  • Everybody may be vulnerable to fires depending on the time, place, and circumstances. Fire statistics show that the occurrence of fire death depends not only on the severity of a fire itself, but also largely on the conditions of occupants such as physical functions, the environment around occupants, and the type of facility where are fire occurs. The review of fire safety from the viewpoint of vulnerable populations does not simply mean additional special attention and care only to high risk groups, but instead it means significant review of fire safety design and systems for all people from a more universal standpoint. Therefore, in order to examine the strategies of a fire death-reduction program, safety measures suitable for the relevant high-risk groups considering the type of vulnerable person, the type of fire, and the type of building in residential occupancies. Solutions will require strenuous multilateral effort and flexibility.

  • The purpose of this study is to investigate the successional process of homemaking education curriculum for elementary and secondary schools in Japan. The findings were as follows: 1. While homemaking education was mainly for the girls in schools before war, it has been developed to required subject for the girls and boys in Japanese schools after war. 2. It is a very specific point that living subject is choosen newly for the lower grads in Japanese primary schools. 3. But it is remarkable that there are both the elective subject for the girls and the elective sub-ject for the boys in Japanese secondary schools. 4. As we investigate the process to study, discuss and revise curriculum according to the changes of social circumstances in Japan, it should be considered a lot for our homemaking education.

  • This paper concerns to the acquisition of Global Positioning System L1 C/A coded signals. It specifically addresses the issues of acquiring very low power signals which are attenuated due to special circumstances such as indoor environment or forest canopy etc. The proposed post-processing algorithm applies modified signal folding coherent integration scheme on weak signal record. It dynamically compensates the doppler effect on the length of C/A code before integrating the signal power. Experimental results show effectiveness of the algorithm on weak GPS signals recorded in a real environment.

  • The purpose of this article is to take a look into the past twenty years and to evaluate the changes in the organization of the library and the information function during this time period. Academic and special libraries are the ones that have made an impressive progress and innovations to keep pace with a changing environment. New technologies and ideas have brought strong supporters of offering various specialized information services to the library users. The different approaches and experiments to better perform this professional role in the library and in turn, the efforts in the educational institutions to meet the challenges were reviewed through the literature. Much of the literature available regarding the reference and information function deals mainly with the trends in the u. s. libraries. The implications of these trends to Korean libraries and library education are sought in view of our social, economic, and educational circumstances as well as our user behavior.

  • Magnetic bearings have been widely used to support rotors without any physical contact. This however, requires the control of five degrees-of-freedom and needs a separate driving motor. This paper introduces selfbearing motors which use the combination of a rotary motor and a magnetic bearing. These motors are suitable for use in high speed rotor or in special circumstances because they are small in size and can replace the contact components. The radial type one has the merit of being small in size and capable of controlling two degrees-of-freedom in x and y directions. The axial type motor controls only one degree-of-freedom in z direction. Theoretical background of the functions, of the motor and magnetic bearing will also be introduced. New research works are reviewed and the application in rotary blood pump is discussed.

  • Gait analysis plays a key role in the research field of exploring and understanding human movement. By quantitatively analyzing the complexity of human movement and the various factors that influence it, it is possible to identify individual gait characteristics and abnormalities. This is especially true for people with walking difficulties or special circumstances, such as amputee, for example. This is because it can help us understand their gait characteristics and provide individualized rehabilitation plans. In this paper, we compare and analyze the differences in ankle joint motion and angles between normal and amputee. In particular, a filtering process was applied to the ankle joint angle data to obtain high accuracy results. The results of this study can contribute to a more accurate understanding and improvement of the gait patterns of normal and amputee.

