cultural infra around the waterfront was ranked highest, 8.26 and waterfront landscape, square & openspaces, convenience facilities, transport, green area, quality of viewing space, historic resources, pedestrian, suitability of width, wave, depth, water quality, berth & mooring were ranked in descending order. Second, waterfront landscape was interpreted by rather the external environmental impact according to city size than the matter of spatial structure in target area and judged as an important factor effect on site selection for waterfront. In the analysis of waterfront landscape, the reason of the high satisfaction about domestic target area was that riverside parks were recently made considering their waterfront activities. Viewing space was major infra where people could experience the pleasant waterfront and watch dynamic water leisure sports like Dragon boat three dimensionally and was thought to be improved for the use efficiency. Third, tourism resources were very important element that affect the use efficiency of waterfront, so waterfront users react sensitively to modern tourism resources rather than to historic resources. This meant that tourism infrastructure for shopping and leisure of the young affected the use efficiency of waterfront, so Hongkong and Busan were in a better position in terms of using waterfront that was near the tourism infrastructure. Fourth, in the analysis of traffic accessibility, both Hongkong and Busan were high evaluated in terms of excellent traffic accessibility by subway. Daejeon was low rated in terms of the satisfaction of use efficiency, because of the relative lower place awareness compared with transportation infrastructure. In Hongkong, waterfront was connected with downtown and in Busan, housing complex and shopping centers were located in the place for users in an easily accessible on foot, so the satisfaction was high-pitched. Finally, in the importance of water surface width and the analysis of satisfaction, except Incheon, all the three were over 200m in width of water surface and this meant the surface width above certain level was interpreted to interrupt the concentration of enjoying the water leisure sports. In the analysis of surface condition such as water quality, water depth and wave, through a survey, Busan had a problem with water quality and Gapcheon in Daejeon had a problem with optimal water depth by the festival participants.

Study on simultaneous determination of aromatic material causing allergic in children's products by GC-MSD (GC-MSD를 이용한 어린이 제품 중 알러지 유발 방향성 물질의 동시분석법 연구)

  • Twenty-one allergy-induced aromatic material in children's products were analyzed using gas chromatography mass spectrometer(GC-MSD). The analytes were extracted using an automatic Soxhlet extractor, centrifuged for 10 minutes in a fast freezing centrifuge, and the supernatant was filtered with a syringe filter and then transferred into a 2 mL vial and injected in a split mode. In the established condition, the calibration curve showed linearity with a determination coefficient of 0.9981 or more. Sensitivity was 0.3145 ~ 1.6757, which showed a fairly wide range of sensitivity for each substance. The detection limit of the device was 0.0016 ~ 0.0423 ㎍/mL and the maximum detection limit was less than 0.05 ㎍/mL. The method detection limit ranged from 0.0030 ~ 0.0589 ㎍/mL. In addition, the limit of quantification ranged from 0.0096 to 0.1876 ㎍/mL, with precision ranging from 0.41 to 10.49 % and accuracy ranging from 83 to 116 %. The analytical method developed in this study was applied to commercial products.

A Study on the Planning Characteristics of Contemporary Japanese Middle School Architecture (현대 일본 중학교 건축의 계획특성에 관한 연구)

  • This study reviewed the planning characteristics of contemporary Japanese middle school architecture on which related studies are insufficient, aiming to obtain new ideas for planning Korean middle school facilities. Fourteen case schools built after 1990s were selected and analyzed. They were divided into learning-living space and other major spaces. The planning characteristics of the case schools are summarized as follows 1) The case schools were classified into two categories, departmentalized classroom type (D type) and usual with variation type (UV type) by school system. These categories can also be the classification standard for basic architectural characteristics in learning and living space of case schools. 2) D type case schools have departmentalized classrooms, home base, media space and teacher's space for learning-living space. D type case schools are divided into 'attached-to-classroom type' and 'separate type' depending on the adjacency of the home base and departmentalized classroom. 3) UV type case schools have multipurpose space around the classroom for learning-living space and can be divided into two types, i.e., 'directly adjacent' and 'separate', depending on the connectivity to classroom of multipurpose room. 4) Specialized classrooms are designed to have the openness to the public and the own characteristics of school subjects strengthened and show the spatial differentiation with connected ancillary spaces. 5) Libraries are designed as complex zones grouped with computer labs, audio visual rooms and multipurpose halls not as a single room and as open plan not with a closed wall. 6) The gymnasium is the basic sports facility with a martial arts room and outdoor pool, which are for after-school activities as well as physical education class. 7) The terrace, balcony and outdoor stairs are frequently used architectural vocabularies as diverse outdoor spaces with a variety of functions.

