  • We have fabricated and tested a simple circuit of the rapid single-flux-quantum(RSFQ) four-stage shift register using a single layer high-T$_c$ superconducting (HTS) YBa$_2Cu_3O_{7-x}$ (YBCO) thin film structure with 9 step-edge Josephson junctions. The circuit includes two read superconducting quantum interference devices(SQUID) and four stages. To establish a robust HTS RSFQ device fabrication process, we have focussed the reproducible process of sharp and straight step-edge formation as well as the ratio of film thickness to step height t/h. The spread of step-edge junction parameters was measured from each13 junctions with t/h=l/3, l/2, and 2/3 at various temperatures. We have demonstrated the simplified operation of the shift register at 65 K..

  • Korea Astronomy and Space Science Institute (KASI), direct decendant of Korea National Astronomy Observatory, has been publishing Korean Astronomical Almanac since in 1976. The almanac contains essential data in our daily lives such as the times of sunrise, sunset, moonrise, and moonset, conversion tables between luni-solar and solar calendars, and so forth. So, we are planning to register Korean astronomical almanac data for national Standard Reference Data(SRD), which is a scientific/technical data whose the reliablity and the accuracy are authorized by scientific analysis and evalution. To be certificated as national SRD, reference data has to satisfy several criteria such as traceability, consistency, uncertainty, and so on. Based on similarity among calculation processes, we classified astronomical almanac data into three groups: Class I, II, and III. We are planning to register them for national SRD in consecutive order. In this study, we analyzed Class I data which is aimed to register in 2009, and presented the results. Firstly, we found that the traceability and the consistency can be ensured by the usage of NASA/JPL DE405 ephemeris and by the comparsion with international data, respectively. To evaluate uncertainty in Class I data, we solved the mathematical model and determined the factors influencing the calculations. As a result, we found that the atmospheric refraction is the main factor and leads to a variation of ${\pm}16$ seconds in the times of sunrise and sunset. We also briefly review the histories of astronomical almanac data and of standard reference data in Korea.

  • Many researchers studied methods for the generation of maximum length pseudo random sequences. Sabater et al. analyzed shrunken sequences which are effectively generated by SG(Shrinking Generator) using CA(Cellular Automata). In this paper we propose a new SG which is called LCSG(LFSR and CA based Shrinking Generator) using an LFSR with control register and CA with generator register. The proposed shrunken sequences generated by LCSG have longer periods and high complexities than the shrunken sequences generated by the known method. And we analyze the generated sequences using LCSG.

  • The Civil Contingencies Act 2004 in the United Kingdom provides a comprehensive definition of "Emergency", calling upon the Uk's emergency management to deal with any disaster risk regardless of cause or source. Old contingency plans for civil defense and peacetime emergencies have been integrated into current integrated emergency management. In the UK, emergencies are managed by emergency services and other responders at the local level without direct involvement of central government. On top of this, a classified assessment of the risks of civil emergencies is also conducted on a regular basis, not only at the local level but also at the national level. This research looks into the Uk's emergency management system, including recent changes, and its risk assessment systems. Finally, the research draws policy implications for the development of Korea's disaster management mechanism as follows: 1) Korea should adopt an integrated emergency management system and combine civil defense with peacetime emergency planning, 2) it should create inter-operability between emergency responding organizations such as police, fire and ambulance, and finally 3) it must develop risk evaluating tools, such as a Community Risk Register and National Risk Register, both at the local and the national level. Last but not least, the UK emergency management system cannot be directly lifted from the UK and applied to risks and hazards faced by South Korea. Therefore, cross-cultural synthesis of many national approaches to emergency management is further required particularly for customizing policy to the particular needs of Korea.

  • To use surveying data obtained from different sensors and different techniques, it is a pre-requite step that register them in a common coordinate system. For this purpose, we developed methodologies to register airborne photos, ALS (Airborne Laser Scanning) data and digital maps. To achieve this, conjugate features from these data should be extracted in advance. In this study, linear features are chosen as conjugate features. Based on such a selection strategy, a simple and robust algorithm is proposed for extracting such features from ALS data. Then, to register them, observation equations are established from similarity measurements of the extracted features and the results was evaluated statistically. The results clearly demonstrate that the proposed algorithms are appropriate to register these data.

