Nowdays the prison is the only correctional for juvenile delinquents not to be the second offenders in Korea. Originally the correctional education aims to let criminals go back to the society as a decent citizen after correcting them and prevent them from comminitting crimes repeatedly. Being considered to increase the second offenders in juvenile delinquency, the purpose of this study is to investigate the actual condition and problems of juvenile correctional education in Korea and to find out the solution of problems. First of all, this study examines the actual condition of the juvenile delinquency in Korea. The number of juvenile crimes has been increased from 1985 to 1995. In 1997, the current education in correctinal institutions for juvenile delinquents is inferior to that of developed countries. On the basis of this investigation, improvement plans which will be fit for the circumstances in Korea are suggested. The conclusion of this study are summarized as follows 1. Correctional institutions will be improved to accommodate the proper number of convicts. 2. Correctional officers should be qualified proffessinals who can achieve the aim of correctional education successfully. 3. In order to cultivate he social adaptability of convicts, the expansion of open prison is needed. 4. It is neccessary to classify convicts by means of moderized and scientific methods. 5. Correctinal education consist of various practical courses on jobs, After complenting these vocatinal training, the convict can obtain certificates. 6. The government has to has to plan policies that the released convicts can get jobs for living. 7. Owing to keeping prisons sanitary, it is very helpful for convicts to have thebelief that they are not abandoned by the member of their society. 8. Convicts are given opportunities to participate religious activities by their free-will. If above improvement plans are sufficiently accomplished, correctinal education will obtain good results, It is also effective to minimize the repetition of offence by ex-convicts.

It has been almost 10 years since the department of military studies was opened at the civilian universities. One of the important elements for the success of these new departments would be the curriculum. This paper tries to give an realistic answer to the question of curriculum. The factors influencing the design of curriculum of military studies are analyzed, such as the curricular of the military institutes that confer the B.S. in military studies, the domain of military studies and research areas, documentation classification of military studies and military engineering, scientific knowledge versus vocational capabilities in university education, relations between the B.S. courses and the master or doctorate courses, requirements asked by the Army, and moral education needed for the military officers. As a result of the analysis, the mandatory core courses should be total of 19, including 5 general courses and 14 major courses.

Defense reform our military for the globalization of information. The current problems with the changing nature of the battlefield of the future point up the serious need for more and better research on the nature of effective military leadership. The purpose of this study was to examine effective leadership traits and behaviors of junior officers in combat situation. During times of peace, leader study battles and imagine themselves in all sorts of combat situations while at the same time, they must cope with numerous challenges and fill a variety of roles that they perceive are not battle related. This illustrates one of the fundamental paradoxes of the peacetime environment. Early studies, showing that combat leadership and noncombat leadership needed different talents, produced some clusters of traits which good combat leader were said to possess. Good combat leaders, for example, were described as possessing courage(e.g., bravery, fearlessness, daring, prowess, gallantry, guts, intrepidity, undaunted courage, fighting spirit, aggressive action), personal integrity(e.g., sincerity, flair, calmness, modesty), adaptability(e.g., flexibility, rapidity in action, speedy decision-making, clarity of thought) and so on. Behaviors found to be important in both combat and noncombat situations bore some relation to role requirements common to both situations. Behaviors important in one situation but not the other could be explained in terms of situational differences in role requirements for effective leadership. In order to achieve this purpose, a number of literature reviews were analysed. These results, though obtained in a somewhat rough and ready fashion, were useful not because they pointed to different leaders in war and in peace, but because they showed leaders the different things that were expected of them in different situations. It was also worth knowing how develop combat leadership. While these findings clearly suggest combat and noncombat differences, they do not necessarily confirm the complete study on effective leadership in combat situation. In conclusion, this study would be useful basis for further improvement on effective combat leadership and some further researches were recommended.

The purpose of this study is to analyse Modus Operandi of smishing. For the study, 87 cases of smishing crime reports and smishing experiences of victims were analysed and 10 police officers who investigates smishing crime were interviewed. The results indicated that smishing crime can be divided into the preparation stage and the implementation stage. In the preparation stage, two modus operandi patterns, collection of personal information and text message script composition, were identified. In the implementation stage, seven modus operandi patterns were identified: sending smishing text messages and installation of malicious mobile applications, leak personal information, sending personal information to smishing crime organization through online server, payment attempt using collected personal information, intercept authorization code, completion of payment using intercepted authorization code, and payment amount was delivered to victims. Further implications were discussed.

Cyber Attacks have increased damages constantly in all over the world for several years. A survey said the cost caused by Cyber Attacks had increased 225 times from 1996 to 2003. It is very difficult to calculate the cost by the Attacks exactly but the calculating the cost of cyber attacks would be great helpful for a company to decide how much budget to spend to Information Security. In this research we could reach the conclusion : the cyber attacks has decreased the stock price of the companies, especially pure internet companies. But the stock market has not greatly impacted by the types of Cyber Attacks. Korean stock market also impacted by the Internet Destruction Accident happened Jan. 25. 2003. On the basis of this study we will recommend a policy or a regulation which force board of directors and officers of a company to have information security liability.

Soldiers management is the core of military combat power to preserve and accident prevention. But in unforeseen times and places did the unthinkable soldier causes an accident, the inexperienced primary officer were upset, and can often be quite nervous. And various accidents prevention is also win the war, the reason for existence in the military for combat readiness as a precondition for perfection. There are primary officers at the forefront of this critical mission. However, in spite of the lack of time to work for combat readiness, orders from higher units of troops management and that's level giving a lot of pressure to primary officer. So I made the primary officer military counseling model ike this. Using Primary officer counseling model is possible to rapid and efficient counseling advice against the target client soldier. The efficient counseling is must take precedence on understanding on client soldier deeply. Depth understanding someone needs a lot of effort and time. However, to Primary officer, it is true that they have a lack of condition that are enough to give the time and effort. Therefore, effective counseling and accident prevention is possible to use counseling model through choice and concentration activities.

The goal of this paper is the presenting method that is based on the NCS-Based Competency Curriculum to use for teaching leadership education in petty officer area. The leadership education under NCS-Based Competency Curriculum is developing the overall usage of individual competency with varied knowledge and experience. The leadership education for potential petty officers is formed with four steps. At the first step, a check of personal competency. For the second step, designing a project format and setting a direction of the leadership curriculum. For the third step, a consolidation of theoretical and background knowledge through the project and presenting a training experience of problem analysis and resolution. For the fourth step, showing a result of the leadership education with another competency check. The leadership education under the NCS-Based Competency Curriculum is an essential way to develop leadership to the students who are participating petty officer education program at the college level. Finally, this research paper shows its research limitation and a way of hereafter research.

The goal of this paper is to seek an educational method that can cause some communicational improvements to petty officer majoring students through listing and utilizing the academic vocabulary. The academic vocabulary has been listed by using three major steps. The first, the academic vocabulary is needed to extract from the studies based on this field in past 3 years. Second, the academic vocabulary for petty officers is required to compare with high school level of the academic vocabulary. For the last, the academic vocabulary is demanded to be listed for teaching petty officer majoring students. The signification of the academic vocabulary in this study is limited by focusing on the educational skills for writing in petty officer majors. This study presents a way to develop the communicational abilities through using the academic vocabulary into the collaborative learning. For the conclusion, this study presents its limits and further directions.
