Smart Divide and the Paradigm Shift of Social Capital

  • In the current smart device-based information environment, information utilization is closely related to social capital. Additionally, the smart divide that occurs owing to the differences in use of smart devices has a significant influence on social capital. In this respect, this research empirically analyzed how the smart divide affects social capital construction. The study found that the level of and proficiency in using smart devices and diversity of the information formats used through smart devices affect social capital construction. Further, people who fully utilize smart devices can enhance their participation in social activities, social networks, and reciprocal activities, leading people to construct social capital in a wider range. Contrarily, those who are unable to use smart devices adequately may be disadvantaged in terms of the opportunity to construct social capital and share public interests. Thus, to maximize the intrinsic value of social capital, it is necessary to consider the factors of the smart divide as a complicated and multi-faceted digital divide and the ways to utilize social capital as a driving force for integrating society, and not as a mechanism for dividing members of society.

  • 스마트 기기의 활용으로 인해 정보격차의 전통적인 의미가 변화하고 있으며, 기존의 정보격차가 해소되는 현상이 나타나고 있다. 반면, 스마트 기기의 보급이 보다 심화된 새로운 차원의 정보격차를 생성하고 있다는 주장 또한 제기되고 있다. 본 연구에서는, 이러한 상반된 현상의 원인을 파악하고, 현재 정보환경에서의 정보격차 현황을 확인하고자 한다. 이를 위해, Pew Research Center의 설문조사 결과를 활용하여 기존의 정보격차 생성요인들과 스마트 기기 보유 사이의 관련성을 상관적으로 분석하였으며, 스마트 기기가 정보격차에 미치는 영향을 실증적으로 분석하였다. 이와 함께, 스마트폰을 이용한 정보활용의 범위를 측정하여 스마트 디바이드의 발생여부를 통계적으로 확인하였다.

  • 이 연구는 스마트기기 이용이라는 맥락에서의 다변화하는 정보격차인 스마트 디바이드의 형성에 미디어 리터러시가 미치는 영향을 실증적으로 분석하였다. 분석 결과, 미디어 리터러시의 대부분의 요인들은 스마트기기를 이용해서 사회적 네트워크를 구축하고, 이를 기반으로 정보적, 사회적 활동의 범위를 확장하는데 영향을 미치고 있다. 또한 미디어 리터러시는 스마트기기를 통해 입수한 정보의 가치 평가능력에도 유의미한 영향을 미치는 것으로 분석되었다. 따라서 미디어 리터러시를 확보한 사람들과 그렇지 못한 사람들 사이에는 스마트기기의 활용을 통한 정보적, 사회적 이익이라는 측면에서 보다 심화된 사회적 격차가 발생할 수 있으며, 이는 스마트 디바이드를 유발하는 기제로 작용할 수 있다.

개인의 특성이 스마트 디바이스 이용성과에 미치는 영향 : 모바일 정보격차 조절효과를 중심으로 (The Effect of Personal Characteristics on Use Outcomes of Smart Device : Moderating Effects of Mobile Divide)

  • The purpose of this study is to verify the moderating effect of mobile divide on the relationship between individual characteristics and the use outcomes of smart device. Data was collected through a survey for periods from May 12, 2017, to May 17, 2017. As a result of multiple regression analysis based on collected data, self-efficacy, information seeking desire and culture capital have a positive effect on the use outcomes of smart device. To examine the moderating effect of mobile divide, we conducted a hierarchical regression analysis by calculating the interaction variables of the independent variable and the mobile literacy. As a result of the analysis, it was found that mobile literacy has negative moderating effect between self-efficacy and the use outcomes of smart device. The results of this study can be interpreted as the higher the self-efficacy and information desire for ICT technology users are. In addition, it can be interpreted that the smart device is convenient in the cultural activities of individuals, and therefore, it is highly utilized. Next, among those who have excellent mobile use ability, those who have high confidence in ICT technology can be interpreted as having low utilization because they recognize that the benefits provided by smart devices are familiar and natural. The results of this study confirm that the digital divide problem in the smart environment is influenced by individual characteristics as well as demographic variables. Therefore, we expect the government to set appropriate policies considering the characteristics of individuals.

A Study on the Current Status and Improvement of Digital Divide for the Disabled in Korea

  • Due to the fast development of information and communication technology, many people are enjoying benefits. However, there are those who do not enjoy the benefits of such information technology due to physical disabilities or economic reasons. This class is classified as an information-vulnerable class with so-called digital divide, and the disabled can be said to be a representative information-vulnerable class. The purpose of the paper is to identify the various causes of digital divide and propose improvement measures for the disabled in Korea. For this purpose, the digital divide data by the national institution over the past four years were analyzed. Through various statistical analysis, it was found that the main cause of the digital divide was insufficient information competency among the three factors diagnosing the digital divide namely, information access, information competency, and information utilization. It was also found that the information utilization activities of the disabled were not productive and consumption-oriented

A Follow-up Study on Smart Divide Issues in Korean Rural Area

  • Digital divide commonly means the gap among diverse stakeholders, businesses, physical areas, and individual people in terms of opportunities, accessibilities, and usabilities (Acilar, 2011). Lee and Park (2011) and Barzilai-Nahon (2006) suggested that the digital divide issues should be considered as an important public issue because proper public response may enhance or reduce the information gaps by the digital divide. This study is a follow-up study of the study of Lee and Park. This study's main aim is to clarify the changes of the digital divide in the rural areas during five years and to find out meaningful factors to reduce the gaps between the rural area and urban area. To achieve the research aim, this study analyzes the public data by ITSTAT and previous studies on the digital divide. Also this study follows the system thinking approach to model the causal relationships among diverse factors on the digital divide. With the results, this study suggests that the factors to measure the digital divide should be re-designed including smartphone penetration and accessibilities. Especially, current digital divide scoring factors should be considered in the way of social welfare.

