  • We adopt the P/sub λ, T//sup M/ policy of dam to introduce a service policy with alternating service rates for a Poisson arrival queue, in which the service rate alternates depending on the number of customers in the system. The stationary distribution of the number of customers in the system is derived and, after operating costs being assigned to the system, the optimization of the policy is studied.

  • In this paper, we consider a service system with bi-functional servers, which can switch between the primary service room and the secondary room. A service policy is characterized by the switching paints which depend on the queue length in the primary service room and the service level requirement constraint of the secondary room. The primary service room is modeled as a Markovian queueing system and the throughput of the primary service room is function of the total number of bi-functional servers. the buffer capacity of the primary service room, and the service policy. There is a revenue obtained from throughput and costs due to servers and buffers. We study the problem of simuitaneously determining the optimal number of servers, buffer capacity, and service policy to maximize profit of the service system, and develop an algorithm which can be successfully applied with the small number of computations.

노후준비서비스의 경제적 가치 분석 (An Analysis of Economic Value of the Old-age Preparation Service)

  • Background: The purpose of this study is to emphasize the importance and necessity of the government's old-age preparation service by measuring the economic value of the old-age service and the policy direction and policy implications of the government's old-age preparation service project. Methods: Contingent Valuation Method (CVM) was used as an analytical method. CV methodology was used to calculate the Willingness to pay (WTP) for old-age preparation service and its value was estimated and the economic benefit of the project was estimated. Results: As a result of the analysis, the average monthly payment amount for the old service was calculated as 5,100 won, and the annual average payment amount was estimated to be 61,197.1 won. Conclusion: The present value of the benefit for 10 years with the discount rate of 5.5% is 484,651 won. Based on the value of peruser benefit, the total benefit value calculation result of the old-age preparation service considering the Willingness to pay for the next 10 years shows that the total benefit value of the old service, which occurs during the period from 2016 to 2025(10 years) was estimated at 415.1 billion won. As a result of calculating the benefit for each scenario, the present value of basic service is higher in all scenarios than the linked service.

  • 본 연구는 기존 국립세종도서관 정책정보포털(POINT)의 국정과제 서비스를 뛰어넘는 고품질 정책정보서비스 제공을 위하여, 새로운 국정과제 이행에 필요한 정책자료를 효과적으로 서비스할 수 있는 모형을 개발하고자 한다. 이에 개별 접근을 통한 데이터 검색 대신 통합된 검색 환경을 제공하는 것이 필요하며, 이를 위한 국정과제서비스 모형 구축을 4가지 모형으로 제안하였다. 첫째, 국정과제서비스 시스템 운영 부문으로 인터페이스 측면, 전산 시스템 구상, 전자정보원 측면, 전산 시스템 구상을 제안하였다. 둘째, 국정과제서비스 정보원 부문으로 Linked Open Data 시스템 구상, 정책정보 시계열 서비스 시스템 구상, 국외 원문자료 번역서비스, 연구자 희망자료 확충을 제시하였다. 셋째, 국정과제서비스 홍보 부문으로 정책 이용자를 위한 홍보 강화, 사이트 브랜드 구축 및 홍보, SNS 채널 운영, 보조자료 활성화 강화, 외부 서비스에서의 접근성 강화를 제안하였다. 넷째, 국정과제서비스 협업 및 연계 부문으로 Open API, 클라우드 서비스, 해외도서관과의 정보 네트워크 확장을 제안하였다.

AN M/G/1 VACATION QUEUE UNDER THE $P_{\lambda}^M-SERVICE$ POLICY

  • We consider the $P_{\lambda}^M-service$ policy for an M/G/1 queueing system in which the workload is monitored randomly at discrete points in time. If the level of the workload exceeds a threshold ${\lambda}$ when it is monitored, then the service rate is increased from 1 to M instantaneously and is kept as M until the workload reaches zero. By using level-crossing arguments, we obtain explicit expressions for the stationary distribution of the workload in the system.

농어촌버스 서비스품질 요인이 서비스 만족도 및 정책 만족도에 미치는 영향: 전라북도 농어촌버스 서비스를 중심으로 (The effect of Rural Bus Service Quality Factors on Service Satisfaction and Policy Satisfaction: Focusing on Rural Bus Service in Jeollabuk-do)