  • This paper is a study of the organization and use of theses collections in university libraries of Korea. A questionnaire consisted of 31 questions on 6 items was sent to 44 university libraries of which 40 libraries responded. Results of the study can be summarized as follows: 1. Figures concerning registration of theses can be tabulated as follows. 2. In differentiation of oriental and occidental theses, 20 libraries (50%) depend on the basis of the text language. 3. Thirty-four libraries (85%) classify the theses and 27 (80%) of them use the same tables with book classification schedules. For classification level, 17 libraries (48.6%) classify them in section numbers whereas 13 (37.1%) in sub-sections. 4. Catalog or index cards of theses are made in 35 libraries (87.5%) of which 20 libraries are using the second level of bibliographic description. 5. Roman alphabets in a title are described a such 27 libraries (67.5%). 6. Most of respondents are preparing author, title and classified catalog cards for users. The research reveals that only 8 libraries are giving subject headings to the theses. 7. Twenty-three libraries (63.9%) have theses catalogs in separation from their book catalogs. 8. Most helpful bibliographic elements in an entry for users are reported to be author, title, date and notes. In general, theses collections have many different features in various aspects compared with book materials. Therefore it is desirable to process the former differently with the latter. Firstly, it would be more convenient to register theses on the different register from the book register. Secondly, minute classification of theses would be necessary for their users. thirdly, text language is the common basis of discriminating oriental materials and occidental ones. Fourthly, a simple catalog would be quite good enough to use theses collection, for most helpful elements in an entry are limited to author, title, date and notes. Fifthly, it is strongly recommendable to transcribe all the roman alphabets on the titles into Korean alphabets. Sixthly, the research revealed that our library would needs to develop subject heading work which is for behind other library works.

  • The Internet has rapidly become a global publishing platform, and electronic scholarly journals covering a wire range of subject areas are now available via WWW. The purpose of this study is to investigate the production and delivery of electronic scholarly journals between national information circulation institutions, the degree of overlap in services between these institutions, and the degree of differences in terms of the amount of electronic scholarly journals between subjects in science and technology(S&T) areas. For the study, Registered and Register-Candidate scholarly journals designated by Korea Research Foundation in S&T areas are used. This study also provided some considerations for the services of domestic electronic scholarly journals between national information circulation institutions.

  • In wireless mobile networks, the service area is partitioned into several registration areas (RAs). Every RA is associated with a mobility database called Visitor Location Register (VLR). The VLR is used to achieve the location management of the mobile terminals. When a mobile terminal enters a new RA, the VLR stores the current location information of the mobile terminal before serving any mobile services. At that time, if the VLR is full, the registration procedure fails, and the system can not deliver services to the mobile user under the existing cellular technology To resolve this problem, we propose a VLR overflow control scheme considering mobility of mobile users to accomodate incoming users during VLR overflow. The performance of the proposed scheme is evaluated by an analytic model in terms of costs for the location search and the location update, and compared with those of the overflow control scheme proposed by Lin[1].

  • In this paper, we propose a model of the collaborative authoring tool and its implementation results. In the 'collaborative authoring and automatic distribution system,' users can create eBooks by using partial works (primary and edited sources) on the basis of copyright information registered by the primary author. The Collaborative Authoring Tool is a part of "the collaborative authoring and automatic distribution system" developed through research on "the development of key technologies of social work protection and content mashup tools" as an R&D project granted by the Korea Copyright Commission from 2013. In the collaborative authoring and automatic distribution system, authors of primary sources such as images, audio clips and video clips for eBooks can register them together with the copyright information; users can edit the primary sources to produce secondary sources and in turn register the secondary sources on the system; and users can create and distribute eBooks by using the sources registered in the system.

  • This paper proposes a hardware allocation and binding algorithm for ASIC Design. The proposed algorithm works on schedules input graph and simultaneously allocates and binds functional units, interconnections and registers by considering interdependency between operations and storage elements in each control step, in order to share registers and interconnections connected to functional units, as much as possible. Especially, he register allocation is executes the allocation optimal using graph coloring. This paper shows the effectiveness of the algorithm by comparing experiments to determine number of functional unit and register in advance or to separate executing allocation and binding of existing system.
