This paper is to introduce the foreign civil military enterprise system and to suggest a plan to improve the employment rate of the discharged soldiers who served for a long term and the welfare of soldiers highly. At first, Military Professional Resources Inc., Dyncorp Inc. and Cubic Inc. of the United States, Sandline International Inc. of England and ATCO Frontec Inc. and Ednoonton Inc. of Canada are introduced in this paper. And also, this paper is to analyze employment conditions and difficulties of the discharged soldiers and suggest to establish a institute of tentatively named 'Korean Civil Military Enterprise' in terms of the Government and the Department of Defense. This civil military enterprise is to plan and manage military projects, to research and develop drill manuals and military doctrines and policies and to evaluate and manage the military training. As a pattern of civil military enterprises, three types of Military Support, Military Consulting and Military Provider are presented. Moreover, in order to advance the civil military enterprise, diverse training programs(for public civil investigators, guard advisors, special security guards and security staffs) to utilize all sorts of special military fields are developed.

Private security has the common job characteristics of the police and crime prevention, and is responsible for the safety of our society. However, the hiring process for private security is very different from that of the police. Therefore, in this study, the problems of the private security recruitment process were identified through the police recruitment process and improvement points were suggested. As a result of comparing and examining the recruitment process of the police, the recruitment of private security guards is carried out through education and training, and problems such as the training process and physical strength verification required for security work were investigated. In order to improve the problems in the private security recruitment process, the curriculum of criminal law and criminology, physical examination such as 100m running and left and right grip strength, and practical cases of security work should be added. It is hoped that this study will serve as a basic data for the development of the private security industry along with the recruitment of excellent security guards.
The purpose of this study is to analyze regional clusters and discrimination on size and sector of private security in national 16 areas in 2015. The results of the study using hierarchical cluster analysis and discriminant analysis are as follows. First, we can classify national 16 areas into 3 clusters, such as Large Area(1), Medium Area(2), and Small Area(3) according to the size of private security. The discriminant functions D for each cluster is as follows: (1) Large Area(1) = -383.981 + (.108 ${\times}$ number of security companies) + (.016 ${\times}$ number of guards), (2) Medium Area(2) = -35.570 + (.029 ${\times}$ number of security companies) + (.005 ${\times}$ number of guards), and (3) Small Area(3) = -5.381 + (.012 ${\times}$ number of security companies) + (.002 ${\times}$ number of guards). Second, we can classify national 16 areas into 3 clusters, such as Large Area(1), Medium Area(2), and Small Area(3) according to the sector of private security. The discriminant function D for each cluster is as follows: (1) Large Area(1) = -2224.402 + (-.562 ${\times}$ facilities security) + (1.245 ${\times}$ protection security) + (171.142 ${\times}$ convoy security) + (-2.722 ${\times}$ electronic security) + (2.020 ${\times}$ special security), (2) Medium Area(2) = -4.762 + (.052 ${\times}$ facilities security) + (.063 ${\times}$ protection security) + (-3.819 ${\times}$ convoy security) + (.110 ${\times}$ electronic security) + (-.165 ${\times}$ special security), and (3) Small Area(3) = -125.742 + (-.009 ${\times}$ facilities security) + (.432 ${\times}$ protection security) + (5.748 ${\times}$ convoy security) + (5.530 ${\times}$ electronic security) + (-.901 ${\times}$ special security).
Registered security guards carry out police duties as civilian police who are in charge of security service, and so they have a two-fold status: a civilian in terms of a social standing and a policeman in the way that they execute the authority of security. The problem caused by this legal position is that their legal rights and obligation can be unclear in the task-action and working relationship. This paper attempts to study their functions, rights, and legal duties through the interpretation of the related positive law so as to reveal the problems that may spring from this ambiguous status of registered security guards. This endeavor illuminates their legal status specified in the positive law in and around the Act on the police assigned for special guard, observing their functions and the legal duties in the pursuit of their tasks, and ending up pointing out the problems of the positive law. As a result of research work, the most significant problems, even if multifarious, are the avoidance of the state reparation in the responsibility for the illegal behavior in connection with their operation; the unconstitutionality of the disciplinary punishment regulation originated from the entrust with full powers; the imperfection of the rules about the cooperative ties with the police; the possibility of human rights abuse caused by the ban on the labor dispute; the equality problems from the dual pay system; and the inadequacy of the codes about the recruitment qualification and method. This research is intended to help achieve the purpose of the security of national critical facilities through the smooth execute of duties as well as the protection of the guards' rights. Besides, the key focuses posed in this paper are worthy of being developed more accurately through the following researches.
The purpose of this study is to investigate the relationship between organizational culture, organizational trust and organizational performance of special guard organization. This study had selected special guards from 4 different private guard companies which are in Seoul area on March 2011. Using Judgement Sampling, 161 samples were drawn for the use of final analysis. Questionnaire used in this study was consisted of the total 42 question, and executed frequency analysis, factor analysis, reliability analysis, correlation analysis, multiple regression analysis, path analysis by SPSSWIN 18.0. The Cronbach's ${\alpha}$ value which represents the reliability of the survey came out to be over .592. The results are following: First, the organizational culture of special guard organization affects organizational trust. That is, when a developmental, reasonable, consensual and hierarchical culture is activated, cognitive emotional and behavioral trust is increased. Second, organizational culture of special guard organization affects organizational performance. That is, when a reasonable and consensual culture is activated, job-satisfaction becomes higher. On the other hand, when a developmental, reasonable and hierarchical culture is activated, organizational flow becomes higher. Third, organizational trust of special guard organization affects organizational performance. That is, when a cognitive emotional and behavioral trust works highly, job-satisfaction and organizational flow is increased. Fourth, Special security organization's organizational culture affects as a result in organization result. As well as organizational culture exerts direct influence on organization outcome, I exert effect that is indirect in organization outcome through action trust which is low rank factor of organization trust.
In modern society, there are diverse sorts of VIPs including a king and individuals. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.
Purpose of this study is examining closely special guard's Organizational Culture and job stress and relation of Organizational Commitment. This study established to special guards who is working at the capital region (Incheon) airport in 2011, and sample used finally on interpretation analyzed being 203 people, and uses Purposive Sampling Method. Analytical method executed Frequency Analysis, Factor Analysis, Reliability analysis, correlation analysis Multiple Regression Analysis using SPSSWIN ver.18.0. Reliability of questionnaire appeared Cronbach's ${\alpha}$ value more than .671. Conclusion proved in this study is as following. First, special guard's formation culture affects to Job Stress. In other words, stress about compensation career development increases if the development, hierarchically organized is not formed. On the other hand, job special quality, human relations stress decreases if developmental culture is form ed, and if culture is formed developmental, the mutual agreement, role stress decreases. Second, special guard's Organizational Culture affects in Organizational Commitment. That is, if is formed developmental and hierarchically organized, rises the Affective Commitment, Continuance Commitment, Normative Commitment. Third, special guard's job stress affects in Organizational Commitment. That is, if compensation career development is achieved unfairly Affective Commitment, Continuance Commitment is low. On the other hand, if own business is achieved spontaneously pre sent, Affective Commitment, Normative Commitment appears high.