  • In December 2019, coronavirus disease 2019 (COVID-19) was discovered in Wuhan, China. The disease was so severe that as early as 30 January 2020 COVID-19 was declared by WHO as a Public Health Emergency of International Concern. There have been a lot of concerns about conducting COVID-19 clinical researches scientifically and ethically in pandemic. This article is directed at addressing these issues from the perspective of IRB. First of all, the urgency of COVID-19 research requires prompt IRB process through efficient ethics review and oversight system. IRB should determine whether the risks that will be presented to human subjects are justified after assessing possible harm and anticipated benefits. The safety of subjects should not be compromised. Furthermore, informed consent should be voluntarily obtained by sufficient information in consideration of special circumstances during a pandemic.

  • Dendritic cells (DCs) are professional antigen-presenting cells (APCs) that bridge innate and adaptive immune responses, thereby leading to immune activation. DCs have been known to recognize pathogen-associated molecular patterns such as lipopolysaccharides (LPS) and nucleic acids via their pattern recognition receptors, which trigger signaling of their maturation and effector functions. Furthermore, DCs take up and process antigens as a form of peptide loaded on the major histocompatibility complex (MHC) and present them to T cells, which are responsible for the adaptive immune response. Conversely, DCs can also play a role in inducing immune suppression under specific circumstances. From this perspective, the role of DCs is related to tolerance rather than immunity. Immunologists refer to these special DCs as tolerogenic DCs (tolDCs). However, the definition of tolDCs is controversial, and there is limited information on their development and characteristics. In this review, we discuss the current concept of tolDCs, cutting-edge methods for generating tolDCs in vitro, and future applications of tolDCs, including clinical use.

  • Psychiatrists who treat violent or potentially violent patients may be sue for failure to control aggressive outpatients and for the discharge of violent inpatients. Psychiatrists may be sued for failing to protect society from the violent acts of their patients if it was reasonable for the psychiatrists to have known or should have known about the patient's violent tendencies and if the psychiatrists could have done something that could have safeguarded in public. The courts of a number of jurisdictions have imposed a duty to protect the potential victims of a third party on persons or institutions with a special relationship to that party. In the landmark case of Tarasoff v Regents of University of California, the California Supreme Court held that the special relationship between a psychotherapist and a patient imposes on the therapist a duty to act reasonably to protect the foreseeable victims of the patient. Under Tarasoff, when a therapist has determined, or under applicable professional standards should determine, that a patient poses a serious threat of violence to another, he incurs an obligation to use reasonable care to protect the intended victim against such danger. In addition to a Tarasoff type of action based on a duty to warn or protect foreseeable victims of psychiatric outpatients, courts have also imposed liability on mental health care providers based on their custody of patients known to have violent propensities. The legal duty in such a case has been stated to be that where the course of treatment of a mental patient involves an exercise of "control" over him by a physician who knows or should know that the patient is likely to cause bodily harm to others, an independent duty arises from that relationship and falls on the physician to exercise that control with such reasonable care as to prevent harm to others at the hands of the patient. After going through a period of transition, from McIntosh, Thompson and Brady case, finally, the narrow rule of requiring a specific or foreseeable threat of violence against a specific or identifiable victim is the standard threshold or trigger element in the majority of states. Judgements on these kinds of cases are not enough yet in Korea, so that it may be too early to try find principles in these cases, however it is hardly wrong to read the same reasons of Tarasoff in the judgements of Korea district courts. To specific, whether a psychiatric institute was liable for violent behavior toward others depends upon the patients conditions, circumstances and the extent of the danger the patients poses to others; in short, the foreseeability of a specific or identifiable victim. In this context if a patient exhibit strong violent behavior toward others, constant observation should be required. Negligence has been found not exist, however, when a patient abruptly and unexpectedly attack others or unidentifiable victim. And the standard of conduct that is required to meet the obligation of "due care" is based on what the "reasonable practitioner" would do in like circumstances. The standard is not one of excellence or superior practice; it only requires that the physician exercise that degree of skill and care that would be expected of the average qualified practitioner practicing under like circumstances. All these principles have been established in cases of the U.S.A and Japan. In this article you can find the reasons which you can use for psychotherapist's liability for failure to protect third person in Korea as practitioner.