  • 본 연구의 목적은 전라북도 4개 시군의 농어촌버스 이용객을 대상으로 서비스 만족도와 정책 만족도에 영향을 미치는 요인과 이들 사이의 영향 관계를 파악하여 향후 전라북도 농어촌버스 서비스 개선과 활성화 정책을 제안하는 것이다. 연구 대상 지역 4개 시군은 농어촌버스 이용객이 지속해서 감소하고 있으며, 최근 버스 이용 활성화를 위해 버스요금 단일화, 수요응답형 교통수단 등 여러 가지 교통정책을 시범적으로 추진하고 있다. 본 연구에서는 기존 문헌 조사 후 농어촌버스 서비스 만족도 및 정책 만족도에 영향을 미치는 세 개의 주요 서비스품질 요인 경제성, 편리성, 안전성을 도출하였다. 그리고 기존 연구에서 제시한 연구모형을 수정하여 세 개의 요인이 서비스 만족도와 정책 만족도에 미치는 영향 관계, 그리고 서비스 만족도와 정책 만족도 사이의 영향 관계를 검증하는 연구모형을 제시하였다. 연구모형 검증에는 고창, 김제, 부안, 정읍 4개 시군의 버스정류장과 버스집하장 인근에서 이용객을 대상으로 수집한 총 520부의 설문 자료를 이용하였다. 검증 결과 경제성, 편리성, 안전성 3개 요인이 서비스 만족도에 통계적으로 긍정적(+) 영향을 미치는 것으로 나타났으나, 정책 만족도에는 편리성과 안전성만이 긍정적(+) 영향을 미치는 것으로 나타났다. 연구가설과 달리 서비스 만족도와 정책 만족도 사이에는 통계적으로 유의한 영향 관계가 성립하지 않는 것으로 나타났다. 연구가설과 다른 결과이지만, 전라북도 농어촌버스 교통정책 입안자와 실무관계자에게 단일요금제 정책, 서비스 만족도와 정책 만족도 개선에 관한 정책적 제언을 할 수 있는 의미 있는 결과였다. 결론에서 연구분석 결과와 단일요금제, 그리고 교통정책 등을 기반으로 서비스 만족도와 정책 만족도 개선방안을 제시하였다.

A Study on the Recognition and Policy Direction of Welfare Service for the Disabled - Focusing on D-County -

  • This study is a study on the recognition and policy direction of welfare service for the disabled. For this, it aims to draw implications about the policy direction of welfare service for the disabled using basic investigation of welfare for the disabled among $2^{nd}$, $3^{rd}$ community social welfare plans of Jeollanam-do. As study results, it was analysed that the demand of welfare service for the disabled is increasing from providing the past livelihood such as establishing the foundation for basic livelihood to customized welfare service such as supplying jobs for enhancing the quality of life of the disabled. That is judged to be caused by needs for human's basic rights according to economic development and improvement in income level, and it will be appropriate to set up the software-focused policy for the disabled individuals rather than to set up the hardware-focused policy like the past. Despite the implications like these, however, this study has limitation that its subject is restricted to D-gun, so henceforth it needs to draw more general conclusions through comprehensive research about more extensive regions.

공급사슬의 서비스 개선을 위한 효과적인 Lateral transshipment 정책 (An Effective Lateral Transshipment Policy to Improve the Service Level in the Supply Chain)

  • There is the uncertainty of demands at each retailer in the supply chain. To satisfy customers' demand, retailer must have enough inventory. Nevertheless, stockout is occurred for some retailers. A lateral transshipment policy can be effectively used to deal with stockout. The new lateral transshipment policy, referred to service level adjustment (SLA), is suggested. The difference between SLA and previous policies is the integration of an emergency lateral 'transshipment with a preventive lateral transshipment to efficiently respond customers' demand in the proposed policy. Additionally, the service level to decide the quantity of products is considered. Simulation experiment is executed to treat stochastic factors in the two-echelon supply chain. The proposed policy can reduce total cost and is more effective to the change of demand, penalty cost, and ordering cost than the currently used policies.

  • We introduce the $P^M_{{\lambda},{\tau}}$ service policy, as a generalized two-stage service policy of the $P^M_{\lambda}$ policy of Bae et al. (2002) for an M/G/1 queueing system. By using the level crossing theory and solving the corresponding integral equations, we obtain the explicit expression for the stationary distribution of the workload in the system.

  • It is well observed in the satellite telecommunication policy of several States that legal constraints imposed upon the service coverage of satellite telecommunication as well as broadcasting are to be relaxed in a progressive way. Major aspects of such policy change lie in the adoption of policy refusing traditional concept of national frontier. In the case of direct broadcasting satellite service, while a debate upon the legal issues regarding the spill-over effect of that service is no more major concern of the States, many multinational enterprises are looking for strategic alliance for regional or global DBS project. On the other hand, an implementation plan for connecting the world through global mobile personal communication satellite system is being pursued by several joint effort of multinational firms. Legal issues arise regarding the regulatory competence of each State, Especially, a controversial issue is concerning the sovereign right well recognized upon the regulation of telecommunication. This study is focusing upon the evolution of such policy change for the purpose of allowing us to expect future develpment of worldwide satellite telecommunication policy environment.
