The Influence of Information Security Behaviors on Information Security Performance in Shipping and Port Organization (해운항만조직의 정보보안이행이 정보보안성과에 미치는 영향)

  • Recently, as cases of organizations' information disclosure occur continuously, it is urgent to manage security of information and establish measures to enhance security of information by an organization itself. Especially, members of an organization should be prepared with measures for information security, and an organization should do its efforts to raise its members' awareness toward information security. I set a research model to verify what effects an organization's fulfillment of regulations to secure information brings to performance of information security and selected members from maritime and port organizations and financial and insurance institutes as sample. Results of the analysis to identify factors affecting information security performance among members of maritime and port organizations are as follows. Firstly, I found that the factors affecting information security awareness are information security attitude and information security standards. Secondly, the factor giving influence on information security policy of an organization was found to be information security standards. In contrast, information security punishments and information security training were verified not to give influence on compliance of information security policy. Thirdly, information security awareness was identified to give significant influence on compliance of information security policy, information security competence and information security behavior. Fourthly, compliance of information security policy was verified to be those factors that give influence on information security competence and information security behavior. Lastly, information security competence and information security behavior were found to be such factors that give influence on information security performance.

  • Enterprise security management system proposed to properly manage heterogeneous security products is the security management infrastructure designed to avoid needless duplications of management tasks and inter-operate those security products effectively. In this paper, we defined the security policies using Z-Notation and the detection algorithm of policy conflict for managing heterogeneous firewall systems. It is designed to help security management build invulnerable security policies that can unify various existing management infrastructures of security policies. Its goal is not only to improve security strength and increase the management efficiency and convenience but also to make it possible to include different security management infrastructures while building security policies. With the process of the detection and resolution for policy conflict, it is possible to integrate heterogeneous security policies and guarantee the integrity of them by avoiding conflicts or duplications among security policies. And further, it provides convenience to manage many security products existing in large networks.

  • Today's network consists of a large number of routers and servers running a variety of applications. Policy-based network provides a means by which the management process can be simplified and largely automated. In this paper we build a foundation of policy-based network modeling and simulation environment. The procedure and structure for the induction of policy rules from vulnerabilities stored in SVDB (Simulation based Vulnerability Data Base) are developed. The structure also transforms the policy rules into PCIM (Policy Core Information Model). The effect on a particular policy can be tested and analyzed through the simulation with the PCIMs and SVDB.

A Study on the Software Supply Chain Security Policy for the Strengthening of Cybersecurity: Based on SBOM Policy Cases (사이버안보 강화를 위한 소프트웨어 공급망 보안 정책 연구: SBOM 정책 추진 사례를 중심으로)

  • Supply chain attacks target critical infrastructure, causing large amounts of damage and evolving into a threat to public safety and national security. Accordingly, when establishing cybersecurity strategies and policies, supply chain risk management is specified to enhance security, and the US Biden administration recently issued the Executive Order on Improving the Nation's Cybersecurity, SBOM was mentioned as part of the guidelines for strengthening software supply chain security. If the government mandates SBOM and uses it as a security verification tool for supply chains, it can be affected by the domestic procurement system in the future and can be referenced when establishing a security system for domestic supply chains according to the progress of policy implementation. Accordingly, in this paper, countries that are promoting the SBOM policy as a way to strengthen the security of the software supply chain were selected and analyzed with a focus on related cases. In addition, through comparison and analysis of foreign SBOM policy trends, methods for using domestic SBOM in terms of technology, policy, and law were considered. As the value of using SBOM as a supply chain integrity/transparency verification tool is expected in the future, it is necessary to continuously identify trends in the establishment of international standardization and policy development for SBOM and study the standard format.

  • Information service technology continues to develop, and information service continues to expand based on the IT convergence trend. The premeter-based security model chosen by many organizations can increase the effectiveness of security technologies. However, in the premeter-based security model, it is very difficult to deny security threats that occur from within. To solve this problem, a zero trust model has been proposed. The zero trust model requires authentication for user and terminal environments, device security environment verification, and real-time monitoring and control functions. The operating environment of the information service may vary. Information security management should be able to response effectively when security threats occur in various systems at the same time. In this study, we proposed a security policy distribution system in the object reference method that can effectively distribute security policies to many systems. It was confirmed that the object reference type security policy distribution system proposed in this study can support all of the operating environments of the system constituting the information service. Since the policy distribution performance was confirmed to be similar to that of other security systems, it was verified that it was sufficiently effective. However, since this study assumed that the security threat target was predefined, additional research is needed on the identification method of the breach target for each security threat.

