인터넷의 이중적 플랫폼: 공개.공유.참여의 광장이자 추적.감시.통제의 시장 (Two-faced Platform on the Internet: Square of Openness/Sharing/Participation and Market of Tracking/Surveillance/Control)

  • 이 글은 오늘날 인터넷을 비롯한 정보기술문화를 비판적으로 분석하기 위한 개념틀로 이중적 플랫폼을 제안한다. 인터페이스연구와 양면시장론에 기대어 인터넷을 이중적 플랫폼으로 접근함으로써 전면에는 이용자의 공개, 공유, 참여의 광장이 펼쳐지고 이면에는 그에 대한 추적, 감시, 통제의 시장이 형성되는 복합적 양상을 분석할 수 있다. 특히 전면의 광장과 이면의 시장이 어떻게 하나의 플랫폼에서 공존하며 모순적으로 상호작용하는가에 초점을 맞추면서 인터넷의 이중적 플랫폼을 광장시장의 인터페이스로 규정할 것이다. 그에 이어 월드와이드웹의 설계구조가 바뀌고 콘텐츠에서 데이터로 정보재의 주요 상품 형태가 변천하며 이용자 추적을 위한 웹벌레의 기능을 분석하면서 웹 전체가 어떻게 이중적 플랫폼으로 기능하는지 규명한다. 마지막으로 이중적 플랫폼 개념틀의 함의와 추후 심화된 분석을 위해 필요한 과제를 제시한다.

Balancing Water Supply Reliability, Flood Hazard Mitigation and Environmental Resilience in Large River Systems

  • Many of the world's large ecosystems are severely stressed due to population growth, water quality and quantity problems, vulnerability to flood and drought, and the loss of native species and cultural resources. Consequences of climate change further increase uncertainties about the future. These major societal challenges must be addressed through innovations in governance, policy, and ways of implementing management strategies. Science and engineering play a critical role in helping define possible alternative futures that could be achieved and the possible consequences to economic development, quality of life, and sustainability of ecosystem services. Science has advanced rapidly during the past decade with the emergence of science communities coalescing around 'Grand Challenges' and the maturation of how these communities function has resulted in large interdisciplinary research networks. An example is the River Experiment Center of KICT that engages researchers from throughout Korea and the world. This trend has been complemented by major advances in sensor technologies and data synthesis to accelerate knowledge discovery. These factors combine to allow scientific debate to occur in a more open and transparent manner. The availability of information and improved communication of scientific and engineering issues is raising the level of dialogue at the science-policy interface. However, severe challenges persist since scientific discovery does not occur on the same timeframe as management actions, policy decisions or at the pace sometimes expected by elected officials. Common challenges include the need to make decisions in the face of considerable uncertainty, ensuring research results are actionable and preventing science being used by special interests to delay or obsfucate decisions. These challenges are explored in the context of examples from the United States, including the California Bay-Delta system. California transfers water from the wetter northern part of the state to the drier southern part of the state through the Central Valley Project since 1940 and this was supplemented by the State Water Project in 1973. The scale of these activities is remarkable: approximately two thirds of the population of Californians rely on water from the Delta, these waters also irrigate up to 45% of the fruits & vegetables produced in the US, and about 80% of California's commercial fishery species live in or migrate through the Bay-Delta. This Delta region is a global hotspot for biodiversity that provides habitat for over 700 species, but is also a hotspot for the loss of biodiversity with more than 25 species currently listed by the Endangered Species Act. Understanding the decline of the fragile ecosystem of the Bay-Delta system and the potential consequences to economic growth if water transfers are reduced for the environment, the California State Legislature passed landmark legislation in 2009 (CA Water Code SS 85054) that established "Coequal goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem". The legislation also stated that "The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." The challenges of integrating policy, management and scientific research will be described through this and other international examples.

