Our society's modernization created many opportunities for us to need a private investigation service system. Variation of international environment due to joining in the OECD, opportunity of individual legal, collect evidence during judgement, prevention of damage criminal, security of business in company, free trade economy's system etc and don't need to enumerate how important of introduction of private investigation service system. In addition to there are lots of objection opinions, such as possibility of person's private life, invade of lawyer's area, confliction with investigation team, gap of wealth and poverty that make preponderance of information. So this research can be considerate from objective opinion, and can obtain conclusion just like below. First, private detective agencies that encroach on the individual rights will naturally deteriorate after the implementation of private investigation service system. Through this, the probability of civil rights encroachment will be lower, and for this to happen there needs to be a thorough maintenance of the system. Secondly, mutually beneficial solution should be found not by a conflict between two sides. Detective business sector should not cause social confusion from conflicts with other investigation organization such as police, or investigators, rather, it must get on the demand of the diversified citizen and maintain the diverse sector inter-cooperate right, and to do that law and institution must be made for the base. Thirdly, investigation used depending on the gap between wealth and poverty does not mean the actualization of the rights and interests of the citizen. If the duty of investigation sector is to find the evidence and collect or manufacture of the evidence, then the problems which the nation can't handle will be more enlarged and then finally end up with strengthening the capability of national public security demand.
In the early stages of the COVID-19 pandemic, Korea took the lead in implementing "social distancing" policies more strongly than other countries. In addition to making it mandatory to wear a mask according to the policy, all patients using medical institutions are tested for COVID-19 to prevent Healthcare-Associated Infections, and only those patients who test negative have been regulated to receive face-to-face medical treatment. In this process, situations such as the disabled, who have difficulty wearing masks, were not taken into account, and emergency patients did not receive timely treatment or surgery from medical personnel. In response, the National Human Rights Commission of Korea has decided that forcing everyone to wear a mask and restricting access to medical institutions constitutes discrimination against the disabled. Therefore, the purposes this study has that, the first is to review cases of human rights discrimination against persons with disabilities due to measures to prevent the transmission of infectious diseases that did not consider the characteristics of persons with disabilities in the COVID-19 situation and issues regarding the decisions of the National Human Rights Commission of Korea, the second is to find a reasonable plan and the need for measures to prevent refusal of treatment by medical institutions for the disabled who have difficulty wearing masks.

Recently, proving insurance fraud has become increasingly difficult because it occurs intentionally and secretly via organized and intelligent conspiracy by specialists such as medical personnel, maintenance companies, insurance planners, and insurance subscribers. In the case of car accidents, it is difficult to prove intentions; in particular, an insurance company with no investigation rights has practical limitations in proving the suspicions. This paper aims reveal that the detection of organized and conspired insurance fraud, which had previously been difficult, could be dramatically improved through conspiring insurance fraud detection modeling using social network analysis and visualization of the relation between suspected group entities and by seeking developmental research possibilities of data analysis techniques.
A smart platform is defined as an evolved platform that realizes physical and virtual space into a hyper-connected environment by combining the existing platform and advanced IT technology. The hyper-connection that is the connection between information and information, infrastructure and infrastructure, infrastructure and information, or space and service, enables the realization and provision of high-quality services that significantly change the quality of life and environment of users. In addition, it is providing everyone with the effect of significantly improving the social safety net and personal health management level by implementing smart government and smart healthcare. In particular, as the smart platform as a core function that forms the ecosystem of a smart city is naturally and continuously expanded, it faces a huge security burden in data processing and network operation. In this paper, platform components as core functions of smart city and appropriate security threats and countermeasures are studied.

The purpose of this study was to examine the moderating effects of social support on material hardship of low-income elderly people that have been excluded from the National Basic Livelihood Security System. For this research, data of 255 persons aged 65 and over were collected using a survey conducted in 2014 by the National Human Rights Commission of Korea on the minimum living cost of low-income household. Data analysis was performed through descriptive analysis, correlation analysis, and multiple regression analysis with STATA13. According to the results, the average level of material hardship in low-income elderly people was 1.45 out of 6, with the most hardship shown in heating and health care. The results of multiple regression analysis showed that when low-income elderly people became excluded from the system, they suffered more than the recipients. They also showed that the social support system of low-income elderly people brought a negative impact on their material hardship when they were connected by the strong social support system. In other words, social support system reduced their material hardship caused by exclusion. Based on the results, this study suggests some practical and political means to reduce material hardship of low-income elderly people.
With the advent of the Internet and the development of mobile digital devices such as smartphones and tablet PCs, the communication service paradigm began to shift from existing voice services to data services. Recently, as social network services (SNS) are activated and 4th industrial revolution technologies centered on ICT (Information and Communication Technologies) such as Big Data, Blockchain, Cloud, and 5G/6G are rapidly developed, the amount of shared data type and the amount of data are increasing rapidly. As the transition to a digital society begins actively, the importance of using data information, as well as the economic and social values of personal information are becoming increasingly important. As a result, they are actively discussing policies to revitalize the data information industry around the world and ways to efficiently obtain, analyze, and utilize increasingly diverse and vast data, as well as to protect/guarantee the rights of information subjects (providers) in various fields such as society, culture, economy, and politics.. In this paper, in order to improve the self-determination right of personal information on data produced by information subjects, and further expand the use of safe data and the data economy, a differentiated data trusts system was considered and suggested. In addition, the components and data trusts procedures necessary to efficiently operate the data trusts system in Korea were considered, and the non-profit data trusts system and the for-profit data trusts system were considered as a way to flexibly operate the data trusts system. Furthermore, the legal items necessary for the implementation of the data trusts system were investigated and considered. In this paper, in order to propose a domestic data trusts system, cases related to existing data trusts systems such as the United States, Japan, and Korea were reviewed and analyzed. In addition, in order to prepare legislation necessary for the data trusts system, data-related laws in major countries and domestic legal and policy trends were reviewed to study the rights that conflict or overlap with existing laws, and differences were investigated and considered. The Data trusts system proposed in this paper is a reasonable system that is expected to recognize the asset value of data in the capitalist market economy system, to provide legitimate compensation for data produced by data subjects, and further to contribute greatly to the use of safe data and creation of a new service market.

This study analyzes the global literature on the black open-access phenomenon from 2011 to 2023. A bibliometric analysis was conducted using the Scopus database. The search strategy employed advanced queries with multiple synonymous terms to ensure exhaustive retrieval of relevant documents. The VOSviewer software was employed to visualize the co-occurrence networks. The findings reported 90 papers published during the study period. An evolving scholarly landscape was revealed, with heightened attention from 2016 onwards, peaking in 2017, 2021, and 2023. Articles constitute 83.3% of the total published documents. Singh and Srichandan are prolific authors, with 11.2% of the total publications. The United States contributes 18.9% of the papers, followed by India and Spain. Information Development and Scientometrics are pivotal journals in scholarly discussions about this scope, contributing 4.4% of publications. Co-occurrence network visualization revealed "Sci-Hub" and "open access" as the most used keywords in the global literature. The findings underscore the need for additional research to discover innovative business models to safeguard intellectual property rights while meeting researchers' evolving needs. The importance of this paper comes from being the first bibliometric study analyzing international literature related to this phenomenon, which provides a basis for future research efforts and policymaking.
