The objective of this study is to reveal a shipper's preference for road freight transport according to commodity classification code. The shipper's preference in freight transport can be obtained by using value of travel-time savings. The characteristics of freight are so various that the shipper's preference also appear widely different. In these days, there were few attempts to estimate value of freight travel-time savings in Korea. but most of them included only rail or marine freight transport so it couldn't obtain unique travel-time savings for road freight transport. In this study the value of travel-time savings of road freight transport was estimated according to commodity classification code. Revealed preference method and associated binominal logit models were applied to estimate the value of travel-time savings in transit from a Seoul metropolitan commodity flow survey data in 1998. Data sets were segmented by commodity classification code and nineteen binominal legit models were estimated according to segmented groups. The results of this study showed that the value of freight travel-time savings varied wide ranges from 16,441 won to 66,769 won per hour a vehicle along with commodity classification code.
The bidding phase for logistics outsourcing services is critical for both shippers and logistics companies. According to the logistics bidding phase, the shipper should provide logistics operation information to logistics companies to resolve uncertainty. In addition, the logistics company can win the contract volume that was placed in the bid by expressing their experience and know-how, and proposing to share the risks and benefits of the shipper's logistics operation. Therefore, it is necessary to examine the factors that can be identified during the bidding phase for logistics outsourcing and how these factors affect the satisfaction of logistics outsourcing services. Based on the factors identified in the preceding studies on logistics outsourcing partnership factors and those on logistics outsourcing determinants, a survey was conducted on experts engaged in logistics companies, performing logistics for domestic shippers and analyzed using Smart-PLS. This study presents the following implications. First, in the logistics bidding phase, the shipper should provide its logistics operation information to logistics firms to resolve uncertainties. Details An in-depth explanation of the operation details will be presented via the bidding presentation, and on-site tours of manufacturing plants and logistics centers should also be carried out if necessary. Second, in the bidding phase, logistics companies should appeal through proposals to their competitiveness, such as experience and knowledge of the logistics of the shipper, and also consider alliances with other logistics companies to supplement their insufficient logistics services. Third, logistics companies should make proposals to share profits and risks through logistics outsourcing during the bidding phase, propose accepting risks from environmental uncertainties of the shipper within its capacity to an acceptable extent, and share the benefits of carrying out the shipper's logistics.
The Switched Bill of Lading(SBL) has been in frequent use in recent years as intermediary trade increases with the growing number of companies' overseas subsidiaries. Its frequent use, though, has brought about disputes regarding its illegal issue. Although there are several legal cases regarding this, studies on this issue are hard to find. Therefore, this study tries to provide countermeasures and precautions against unlawful issues of SBL through examining the legal cases resulting from illegal issuing practices of SBL. When the Switched Bill of Lading is issued, the shipper, consignee, port of loading and unloading, and shipping date of the original bill of lading are usually changed. Statements which may put the shipper at a disadvantageous position may also be deleted and/or the bill of lading may be either divided or integrated when it is issued. However, if the carrier issues the SBL 1)without withdrawing original BL, 2)indicating the shipping date, port of loading and port of discharge falsely, or 3)deleting the statements which may give him disadvantages, it may be regarded as an illegal issue. These unlawful issues of SBL may pose a huge threat to the shipper, banks and the parties relating to the trade. That is, the shipper may take a substantial loss when the goods can be delivered to a third party by SBL without his collecting the proceeds. The issuing bank and the negotiating bank may also have their security rights to the goods hampered by the illegal and improper issue of SBL. In most cases, the carrier has no choice but to issue the SBL without collecting the original BL for fear of hurting the relationship with the intermediary traders. This practice of issuing more than two sets of BL may pose a potential risk to the carrier.

As national economies globalize, demand for intercontinental container shipping services is growing rapidly, providing a potential economic boon for the countries and communities that provide port services. On the promise of profits, many governments are investing heavily in port infrastructure, leading to a possible glut in port capacity, driving down prices for port services and eliminating profits as ports compete for business. Further, existing ports are making strategic investments to protect their market share, increasing the chance new ports will be overcapitalized and unprofitable. Governments and port researchers need a tool for understanding how local competition in their region will affect demand for port services at their location, and thus better assess the profitability of a prospective port. We propose to develop such a tool by extending our existing simulation model of global container traffic to incorporate demand-side shipper preferences and supply-side strategic responses by incumbent ports to changes in the global port network, including building new ports, scaling up existing ports, and unexpected port closures. We will estimate shipper preferences over routes, port attributes and port services based on US and international shipping data, and redesign the simulation model to maximize the shipper's revealed preference functions rather than simply minimize costs. As demand shifts, competing ports will adjust their pricing (short term) and infrastructure (long term) to remain competitive or defend market share, a reaction we will capture with a game theoretic model of local monopoly that will predict changes in port characteristics. The model's hypotheses will be tested in a controlled laboratory experiment tailored to local port competition in Asia, which will also serve to demonstrate the subtle game theoretic concepts of imperfect competition to a policy and industry audience. We will apply the simulation model to analyze changes in global container traffic in three scenarios: addition of a new large port in the US, extended closure of an existing large port in the US, and cooperative and competitive port infrastructure development among Korean partner countries in Asia.