Mechanical Analysis of the Force on Landing 3 Type Curves(Ellipse, Circle, Brachistochrone) of Halfpipe (스노우보드 하프파이프 점프시 착지 충격에 관한 3가지 곡선(타원, 원, 브라키스토크론)의 역학적 해석)

  • This research is to analyze the force on landing 3 Type of Halfpipe Curves(Ellipse, Circle, Brachistochrone) based on the mechanical calculation of normal force on a sloping surface. Jumping off a platform on a bard horizontal surface, the flexing of the legs, the softness of the snow, the angle of the landing surface, initial velocity and the forward motion of the snowboarder can contribute to reducing the force on landing. But halfpipe is significantly determined by the curvature of surface. It is definitely verified that the Brachistochrone curve is more safety than others. However currently using the Ellipse curve is mostly safe too. If we consider the efficiency of construction, we can easily think there is no use of another curves except normal ellipse curved halfpipe. It would better that geometrically verity curved halfpipe should be designed for improving fluent skills to snowboarders. This methode of research can be a model of scientifical research on sports safety how can sportsman reduce critical injury by designing optimal halfpipe facilities and manual.

A Study on the Key Factors Affecting Travel Time Budget for Elderly Pedestrians (고령자 통행시간예산의 영향요인 규명에 관한 연구)

  • Nowadays the issue of aging society has received considerable critical attention, especially in transportation planning and demand forecasting. This study identified the factors related to travel time budget for elderly by purpose using seemingly unrelated regression model (SUR model). The SUR model is suitable when error terms of each equation are assumed to be correlated across the equations in terms of travel time budget which is constant in 2 hours per day commonly. The results showed that elderly's travel time budget was affected by individual, household, urban facility and transportation service. The leisure travel comprised a large proportion of total travel time and had a positive relationship with elderly, sports, religious facilities. Moreover, the elderly who had low income or unemployed person had low frequency of social activity such as leisure, shopping and business. This study can provide a comprehensive implications of forecasting the future travel demand and analyzing the travel behavior.

A Study on the Counter-Measures for International Events through the Case Studies and Its Implications for Counter-Terrorism Policy (국제 행사에 대한 테러대응 사례분석과 정책적 함의)

  • The numerous definition of terrorism is viewed as the use of force or violence by individual or group that is directed toward civilian populations and intended to instill fear as a means of coercing individuals or groups to change their political or social positions. Recently, the paradigm of terror has been developed as new terrorism motivated by 9. 11 terror in 2001. In these contexts, this study analyzed the case study of recent counter-terrorism of international events and suggested the policy implications. This study is split into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to new terrorism theory, and Chapter III deals with the case study of the international counter-terrorism policy around the world, Chapter IV deals with the policy implications of the case study. The greater the political, economical and social advantages opening large international ceremonies, the larger the probability of being targets for terrorists and criminals. As terrorism is one of the important issue, the security problems at international ceremonies in Korea, rising country as political essence in Asian-Pacific region, become very important. With experienced know-hows against terror and preparations for security, local and central governments must promote the private security companies filling up vacancies of police and official security system and develop international ceremonies, rising high valuable industries in 21st century, with diplomatic efforts. International major events is the largest event related events with politics, economy, culture, and such large-scale events should be a comprehensive counterplan in the light of safety check for the location of a hazard and safety check of facilities in and out, attendance on athlete and visitor and escort of VIPs.
