A study on security oversight framework for Korean Nuclear Facility regulations

  • Nuclear security has been emphasized to ensure the safety of the environment and humans, as well as to protect nuclear materials and facilities from malicious attacks. With increasing utilization of nuclear energy and emerging potential threats, there has been a renewed focus on nuclear security. Korea has made efforts to enhance the regulatory oversight processes, both for general and specific legislative systems. While Korea has demonstrated effective nuclear security activities, continuous efforts are necessary to maintain a high level of security and to improve regulatory efficiency in alignment with international standards. In this study, the comprehensive regulatory oversight framework for the security of Korean nuclear facilities has been investigated. For reference, the U.S. regulatory oversight frameworks for nuclear facilities, with a focus on nuclear security, and the motivations of changes in regulatory oversight framework have been identified. By comparing these regulatory programs and frameworks, insights and considerations for enhancing nuclear security regulations have been identified. A comprehensive security inspection program tailored for the Korean regulatory oversight framework has been proposed, and has been preliminarily applied to hypothetical conditions for further discussion.

  • According to the advent of the seriousness of industrial technology outflow, concerns are mounting about the importance of security, recently. In this paper, I studied a research trend about industrial technology security and real condition of the outflow, analyzed it in various ways, and showed a seriousness of the issue and urgency of the security. Finally, I suggested methods of improving needed in the industrial technology security in legal, business and technical ways.

  • 이메일을 기반으로 좀비PC 및 봇넷그룹을 탐지하는 알고리즘은 기존에 연구가 되었으나, 기존의 검증방식은 가상의 메일계정을 이용해 스팸메일을 수집하는 스팸트랩 시스템에서 추출한 이메일을 대상으로 하였다. 본 논문에서는 상용환경의 이메일을 대상으로 좀비PC를 탐지하고, 좀비PC를 이용한 추가 사이버 공격을 예방하기 위해 기존의 알고리즘을 보완하고, 이에 대한 좀비PC 탐지결과를 분석한다. 이를 통해, 주요 포탈 및 기업의 메일서버에서 수신하는 이메일을 대상으로 좀비IP를 탐지하여, 스팸메일을 차단하고 ISP와 연계하여 실제 조치를 유도할 수 있을 것으로 기대한다.

  • Research on technology security has been limited to technology leakage prevention. Companies recognize technology security as an investment. so It is a passive situation for recruitment and equipment installation. Therefore, the amount of damage caused by the technology leakage is regarded as profit, The purpose of this study is to investigate the effect of technology security on the domestic economy by using the inter-industry relations table. The inter-industry relations table was created by Vasily Leontiyev. In 1960, the Bank of Korea made it for the first time in Korea. Korea introduced the ISMS in 2001 and conducted a study on the technology security economy. Through this study, we hope that technology security will be recognized as income, not investment.

  • This research suggests the security countermeasures for solving technology outflow of small-medium companies in New IT Environment through level comparison of security cognition and security management between small-medium companies and major big companies. According to analysis results, it is poor for small-medium companies' level of security cognition and security management compared with major big companies. Small-medium companies need to manage technology outflow to major big companies' level in New IT Environment. Small-medium companies has started to build New IT Environment recently and it must build the appropriate security system for small-medium companies at the same time. Small-medium company has more problem with budget and proffessionals to maintain the security of technology outflow. Therefore government has to support systematic management for the security of technology outflow to Small-medium companies

  • Active networks allow active node’s functionality to be extended dynamically through the use of active extensions. This flexible architecture facilitates the deployment of new network protocols and services. However, the active nature of a network also raises serious safety and security concerns. These concerns must be addressed before active networks can be deployed. In this paper we look at how we can control active extension’s access to different active nodes. Specifically, the authentication between active nodes is very important in this case. We use unique identity each node has for transferring access policies between active nodes. In this paper, we suggest a new method of transferring access policies performing authentications using identities between active nodes.

  • Web service technology will be used in various business fields and it will affect business paradigms. But, however, there is no standard so far and we have many problems to be solved in order to insure interoperability and security. Especially we have to solve Web service security for effective utilization of the technology and otherwise, the technology will not be used in the business field. We, therefore, need to develope security technology which fits to the Web service characteristics. This document describes a proposed strategy for addressing security within a Web service environment based on the results of analysis on the Web service security problems.

  • Location-based services or LBS refer to value-added service by processing information utilizing mobile user location. With the rapidly increasing wireless Internet subscribers and world LBS market, the various location based applications are introduced such as buddy finder, proximity and security services. As the killer application of the wireless Internet, the LBS have reconsidered technology about location determination technology, LBS middleware server for various application, and diverse contents processing technology. However, there are fears that this new wealth of personal location information will lead to new security risks, to the invasion of the privacy of people and organizations. This paper describes a novel security approach on open LBS service to validate certificate based on current LBS platform environment using XKMS (XML Key Management Specification) and SAML (Security Assertion Markup Language), XACML (extensible Access Control Markup Language) in XML security mechanism.

  • It is no doubt that information technology is the key factor of national safety. Information technology is positively useful for national security such as crime prevention and detection, criminal investigation, disaster management, and national defense. However, it might be a threat to the security as we saw in the examples such as '3.4 DDoS attacks' and 'Nong-hyup Computer Network Failure.' Although the effect that information technology makes upon the national security is immense, the current legal system does not reflect these changes well. National security should be kept during 'prevention-response-recovery' process regardless it is in the online on offline. In addition, public administration for national security should be based on laws. However, the current legal system is lack of legislative basis on cyber and physical disaster, and the laws on the response to disaster might cause confusing. Therefore, this study examines the limitation of the current legal system on national security, and suggests directions for the development of the system based on the new establishment of the legal concept for 'national security'.

  • Purpose As information management grows in importance around the world, organizations are investing in information security technology. However, the higher the level of information security technology in an organization, the higher the techno-stress of employees. The purpose of this study is to suggest stress factors related to information security technology that affect the reduction of employees' intention to comply with information security and to suggest ways to alleviate stress. Design/methodology/approach The research presented a model for mitigating technical stress related to information security based on technical stress theory and person-organization fit theory. 346 questionnaire data were analyzed from the members of the organization who applied the information security technology, and the research hypothesis was verified through the structural equation modeling. Findings The hypothesis test confirms that security-related techno-stress reduces the information security compliance intention of employees, organizational technical support mitigates technical stress, and person-organization fitness mitigates the negative relationship between techno-stress and compliance intention. The results of the study contribute to the organization's strategy for minimizing the reduction of the information security compliance intention of employees, and are meaningful in that the theoretical basis for mitigating techno-stress is provided in the field of information security.