Korea Shipping Act admits shipping conferences' joint actions like rate agreement, sailing agreement in some degree for development of shipping transport industries for decades. Meanwhile, EU has prohibited all kinds of shipping conferences' joint actions since October 2008, and many advanced countries also have similar position on shipping conference. The balance development between shippers and ship owners is very important in terms of national economic growth. So it is appropriate time to revise related laws such as Shipping Act and Monopoly Regulation and Fair Trade Act. First, It is direction for revision of Korean Shipping Act. The act has to define precisely the criteria of "unfairness" in case of admitting of shipping conferences' joint actions. Shipping conferences have a conference with shipper or shipper's delegation substantially on freight and transport conditions and so on. Second, It is direction for revision of Monopoly Regulation and Fair Trade Act. The fair trade commission has to perform fair roles between shippers and ship owners. The judgement of fairness has to confirm according to the spirit of not Korea Shipping Act but Korea Monopoly Regulation and Fair Trade Act itself.
Supply chain is viewed as a number of organizations(at least three) working cooperatively with at least some shared objectives. The concept of supply chain management represents the most advanced state in the evolutionary development of purchasing, procurement and other supply chain activities. This study aims to analyze and develop a measurement instrument for supply chain performance in international logistics. A measurement instrument for supply chain performance in international logistics are developed by Lai et al(2002). Supply chain reliability, customer service and cost are constructed reflecting service effectiveness and operations efficiency between shipper, forwarder and liner. The results of this study are as follow. We firstly tested the measurement properties of the sub-dimension of the supply chain performance construct using reliability test and confirmatory factor analysis follow by exploratory factor analysis. For each of the factor, reliability and validity are achieved because of the significant loading of the measurement items on their latent factors. Further research perform the analysis of variance by multi respondents within each firm and across partner firms in the supply chain. The result of analysis present the difference with shipper, forwarder and liner in statistics.
Relative importance of maritime transport that takes charge of main current of freight in country' economy is very large. Especially, port and facility carry out important role which treats freight of import and export smoothly and improves international trade as turning point, to achieve key role on connection and association between sea and land. For such reason, enlargement of port facilities or development of port needs to grasp exactly the utilization of port, attributes and selective factors of shipper. On the other hand, the amounts of physical distribution on Mokpo port located in Korean west coast are increasing, with fast economic growth of East Asian including China. This study uses discrete choice model that is measuring to analyze attribute and characteristic of Mokpo port, and analyzes port selection by decision factors of shipper. This paper composed a questionnaire using the result of preceding research, to decide port selection factor among competitive ports. Through factor analysis on a basis of the questionnaire' result, five principal components were extracted. These are resorted out by Logit model, to grasp competitive elements of port. This research fin present direction which raises competitive power of ports in west coast of Korea, especially on alternative and concentration of middle-class port as Mokpo may be useful.
This study aims to review the article 26 of UCP 600. The article 26 of UCP 600 deals with 'on deck cargo' and 'unknown wording' in L/C transaction. The article 26 of UCP 600 says that a transport document stating that the goods may be carried on deck is accept able. UCP 600 requires to reject transport documents which evidence that the goods are or will be loaded on deck. So the bank will not accept the B/L containing a clause stating the goods are or will be loaded on deck. But in practice a container cargo is carried on deck actually but we do not describe this fact on the Bill of Lading. The deck stowage is not allowed under the clean B/L. But in case of container cargo, the carrier has the right to carry the container on deck in practice. In spite of this practice the carrier can not describe this fact correctly like this : "The container cargo loaded on deck". If carrier describes on B/L like this, the bank rejects the B/L in L/C transaction. So the carrier describes as "the goods may be carried on deck" on the back of the B/L. But they loaded the container on deck actually. This article suggests some ideas on this matter. In addition, the article 26 of UCP 600 says that a transport document bearing a clause such as "shipper's load count" or "said by shipper to contain" is acceptable. This means that a carrier has no responsibility on the contents of containers. In case of FCL Cargo, it is impossible for a carrier to check the details of container cargo. Therefore it is inevitable to insert the expressions such as "SLC(shipper's load and count)" or "STC(said to contain)". The wording described on the face of B/L should be interpreted as intended and consistently. The intention of the carrier is not the actual quantity or weight. So unknown wording does not represent the actual quantity or weight. But some cases show that the carriers are indemnified by such insertion but others reject the effectiveness of such insertion. So this study emphasizes that unknown wording can not fully indemnify the carriers and that the insertion of such expressions shall be minimized.
The selection of a third-party logistics (3PL) provider is a critical process for shippers who want to receive competitive logistics service. However, studies analyzing the factors that influence the selection of 3PL provider from the viewpoint of shippers are insufficient. The present study aims to derive factors to be considered when selecting a 3PL provider by domestic shippers and to present the weights of each factor. The analysis results showed that among the major factors, the "operation factor" showed the highest importance, followed by "strategic factor", and "communication factor". The results of compound weights showed that "cost reduction" is the most important factor, followed by the "expertise of the provider", "inventory management ability", and "human resources management". The present study proposed the core factors that should be considered when selecting a 3PL provider from the shipper's viewpoint. This study also has an industrial implication from the viewpoint of 3PL providers because it provides the basic data for enhancing the shipper's satisfaction by reinforcing the factors that are considered important in by shippers. In future research, it is necessary to classify shippers by industry and analyze the differences in the factors that arise in selecting 3PL companies for each industry.
In recently, the globalization of business and the competitive pressure have led to the growing strategic importance of the logistics function within the organization. All organizations are approaching 3PL(Third party logistics : 3PL) services to manage their logistics activities to gain competitive advantages. This has placed a number of demands on the logistics system and has become a rapidly developing area of investigation. Thus the research objective is to examine the effects of 3PL service qualities, trust and commitment on logistics performance. The results shows that visibility and expertise of the 3PL service quality elements positively affected shipper's trust. And availability, visibility and communication of the 3PL service quality elements positively affected shipper's commitment. In addition, the trust and commitment of shipper's company on the 3PL corporation positively affected logistics performance.
