Protection of Cultural Heritage for the Modern Ages in Japan (일본 근대문화유산의 보호시책에 관한 연구)

  • Many cultural heritages for the modern ages in Korea are becoming lost rapidly as a result of subsequent technological innovation and changes in industrial structures and other reasons. But they are indispensable for an understanding of history, tradition culture of Korea, and form the basis for development and advancement of future culture at the same time. Therefore, this study is aimed to review the protection of cultural heritage in Japan, establishing the protection policies in Korea. In Japan, The Advisory Committee for the Preservation and Utilization of Modern Cultural heritage was organized by The Agency for Cultural Affairs. And this classified modern cultural heritage into four fields, as like; (1)monuments, (2)buildings, (3)fine arts and historical heritage, and (4)life, culture, and technology to pursue concrete research and study. The next step is tarrying out investigations to identify these cultural heritages, which were once the backbone of Japanese modernization and are now in the process of being lost, in an effort to preserve them as cultural heritage of the Japanese modernization period. The investigation will have conducted on an about eight year scheme starting with 1996. And it's will ask all local boards of education(of the prefectures, cities, towns, and villages throughout the country) to supply all related records or documents available and to cooperate in field studies. So now, many cultural heritages for the modern ages in Japan have been designated as Important Cultural Properties, Registered Tangible Cultural Properties, Monuments, etc. And they have been prepared various tax policy(ex, reduction of the real estate tax). Also, that's examples are not only one by one but magnified with protection of large-scale construction associated with region. In addition, magnified with region's activities. In conclusion, in the process, protection has been extended to a broader variety of cultural properties and much consideration has been given to the methods of protection in Japan.

Investigating Heavy Water Zero Power Reactors with a New Core Configuration Based on Experiment and Calculation Results

  • The heavy water zero power reactor (HWZPR), which is a critical assembly with a maximum power of 100 W, can be used in different lattice pitches. The last change of core configuration was from a lattice pitch of 18-20 cm. Based on regulations, prior to the first operation of the reactor, a new core was simulated with MCNP (Monte Carlo N-Particle)-4C and WIMS (Winfrith Improved Multigroup Scheme)-CITATON codes. To investigate the criticality of this core, the effective multiplication factor ($K_{eff}$) versus heavy water level, and the critical water level were calculated. Then, for safety considerations, the reactivity worth of $D_2O$, the reactivity worth of safety and control rods, and temperature reactivity coefficients for the fuel and the moderator, were calculated. The results show that the relevant criteria in the safety analysis report were satisfied in the new core. Therefore, with the permission of the reactor safety committee, the first criticality operation was conducted, and important physical parameters were measured experimentally. The results were compared with the corresponding values in the original core.

Research of the Development of Training Program for Quality Improvement Experts (의료의 질 개선 전문가 양성을 위한 체계 개발 연구)

  • Objectives : The purpose of this study was to develop the qualification system for training of Quality improvement professionals who work for improving patients' safety and healthcare quality. Methods : Based on the various laws and regulations, and the operational status of other professionals' qualification systems, a basic plan of professional qualification system of QI was drawn. And through meetings with QI experts, the final scheme of the concrete qualification system was developed. Results : For management of professionals's certification or qualification, fairness and reliability are important. To do this, setting the official standard, providing a standardized training program and having appropriate qualification test are required. In order to operate the qualification system strategically, 1) the introduction step, 2) dissemination and expansion step, and 3) fusing step should be considered. As a governing body for QI specialists' qualification, 'QI professionals' qualification Center (tentative)' must have the committee to assure fairness, professionalism, and reliability. In addition, 'QI Experts Certification Department (tentative)" to develop standards for the qualification tests and conduct the tests program,' QI experts Education Department (tentative name)" must be able to operate and maintain the QI training for professional qualifications. QI professional qualification exam must be taken by everyone regardless of age, gender, race, occupation, education, and work experience. The examination should include management, leadership, strategic planning and design, quality management, health care information, patient safety culture. Practical training courses can have three step programs; beginning, intermediate and special level. Conclusion : The QI qualification system need strategic approaches for the experts working for healthcare quality improvement and patient safety. It should include the program of standardized contents and test, and operating protocol of the qualificaton system.

Outcome-Based Curriculum Development at Inje University College of Medicine (인제대학교 의과대학의 성과바탕교육과정 개발실례 및 결과 소개)

  • This paper focuses on the outcome-based curriculum of Inje University College of Medicine to describe our curriculum development process and results. Starting in 2006, we have revised the curriculum based on the competency-based clinical presentation curriculum. We stated clearly the learning outcomes from the social needs and educational goal of our university. We defined 8 exit outcomes and specified phase outcomes, course outcomes, lesson outcomes, and outcome objectives. By 2012, we identified 128 clinical presentations and 149 basic scientific concepts. Various evaluation and assessment methods and teaching-learning strategies were assigned to each outcome. Problem-based learning, standardized patient practice, and learning portfolios are the main strategies of our curriculum. We have performed a progress test to assess the level of achievement of students' outcomes. We have also collected feedback from students and faculty members about the curriculum, including every lesson, course, and the overall curriculum. To maintain this change of the curriculum, we reorganized the curriculum committee, educational faculty and teams, and administrative support system. To fine tune this curriculum, we have held three 3-day workshops on curriculum development and weekly meetings. We believe this is just the beginning of developing the curriculum of Inje University. Further upgrades will be necessary to continue to improve medical education.