분자 동역학 계산을 통한 결정질 실리콘 태양전지 기판에 콜드 스프레이 전극 형성 시 발생되는 비정질 구리상에 대한 용융 온도 변화 연구 (Melting Point of Amorphous Copper Phase on Crystalline Silicon Solar Cells During Cold Spray using Molecular Dynamics Calculations)

  • In solar industry, numerous researchers reported about cold spray method among various electrode formation technic, but there are no known a bonding mechanism of metal powder. In this study, a cross-section of copper electrode formed by cold spray method was observed and heterogeneous phase between silicon substrate and copper electrode was analyzed using morphology observation technic. SEM and TEM analysis were performed to analyze a crystallinity and distribution shape of heterogeneous copper phase. Molecular dynamics simulation was performed to calculate glass transition temperature of copper metal. In the result, amorphous copper phase was observed near interface between silicon substrate and metal electrode. The results of the molecular dynamics simulation show that an amorphous copper phase could be formed at a temperature below the melting point of copper because cold spraying resulted in a lower glass transition temperature.

  • Considering innovation a key to raising living standards, the Ministry of Science and Technology has put in place various measures meeting the needs of the newly promoted Deputy Prime Minister of Science and Technology. Such measures include business process reengineering as streamlining the work process to achieve the improvement in quality and efficiency: building the integrated performance management system to promote performance-or tented environment; and running the 1ifelong learning system for better competitiveness of government officials. Further to the innovation efforts at work, the number of steps of the R&D budget execution is streamlined from eight to five and its payment period is considerably reduced to 15 days from 60 days. In addition, the digitalized R&D budget management systems such as e-Contract System, One-click Processing Monitoring System, and Information Service System through Short Message Service (SMS) will contribute to improving R&D performance. And these systems are efficiently integrated into a portal interface named "Yeon-gu-ma-ru." The Ministry of Science and Technology, spearheading nationwide innovation, will continue efforts to make viable achievements of innovation.

한국과 미국 시그랜트 프로그램의 비교 분석 (A Comparative Study on Korea and United States Sea Grant Program)

  • The purpose of this study is to carry out a comparative analysis of Korean and US Sea Grant College Program (SGCP). The important lesson learned from the US SGCP is that ocean policy requires active interaction among public and oceans since oceans are far from constituents, law makers and government officials. Also, Sea Grant Program (SGP) should be based on universities so as to facilitate the use of equipment and expertise, there is a need for a well-organized control system, legislative mandates and strong government financial support, and sea grant activities must be well combined with regional/local outreach, education and research at the appropriate level.

UHD 송출 콘텐츠 기반 관리시스템 구현 (A Study on the Implementation of Management System Based on UHD Transmission Contents)

  • 본 논문은 UHD 콘텐츠를 고품질 방송소재로 활용하기 위한 MAM(Media Asset Management) 구현에 관한 연구이다. 본 논문의 구현방법은 워크플로우, 메타데이터, 시스템 인터페이스 관련 작업을 콘텐츠관리기능과 송출워크플로우 기능으로 MAM 역할을 분리하여 코어 MAM과 MAM-Ex 구조로 이원화하였다. 본 논문에서 제안하는 방법을 통해 송출소재 관련 메타데이터 수정은 페이지 메뉴 방식을 적용했고, 소재 구조체 API는 템플릿 방식을 적용함으로써 콘텐츠 관리방식을 개선시켰다. 또한 UHD 소재 스토리지 및 컴포넌트 서버의 구성은 채널 간 구별없는 풀(pool) 방식으로 통합하여 방송소재 보호와 콘텐츠 이동을 최소화하여 UHD 송출자산의 보안성을 강화하였다.

