This study examines the effect of the absence of a government support policy on the development of school libraries. Specially this article focuses on the rise and fall of school library in 1960's over the making first Library Law. It is meaningful that our school libraries, which have been alienated due to the lack of government polices, are not following in the footsteps of the past, as they are in need of state support.

The school library plays an important role to improve the student's mental activity and cultivate the formation of character and emotion. Especially in the information society, the students must collect, select and utilize the necessary information themselves. The school library has to collect, put in order and keep the book, audiovisual material and necessary information beyond it about the entire education and to offer the students and teachers them for the general school education. The school library has to be a center of school education and drive forwards the spontaneous and subjective learning activity as well as progress the education process. The school library must be the place to preserve the student's subjective study ability, that is, consolidate the materials as the study center and be composed of proper study materials for the solving-problem and research. Also to be perfect in the role of the information center, the school library has to be consolidated in accordance with development of various information softwares and ways including the newspaper, magazine, video, CD, laser disk and computer. It is required for the information of school library to be corresponded actively to the multi-media society.

This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.

This paper investigats the state of the art of the school library media specialist(SLMS)'s certification in the United States. The content includes development of the SLMS certification, certification requirements, titles, preparatory education programs especially accredited by ALA and NCATE, personnel standards and regulations of states. The basic certification requirements are teacher certification and/or MLIS(MLS), but varying from state to state. Personnel standards are regulated by the Education Department of states, otherwise regional associations of colleges and schools. Nineteen states have the standards and three regional associations among six have very specified ones. The paper also analyzes NBPTS for Library Media and discussions on '65% Solution' which is an education reform movement affecting school library seriously.

This paper aims to propose ways to promote SNS marketing at school library sites with case study analyses in school libraries. To this end, in-depth interview was conducted with 10 Teacher Librarians who had used SNS in library operation and an in analysis was made of the operation status, motives and objectives, strategies and performances of the school library's SNS marketing. According to the study, most Teacher Librarians were found to be using SNS such as Facebook, Instagram, Kakao Plus Friends and so on in an attempt to improve accessibility and utilization of the library resources first. Not only that, they used SNS for the purpose of communicating with users while increasing the number of visitors and identifying the needs of users. The messages provided through SNS are information on school libraries and their reading programs, and the target market mainly involved their students. Based on the above research results, measures to promote SNS in school libraries were discussed, including the need for marketing consultative bodies, expansion of SNS targets, and enhancement of expertise in SNS.

School libraries are one of the essential parts for high quality education. The Seventh Educational Cumiculum emphasizes the development of creative and autonomous students who can solve problems in a self-directed way. The Ministry of Education and Human Resources Development come into forcing the installation of school digital library since 2001. Also, the Ministry of Education and Human Resources Development has presented the Master Plan of School's Activation in July 2002. In this situation, the research and discussion on effective model of school digital library are very important. Thus, This study aims to design a model of school digital library differentiated School's sizes depending on primary and secondary school's current status. This study is proposed 4 facility model of school digital library based differentiated school's sizes and designed A-type, B-Type model on individual model.

The school library standards. a guideline encouraging the reasonable library administration for school education that began with early quantity in 1920, has been changed as an information power in 1988 after 7th revision. The school library is highlighted as a gear of education process and the center of education change. The major summary is as follows: First. the name of librarian has been changed from teacher's librarian to school library media specialist that executes as a leader for participating in plan. performance and development of instruction. Second. the type of material has been changed from book to electronic media. Also, the number of book per capital has been increased from 6-8(1920) to 23-28(1988) Finally, the function of school library has been changed from space service into proactive service which is playing the role of the heart of school education process based on information skill.

The purpose of this study is to explore ways for boosting reading education at school. Research object is research and practice activities of 'Society for School Library' at Gyeongnam area. Research method is case study. Data for this study were collected by interview with 'Society for school library' members through half structured survey, their documents and homepage site database. The results of analyzing the activities of 'Society for School Library' were explored reading education's outcomes and prospects that performed impassionedly by them. It suggests ways for boosting of reading education at school that under any circumstances reading education at school must connect with school library and the necessity of ties and collaborations with organizations inside and outside of school.

The author reviewed the school library and information skills instruction. In order to fit the goal that is the enhancement of student's creativity, the instruction the author introduced is based on the learning model such as The big Six. She insisted that students can be creative, if they solve their classroom tasks by using such learning model for their entire school days because the teaming models are structured similar to human brain's thinking process and it can help the function of human information processing system. The author suggested the improvement of the conditions of school library media centers for school library and information skills instruction to meet the goal of school, that Is the creativity of students.

The purpose of this study is to identify the effects of school library personnel on students' reading behaviors and to identify differences between schools on it. For this purpose, this study surveyed 5,349 elementary, middle and high school students from 154 schools across Korea, and conducted a survey on reading environment, school library, and DLS. The results of the analysis showed that the students at the school where teacher librarians works are more likely to read books, participate in various reading programs, receive more help from teacher librarians in selecting books to read, lending more books, have more experience with DLS and satisfaction with it. The differences between the schools were in the order of 'classes which school library personnel took part in,' 'number of borrowed books,' 'help in selecting books,' 'average reading time per day,' 'number of home books,' 'reading in school library.' Therefore, it is necessary to expand the placement of school library personnel and develop their professionalism in order to prevent inequality in the educational environment between schools.
