Recently, the weight of high-quality multimedia contents is explosively growing out of the network total traffic. This steep increase of media contents to require huge traffic does not contribute to the generation of revenue streams and it leads to the situation of dumb pipe to trouble network providers into the big burden of investment on the network expansion. Accordingly, the transfer to the smart network to enable the effective delivery of large-scale media is imminently challenging issue to the network providers to seek the profitable business. The smart network revolves around the technologies to enhance end-to-end quality and fair usage with network resources and to optimize the traffic for the contents delivery over the concept of Content-Centric Network. In this paper, we propose an architecture and fundamental functions suitable for the smart network and suggest improved test results through the construction of an experimental network.
As software becomes larger and network technology develops, the management of distributed data becomes more popular. Therefore, it is becoming increasingly important to use blockchain technology that can guarantee the integrity of data in various fields by utilizing existing infrastructure. Blockchain is a distributed computing technology that ensures that servers participating in a network maintain and manage data according to specific agreement algorithms and rules to ensure integrity. As smart contracts are applied, not only passwords but also various services to be applied to the code. In order to reinforce existing research on smart contract applied to the blockchain, we proposed a dynamic conditional rule of smart contract that can formalize rules of smart contract by introducing ontology and SWRL and manage rules dynamically in various situations. In the previous research, there is a module that receives the upper rule in the blockchain network, and the rule layer is formed according to this module. However, for every transaction request, it is a lot of resources to check the top rule in a blockchain network, or to provide it to every blockchain network by a reputable organization every time the rule is updated. To solve this problem, we propose to separate the module responsible for the upper rule into an independent server. Since the module responsible for the above rules is separated into servers, the rules underlying the service may be transformed or attacked in the middleware. Therefore, the security mechanism using TLS and PKI is added as an agent in consideration of the security factor. In this way, the benefits of computing resource management and security can be achieved at the same time.

The purpose of this study is to assess the smart city for major cities in Korea. The assessment indicators are based on the STIM structure (Service, Technology, Infrastructure, and Management Layer Architecture) of the Multi-Layered Smart City Model. Assessment indicators are established through smart city concepts, case analysis, big data analysis, as well as weighted through expert AHP survey. For the assessment, seven major metropolitan cities are selected, including Seoul, and their data such as KOSIS, KISDISTAT from 2017 to 2019 is utilized for the smart city level assessment. The smart city level results show that the service, technology, infrastructure, and management levels were relatively high in Seoul and Incheon, which are metropolitan areas. Whereas, Busan, Daegu, and Ulsan, the Gyeongsang provinces are relatively moderate, while Daejeon and Gwangju, the South Chungcheong region and the Jeolla provinces, were relatively low. The overall STIM ranking shows a similar pattern, as the Seoul metropolitan area smart city level outperforms the rest of the analyzed areas with a large difference. Accordingly, balanced development strategies are needed to reduce gaps in the level of smart cities in South Korea, and respective smart city plans are needed considering the characteristics of each region. This paper will follow the literature review, assessment index establishment, weight analysis of assessment index, major cities assessment and result in analysis, and conclusion.

A fabrication of smart windows with controllable visible light transmittance in three steps by using λ/2 retardation films based on a reactive mesogen (RM) material and polarizing films is demonstrated. The phase retardation films with a Δn·d value of λ/2 (λ: wavelength) convert the direction of a traveling light to the optical axis of the film symmetrically. In this work, the retardation characteristics according to the RM thickness were evaluated and henceλ/2 phase retardation film can be fabricated. The phase retardation film with Δn·d of 276.1 nm, which is close to λ/2 (=275 nm @550 nm), was fabricated. The light transmittance of a smart window with the structure of (polarizing film)/(glass)/(alignment layer)/(λ/2 retardation film) was measured in the transmission mode, half mode and blocking mode. The evaluation results show that the transmittance of the smart window can be controlled in three steps with 35.8%, 27.8%, and 18.2% at each mode, respectively. In addition, by fabricating a smart window with a size of 15×200 mm2, the feasibility of use in various fields such as buildings and automobiles was verified.