On the error rate of multicode-CDMA system in frequency selective fading channel (주파수 선택적 페이딩 채널에서 멀티코드 CDMA 시스템의 성능 분석)

  • In this paper, we analyze the performance of a multicode-CDMA system which have been proposed for the multimedia communications. The performance of a multicode-CDMA system, providing good spectrum efficiency as well as serving various bit rates, is analyzed with multipath, frequency selective, slowly fading Rayleigh channel. Also the proposed scheme adopting RAKE receiver with MRC(Maximal Ratio Combine) is advantageous to multipath channel. For a practical channel modeling, the JTC(Joint Technical Committee) recommended channel model(JTC(AIR) 23-065R6) is applied to simulation. The proposed schemehas serial-to-parallel convertor which splits input data stream of 2 Mits/s into 20 branches o 100 kbits/s. From the result of simulation, the case of RAKE receiver with 3 fingers to reduce the system complexity required the relatively large $E_{b}/N_O$ of 0 dB~1.5 dB, compared to the case of RAKE receiver with the number of path finger to keep the average error rate to be $1{\times}10^{-3}$ in channel A.

  • The purpose of this study is to contribute to reducing distribution costs, enhancing export price competitiveness, and improving distribution system in LCL cargo, by pursuing the present status of warehouse storage fee, a cause & problem about excessive hike, and a plan for stabilizing warehouse storage fee, as for LCL Cargo, which is imported by sea. The plans for rationalizing warehouse storage fee in LCL cargo were suggested the adoption of the ceiling system for warehouse storage fee rate, the obligation of offering information on warehouse storage fee rate, the eradication of illegal rebate, the improvement in distribution system of the imported LCL cargo, a scheme for the importer to designate a bonded warehouse and forwarder, the introduction of the tentatively named 'LORAS(Lowest Rate Service),' and formation of the dispute coordinating committee for warehouse storage fee.

Principle of Insurance or a Social Right? : Centering on the Development of Individual Learning Accounts in Korea (보험원리인가 사회적 권리인가? : 우리나라 계좌제 훈련의 발전과정을 중심으로)

  • Can job training be considered a social right? Who must bear the costs of individual job training? This paper studies these two issues by examining the Korean Individual Learning Accounts (ILA) revised in 2020 and proposes future policy directions. Although there is no explicit legal provision stipulating job training as a lawful right in Korea, such absence does not negate the government's role of providing vulnerable people, etc with necessary training. Korean ILA heavily depends on the Skills Development Scheme under the Employment Insurance System which succeeded the past mandatory training levy system and it becomes harder to maintain principle of insurance because of sizable volume of atypical workers who are not insured. For future policy directions, it is desirable to increase the burden of general budget and self-financing as they are below 30% combined and the coverage of the ILA needs to be steadily expanded to all economically active people. Also, labor-management should step up joint efforts to stimulate the use of already existing policies such as paid training leave and request for reduction of working hours.

Spectrum Sensing using Bussgang Theorem for BEE 802.22 WRAN (IEEE 802.22 WRAN에서 Bussgang 정리를 이용한 스펙트럼 센싱)

  • Utilization problem of the limited spectrum is the one of the most important issues in wireless communication systems. Cognitive radio technique which is finding and utilizing frequency holes is also one of those techniques. Specially, the spectrum sensing technique to detect the primary user signal is a core technology in cognitive radio area. In this paper, we propose the spectrum sensing algorithm using Bussgang theorem. The proposed algorithm calculates the statistical difference between the Gaussian noise and the primary user signal by applying Bussgang theorem to the received signal. The algorithm is not affected by noise uncertainty and can detect the primary user signal in the very low SNR environment. We evaluate the algorithm through computer simulations with 12 ATSC A/74 DTV signal captures based on IEEE 802.22 WRAN and formulate the sensing threshold for the proposed scheme.

A Study on Connectivity between Maritime Traffic Safety Audit Scheme and Sea Area Utilization Impact Assessment (해상교통안전진단제도와 해역이용협의제도간 연계성에 관한 연구)

  • This study aims to examine whether Marine sand mining business is Maritime Traffic Safety Audit and priority between Maritime Traffic Safety Audit and Sea Area Utilization Impact Assessment because development and action to use in the ocean is ambiguous, it is overlapped with system of environmental aspect, and priority is not designated. Therefore, the way to improve to settle the overlapping problem etc. between Maritime traffic Safety Audit and Sea Area Utilization Impact Assessment was suggested and legal ground for sand mining is suggested. Because management department for Maritime Safety Act and Marine Environment Management Act is Ministry of Oceans and Fisheries, the solution for this is both embodying co-experts on each committee for determinant of system with maintaining contact and radical revise of law. If revised, the possibility of accident in ocean is decreased, and it can be a way to protect marine environment.

A Study on Implementation of IMSAS and Response Plan of the Republic of Korea (IMO 회원국감사제도의 시행과 대한민국의 대응 방안에 대한 고찰)

  • IMO developed VIMSAS for effective application of IMO instruments related to maritime safety and environmental protection and was implemented from 2006 to 2016. Based on this, the purpose and procedures of VIMSAS applied to IMO member states by trial, and IMSAS was enforced from January 1st 2016. IMSAS was implemented to ensure that IMO Member States, such as flag states, coastal states and port states that ratified the IMO Convention, are properly performing their given responsibilities and to ensure the effective implementation of the IMO instruments through the improvement of identified non-conformities. In this study, the auditing contents and procedures were verified based on IMO documents in order to prepare for the IMSAS audit of Republic of Korea scheduled for 2020. For this purpose, this study proposed an update of a directory, development of monitoring system for information reporting required by IMO instruments, designation of relevant experts, preparation of an English version of related national laws, training of IMSAS auditors and establishment of an IMSAS audit response team for audit of IMSAS in 2020 by referring to the results of the VIMSAS for Republic of Korea, major findings of the VIMSAS of other IMO member states, and Consolidated Audit Summary Report (CASR), which was submitted at the 5th IMO III sub-committee.