  • 오늘날 디지털 정보기술의 발달로 정보관리와 활용에 대한 인식이 높아지면서 효과적인 정보관리와 정보 활용방안에 대한 연구가 활발해지고 있다. 본 논문은 웹 서버에 의해 자동으로 수집되는 로그 파일로부터 고객 가치 판단 기준을 고객의 행동 기반에 두고 고객을 분류하여 과학정보포털 서비스를 이용하는 이용자의 각 분류군에 해당하는 정보와 인터페이스를 제공할 수 있는 통합 모형을 제안하였다. 고객관리 측면에서 본 논문은 정보 서비스를 제공하는 웹사이트의 기존고객을 분류하여 패턴을 분석함으로써 고객 위주의 사이트 운영정책과 동적 인터페이스를 제공하기 위한 웹사이트 활용 방안을 제시하였다. 또한, 고객의 지속적인 관리와 각 고객 분류군별에 맞는 서비스를 제공하고 고객의 관리에도 기여할 수 있을 것이다.

Cascading Citation Expansion

  • Digital Science's Dimensions is envisaged as a next-generation research and discovery platform for more efficient access to cross-referenced scholarly publications, grants, patents, and clinical trials. As a new addition to the growing open citation resources, it offers opportunities that may benefit a wide variety of stakeholders of scientific publications, from researchers and policy makers to the general public. In this article, we explore and demonstrate some of the practical potentials in terms of cascading citation expansions. Given a set of publications, the cascading citation expansion process can be iteratively applied to a set of articles so as to extend the coverage to more and more relevant articles through citation links. Although the conceptual origin can be traced back to Garfield's citation indexing, it has been largely limited, until recently, to the few who have unrestricted access to a citation database that is large enough to sustain such iterative expansions. Building on the open application program interface of Dimensions, we integrate cascading citation expansion functions in CiteSpace and demonstrate how one may benefit from these new capabilities. In conclusion, cascading citation expansion has the potential to improve our understanding of the structure and dynamics of scientific knowledge.

N 스크린 서비스의 이용행태, 콘텐츠, 기능, 비용이 이용 만족도와 지속이용의사에 미치는 영향에 관한 연구 (The Impact of User Behavior, Contents, Function, Cost on Use Satisfaction and the Continued Use Intention of the N-screen Service Users)

  • 본 연구는 N 스크린 서비스의 이용 행태(교차이용, 개인별 단말기 보유량, N 스크린 이용을 위한 지불금액, N 스크린 이용시간), 콘텐츠 특성(채널의 다양성, VOD의 다양성), 기능적 요인(시스템품질, 인터페이스, 결제시스템), 비용에 대한 이용자의 인식이 이용만족도와 지속이용의사에 미치는 영향을 살펴보았다. N 스크린 유료 경험이 있는 이용자를 대상으로 (N=498), 웹을 통한 설문조사를 한결과, 이용만족도에 가장 큰 영향을 미치는 요인은 기능적 요인 중 인터페이스로 나타났으며, 결제시스템, VOD의 다양성, 채널의 다양성, 비용 순으로 유의한 변인인 것으로 나타났다. 본 연구는 이용자 차원에서 N 스크린 서비스 만족에 영향을 주는 요인들을 밝혀냄으로써, 스마트 미디어 환경에서 OTT 서비스 활성화를 위한 기초 자료를 제공하는 데 의의가 있다.

User Authentication Technology using Multiple SSO in the Cloud Computing Environment

  • The interface between servers and clients and system management in the cloud computing environment is different from the existing computing environment. The technology for information protection. Management and user authentication has become an important issue. For providing a more convenient service to users, SSO technology is applied to this cloud computing service. In the SSO service environment, system access using a single key facilitates access to several servers at the same time. This SSO authentication service technology is vulnerable to security of several systems, once the key is exposed. In this paper, we propose a technology to solve problems, which might be caused by single key authentication in SSO-based cloud computing access. This is a distributed agent authentication technology using a multiple SSO agent to reinforce user authentication using a single key in the SSO service environment. For user authentication reinforcement, phased access is applied and trackable log information is used when there is a security problem in system to provide a safe cloud computing service.