National Information Security Agenda and Policies (국가 정보보안 이슈 및 정책방안에 관한 연구)

  • This study is to propose national information security policies based on the policy framework, which has four components: government, industry/company, individual, and environments. According to the framework, the four policy agenda are derived: national information security governance scheme, information security industry competitiveness and corporate security level enhancement, eco-system for security professionals, and finally related laws & regulations modification and security culture movement. Specific issues and policies in each agenda are proposed.

  • This study analyzed President Park's speeches and the government's industry policy in the field of information security using cognitive map. The relationship analysis between policy tool variables and policy goal variables was employed to derive revitalization strategy of information security. This paper found that entrepreneurship revitalization has very strong causality with expansion of domestic market and global market. But, on the other hand, HR development has very weak causality with job creation and future growth driver because the labor market in the information security industry is poor and its transfer rate to other industry is very high. This study showed that this cognitive map could be characterized by a scarcity of feedback loops and a strong emphasis on the positive loops in the structure of virtuous circle. In this paper, we also constructed a comprehensive cognitive map on the policy vision of information security, showing that there are a risk of cyber threat, an opportunity of new fusion security market, information security reinforcing circle, global economic circle, and domestic market circle.

The Effect of Reward and Security Awareness on User Intention of Knowledge Portal Service for ROK Army (보상과 보안의식이 육군지식포탈 사용자 의도에 미치는 영향)

  • As the importance of Knowledge Management System (KMS) in the military increases, Republic of Korea Army (ROK Army) developed Army Knowledge Portal. Although the members in the military are encouraged to use the portal, few members currently use it. This study was conducted to find variables to predict the user's intention to use the portal, which contributes to activating the use of Army Knowledge Portal in the army. On the basis of Technology Acceptance Model (TAM), ten variables such as perceived ease of use, general information security awareness, information security awareness, expectation for external rewards, expectation for relationships, sense of self-worth, attitude toward compliance with security policy, attitude toward knowledge sharing, intention of non-combat knowledge sharing, and intention of combat knowledge sharing were considered as independent variables. 105 participants on active duty who currently use or have experience to use the portal participated in this study. The results indicated that general information security awareness and information security awareness increases compliance with the information security policy. In addition, the attitude toward knowledge sharing is enhanced by expectations for relationship and sense of self-worth. Based on the results, the authors propose the need for policy alternatives to reinforce the reward system and security policy, which activates the use of Knowledge Portal Service for ROK Army.

Implementation of Analyzer of the Alert Data using Data Mining (데이타마이닝 기법을 이용한 경보데이타 분석기 구현)

  • As network systems are developed rapidly and network architectures are more complex than before, it needs to use PBNM(Policy-Based Network Management) in network system. Generally, architecture of the PBNM consists of two hierarchical layers: management layer and enforcement layer. A security policy server in the management layer should be able to generate new policy, delete, update the existing policy and decide the policy when security policy is requested. And the security policy server should be able to analyze and manage the alert messages received from Policy enforcement system in the enforcement layer for the available information. In this paper, we propose an alert analyzer using data mining. First, in the framework of the policy-based network security management, we design and implement an alert analyzes that analyzes alert data stored in DBMS. The alert analyzer is a helpful system to manage the fault users or hosts. Second, we implement a data mining system for analyzing alert data. The implemented mining system can support alert analyzer and the high level analyzer efficiently for the security policy management. Finally, the proposed system is evaluated with performance parameter, and is able to find out new alert sequences and similar alert patterns.

The Employee's Information Security Policy Compliance Intention : Theory of Planned Behavior, Goal Setting Theory, and Deterrence Theory Applied (조직구성원의 정보보안 정책 준수의도: 계획된 행동이론, 목표설정이론, 억제이론의 적용)

  • In accordance with the increase of the importance of information security, organizations are making continuous investments to develop policies and adapt technology for information security. Organization should provide systemized support to enhance employees' security compliance intention in order to increase the degree of organization's internal security. This research suggests security policy goal setting and sanction enforcement as a method to improve employees' security compliance in planning and enforcing organization's security policy, and verifies the influencing relationship of Theory of Planned Behavior which explains employee's security compliance intention. We use structural equation modeling to verify the research hypotheses, and conducted a survey on the employees of organization with information security policy. We verified the hypotheses based on 346 responses. The result shows that the degree of goal setting and sanction enforcement has positive influence on self-efficacy and coping efficacy which are antecedents that influence employees' compliance intention. As a result, this research suggested directions for strategic approach for enhancing employee's compliance intention on organization's security policy.
