This study attempts to examine the relationship between human resource management & financial resource management and service quality in social service organizations in Korea. This study utilizes '2012 Central Government Social Welfare Facilities Evaluation (CGSWFE)' data and employs multiple regression method to examine research model. The key findings of this study are as follows: (1) after controlling extraneous variables (organizational characteristics), among human resource management related variables, performance appraisal, fringe benefits, supervision, formal grievance procedure, the percentage of employees with certified professional license, and salary have statistically significant relationships with service quality in a positive direction; (2) among financial resource management related variables, the percentage of additional governmental funding beyond basic government subsidies, accounting management, and transparent use and management of donations have statistically significant relationships with service quality in a positive direction; and (3) human resource management related variables are stronger than financial resource management related variables in explaining service quality. The findings imply that more systematic human resource management and financial resource management would be very important in strengthening service quality in social service organizations. This study provides new knowledge foundation regarding the effect of human resource management and financial resource management on service quality in social service organizations.

The horticultural therapy program consisted mainly of gardening activities, and a total of 16 sessions were conducted once a week for 16 weeks, 60-90 minutes per session. The subjects were tested to evaluate their self-esteem, depression, and horticultural activities. Second, in the case of depression, no statistically significant difference was found in the posttest. Finally, in the case of the horticultural activity evaluation, the scores of most variables gradually and significantly increased during the program [Verbal interaction during activity (p = .006), Self-concept and identity (p = .006), Need-drive adaptation (p < .001), Interpersonal and social relations (p < .001)]. Objectives: We aimed to compare the external herbal dispensary (EHD) evaluation criteria for pharmacopuncture and the Korea Good Manufacturing Practice (KGMP) sterile medicine standards to contribute to the establishment of quality control criteria for pharmacopuncture. Methods: We obtained the KGMP standards from the Ministry of Food and Drug Safety and the pharmacopuncture certification criteria from the Ministry of Health and Welfare of South Korea. The EHD evaluation items were classified into three categories: facilities, quality control, and validation. The evaluation items were compared with the KGMP sterile medicine criteria to determine their conformance with each other, followed by a discussion among the committee of six experts and their consensus to suggest the items to complement the EHD evaluation criteria. Results: Among the KGMP sterile medicine criteria, 44 were related to the management of the facilities, and 32 pharmacopuncture evaluation items corresponded to these KGMP items (66.7%). Fifty-eight KGMP criteria were related to quality management, and 42 pharmacopuncture evaluation items corresponded to these KGMP items (72.4%). Twentyfive KGMP sterile medicine criteria were related to validation, and 11 pharmacopuncture evaluation items corresponded to these KGMP items (44.0%). Sixteen items under the pharmacopuncture EHD criteria corresponded to the KGMP sterile medicine criteria based on the consent of the experts. Among these, 4 were related to facility management, 6 were related to quality control, and 6 were related to validation. Conclusion: For the safety and quality control of pharmacopuncture, there is a need to select the criteria for the mandatory items among the proposed pharmacopuncture-EHD criteria laws and systems to ensure that the pharmacopuncture materials are produced under the pharmacopuncture-EHD in compliance with the relevant requirements. More studies are needed to secure the safety level of pharmacopuncture materials corresponding to that of conventional medicine.
The purpose of this study is to interpret how the long-term care evaluation system implements in the actual service settings with institutional isomorphism and decoupling based on new-institutional theory. This study conducted in-depth interview with employees engaged in 7 long term care service facilities. Directed qualitative content analysis was used to analyze the data. As a result, unlike the intention of the long-term care evaluation system to improve the efficiency of the organization by market competition, it found that organizations forcibly adapted a evaluation system to rely on government's resources and it results in isomorphism phenomena which is similar between organizations. This results confirmed that the evaluation system has implemented in the direction of enhancing the government's role to standardize and institutionalize the long-term care service rather than improving the efficiency of the organization by market competition. This study also partially found the phenomenon of decoupling between organizational formal structure accompanied by isomorphism and real behaviors. These results suggest that it is required to improve government's evaluation indicators on the issue of inefficiency caused by dual structure of organizations. In addition, this study proposes that government's evaluation index which is reflected the characteristics of care service is necessary for operating.
It is a recent trend to emphasize community services for the rehabilitation of the mentally ill. However, it is also necessary to provide social work services for those living in the institutions, who is the most underprivileged in our society. To deal with interpersonal skill deficits which is one of the main characteristics of the mentally ill, social skills programs are being utilized, usually in the communities, but not in the institutions. Therefore, the objective of this study is to develop and evaluate institution-relevant program for the improvement of assertiveness, which is the basic ability among the interpersonal skills, and self-esteem, which is the emotional basis of assertiveness. Because there has been little literature on such a program, a preliminary program had been implemented in order to include the peculiarities of the life in the institutions on the main program. The evaluation of the program effect was done by pretest-post test control group design, and its results are as follows. Firstly, in regard to program effectiveness, the pre and post test showed that self-esteem improved in a statistically meaningful way, but that assertiveness did not so. However, the staff verified the improvement of the group members' assertiveness to some degree in their actual lives. Secondly, in regard to the group process, the group interaction improved in a statistically meaningful way between 2nd and 5th session, and the improvement maintained till the program termination. Also the group members evaluated the program as helpful in their everyday lives. Therefore it can be said that the result of this program is encouraging. In light of this, several suggestions were made: utilizing more dynamic techniques in the program; developing the advanced level of the program; making an effort to change environmental structures as well as individuals; applying this kind of program to another living facilities such as those for the homeless or handicapped.