In this paper, a software radio system, supporting the physical layer of IEEE 802.15.4 standard, has been developed using USRP(Universal Software Radio Peripheral) board and GNU Radio package of an open source development kit for software radio. The software radio system supports the standards of BPSK and OQPSK modulations for 868/915 MHz band and OQPSK modulation for 2.45 GHz band. To verify the operation of the developed system, it has been tested under the standard signals according to the frequency band and packet structures for the transmitting and receiving operation. At 2.4 GHz, the Smart RF EV board and CC2430 modules are used to check the proper operation of the software radio system. The system performance test shows that the emission power spectrum, the eye-pattern, and PER(Packet Error Rate) meet the standard. It has been confirmed that the developed system supports the PHY layer of IEEE 802.15.4.
We proposed a LSTM-based RNN model that can effectively perform the automatic spacing characteristics. For those long or noisy sentences which are known to be difficult to handle within Neural Network Learning, we defined a proper input data format and decoding data format, and added dropout, bidirectional multi-layer LSTM, layer normalization, and attention mechanism to improve the performance. Despite of the fact that Sejong corpus contains some spacing errors, a noise-robust learning model developed in this study with no overfitting through a dropout method helped training and returned meaningful results of Korean word spacing and its patterns. The experimental results showed that the performance of LSTM sequence-to-sequence model is 0.94 in F1-measure, which is better than the rule-based deep-learning method of GRU-CRF.
Cities will soon host two third of the population worldwide, and already today 80% of the world energy is used in the 20 largest cities. Urban areas create 80% of the greenhouse gas emission, so we should take care that urban areas are smart and sustainable as implementations have especially here the greatest impact. Smart Cities (SC) or Smart Sustainable Cities (SSC) are the actual concepts that describe methodologies how cities can handle the high density of citizens, efficiency of energy use, better quality of life indicators, high attractiveness for foreign investments, high attractiveness for people from abroad and many other critical improvements in a shifting environment. But if we talk about Entrepreneurship Ecosystem and Innovation, we do not see a lot of literature covering this topic within those SC/SSC concepts. It seems that 'Smart' implies that all is embedded, or isn't it properly covered as brick stone of SC/SSC concepts, as they are handled in another 'responsibility silo', meaning that the policy implementation of a Science and Technology Park (STP) is handled in another governing body than SC/SSC developments. If this is true, we will obviously miss a lot of synergy effects and economies of scale effects. Effects that we could have in case we stop the siloed approaches of STPs by following a more holistic concept of a Smart Sustainable City, covering also a continuous flow of innovation into the city, without necessarily always depend on large corporate SSC solutions. We try to argue that every SSC should integrate SP/STP concepts or better their features and services into their methodology. The very limited interconnectivity between these concepts within the governance models limits opportunities and performance in both systems. Redesigning the architecture of the governance models and accepting that we have to design a system-of-systems would support the possible technology flow for smart city technologies, it could support testbed functionalities and the public-private partnership approach with embedded business models. The challenge is of course in complex governance and integration, as we often face siloed approaches. But real SSC are smart as they are connecting all those unconnected siloes of stakeholders and technologies that are not yet interoperable. We should not necessarily follow anymore old greenfield approaches neither in SSCs nor in SP and STP concepts from the '80s that don't fit anymore, being replaced by holistic sustainability concepts that we have to implement in any new or revised SSC concepts. There are new demands for each SP/STP being in or close to an SC/SCC as they have a continuous demand for feeding the technology base and the application layer and should also act as testbeds. In our understanding, a big part of STP inputs and outputs are still needed, but in a revised and extended format. We know that most of the SC/STP studies claim the impact is still far from understood and often debated, therefore we must transform the concepts where SC/STPs are not own 'cities', but where they act as technology source and testbed for industry and new SSC business models, being part of the SC/STP concept and governance from the beginning.

In this paper, we propose a hybrid multi.system-on-chip (H-MSoC) architecture that provides a high-flexibility system in a rapid development time. The H-MSoC approach provides a flexible system-on-chip (SoC) architecture that is easy to configure for physical- and application-layer development. The physical- and application-layer aspects are dynamically designed and modified; hence, it is important to consider a design methodology that supports rapid SoC development. Physical layer development refers to intellectual property cores or other modular hardware (HW) development, while application layer development refers to user interface or application software (SW) development. H-MSoC is built from multi-SoC architectures in which each SoC is localized and specified based on its development focus, either physical or application (hybrid). Physical HW development SoC is referred to as physical-SoC (Phy-SoC) and application SW development SoC is referred to as application-SoC (App-SoC). Phy-SoC and App-SoC are connected to each other via Ethernet. Ethernet was chosen because of its flexibility, high speed, and easy configuration. For prototyping, we used a LEON3 SoC as the Phy-SoC and a ZYNQ-7000 SoC as the App-SoC. The proposed design was proven in real-time tests and achieved good performance.

Adaptive recommendation systems have been developed with big data processing as a system that provides services tailored to users based on user information and usage patterns. Deep learning can be used in these adaptive recommendation systems to handle big data, providing more efficient user-friendly recommendation services. In this paper, we propose a system that uses deep learning to categorize and recommend tourism types to suit the user's personality. The system was divided into three layers according to its core role to increase efficiency and facilitate maintenance. Each layer consists of the Service Provisioning Layer that real users encounter, the Recommendation Service Layer, which provides recommended services based on user information entered, and the Adaptive Definition Layer, which learns the types of tourism suitable for personality types. The proposed system is highly scalable because it provides services using deep learning, and the adaptive recommendation system connects the user's personality type and tourism type to deliver the data to the user in a flexible manner.