The Comparative Analysis on the Digital Divide of Senior Citizens through the Preference for Mobile Internet and Social Media

  • This study analyzed the digital divide of Korean senior citizens through the preference for smart media. Targeting two media out of mobile internet and mobile social media, the media dependency ratio and the trend of people in their 20s-60s were verified. Regarding the dependency ratio of young people(20s) and senior citizens(60s), in case of mobile internet, people in their 60s were average 8.6% while people in their 20s were average 38.9%, so that the ratio of senior citizens was lower by 30.3%. In case of social media, people in their 60s were average 1%, which was 7.1% lower than people in their 20s(8.1%). And this divide was the digital divide shown in the informatization process through the trend of internet use of senior citizens in their 60s or up. Thus, as the policy measures for solving the digital divide of senior citizens, it would be required to continuously develop the digital cultural programs for senior citizens, to expansively perform the government subsidiary policies like additionally providing the essential information to senior citizens, and also to expand the smart-based infrastructure for senior citizens' participation in economic activities.

  • 새롭게 다가오고 급변하는 스마트 융합환경속에서 정보격차 해소 이슈가 새롭게 조명되고 있다. 전통적인 정보격차의 개념과 범주에 대해 정의하고 그동안 정부가 정보격차 해소를 위해 펼쳐온 노력 사항에 대해 알아보고 해외주요 국가들의 스마트 융합환경속에서의 정보격차 현황에 대해 살펴보았다. 해외 주요국과 한국과의 스마트폰 환경 하에서의 장노년층, 장애인, 저소득층등 취약 계층별 정보 격차 현상에 대해 살펴보고 특별한 차별점을 인식하려 노력하였다. 이에 따른 시사점 분석을 통해 필요한 정책방안을 제시하고 그 달성을 위해 우리 정부나 산업계, 학계, 사회단체 등에서 어떠한 노력을 기울여야 할 것인가를 제시하였다. 정보통신 일등국가로서의 위치를 계속 유지해나가는 것은 전 국민이 평등하게 정보를 공유하여 모두가 삶이 행복한 사회를 구현할 때 비로소 가능해 지는 것이라고 믿는다. 본 연구에서 제시하는 전략안이나 제언이 정부의 정보통신정책 마련에 도움이 되었으면 한다.

노년층의 스마트 정보격차 요인 및 해소방안에 관한 실증적 연구 (An Empirical Study on the Factors and Resolution Methods of the Smart Divide of Older Adults)

  • 본 연구는 1990년대 이후 정보화 과정에 이어 2010년대 들어 스마트폰의 확산으로 스마트화가 급속히 전개되는 가운데 특히 2000년대 이후 신속히 진행 중인 고령화로 인하여 심각해지고 있는 만 65세이상 노년층의 스마트 정보격차의 요인을 분석하고 이에 대한 해소방안을 모색하고자 추진되었다. 기존 연구에서 노년층의 스마트폰에 대한 자기효능감, 교육, 접근성, 유희성, 비용 합리성, 정책적 지원 등 6개 요인을 도출하고 정보기술수용모델(TAM)을 토대로 연구모델을 정립한 후, 전국의 14개 노인종합복지관을 통하여 총 243명에게 설문조사를 실시하여 자료를 수집하였으며, 구조방정식모델(SEM) 분석을 통하여 가설을 검증하였다. 스마트폰에 대한 정책적 지원, 유희성, 자기효능감, 접근성, 비용 합리성, 그리고 교육 요인의 순서로 중요성이 우선시된 본 연구의 결과는 향후에 노년층의 스마트 정보격차에 대한 다양한 해소방안 모색에 활용될 수 있다.

A Comparative Study on Elderly Persons' Adoption Patterns of Media Information (Newspaper, Smartphone, Etc.) and Digital Divide

  • This study found the digital divide of Korean elderly persons on the basis of the 2013-2017 survey data of the perception of media information adopters. The studied media were traditional ones, such as newspaper and TV. The media dependence of those in their 20s to 60s was compared and analyzed. As a result, regarding their dependence on newspaper, elderly persons in their 60s had 20.7% on average, 13.6% higher than the percentage (7.1%) of young persons. Regarding their dependence on TV, those in their 60s had 97.6% and those in their 20s had 63.7%, so that there was a wide gap of 33.9% on average. The smartphone penetration rate of those in their 60s was 61.3%(2015-2017) on average, which tended to rise. The elderly's dependence on traditional media featured Digital Divide which is found in the informatization process. Accordingly, in order to solve their digital divide, it is required to expand education in line with their knowledge level through remote online centers, develop inclusive ICT for convenience, and change philosophical policy paradigm in the dimension of quality of life.
